Cover StoryCenturies-old fourth Balanghai boat excavated in Butuan City

Wilfredo Ronquillo, Chief Archaeologist of Philippine National Museum expressed how impressed he and his team are of the rich historic cultural heritage of Butuan. Ronquillo said, “The people who have been studying these kinds of technology saw that there are slight differences in how it was constructed compared to the previous boats dug here. They are not identical, although the general scheme is almost the same. The artistic ways of each boat maker, the skill of our early predecessors are what we see here. When they made this, there was no blue print, no plans. It’s amazing.” The chief archaeologist added that they hope to open the site, expose the boat,

study, measure, and extract all data that can be generated from it and in comparison with the other boats of South-East Asia. Ligaya Lacsina, Museum Researcher 1 of the Archaeology Division of the National Museum explained, “It is interesting because compared to excavated Indonesian and Malaysian boats, they have points that show similar boat construction techniques. They use the same shell-first boat building, with the planks connected edge to edge using the wooden dowels. And they are lashed with the dugs to flexible rids. They just lashed it with fibers, nails are not used.” Lacsima who is currently studying

Two decades after the first three centuries-old Balanghai boats, or

ancient wooden watercraft, were dug out, six archaeologists from the Philippine National Museum in Manila together with personnel from the Regional Museum in Butuan City have excavated the fourth Balanghai boat where the previous three boats were dug back in the 1980′s at the Ambangan site in Barangay Libertad.

for her doctorate degree on archaeology in Australia is doing research studies on traditional boat-building especially on South East Asian boat-building traditions. She pointed out that compared to those discovered on the oldest site found in Malaysia, which dates around third or fourth century AD, there is only a slight difference between the two regarding their construction because there are indications that the fourth Balanghai’s creators also used the sewing technology. One major difference she observed is that they use edge-pegging of the planks together with sewing. Alfredo Orogo, National Museum Researcher suggested that the work being done at the moment is just an initial digging and it might take two to three months, depending on the budget. Orogo added, “Maybe this coming June, there will be another team of researcher who will come and continue the research and excavation. The plan for the Balangay 4 is to let it remain after exposing. This will be made into a site museum and become one of Butuan City’s tourist destinations.” The flotilla of the Balanghai Boats was accidentally discovered by treasure hunters back in 1976 after which archaeologists from the National Museum took over the site and recorded nine boats buried in the ground. From the nine original boats discovered in Barangay Libertad, Balanghais 1, 2, and 5 were dug up. Balanghai 1 is dated back to 320 AD, Boat 2 to 1250 AD, and Boat 5 to around 900 AD. Balanghai Boats 1,2 and 5 were declared back in March 9, 1986 as

Na t i ona l Cultural Treasures under Proclamation 86 by the late President Cory Aquino. Boat 2 is now on display at the Maritime Hall of the National Museum in Manila. While Boat 5, which has the most intact structure, is displayed at the National Museum site in Barangay Libertad in Butuan City. The discovery of the boats sealed the claim that Butuan City was once a seafaring community trading with Srivijayan Empire in Southeast Asia and China as early as 10th century AD. So far, shards of pottery also found in the fourth Balanghai boat site further indicate the thriving civilization in Butuan, and the Philippines in general, long before the arrival of Spanish colonizers. The Balanghai Boats are also referred to as Butuan boats.

ACROSS THE NATION

“We have been informed that the collection of the BIR from May 2012 stands at 95.55-billion which is 7.26 percent from May of 2011. In May 2011 the collection was 89.15-billion, now it stands at 95.55-billion in tax revenues,” Deputy Presidential spokesperson Abigail Valte said in a press conference in Malacanang on Friday.

Asked by reporters where the BIR

attributes the rise in tax revenue collections, Valte said collections from the regional offices have consistently showed double digit growth for the first five months. Aside from this, the collections from the large taxpayer service also increased.

The BIR has stepped up its efforts to meet its collection target this year, which for the first time has reached the P1-trillion mark. (AS)

Palace reports increased tax collection of the Bureau of Internal Revenue

Malacañang reported Friday the increase in tax revenue collection by the Bureau of Internal Revenue (BIR) as its regional offices recorded enhanced collections as well as

improvements from the large taxpayer service.

Palace lauds record-high gross income of the Philippines Amusement and Gaming Corporation for May 2012

Malacañang has lauded anew the latest record-high 3.72-billion pesos gross income posted by the Philippine Amusement and Gaming Corporation (PAGCOR) for May 2012 that would allow the

government to apportion more funds for its nation-building programs.

In her regular weekend briefing over dzRB Radyo ng Bayan Sunday, Deputy

Presidential Spokesperson Abigail Valte said this is already the third time the

Page 8: One Mindanao - June 18, 2012

8 Monday, June 18, 2012ONE MINDANAO

PAGCOR has posted a new revenue record breaking its

previous highs of 3.56-billion pesos in February and 3.67-billion in March.

Valte said this is significant because PAGCOR’s earnings

would eventually be funneled towards the different agencies and programs of government.

The National Treasury which represents 50 percent of the government share from PAGCOR’s gross income will get 1.12-billion pesos out of the 3.72-billion while the President’s Social Fund will have the same 200-million pesos.

The Philippine Sports Commission will have a share of 56-million pesos to fund the country’s programs and 40-million pesos will go to PAGCOR’s casino host cities for their community development programs; 70-million will be used for social civic programs while the remaining 6.64-million pesos will go to the Board of Claims to help victims of injustice.

Valte also announced that the country garnered some 850-million US dollars in its cumulative net foreign direct investment inflows for the first quarter of 2012 which is 72.4 percent higher from the 493-million dollars net inflows it has posted for the same period last year.

She, moreover, stated that the United States government has already waived the

23-million dollar debt by the Philippines in exchange of green projects like planting trees as part of its debt-for-nature swap program.

She said this assistance was apart from the 30-million dollars that will be donated by the US government under the Partnership for Growth Program that supports the Aquino administration’s agenda to alleviate poverty in the country.

These developments were among the results of President Benigno S. Aquino III’s successful official working visit to the United States just recently.

Wrapping up the good news she had for the week, Valte mentioned that the country’s coconut oil outbound shipment volume increased to 70,600 metric tons in May this year compared to the 58,753 metric tons it had in the same period last year. (hdc)

Chiz asks Mindanaons to nominate candidates for CJ post

Escudero, the Senate representative to the Judicial and Bar Council (JBC), said the search for the next chief magistrate is not limited to applicants and nominees from Luzon and from within the Supreme Court.

“The hunt for the next Chief Justice is an open season and is not limited to the Supreme Court justices. We need someone who is neutral and not identified with partisan groups. Applicants and nominees within and outside the highest court of the land are welcome as long as he or she is qualified, reputable and has a clean record,” Escudero said.

Under the existing JBC requirements, all court applicants must be Filipino citizens; possess proven competence, integrity, probity and independence and a member of the Philippine bar; at least 40 years old; and have been in the practice of law in the Philippines for at least 15 years.

In addition, aspirants for the top magistrate post are now required to submit a waiver on the confidentiality of bank deposits, income tax return (ITR) and the opening of the statement of assets, liabilities and net worth (SALN), as a result of

the proposal put forward by Escudero to the JBC following the conclusion of the impeachment of former Chief Justice Renato Corona.

“He can apply or be nominated either by a group, by an individual, by a classmate, by a friend, by a relative. It doesn’t really matter for as long as after being nominated, he should manifest his intent to accept and he should manifest before the committee that he is accepting the nomination. We will be accepting applications and recommendations until June 18,” Escudero said.

Among the nominees outside the Supreme Court as of June 8 are former University of the Philippines law dean Raul Pangalangan, Revenue Commissioner Kim Henares, family law expert Katrina Legarda, Solicitor General Francis Jardeleza, dean emeritus of the Ateneo Law School Cesar Villanueva, and Justice Secretary Leila De Lima.

The five sitting magistrates of the Supreme Court – Associate Justices Antonio Carpio, Presbitero Velasco Jr., Teresita Leonardo-de Castro, Arturo Brion and Diosdado Peralta – are automatically nominated for the top post by virtue of seniority.

Sen. Chiz Escudero is asking Mindanaons to participate in

the selection of the next Chief Justice by nominating candidates from their region they feel fit to occupy the top post in the Supreme Court.

The lecture-forum Power 101 was held to discuss basic information on electricity and inform the media of the technical aspect of the NGCP operations. This activity is the first to be conducted here in Caraga Region, and is on its sixth leg in Mindanao. Same session was already conducted in SOCKSARGEN, Iligan City, Cagayan de Oro City, Bukindon, Lanao, Marawi City,

Davao City, and Zamboanga City. The last leg is now on the process of finalization and is set in Dipolog City. Frequently asked questions that were left unanswered before were also cleared out in this activity. As part of the lecture-forum, the media in Caraga Region visited electrical substations in

Nasipit and in this city. After the site visitation, a forum was conducted in one of the local hotels here for local media to ask queries on NGCP matters. To date, there were no reported cases of pilferage in Caraga Region, the NGCP said. Though NGCP admitted that pilferage has been rampant in other regions, NGCP assured

they are doing everything to solve this problem. NGCP officials also said that the security group went to the barangay level and tapped barangay residents

to alert the NGCP officials from time to time in case pilferage happens. The officials reported that the latest pilferage incident happened is in Zamboanga City.

One of their activities is the Media Fusion held Friday at the Prince Hotel here with the presence of the department’s Provincial Agrarian Reform Officers (PAROs) in the region. Mambuay recalled that exactly 24 years ago, then President and democracy icon Corazon Aquino signed the Comprehensive Agrarian Reform Law which became the foundation of her centerpiece social justice program

– the CARP. “The 24 years of CARP in the Philippines has been a long and winding journey of various events both trials and successes, which leads us to where we are now,” he said. Mambuay bared that Caraga is among the regions that brings the success of CARP in all its major components namely - land tenure improvement, program beneficiaries development and agrarian justice delivery.

It was learned that by the end of year 2011, DAR has distributed 8,635 hectares that benefited the 5,139 farmers. This accomplishment caps the cumulative total of 235,752 hectares involving 112,292 farmer beneficiaries or 90% of the region’s global target. Mambuay further said that they are also introducing a new scheme of development for the beneficiaries with the agrarian reform community connectivity and economic support services by building the capacity of the agrarian reform beneficiaries- organizations to consolidate the production, post harvest, processing and marketing activities of individual members. Meanwhile, Ms. Mary Lou Ravelo Antigro, one of DAR-Caraga scholars under the ‘Programang Agraryo Iskolar’ shared her testimonies on the implementation of said program in the region wherein she benefited much. She emphasized that despite financial constraints, she was able to finish her studies in college thru this program and fulfilled her dreams specially that she is now employed in one of the schools in Surigao del Norte. With this, Mambuay hoped to continue its good partnership with their program beneficiaries, partners in the government and local tri-media.

Pagadian City – The Regional Selection Committee (RSC) for the yearly search for excellence in disaster risk management and humanitarian assistance, popularly known as the “Gawad KALASAG” convened recently to discuss its new guidelines and criteria held at Mardale Hotel, this city.

by Arch. Boboy Abarro. The contest was officially launched April 12 and is intended to search for the best architectural design to be used in the development of the Great Sta. Cruz Island Resort as a premier ecotourism destination in the country. The contest is a two-phase design tilt starting with the pre-qualification state yesterday. The P10,000 cash grant to each of the qualifying individual or team is to defray the cost of developing the architectural designs which include major and minor structures and amentias like the administration building, staff house, pavilion, concession stalls for food and beverages, souvenir shop/boutique, water sports or dive shop and massage/reflexology center. It also includes the local products area where locals of the island can display and sell their products to

beachgoers, public comfort stations, outdoor showers, picnic huts and family cottages, wash areas, grillers, lifeguard station, viewing deck with catwalk, desalination facilities, solar panels, materials recovery facility, water tanks and other auxiliary structures. As an integral part of the criteria in designing the mentioned structures and spaces, a low-impact approach will be highly observed where natural and indigenous materials that are least destructive to the environment are preferred to be used. Mayor Lobregat emphasized that the development of the “Las Islas de Santa Cruz” will not destroy the surrounding environment to include the living and non-living elements that are within the protected zone. CdO is bouncing back, says Mayor Emanoby Lorebeth C. Requiroso

CAGAYAN DE ORO CITY -The mayor pronounced that the city is “bouncing back,” in the formal opening on June 14 of the two-day Mega Job Fair at City Hall.

Mayor Vicente Emano is thankful for the continued pouring of investments to the city after the tropical storm Sendong tragedy, which means more employment opportunities for city residents. The Mega Job Fair is a partnership venture between the city government and Centrio Ayala Mall to facilitate the employment of job seekers. Centrio Mall, which will have about 400 merchant partners, is opening by the fourth quarter of this year in the city’s central business district. The mall will house stores with popular international and local brands. In a news release, the president

of one of the merchant partners of Ayala aired his confidence in the economy of Cagayan de Oro even after the devastations brought by the calamity last December 16 and 17. “We can feel the strength of the CDO economy,” said Anton Gonzalez, president of Planet Sports Inc., in a report. It also quoted Debenhams and Marks & Spencer executive Steven Sarmenta who said the company is excited to be part of the development here. “We want to show our confidence in the province. We are betting on the resiliency of the people.” he said as quoted in the report. The mayor is thankful to Ayala for its partnership with Cagayan de Oro in its new beginning. Ayala will be hiring hundreds of employees for its establishment here, he said.

According to the mayor, there are also other vacancies in local and overseas companies that are participating in the job fair. The Public Employment Service Office headed by Juvy Paza started posting vacancies in bulletin boards set-up at City Hall since Monday to guide jobseekers. The PESO expects about 11,350 job vacancies to be filled up during the job fair, for 75 local business establishments, 300 Ayala merchants and 22 overseas employment agencies. As early as now there are already plans to hold another job fair by March of April next year, the mayor said in an interview over Magnum Radio this morning. “Aron matagaan sa higayon ang mga tao nga makatrabaho (For the people to be given the opportunity to get jobs),” he added.

Twelve-year old Jeaneth Kwin Gaballo was preventing her

tears to fall when asked about how she felt when some of her

school’s buildings were burned down by a fire last June 3, 2012 - one day before this year’s opening of the classes - which destroyed some of the facilities and equipment in this remote municipality. But the tears were easily replaced with a huge grin as she saw the hauling of two hundred eighty eight (288) new yellow chairs (144 armchairs, 84 desks and 60 kiddie chairs) fabricated and donated by the City Government of Tagum led by Mayor Rey T. Uy to Solongvale Elementary School last June 15, 2012. “Naguol gyud mi kay nasunog ang among eskwelahan pero karon, dako among pasalamat kay nailisan na ang among nasunog na mga bangko ug bag-o,” shared Jeaneth.

On Friday, jubilation emerged as flag-bearing students, including Jeaneth, jumped for joy as they witnessed the arrival of the new

which were made from confiscated logs through Uy’s Care for School Chairs Program (CFSC) Jeaneth’s grandmother, Clementina Gaballo, also shared that she is thankful to Mayor Uy for readily extending assistance to their fire-hit school. Council Members of the Municipal Government of Sulop personally went to Tagum City to request the said chairs last June 5, upon knowing the CFSC over television and on the newspapers, said Councilor Bienvenido L. Montecillo. In an interview, Mayor Uy said the Local Government of Tagum is happy to extend assistance to Sulop which badly needed the chairs for their classes to resume.

As of the moment, the local government of Sulop and the parents built makeshift classrooms to accommodate classes in Grades I, III and VI of the school which has a population of more than a hundred. Since the donated chairs are more than enough for the need of the school, excess chairs will be donated to nearby barangays in the municipality. The CFSC, which started in August 2011 with the partnership of the Department of Environment and Natural Resources and the Department of Education, has already delivered 46, 765 pieces of school furniture as of June 14, 2012 to schools in Davao Region and some parts of Luzon. LGUs renew Philhealth coverage for poor constituentsDAVAO CITY – Indigent constitu-ents from 21 municipalities and a city in the region are assured of Philhealth coverage until end of 2013 as their respective local government units have recently entered into a two-year lock in period with Philhealth’s Sponsored Program. The LGUs which also include the provincial LGU of Davao del Sur signed a Memorandum of Agreement (MOA) on June 15 with Philhealth indicating the renewal of contract to sponsor the health insurance coverage of their poor constituents for the period January 2012 to December 2013. Philhealth-XI Regional Vice-President Dennis B. Adre explained that the two-yr. lock in period would spare the LGUs from the increase of the annual premium rate from the previous P1,200 to P2,400 which takes effect July this year. Adre said the LGUs that would renew on or before June 30, 2012 and would choose the two-yr. lock-in program would retain the P1,200 annual premium covering the period January 2012-December 2013. Once locked-in for two years, the LGU is also given an additional three months extension covering

the period April-June 2012, at no cost. Adre said the actual premium for two years is reduced to P1,800 with P600 for 2012 and P1,200 for 2013. Among the LGUs that signed in for the two-yr. lock-in period include the municipalities of Banaybanay and Lupon in Davao Oriental, and Asuncion, BE Dujali and Kapalong in Davao del Norte. Aside from its provincial government, the following LGUs from Davao del Sur sealed a MOA with Philhealth, namely Digos City, Bansalan, Hagonoy, Kiblawan, Malalag, Matanao, Padada, Sta. Cruz and Sulop. In Compostela Valley, the concerned municipal LGUs include Compostela, Mabini, Maco, Maragusan, Mawab, Nabunturan and New Bataan. According to Philhealth implementing guidelines, the LGU will have to sign an Individual Policy Contract (IPC) with health for the lock-in period of two years. Adre bared that all four provinces of Davao Region have renewed their contract with Philhealth’s Sponsored Program. (PIA-11/Carina L. Cayon)

(ACagad-PIA12)
