The ENO (ENvironment Online) International, a non-profit organization working for the environment, has a goal to plant 100 million trees by 2017 throughout the world.

Kalaimani said they have been campaigning on line and the Miss Earth representatives to be ENO Ambassadors, reaching out those areas affected by typhoons/calamity to replenish the devastated areas with growing trees. We were in Iligan in 2013, following year until this year on for our campaign.

“This is not the first that we come to Iligan. I brought along the Miss Earth titlists from among Asian countries to be inspiration of students in greening the earth again,” said Kalaimani.

While Miss Sherlita Daguisonan, ENO Philippines Coordinator, has involved the students from elementary and secondary, including the tertiary, this city, to be part of the campaign.

Daguisonan said they have aligned this project with the

Department of Education (DepEd) program on environment. Daguisonan is the senior education program specialist for planning and research of DepEd Schools Division Office, Iligan City, in coordination with Ann Solijon, science division supervisor.

Miss Green Tourism Indonesia 2014, for her part said, “This campaign shows such a good example for a little thing we can do for the Mother Earth. If not us, then who else? If not now, then when?”

It’s such an honor for me to be able to help that goal happened with my first step, doing and campaigning it here in Iligan, together with Miss Earth Philippines 2015 Angelia Gabrena Ong, Viyanditya added.

Miss Earth Philippines 2015 Ong, said they started the campaign right away on June 19, to different schools in Iligan City--the Sta. Filomena School, Doña Juana Actub Lluch Memorial Central School, and Iligan City East High School. We planted one tree in each school right after the campaign.

We also had ‘Environment

Talk’ sharing to students on the campaign to plant trees and do their share of preserving Mother Earth, said Ong. The most awaited part was when we executed the ENO Dance, involving everyone in the crowd to dance with us, including Kalaimani.

Part of the day was the awarding of certificates of Kalaimani scholars and the distribution of Water Monitoring Kit to two schools, awarded to Buruun School of Fishery and the Sgt Miguel Canoy Memorial Elementary School.

This water monitoring kit from Netherlands is an instrument that would determine the city’s water source, safe from any contamination.

The next day, June 20, the delegated conducted planting the Mangrove seedlings in Bayug Island with the Iliganons, together with reigning Miss Iligan City Jocehl Kilat Cristoria. Around 3,000 propagules were planted by hundreds of students from 14 schools, involving the civic clubs, women group, city officials, and DepEd family.

Bayug Island has been

devastated by Typhoon Sendong in 2011, with hundreds of lives perished and properties washed away by flashfloods.

As member of the ENO peace messenger team, PHL ENO coordinator Daguisonan, meanwhile, announces the ENO Treelympics Hero 2015.

This is a contest for students, under 18 years, who have planted trees between 22 March and 15 July. Most active students

will receive an award in Act Now Conference 2015 in the city of Joensuu, 7-11 Sep 2015.

A wonderful opportunity for students! Online submissions by 16 July using the link: http://www.treelympics.org/

Daguisonan said the Philippines awarded number three in 2014 ENO Treelympics Hero, with school from Barangay Hinaplanon, this city, received a medal.

The theme “Invest in the Philippines: Asia’s Bright Spot,” will serve to highlight the Philippines’ status as one of the best performing economies in Asia amid keen investor interest in opportunities in infrastructure and other growth areas.

“As a pillar of Philippine foreign policy, economic diplomacy is a powerful tool for strengthening our relations with international partners and advancing our national interest overseas. Indeed, this Roadshow reflects the great importance attached by the Philippine Government to building dynamic, mutually-beneficial, and long-term engagements with the United States and other important trading partners,” Ambassador Cuisia said.

Meanwhile, Finance Secretary Cesar V. Purisima stated, “Drawing high-quality investments in key areas of opportunity like infrastructure is a win-win for both the Philippines and foreign investors. This is a fundamental component of our strategy as

we build better infrastructure to support the growing mobility and connectivity needs of a booming population.”

The roadshow will showcase the Philippines’ accelerating economy and bullish outlook on the back the government’s good governance agenda. The roadshow will highlight the country’s story of growth, resilience, and stability to entice investors looking for ripe opportunities in the up-and-coming tiger economy of Asia.

Infrastructure development has always been a key priority of the administration, with the Philippines on track to reach infrastructure spending equivalent to 5% of GDP by 2016. The Philippine Investment and Infrastructure Roadshow is crucial to the nation’s progress as it will help draw high-quality foreign investments. Potential investors are expected to enhance our country’s development with resources, technical expertise, and technology.

“We bring our story of robust macroeconomic fundamentals as our best selling point as we tour the United States and connect with potential investors. American investors will find that our story of growth is buttressed by stability and prudence. We continue to bring our story

of improving fiscal strength abroad in looking for reliable partners who wish to invest in the Philippines’ future,” Purisima added. (DOF)

Carmakers and parts manufacturers briefed on CARS Program

MANILA - Carmakers and parts manufacturers were briefed on the features and mechanics of the Comprehensive Automotive Resurgence Strategy (CARS) Program.

Page 13: One Mindanao - June 24, 2015

The CARS program aims to boost motor vehicle manufacturing and create more jobs for Filipinos. It is estimated that 200,000 jobs will be created with the implementation of the program. Likewise, CARS aims to encourage Philippine car makers to scale up and invest in parts manufacturing.

“The program aims to jumpstart the revitalization of the country’s automotive industry, improve its competitiveness and elevate the country into an auto manufacturing hub in the region,” said DTI Undersecretary and BOI Managing Head Adrian S. Cristobal Jr.

With the implementation of the CARS program, the Philippines expects to attract more than Php27 billion in new parts manufacturing investments, produce at least 600,000 vehicles and generate a total

economic activity estimated to be worth Php300 billion over the life of the program. The resulting

contribution to Gross Domestic Product (GDP) is estimated at about 1.7%.

The BOI consulted with the members of the Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI), Philippine Automotive Competitiveness Council,

Page 14: One Mindanao - June 24, 2015

Inc. (PACCI), Federation of Automobile Industry Philippines, Truck Manufacturers Association, Inc. (TMA), and Motor Vehicle Parts Manufacturers Association of the Philippines (MVPMAP) who participated in the briefing. Consultations and dialogues with the CARS program stakeholders aim to support the drafting of the CARS implementing rules and regulations (IRR).

BOI targets to complete the CARS IRR in July 2015.

“The CARS program is only one of the strategies of the roadmap. Let us not be fixated on the EO, rather, let us also work together to implement the other non-fiscal measures of the Automotive industry roadmap,” Cristobal said during the briefing. The auto industry roadmap, crafted by industry stakeholders in partnership with the BOI, was completed last 2014. The roadmap identifies the industry’s vision and goals as well as interventions and initiatives to

achieve competitiveness. The crafting of industry roadmaps is private sector led while BOI, lead agency for industry competitiveness, provides the enabling environment which includes streamlining of registration processes, and business matching activities among investors and local parts makers.

President Benigno S. Aquino III approved last month Executive Order (EO) 182 implementing the CARS Program. (DTI)

Gov’t to continuously bring services to Lumads, far-flung areas

TALAINGOD, Davao del Norte-- A government official has assured hard-to-reach communities, including Lumads (indigenous peoples), that they will not be left behind as the government consolidates development services for them both at the national and local levels.

“Meron tayong itinatag na task force on the ‘Whole-of-Nation’ Initiative (WNI) para ma-consolidate natin ang lahat ng serbisyo ng gobyerno. In fact, hindi lang gobyerno, pati ang ating private sector, para magsama-sama tayo at tulungan ang ating mga kababayan,” said Undersecretary Manny Bautista, Executive Director of the Cabinet Cluster on Security, Justice and Peace and head of the said task force, during one of the WNI service caravans held in Talaingod town, Davao del Norte.

(We created a task force on the WNI to consolidate all government services. In fact, not only the government, including the private sector, so we can come together and help our fellow Filipinos.)

Bautista explained that said initiative covers the entire country, but currently prioritizes Eastern Mindanao due to their peace and development condition.

“Tayong bansa uulad at magiging mapayapa; walang maiiwan; lahat kasama dito. Pati malalayong lugar, pati ang ating mga kapatid na Lumad,” Baustista stressed.

(Our country will grow and become peaceful; no one shall be left behind; everyone is part of this. Even the farthest places, including

our indigenous peoples.)

Talaingod, Davao del Norte—one of the poorest towns in Mindanao—was the recent venue of the two-day service caravan, which provided an array of social services, distribution of farm goods, awarding of livelihood projects and trainings, and legal counselling, among others, to around 5,000 residents of this town through the effort of national line agencies and their regional counterparts.

Most of its residents belong to the Atta Manobo tribe with a poverty incidence of 78.56%, and has been long affected by the decades-long conflict between the government and the communist rebels.

Weeks ago, a similar service caravan was conducted in Loreto, Agusan del Sur, which served some 3,000 community residents.

The Armed Forces of the Philippines also declared the province of Davao del Norte as ready for further development during the said event.

The declaration covers three cities, eight municipalities, 222 barangays, and around 150 sitios now free from the influence of the Communist Party of the Philippines-New People’s Army-National Democratic Front. (PPMB)

Expanded Food Safety Or-dinance cited to address food poisoning

DAVAO CITY-City Councilor Joselle Villafuerte, chair of the City Council Committee on Health cited the need to control the food and to extend its regulation out-side the school premises to guarantee the safety of public health. She said the scope in the implementing guidelines of the food safety ordinance must be extended outside the campuses so that food being sold outside the school premises must be guaranteed safe for human consumption. Villafuerte said the coverage would include even the food catering business. She revealed one food catering service and one vendor are be-ing investigated by the City Health Office after their respective custom-ers complained of food poisoning after taking

the food, they served respectively. Villafuerte said it is the responsibility of the local government unit to monitor its markets, su-permarkets, street food vendors and caterers. She said the cur-rent measure is only designed for street food vendors. The Department of Health 11, City Health Office and the Commit-tee on Health are close-ly watching the food sold on the streets and catering operations, af-ter several pupils in a local school complained of food poisoning af-ter drinking an expired powdered drink. She said the fruit juice was sold outside the school premises when the incident hap-pened. (PIA 11-Joey Sem G. Dalumpines)

Abot Alam Program pushed in Sarangani

ALABEL, Sarangani, June 24 – Education Secretary Armin Luistro has pushed for the roll out in Sarangani of Abot Alam Program, describing it as the “last mile” intervention of the Department of Education.

Over the years, Luistro said, the DepEd primarily focused its concern on the devel-opment of students who are in school. Yet, there were many who have finished elemen-tary a decade ago but were never given a chance to be in high school.

Abot Alam is an interagency convergence effort to reach out around a million out-of-school youth (OSY) in the country in 2014 and another million in 2015 to provide them appropriate intervention in education, entre-preneurship or employment.

In Sarangani, from the 14,000 OSY ageing 15 to 30 years old that the schools division office mapped out as the balik-aral popula-tion, around 11,000 registered with the Abot Alam Program that started last March.

Abot Alam is DepEd’s national strategy in line with its goal of achieving education for all and of the Millennium Development Goal targets to locate OSY nationwide who have not completed basic or higher education or who are unemployed.

The program was primarily aimed at cre ating a database of all OSY in the country, unify efforts of various agencies towards

Page 21: One Mindanao - June 24, 2015

21June 24, 2015 One Mindanao

addressing OSY problems and ensure that they have the access to these stakeholders’ programs and services.

Luistro said the program would bring education closer to those who have missed the chance to once again develop their stock abilities which they could even-tually share to others.

As he lamented the OSYs’ plight, Luistro said, “They are not stupid nor ignorant. They only missed the opportunities provided by the government and our schools for them to complete high school.”

Abot Alam, he said, hopes to address this. After all, he added,

it is the responsibility of DepEd to provide them avenues to fulfill their dreams.

“As a department, it is our responsibility to ensure that we open the doors for those who hope for a better future, even to those who found it difficult to hope and those who have ceased from hoping.”

On his recent onsite visit to the municipality of Glan, Luistro tapped barangay captains to help in doing house to house census of OSY below 30 years old for the Abot Alam facilitators to handle under modular learning program.

There are a total of 148 fa-cilitators deployed in Sarangani with at least 75 learners each to

Page 22: One Mindanao - June 24, 2015

22 June 24, 2015One Mindanao

handle.With the implementation of

Abot Alam, the DepEd division office reported an increase of enrollees to informal education to 14,000 this year compared to 6,000 in 2014.

Last year, around 1,442 com-pleted the Basic Literacy Pro-gram; some 899 learners com-pleted the Accreditation and Equivalency in both elementary and secondary programs and around 1,161 learners complet-ed the program handled by Dis-trict Alternative Learning System coordinators.

These are all informal educa-tion programs of DepEd for drop-outs in elementary and second-ary schools, out-of-school youth and non-readers.

It is part of the education sys-tem of the Philippines but an al-ternative to the regular class-room studies where facilitators still have to go thru tiring trips in accessing far-off barangays just to conduct sessions.

Luistro complimented the facil-itators’ sacrifices as he also laud-ed them for representing as the “face of DepEd” to the remotest areas in the Philippines where, according to him, “ang mga pan-garap ay pilit nang kinalimutan.”

To ensure that interactive

learning takes place in commu-nities, Luistro donated a total of 76 laptops for DepEd Region 12 where the schools divisions of South Cotabato, General Santos City, Sultan Kudarat and Saran-gani received 19 units each.

He noted the laptops were smuggled items seized by the Bureau of Customs which he lob-bied to be donated to DepEd for the use of teachers instead of having them auctioned off.

Meanwhile, DepEd Region 12 director Allan Farnazo enjoined the support of all teaching and non-teaching personnel in the re-gion to the Abot Alam Program. “This is our program and every-one is encouraged to conduct ad-vocacy campaign to give equal opportunities to those learn-ers who have not finished their basic education in the formal schools.”(BCPaoyon-Sarangani Information Office/DEDoguiles-PIA 12)

Delima reported further that f these centers are housed and managed by the DTI, lodged at the local government units, or hosted by a local chamber of commerce.

The establishment of the Ne-gosyo Centers is a provision in the Go Negosyo Act where the DTI has been given the key re-sponsibility and challenge of es-tablishing Negosyo Centers in all provinces, cities, and municipali-ties nationwide.

Said Act seeks to strengthen MSMEs to create more job op portunities in the country.

Page 24: One Mindanao - June 24, 2015

The Provincial Planning and Development Office (PPDO) is spearheading the training of 232 enumerators and 21 supervisors for this survey, in coordination with the Provincial Community Affairs Office (PCAO), under the leadership of Governor Khalid Dimaporo. CBMS aims to collect information in the grass root level by interviewing local households to verify actual population size, educational level, literacy rate, nutrition and sanitation status, agricultural production, sources of income, prevailing economic condition and anti-poverty programs received from government. Data collected from CBMS has become the primary source of information for provincial government in determining the necessary interventions to best reduce poverty and help mitigate its impact. CBMS also aids policy makers and program implementers in evaluating if their desired goals are achieved. “It is essential for government to have the latest information so it can respond correctly to the concerns of the people and provide them with services they need most”, said Governor

Dimaporo. This year’s implementation of CBMS is now on its third round after starting the census last 2009. CBMS is conducted every three years since Governor Khalid Dimaporo assumed into office. House to house survey in every municipality will start on June 24 and expected to be completed by end of July 2015. Enumerators are now equipped with computer tablets for faster and easier encoding of data gathered. All enumerators are also given proper identification cards and uniforms so they can be easily identified by local residents and house occupants. Each enumerator is required to interview 10 households per day. The next round of CBMS census is set on year 2018. (LAR & VNL/PIO-LDN)

DILG chief joins Kagayan-anons in fight for dev’tCAGAYAN DE ORO CITY -- ”Let us continue to fight for freedom from hunger and poverty!” This was the call of various sectors in Cagayan de Oro City, which was echoed by Secretary of the Interior and Local Government Mar Roxas during his visit to Misamis Oriental, June 10. With about 200 farmers, fisherfolk, women, youth, and persons with special needs, among others present in the event organized by the Koalisyon ng mga Mamamayan Para sa Reporma (KOMPRe), Roxas personally listened to the concerns and agenda of the various civil society networks in Cagayan de Oro. KOMPRe has facilitated opportunities, such as this event, for the common folk to be heard by the national government. “Ito ang magsisilbing mapa natin sa biyahe natin,” Roxas said, referring to the key development and reform agenda of civil society organizations (CSOs). He also viewed the CSOs’ agenda as a “challenge” that he willingly accepts. “Lahat ito ay simbolo ng

pagbabago,” Roxas stressed. The Aquino administration, through the Department of Interior and Local Government (DILG), has implemented a number of projects for Kagay-anons and the whole Misamis Oriental province, funded through the Bottom-up Budgeting (BuB) Program, which encourages the participation of citizens in identifying, allotting for, and monitoring projects for their own welfare. “Lahat itong mga gawain ng pamahalaan, iisa ang tinutukoy nilang lahat: ang mapasainyo ang kapalaran ninyo,” Roxas emphasized. In turn, the participants expressed their enthusiasm in ensuring that these projects under the administration’s reform agenda continue beyond President Aquino’s term. “We are very happy to have you here... we will pray for you, and for your intentions,” said Monsignor Perseus Cabunoc, a religious leader in the community. Hataman urges constituents to devote Ramadan to attainment of peace

Regional Governor Mujiv Hataman of the Autonomous Region in Muslim Mindanao (ARMM) urged his constituents to utilize the observance of the Islamic Holy Month of Ramadan to

achieve peace in Mindanao.

In a statement, he reiterated that Ramadan is the “time when we strengthen our commitment to lasting peace and development in Mindanao

through fasting and prayers.” “Let us take this opportunity to spread the message of love, compassion, and peace among us

and to our non-Muslim brothers and sisters in Mindanao, the Philippines, and across the world,” he said. Hataman also extended his warmest greetings of peace and prosperity to all Muslims as they observe the Holy Month of Ramadan. “This is the time where we renew our devotion and reflect on our faith as Muslims who are guided by the teachings of the Holy Qur’an and the Almighty and merciful Allah,” Hataman added. Ramadan is the ninth month in the Islamic calendar, or the Hijri calendar, based on the lunar cycle, which began in AD 622 when the Prophet Muhammad migrated from Mecca to Medina. During the fast, Muslims abstain from eating and drinking from dawn to dusk. Fasting is one of the five pillars of Islam. The other acts of worship are the ‘shahadah’, which is the declaration of faith; ‘salat’, the five daily prayers; ‘zakat’, or alms giving; and ‘hajj’, the pilgrimage to Mecca.

In line with this, the ARMM government has adjusted the working hours of Muslim employees, which started on Thursday, July 18, from 7:00 AM to 3:00 PM. This schedule will last until the Eid al-Fitr or “feast of breaking the fast” on either July 17, or July 18. Meanwhile, about 60 food and non-food exhibitors showcased goods and services inside the ARMM Compound in Cotabato City. Secretary Sakiran Hajan of the ARMM’s Trade and Industry department, which serves as this year’s lead agency of the Ramadan Food and Trade Fair, said the event is not exclusive for Muslims. There are series of activities lined up for the month-long celebration, which include Qur-an reading, Islamic symposia, cultural presentation, free Iftar (fast-breaking) and nightly events sponsored by different ARMM line agencies. IPHO reminds public to observe Four S strategy to avoid dengue

MARAWI CITY, Lanao del Sur - The Integrated Provincial Health Office (IPHO) of this province is reminding the public on safety measures to avoid dengue disease

This should not be taken lightly because some cases may even lead to death, said IPHO Chief Dr. Alinader Minalang during the Ozor ka Ranao! radio program of Philippine Information Agency (PIA). He said that when symptoms appear, the victim should be taken to the nearby hospital immediately for checkup. Such symptoms, he said, include sudden high fever, headaches, joint and muscle pain, nausea, pain behind the eyes, vomiting and even skin rash, which appears three to four days after

the onset of fever. Once the dengue is severe and not treated immediately, it can even lead to bleeding of the nose, gums, and easy bruising, he added. Minalang also clarified that dengue is caused by a bite from a mosquito called Aedes aegypti and it can never be transferred by a cough or sneeze. Minalang thus encouraged the public to be proactive by following the “Four S” strategy to keep dengue carrying mosquitoes away. The Four S consists of seeking and destroying breeding areas of mosquitos like stagnant waterway, flower vase, water containers with no cover and among others; seeking early consultation once symptoms appear; exercising self-protecting measures such as using repellent lotions and wearing clothes that cover one’s flesh; and lastly say no to fogging. Ozor ka, Ranao! is aired every first and third Monday of the month, from 8:00 a.m. to 9:00 a.m., over 99.7 MHz DXSO Radyo ng Bayan Marawi FM. It is one of the mechanisms of PIA and Philippine Broadcasting Service in providing information and updates on various government development programs and projects. (Johaniah N. Yusoph/APB/PIA-10)
