NEW DELHI Uttar Pradesh will get to nominate maximum num- ber of cities to be devel- oped as 'Smart Cities', fol- lowed by Tamil Nadu and Maharashtra. Ahead of the mega launch of NDA govern- ment's flagship urban proj- ects, the government has assigned number of cities each state/union territory can nominate under the 100 Smart Cities project as well as those to be devel- oped under the Atal Mission for Rejuvenation and Urban Transformation scheme. UP leads the pack as it has been given the oppor- tunity to nominate 13 cities to be developed as smart cities, while 54 cities in the state have been identified under AMRUT scheme, according to a senior Urban Development Ministry official. Tamil Nadu comes sec- ond with the allocation of 12 smart cities and 33 AMRUT cities. While Maharashtra has been alloted 10 cities to nominate under the smart city project, Gujarat and Karnataka are eligible to develop six cities each. Over 500 AIIMS doctors to join strikeby FORDANEW DELHI

Over 500 AIIMS doctors here will on Thursday joinan ongoing strike called by Delhi-based Federation OfResident Doctors Association (FORDA), a senior resi-dent doctor said.

Over 20,000 members of FORDA, an association of25 Delhi-based government hospitals, went on an indef-inite strike on Monday, demanding adequate stocks oflife-saving drugs, security at work place, fixed dutyhours and timely payment of their salaries.

Initially, the association had asked the resident doc-tors of AIIMS not to join the strike in the wake of like-ly problems such a move may cause to patients.

“As the government is not in a serious mood to payheed to the problems of resident doctors, so we haveasked resident doctors of AIIMS also to join the strike.Let them (government) know what it leads to if theproblems of doctors are ignored,” a FORDA membertold IANS on Tuesday.

The strike has affected the Outpatient department(OPD) services at AIIMS. On Tuesday, at least 2,000patients from other government hospitals in Delhi,including Safdarjung hospital, were referred to AIIMS.

Despite all demands of the doctors being met by theDelhi government, FORDA continued their strike say-ing: “Our association also has members working in hos-pitals run by the central government and the municipalcorporation.”

"We want that the demands are accepted by others(the Centre and Delhi's civic bodies) also," a senior res-ident doctor from Safadarjung hospital told IANS.

Caste certificate forgery: Courtorders FIR against womanNEW DELHI

The Delhi Police has been directed by a court here toregister an FIR against a woman for allegedly forgingcaste certificate to get admission in a college here.

The court observed that allegations against thewoman disclose "commission of cognizable offences"and asked the police to file a compliance report by June26.

"The complainant has alleged that accused womanhas been using forged caste certificate and other docu-ments. The allegation of complainant disclose commis-sion of cognizable offences. In these circumstances,SHO PS Jaitpur is directed to register an FIR under rel-evant provisions of law," Metropolitan Magistrate Nehasaid.

The complaint was filed by Raj Babu who alleged thatthe woman has used forged caste certificate and otherdocuments to secure admission at a Delhi Universitycollege.

In its order, the court noted that despite opportunitiesgiven to the police, it has not filed action taken report inthe case.

In his complaint, Raj Babu has alleged that thewoman and others "with the help of some dishonestgovernment employees have succeeded in getting afalse OBC certificate from a tehsildar in her favour".

He alleged that the woman got admission in the col-lege on the basis of false certificate and she had givenwrong residential address of Uttar Pradesh whereas sheoriginally belongs to West Bengal and was residing inDelhi for the past three decades.

Babu claimed that initially he had given the complaintto the police but no action was taken and therefore heapproached the court under relevant provisions of thelaw.

The decision comes afterthe Supreme Court lastweek granted more time toCBSE for re-conductingthe All India Pre MedicalTest-2015 and directed it todeclare the results byAugust 17 after the boardhad pleaded that it wouldbe impossible for it to holdthe test afresh in fourweeks.

In a statement issuedtoday, the CBSE, whichconducts the examinationsaid: "In compliance withthe Supreme Court orderon June 15 and June 19,CBSE has decided to re-conduct the All India Pre-Medical and Pre-DentalTest 2015 on July 25(Saturday)."

It added that no freshapplications would beaccepted for the examina-tion and it would be a"retest only in respect of

the candidates who hadapplied within the stipulat-ed time from 01/12/2014 to31/01/2015 with requisitefee".

Delhi Assembly SpeakerRam Niwas Goel todayaccepted that there was adelay in issuing the notifi-cation of Budget sessiondue to which there waslack of time to hold ques-tion hour.

"I have exercised thepower and allowed themembers, by relaxing themandatory minimum timelimit of 12 days for sub-mitting a question, to sub-mit their questions, so thatquestions could be asked

Speaker todayannounced that DelhiFinance Minister ManishSisodia will table theBudget on June 25, whileEconomic Survey will bereleased on June 24.Members will discuss theBudget on June 29 and 30.

Goel said members canalso raise short noticequestions, however, mem-bers can only ask threeshort notice questions in aday for which three daysnotice is required.

MLAs will be able toraise their issues during thespecial mention session(under Rule 280). "10members can give noticefor raising special mentionby giving notice upto 11am for the same day of sit-ting," Goel said.

Tuesday stayed the ArmedForces Tribunal (AFT)order setting aside the dis-missal from service of asailor for slapping an offi-cer and altering the punish-ment by directing him toundergo 75 days detention.

Issuing notice to now dis-missed sailor R Karthik, avacation bench of JusticeMY Eqbal and Justice ArunMishra stayed the opera-tion of the order by theChennai bench of the tribu-nal setting aside the dis-missal.

As Additional SolicitorGeneral Maninder Singh

urged the court to stay theoperation of the AFT order,the court observed that thesailor had already regrettedhis conduct and apologisedfor the same.

Pressing for the stay ofthe order, Singh told thecourt that such a behaviourcould not be condoned inthe armed forces and thedismissal has been decidedby the navy chief.

The court was told thatthe gravity of the offencegets further compounded asit happened in the course ofjoint naval exercise withanother country (Brunei).

The tribunal, whileupholding the summary

trial of Karthik, held thatdismissal from service wasdisproportionate to thegravity of the offence andaltered it with a detentionof 75 days.

Its February 6 order hadsaid that after undergoing75 days detention, thesailor would, within sixweeks, report to designatednaval unit.

The tribunal, while alter-ing the punishment saidthat the act of officer con-cerned, Lt AbhishekVardhan, in instigating thesailor by using explicit abu-sive language needs to beconsidered while decidingthe quantum of sentence.

The incident in questiontook place on May 29,2013 on board INS Gharialwhich had sailed fromVishakapatnam to Bruneito participate in the jointexercise. While on the ship,the members of the aviationcore team were called forrecovering a 42C helicop-ter. Karthik was calledtwice but reached half anhour later. On account ofthis, Lt Vardhan usedstrong language thatallegedly provoked thesailor, who had a GoodConduct Badge, and result-ed in his assaulting the offi-cer. Karthik had first GoodConduct Badge.

tary Sitaram Yechury onTuesday said that theOpposition would notallow the land bill to beeither passed or defeated,so that the governmentcannot convene a jointsession of Parliament toget the bill passed.

Yechury's assertion fol-lows Union FinanceMinister Arun Jaitley'scomment that if the landreform bill was not passedin the Rajya Sabha, then ajoint session of Parliamentwould be convened,because the bill's passagewas key to success of thenext phase of reforms toallow the country to meetthe growth target.

According to theConstitution, no joint par-

liamentary session couldbe called until a bill waspassed by one house andrejected by the other. So ifthe land bill was rejectedby the Rajya Sabha afterbeing passed by the LokSabha, a joint session waspossible, Yechuryexplained to reportershere.

"The bill has not beenpassed in the Rajya Sabha.There are various ways inwhich the bill will not bepassed. Neither will it bedefeated too.

It will be referred by thejoint parliamentary com-mittee. Then the reportwill be examined by theRajya Sabha. Then onlythings will happen," heobserved.

Yechury accused theNarendra Modi govern-

ment of pursuing anaggressive pro-corporatepolicy and ignoring poorfarmers' interests.

"The spirit of this bill isthat they want to give no-holds-barred right to thecorporates, both foreignand domestic, to acquireland from farmers andbulldoze them. It will cre-ate a disaster and it willkick off an agrarian cri-sis," he felt.

Yechury said that thebill aimed at amendmentswhich would enable themto acquire more than onethird of total cultivatedland in the country.

"What is the experienceof the acquired land. Morethan 50 percent of the landacquired for an SEZ atleast five years back islying unused," he said.

Tuesday stayed the orderof the Armed ForcesTribunal (AFT) that hadmodified the order of theChief of Naval Staff tosack a sailor for slappinghis senior, that too whileon duty.

The tribunal, thoughupholding the summarytrial of the Navy that hadheld R Karthik "guilty",had also diluted the pun-ishment of dismissal fromservice by awarding 75days of detention.

A bench of justices MYEqbal and Arun Mishraissued notice to Karthik onthe plea of the Centre andstayed the AFT order afterAdditional SolicitorGeneral Maninder Singhsought an urgent interven-tion on the issue.

The Centre, in its plea,claimed that if the tri-bunal's order was notstayed, it would have a badeffect on the morale of theservices.

"The conduct of therespondent (Karthik) wassuch that it tends to shake

up the confidence and trustthat was reposed in himand the misconduct direct-ly impinges upon the disci-pline and morale of theforce on which the entireedifice of Navy is built,"the government said.

"The AFT having upheldthe finding of 'guilty' couldnot have substituted thepunishment of dismissalwith detention for 75days," it said.

Karthik, who was part ofthe Aviation Core team on

board of INS Gharial thathad sailed fromVisakhapatnam to Brunei,was awarded punishmentof detention for 60 days forslapping his superior offi-cer on his face on May 29,2013.

He had pleaded guilty,and later his punishmentwas modified by theadministrative authority,the Flag OfficerCommanding-in-Chief,and was dismissed fromnaval services. The dis-

missal was upheld by theChief of the Naval Staff.

The AFT, however,altered the punishment andawarded detention for aperiod of 75 days, observ-ing that sacking was notcommensurate with thegravity of offence.

It had held that theaction on part of the officerto instigate Karthik byusing explicit abusive lan-guage needed to be consid-ered whilst mitigating thequantum of sentence.

SC stays tribunal order re-instatingsailor in Indian Navy

tomorrow its order on a complaintagainst Union HRD Minister SmritiIrani for allegedly giving "false"information about her educationalqualification in affidavits filed withthe Election Commission.

Metropolitan Magistrate Akash Jainhad on June 1 reserved the order onthe plea after hearing arguments onthe aspect of limitation and whethercognisance can be taken or not.

The complaint was filed by free-lance writer Ahmer Khan, whoalleged that Irani in her three affi-

davits before the EC while filingnominations for her candidature forLok Sabha as well as Rajya Sabhapolls had purportedly given differentdetails about her educational qualifi-cation.

Senior advocate K K Manan,appearing for Khan, had told thecourt that in her affidavit for April2004 Lok Sabha polls Irani had saidthat she completed her BA in 1996from Delhi University (school of cor-respondence) whereas in another affi-davit of July 11, 2011 for contestingRajya Sabha election from Gujaratshe said her highest educational qual-

ification was B.Com part I from theSchool of Correspondence, DU.

The complaint alleged that in theaffidavit filed for nomination of April16, 2014 Lok Sabha elections fromAmethi constituency in UttarPradesh, Irani said she had complet-ed Bachelor of Commerce Part-Ifrom School of Open Learning, DU.

"It is evident from the contents ofthe affidavits filed by Smriti Z Iranithat at best only one of the deposi-tions by her on oath in respect of hereducational qualifications is cor-rect," the complaint alleged.

"The aforesaid affidavits of Smriti

Irani, apart from the ostensibly falseand discrepant statements in respectof her educational qualifications,also appear to contain false/ dis-crepant statements in respect ofimmovable properties owned by herand other details set out by her," itclaimed.

"The aforesaid facts and circum-stances reveal commission ofoffences by accused under section125A of Representation of PeopleAct, 1951, besides any other offencesthat may attract other penal provi-sions as an outcome of an additionalinvestigation," the plea alleged.

An FIR was registeredagainst Satish Kumar, anassistant professor in StStephen's chemistrydepartment, after the PhDstudent filed a complaintalleging sexual harassmentby him.

In the FIR, the com-plainant said that Kumar"sexually assaulted" her inOctober 2013 inside a lab-oratory. As per the com-plaint, Kumar also fol-lowed the victim to a metrostation close to the collegewhen she fled after freeingherself from him.

The victim also allegedthat she was first harassedin May 2013 in the samelaboratory. She said that itcontinued despite herrefusals. In her complaint,she also said that Kumar

stopped guiding her in herresearch and kept a watchon her social mediaaccounts.

On the victim's allega-tion, police registered acase on different chargesincluding stalking and sex-ual harassment.

Meteorological centre,Manorama Mohanty said.

Due to the crossing overof deep depression over theland border, the coastalareas surrounding Diu arereceiving rainfall,Mohanty said.

"It will bring heavy toheavy rainfall with strongwinds across the state forupcoming 48 hours," shesaid.

Met department, in con-nection with the forecastfor June 23 and 24 on itswebsite, said that moderate

to rather heavy rain orthundershowers wouldoccur at most places in thedistricts of south Gujaratregion, Saurashtra-Kutchand in Diu, Daman, DadraNagar Haveli and at manyplaces in the districts ofNorth Gujarat region aswell. "Sea will be veryrough with waves fromsoutheasterly to southernlydirection. Fishermen areadvised not to venture intoopen sea during the sameperiod," a warning on theMet department's websitesaid.

"Winds will be 45 to 55kmph from easterly tosouth- easterly direction.Wind speed in squall maytemporarily reach 65kmph," it said.

In Diu, tourists were alsoadvised not to go near thebeaches.

news. But humans have been imbibinglead with their food and drink for over2,000 years. Lead is an abundant, easilyaccessible metal that has been in use formillennia. The Romans used lead exten-sively in cooking vessels, water pipes,and as an alloy in their silver coins.Annual production in the Roman Empireamounted to 80,000 tonnes. Grape juiceboiled in lead vessels was added to wineand other dishes, all of which meant thatRomans guzzled lead in substantial quan-tities throughout their lives. This hap-pened despite the fact that Greco-Romanphysicians knew that lead was highlytoxic; they had vividly described thesymptoms of lead poisoning. Some histo-rians speculate that the collapse of theRoman Empire was brought on by leadpoisoning.

The wordwide annual production oflead today amounts to 50 lakh tonnes; it isused in solder, paint and even foodcolouring. By now, lead has accumulatedin significant quantities in human bodiesand the environment. But the major cul-prit in the spread of lead is the anti-knockadditive to the automobile fuel, tetraethyllead (TEL). The history of how TEL wasunnecessarily thrust on humanity and thebiosphere makes a riveting story.

Push for TEL and oppositionTEL was first synthesised in Germany

in the mid-19th century, but never put touse, being highly toxic. It was resurrectedby the American automobile, oil andchemical industry as an anti-knock agentin the early 1920s. By then it had beenwidely acknowledged that mixing alcoholwith petroleum could effectively serve thesame purpose, with Scientific Americanreporting on April 13, 1918: “It is nowdefinitely established that alcohol can beblended with gasoline to produce a suit-able motor fuel.” By 1920, a U.S. NavalCommittee had concluded that alcohol-gasoline blends “withstand high compres-sion without producing knock.” But alco-hol cannot be patented and cannot bringlarge profits to companies. So, all discus-sion of its potential was deliberately sup-pressed, and TEL pushed with vigour.

This push met with much oppositionbecause there were many deaths and seri-ous injuries in plants manufacturing TEL.As a result, several U.S. states banned itsuse. Many distinguished medical scien-

tists opposed it. In response, the U.S.Surgeon-General convened a meeting in1925 that, in turn, appointed a committee.This committee reported that there was noexisting evidence of the ill-effects oflong-term exposure to lead in the atmos-phere on human health, but also pointedout that this was because there had beenno research on the topic, and suchresearch needed to be initiated urgently.Industry happily funded a pliant medicalscientist, Robert Kehoe. For the next 40years, the Surgeon-General and Kehoeundertook forceful advocacy of TEL.Many noted scientists remained uncon-vinced, but Kehoe challenged them toshow clear evidence of the ill-effects ofTEL. An important element of Kehoe’sclaim of the absence of ill-effects of TELwas that the natural levels of lead inhuman blood were as high as 0.2-0.4 ppm.Notably, toxic effects of lead appear atjust slightly higher blood levels of 0.5-0.8ppm. Since Kehoe monopolised theresearch, it was impossible for the manydoubters to produce counter-evidence.

The logjam was broken in the 1960swhen a brilliant young geochemist, ClairPatterson, entered the scene. Pattersonwas working on iron meteorites to deter-mine the age of our earth, for which it wasessential to determine the levels of lead in

the meteorites accurately. But this provedincredibly difficult, for Patterson discov-ered that the whole environment was sopolluted by lead that it was well-nighimpossible to set up a lead-free laborato-ry. Finally, Patterson succeeded, and in1956 determined the earth’s age to be 4.56billion years, an estimate that continues tobe accepted to this date. Patterson wasthen stimulated to look into the issue oflead in natural and human-impacted envi-ronments. Surprised by the closeness ofthe ranges of presumed natural and toxiclead levels in human blood, he began toexamine the levels of a series of elementsin the non-living environment and thebiosphere. Patterson showed that livingorganisms preferentially take up usefulelements such as calcium and activelyexclude toxic ones such as barium fromthe same group.

This led to his second major contribu-tion to science in the form of the conceptof biopurification. According to this prin-ciple, natural concentrations of harmfulelements in human body should be farlower than levels that are toxic, and thatKehoe’s claim of natural levels of lead inhuman blood being as high as 0.2-0.4 ppmwas very much suspect.

Rising levels of leadPatterson then systematically investi-

gated levels of lead in rocks, rivers andsea water, ocean sediments, the atmos-phere and the biosphere. He demonstratedthat over the last few centuries, the levelsof lead in the remains of marine organ-isms incorporated in sediments had goneup a hundredfold. He took ice cores fromthe Arctic and Antarctic and demonstrateda similar increase. The obvious conclu-sion was that the prevailing levels of leadin the human body were a result of pollu-tion, and were not natural levels at all, asKehoe had been claiming so far. Pattersonprovided clinching evidence of this whenhuman teeth and bones from ancient buri-als turned out to have just one-thousandththe amount of lead as teeth and bones ofmodern-day humans.

Summarising his work, Patterson pub-lished a ground-breaking paper in 1965that destroyed all of Kehoe’s unsustain-able claims. The scientific, especially themedical research, community that hadbeen mutely witnessing the unacknowl-edged ill-effects of lead pollution wasimmediately convinced. After sidelininghis work and oil companies cutting off hisfunding, the U.S. government was finallyforced to ban TEL a full 20 years after thepublication of his paper.

But this chemical, thrust upon the worldonly because it is patentable, continues tobring in profits to its manufacturers fromacross the world, including India’s neigh-bours, Afghanistan and Myanmar, whostill use it as an automobile fuel additive.Indeed, as Larry Summers, then a vice-president of the World Bank, and laterSecretary of Treasury under Bill Clinton,had written in his notorious memo of1991: “The measurements of the costs ofhealth impairing pollution depends on theforegone earnings from increased morbid-ity and mortality. From this point of view,a given amount of health impairing pollu-tion should be done in the country withthe lowest cost, which will be the countrywith the lowest wages. I think the eco-nomic logic behind dumping a load oftoxic waste in the lowest wage country isimpeccable and we should face up tothat.” Perhaps India, too, is acting todayon this “impeccable” logic, to the evidentdetriment of its environment and the qual-ity of life of its people.

Last week’s gruesome shootingin Charleston, South Carolina,in the United States, at one of

the nation’s most renowned African-American congregations, is resurrect-ing the city’s and the U.S.’s troubledpast. This city’s history is steeped inslavery and the kind of racism thatfuelled the murders on June 17.About half of all African-Americansin the U.S. can trace their arrival tothe country from the Charlestonregion.

At the Wednesday evening Biblestudy, on June 17, six women andthree men, including Pastor ClementaPinckney, a state Senator, were shotdead at the Emmanuel AfricanMethodist Episcopal church, locatedin a predominantly white area of thecity’s downtown peninsula. The 21-year old white gunman, Dylann Roof,emptied his semi-automatic handgunon an essentially African-Americancongregation. The Federal Bureau ofInvestigation is now treating this as ahate crime, a category of deviancethat has become part and parcel ofAmerican life. There were more than3,000 hate crimes committed during2013, the last year for which statisticsare available. Of these, 2,000 weredirected at the African-Americancommunity. Whites were victims inabout 700.

Importance of CharlestonRoof was in the gathering and after

listening to the discourse for nearly45 minutes, entered into an argumentin dissent of what was being said bythe pastor. Following what wasdescribed as a vitriolic exchange ofviews, Roof stood up and openedindiscriminate fire. Just before shoot-ing, he reportedly said: “I have to doit. You rape our women. You’re tak-ing over our country. And you have togo.” Such was the intensity of hishatred for African-Americans. Therehave been past incidents of violencein churches across the nation. But,somehow, Charleston seemed differ-ent, and the nation, includingPresident Barack Obama, soon ral-lied together to express its shock anddisapproval.

Why did Roof select Charleston tounleash his savagery? In a website,“Last Rhodesian”, opened as recentlyas February 2015 and attributed toRoof, he said: “… I chose Charlestonbecause it is the most historic city inmy state, and at one time had thehighest ratio of blacks to whites inthe country. We have no skinheads,no real KKK [Ku Klux Klan], no onedoing anything but talking on theinternet. Well someone has to havethe bravery to take it to the realworld, and I guess that has to be me.”Roof will now have to face chargeson nine counts of murder and one ofpossession of a firearm while com-mitting a crime.

The rights movementThe history of the Emmanuel

Episcopal Church, one of the oldestblack churches in the country, goesback to the early 1800s. A few yearsafter it started attracting congrega-tions, in 1822, it was burnt down by afew local white landowners whoresented an attempted slave rebellionengineered by Denmark Vesey, oneof the church’s co-founders. It alsobore the brunt of an earthquake in1886. Notwithstanding such tribula-tions, it has played a significant rolein the African-American Civil Rightsmovement for more than a century,especially in the 1960s. It began to berecognised as “the symbol of blackfreedom”, and attained fame whenRev. Martin Luther King spoke thereurging congregants to vote in 1962.More recently, Pastor Pinckney hadled rallies against the police killing,in April 2015, of Walter Scott, anAfrican-American youth, in nearbyNorth Charleston, an incident whichled to large-scale riots. The pastorwas very vocal in the state Senate,pressing Charleston policemen tomandatorily wear body-mountedvideo cameras — a move aimed atcurbing police misconduct.Therefore, there was enough provo-cation for a white backlash and ran-cour, especially against the pastor.

The Charleston attack bore strongresemblance to the racist attackagainst a politically active blackchurch in Birmingham, Alabama,

back in 1963. This incident, a bomb-ing, was attributed to the dreadedwhite supremacist KKK, and con-tributed to the strengthening of theCivil Rights Movement. This pastexplains why Roof zeroed in onCharleston. The Charleston attackraises many critical issues impingingon the polity and social fabric of theU.S. There are age-old racial fissureswhich just refuse to go away. As Prof.Jack Greene, a leading expert on theU.S. Police and my professor atTemple University, says: “Inequalityaffects the poor and marginalizedmost, of course, and AfricanAmericans have been marginalizedbefore and following the days ofslavery.”

Reckless attacks by white suprema-cists are more than a menace, howev-er infrequent they may be. For exam-ple, there was the gory incident of1995, where Timothy R. McVeigh,formerly of the U.S. Army, detonateda truck bomb in front of a federaloffice building in Oklahoma Citykilling 168 people. Although initiallydescribed a terrorist, there was subse-quent speculation that McVeigh wasnot acting alone, with one of his asso-ciates being a white supremacist.

Gun lobby and rightsFrom the criminal justice point of

view, there are at least two issues

here which should be a matter of con-cern to the U.S. The first is the vexa-tious question of how to ensure thatfirearms do not fall into the wronghands. We do not yet know whetherRoof’s firearm was licensed or not.However, it is known that in Marchthis year he was arrested for trespassand possession of a narcotic painkiller. The cold reality in the U.S. isthat persons with a more dubiousrecord than Roof can get gunlicences, taking advantage of theConstitutional “right to bear arms” —one that has been so loosely and lib-erally interpreted that even mentallyimpaired individuals and those with acriminal record can hide their pastand obtain a licence and buy the mostsophisticated weapons. A catalyst inthis appalling situation is the cloutthat the pro-gun lobby, in the form ofthe National Rifles Association(NRA), enjoys. Mr. Obama, whowaxed eloquent in favour of a strictergun policy before he was elected, hadto tone down his opposition to theNRA because the latter is politicallytoo powerful to be antagonised.White House does go all out to giveexpression to its determination to putan end to the gun menace wheneverthere are serious incidents. Examplesare the Virginia Tech case in April2007 in which 32 people were shot

dead by a South Korean undergradu-ate student, and the ConnecticutSandy Hook Elementary School casethat claimed 26 lives when a formerstudent went berserk in December2012. Such resolve does not gobeyond rhetoric.

The administration’s travails arecompounded by a judiciary that hasput its foot down against any whole-sale ban on firearms. It endorses onlyreasonable restrictions on ownershipand the right to carry a weapon fromplace to place.

Fragile race relationsThe fragile relationship between

whites and blacks in America isanother reality that shows up in inci-dents like Charleston. We mustremember here that an averageAfrican-American still believes thathe can get no justice at the hands of awhite-dominated jury system andmilitant police forces who have beenexcessively beefed up in the past fewyears by liberal federal assistance tobuy heavy arms that are clearly out ofplace in a civilian police system. AsProf. Greene says: “ ...the continua-tion of ‘crime attack’ and ‘war’ ide-ologies, as well as the actual milita-rization of police.... fuels the aggres-siveness and war footing of thepolice.”

The antagonism between blacksand the police goes back manydecades. At least three importantincidents are relevant. The landmarkcase is that of Rodney King in 1991in Los Angeles, where the haplessAfrican-American motorist was bru-tally assaulted by a posse of police-men for not stopping when asked todo so. The episode was caught oncamera and widely circulated,inflaming passions across the coun-try. The acquittal of the policeinvolved led to large-scale riots. Themere civil liability fastened on themfurther infuriated the African-American population. Two decadeslater, in February 2012, an African-American youth, Trayvon Martin,was shot dead in Sanford, Florida, onthe flimsy plea of self-defence by aneighbourhood watch volunteer. Allhell broke loose and black sentiment

overflowed to express what was con-sidered to be a case of white policeatrocity against an African-Americanyouth. Here too, the policeman waslet off after being given the benefit ofthe doubt. Most recently, last August,the fatal shooting of an African-American youth, Michael Brown, bya Ferguson (Missouri) policemanerupted in large-scale violence. Thejury’s decision not to indict the offi-cer only widened black and whiteestrangement.

Perhaps the most questioned aspectof the criminal justice policy andenforcement is the continued highrate of incarceration of African-Americans, considered dispropor-tionate to their numbers in the coun-try’s population. This perceivedimbalance causes maximum offenceto most African-Americans across thenation.

The practice of “stop and frisk”prevalent in most police departmentsis another irritant. Recently, the NewYork Police Department has had todrastically revise its guidelines topatrolmen to ensure a more circum-spect exercise of its authority. Allthese factors greatly reduce theadministration’s credibility in theeyes of the African-American com-munity.

In the ultimate analysis, incidentslike Charleston pose a question markover the U.S. administration’s capac-ity to harmonise ties between thenation’s two largest communities. Noamount of official window dressingor affirmative action to uplift theblack masses has helped to bridge thechasm. Undoubtedly, there is a trustdeficit in the U.S.

India also has a problem of policebiases against minorities. But then,some deft balancing of administrativeprocesses has helped us to achieve amore than marginal positive impacton furthering social cohesion.Perhaps the U.S. has something tolearn from us.

The smell of death continues to hang over theLaxmi Nagar slum in Malvani in Mumbai’swestern suburbs. The first reports of deaths

from spurious liquor came in last week, and over thenext four days the toll has crossed 100, making itMaharashtra’s worst such tragedy. In 2004, the deathtoll in a similar tragedy went up to 87. The use ofmethanol, the highly toxic alcohol, is once again thefactor in these deaths. The human scale of the tragedyis shocking. It has killed the chief bread-winners,widowed several women, some as young as 18, andorphaned small children who have no means to sur-vive. Mainkaini Swami alias Akka, the alleged mas-termind, runs a bootlegging network, and is on therun. Two of her associates were arrested, but Akkaremains elusive. She was arrested five times in thepast, but has continued to run the network right underthe nose of law enforcement agencies. It is tragic thatmass deaths among the poor due to illicit liquor con-sumption is still prevalent. Since 2001, illicit hoochhas killed over 700 people across India in 18 recordedincidents. The biggest such tragedy, which killed 180people in May 2008, was in Karnataka. Then, 170people were killed in West Bengal in December 2011.

The latest tragedy has been an embarrassment to theBJP-Shiv Sena government, and Chief MinisterDevendra Fadnavis will in all probability now clampdown on illicit liquor units across the State. After the2004 tragedy the Congress-NCP government hadmade Section 65 of the Bombay Prohibition Act anon-bailable provision with the maximum punishmentranging from six months to three years. However,excise and police officials say bootleggers like Akkamanage to get bail and return to the business. Thegovernment is now considering the application ofmore stringent laws such as the MaharashtraPrevention of Dangerous Activities of Slumlords,Bootleggers, Drug Offenders and Dangerous PersonsAct, 1981, or even the Maharashtra Control ofOrganised Crime Act (MCOCA) which will make baila difficult proposition. The government has receivedmany representations, especially from women, to banliquor in temple towns such as Pandharpur, andTuljapur, Nagpur and Yavatmal, In January the gov-ernment declared Chandrapur “liquor-free”, making itthe third “dry” district after Gadchiroli, and Wardha,where Mahatma Gandhi’s Sevagram ashram is locat-ed. But, in Gadchiroli and Wardha districts, in the lastfour years the Excise Department has lodged some2,000 cases and seized illicit alcohol worth overRs.2,000 crore. So for now, effective police actioncombined with stringent laws remains the only way tostop this dance of death.

Another UN ambassador to Afghan ZahirTanin also remarked that Afghanistan was atthe receiving end of an “unprecedented con-vergence” of Taliban insurgents, over 7,000foreign fighters and other violent groupsincluding the ISIS.

These groups not only target Afghan troopsand civilians with suicide bombings, impro-vised explosives, hostage-taking and assassi-nations but they seek control of districts andprovinces as bases for their activities inAfghanistan as well as south and centralAsia, a news agency quoted Zahir Tanin astelling the UN Security Council.

The Taliban has stepped up attacks acrossthe country ever since it launched its “springoffensive” in April. It has launched a seriesof suicide attacks on various governmentbuildings and key strategic hubs. Meanwhile,the Taliban has also captured two districtsChardara and Dasht-i-Archi, in the northernprovince of Kunduz.

Afghan forces have been struggling tomaintain the security on their own after theUS and NATO wrapped up their combat mis-sion in Afghanistan in December 2014. Lessthan 10,000 US troops and several thousandNATO personnel remain in the country nowfor training the national troops.

Jitender Tomargiven the punishment, assured Kejriwal.We will not tolerate any wrongdoing, no

Earlier today, the Delhi Assembly wasadjourned for 15 minutes after the BJPsought an explanation from Kejriwal on thealleged fake degree of Tomar.

Tomar is currently in jail in the fake degreecase. He was arrested on June 9. Police haveslapped a case of cheating, forgery and con-spiracy against him.

Prime Minister Narendra Modi will belaunching implementation guidelines for 100Smart Cities, 500 AMRUT cities andPradhan Mantri Awas Yojana on June 25.

Twelve states - UP, Tamil Nadu,Maharashtra, MP, Gujarat, Karnataka,Andhra Pradesh, Rajasthan, Punjab,Haryana, Telangana and Chhattisgarh wouldlead the urban transformation piloted by theModi-led government.

These 12 states account for 70 percent ofsmart cities to be developed and AMRUTcities to be rejuvenated.

Of these 12 states, eight are under the ruleof BJP or its allies accounting for about halfof smart cities to be developed and 225 of476 AMRUT cities identified so far. UTs arealso the responsibility of central government.

According to official, each state has beenassigned a specific number of cities for suchnomination by the ministry based on anobjective criteria giving equal weightage tourban population and number of statutorycities/towns in each state.

A statutory town is one that has a notifiedmunicipal body. There are 4,041 statutorycities/towns in the country as per 2011Census. Out of these about 500 cities arewith a population of above one lakh eachwhich are the focus of AMRUT. These 500cities account for 73 percent of country'surban population.

While assigning the 100 smart city slotsamong states/UTs, geographical equity hasbeen taken into consideration to ensure thateach State/UT gets to develop at least onesmart city, the official said.

"Selection of potential smart city candi-dates is based on a two-stage competition --'City Challenge competition. First stage ofcompetition is intra-state. This involves eval-uating all cities and towns in each state basedon a set of criteria evolved by the Ministry ofUrban Development in consultation with allstakeholders including states/UTs," he said.

Cities nominated by each state will partici-pate in the second stage of 'inter-city' compe-tition. These 100 cities will prepare smartcity plans for each city and they will be eval-uated in the ministry by a panel of expertsbased on a set of elaborate criteria.

All 100 cities will be ranked based on thecriteria and the top 20 will be chosen forfunding during 2015-16.

Rest of the cities will be given time tomake up the deficiencies identified beforeparticipating in the next two rounds of com-petition, the official said.

Subsequently, another set of 40 cities willbe selected for financing in 2016-17 and the

remaining 40 in next year.For the selection of AMRUT cities, broad

criteria is that cities/towns with population ofabove one lakh.

Hill cities, Island cities, towns of tourismimportance, and towns on the main stem ofGanga are also to be included even thoughthey have less than one lakh population.

So far, 476 cities/towns have been selectedas per details given in the above table and therest are being finalised.

Karnataka govtorder of May 11," a petition by the

Karnataka government said in its prayer forinterim relief.

The appeal against the May 11 verdict alsosought setting aside of the acquittal ofJayalalithaa's close aide Sasikala and two ofher relatives, VN Sudhakaran and Elavarasi,on the grounds that Karnataka's prosecutingagency was not made a party by them beforethe High Court.

"The judge committed a grave mistake intotalling the ten items of loan by arriving at afigure of Rs 24.17 crore when, actually onproper totalling, the same ought to be Rs10.67 crore, resulting in erroneous decisionthat disproportionate assets is only to theextent of 8.12 percent of the income whenactually it works out to 76.7 percent, the dis-proportionate assets being Rs 16.32 croreand the income as found being Rs 21.26crore," the plea said.

Gold seized The Directorate of Revenue Intelligence

(DRI) seized the gold valued at Rs 16.85crore from 56 passengers arriving fromMalaysia and Singapore in the early hoursof Monday.

DRI officials said Chennai-based gangswere bringing the precious metal in differ-ent shapes resembling the parts of the elec-tronic goods, such as magnets in amplifiers,stand of speakers, central pulley of washingmachine, rods of stand/trolley and magnetsin transformer. This was done in a meticu-lous way to avoid detection by customs offi-cials through regular X-ray scanning of the

baggage.Investigations by DRI revealed that these

couriers used to depart from Chennai airportto Malaysia or Singapore and return to lessfrequented airports with gold concealed inelectronic goods or consumer durables suchas music system, amplifiers, mini washingmachine, electric oven, induction stove andtelevision.

It was also found that the gangs wereusing large number of non-frequent passen-gers as couriers.

On specific intelligence, Chennai zonalunit of DRI with the assistance of DRI unitsat Visakhapatnam, Hyderabad and CustomsCommissionerate, Visakhapatnam launcheda major operation which began on Sundaynight and continued till late Mondayevening.

The operation resulted in huge haul of 63kg of smuggled gold from three internation-al flights - Air Asia 83 and Malindo 251,both from Kuala Lumpur, Malaysia and SilkAir MI442 from Singapore.

The officials identified suspect passengersin the three flights which landed lateSunday night. Their baggage was segregat-ed and scanned.

"The suspect goods were categorised indi-vidually and detailed examination was doneby breaking open the goods in the conceal-ment area," said a statement by DRI.

The gold was brought in an illegal mannerin violation of provisions of the CustomsAct, 1962 and Baggage Rules, 1998. Theofficials were questioning 56 passengers.

"Necessary legal action under CustomsAct, 1962 for offences committed in smug-gling of gold has been contemplated and thefurther investigation is on," the statementsaid.

This is the biggest seizure of the yellowmetal at Visakhapatnam airport and one ofthe biggest hauls in the country.

There has been a spurt in gold smugglingin recent years as the precious metal isbeing brought in illegally to avoid importduty.

Triple lifesentence for the murderer of Kush

Kataria, the Nagpur bench yesterday award-ed one more life sentence holding primeaccused Ayush Nirmal Pugalia (26) guiltyunder Section 364-A of the IPC (kidnappingfor ransom).

On April 4, 2013, a trial court here hadawarded double life sentenced to Pugaliafor brutal and cold-blooded murder of Kush,son of a city businessman Prashant Kataria.

A division bench comprising justicesArun Chaudhari and P N Deshmukh, whileallowing state appeals, described the trialcourt verdict as "legally correct and proper"for the offences of kidnapping, murder anddestroying evidence of offence and alsoupheld the prosecution's claim that the kid-napping was done for ransom.

However, the High Court did not acceptthe prosecution appeal to award death sen-tence to Pugalia and rejected the state gov-ernment?s appeal for enhancing the life sen-tence to capital punishment.

The High Court felt that this was not the'rarest of the rare' case and accused cannotbe said to be a menace to the society.

The trial court had also turned downdemand of prosecution and society at largeto hang Pugalia for extreme cruelty shownin eliminating Kush and had awarded dou-ble lifer considering his young age, lack ofcriminal past and failure of prosecution topin-point motive behind this diabolic mur-der for ransom.

The High Court also dismissed an appealfiled by prime accused Pugalia against hisconviction and upheld the double life sen-tence awarded to him for kidnapping andanother for murdering the child and said thetwo life sentences will go consecutively.

The third one imposed by HC he will goconcurrently with the sentence given by thetrial court..

Nasir Hossain underplays 'Banglawash'talk, says eyeing 3-0 result

Hossain on Tuesday expressed con-fidence of inflicting a 3-0 serieswhitewash over India when the twosides meet in the third and finalODI tomorrow, but chose to under-play the "Banglawash" refrain usedby the home team's fans.

"There is nothing likeBanglawash or things of that sort.We will try to win the match. Wewill play to win the match," assert-ed Hossain on the eve of the thirdand final ODI.

"It was only a little while ago wehad a chat in the dressing room andwere told that we need to take thesame approach as a team wouldwhen 2-0 up in the series," he said.

Having beaten India in a series forthe first time ever, Bangladesh arealso eyeing their 11th successivewin at home. "As a team we areplaying for a long time and it seemswe are growing as a team. Winning

is a habit. We played well in the lastcouple of series and want to contin-ue it. "We know India would comehard at us but it doesn't really both-er us. We are more concerned onwhat we are doing. Each of us has apersonal role and we want to per-form that," said the 23-year-old,who also bowls off-spin.

Rain threat looms large for tomor-row's game but Hossain said histeam was keen to play. "We want toplay against them. They are a bigside and we have got several thingsto learn from them, so I hope we geta full game. Whether we win orlose, we want to play."

A series win over India and previ-ously Pakistan is a big shot in thearm for Bangladesh, but Hossainsaid there is a need to be consistentfor a longer period. "We are yet tobecome a big team. We are playingin our own conditions so it is a thingto take into consideration. To be abig team we have to play consis-

tently for two-three years. We havewon two series (India and Pakistan)but if we can achieve that consis-tently, we will feel like a big team."

He has been a regular with theball in the series and took two wick-ets in the last match. "Seriously Iam bowling a lot more than beforeand working a lot with Rohan(Kalpage). I always enjoy bowlingand that has been the case in thisseries. Basically I see myself as abatting all-rounder," said Hossain.

Heaping praise on rookie left-armpacer Mustafizur Rahman, who hastaken 11 wickets in two games sofar, Hossain said: "Mustafiz hadbrought 80 per cent of the match inour favour. He is not thinking muchabout it and still has not realised hisachievement. I am sure he will bowlin the same manner in the thirdmatch. He is difficult to face in thenets, so at times we ask him not tobowl any cutters while we are bat-ting."

But as a whole, thedressing room atmospherehasn't been anything shortof anything it has been inthe past. "But going into thisgame (third ODI), we'vereally got to free the birdsup and try and play as pos-itively as we can," said thespinner.

KARACHIPakistan's Test batsman

Haris Sohail has suffered ashoulder injury in SriLanka and could berecalled home. Chief selec-tor Haroon Rasheed toldPTI that the team manage-ment has not yet decided tosend Sohail back toPakistan.

"He suffered a nasty fallon his shoulder duringpractice but the manage-ment is currently havinghim examined by the bestdoctors and will decidesoon whether he willremain with the team orreturn home," the formerTest batsman said.

Her character in SNS, will report-edly meet with an accident and die.

This is how the events will take place.Gopi(Devoleena Bhattacharjee) andKokila(Rupal Patel) will bring Meeraback. Paridhi on the other hand will notbe pleased with Rashi’s presence in thehouse. Kokila and Gopi will ask Paridhito make her peace with Rashi at any cost.The latter will however refuse to do so.Later, it will be revealed that Paridhiwould want to stay only with Jigar andnot the rest of the family members. Samarand Sahir will ask her to move out of thehouse and on her way, Paridhi will meetwith an accident and pass away.

Her other serials like 'Kabhi saas bhikabhi bahu thi', 'Kahani Ghar Ghar ki'of Balaji films were great hits. "My thisfilm is a family drama. Our artists haveput in their hundred percent to show-case so called showbiz life of the socie-ty and I hope that like every hit drama,this film will attract people from allwalks of life, he said. Actress Samiraexpressed that it was a different experi-ence to work with Moonlight produc-tions. I will try to give my best in thisfilm too like my previous films and I amoptimistic that people will find my char-acter with the pace of the film, she says.

The film has been shot at variouslocations of Delhi and Jaipur. AryaSingh has been music director whereasNoor, Kailash and Amit has given play-back. Promos of film are expected soon.
