Introduction

Parking Management Plan - 253 Wellington Road, Mulgrave 1

1. Introduction

1.1 Background

MGA Traffic Pty Ltd was commissioned by Suleman Group to prepare a car park management plan to

accompany a planning permit application currently being sought for a proposed hotel development on land

located at 253 Wellington Road in Mulgrave.

1.2 Development Proposal Summary

The proposed development is detailed in the plans prepared by WMK Architects.

The proposal involves the use and development of the site for a multi storey residential hotel accommodating

163 hotel suites including 109 studios, 49 dual suite and 5 king suites. Servicing the hotel are a range of ancillary

amenities including dining/kitchen facilities, wellness areas, business conference spaces, event spaces and

ground level retail uses.

The existing office building comprising of 3,305sqm NFA is to remain on-site. Given the changes to the parking

layout, the parking assessment considers parking demands relating to this component.

2. Car Parking Accessibility and Allocation

2.1 Car Parking Provision

The proposal includes a total of 195 on-site car parking spaces including the reconfiguration of the at-grade car

parking and the provision of 140 spaces within a multi-level car, as follows:

▪ Ground Level: 55 spaces (including 2 disabled spaces)

▪ Level 1: 70 spaces (including 1 tandem space)

▪ Level 2: 70 spaces (including 1 tandem space)

These spaces are further discussed in Section 6 of this report.

2.2 Car Parking Accessibility

Vehicle access to the site is proposed via the existing site connection to Compark Circuit which connects to the

internal car parking aisles, access to the proposed porte-cochere and multi-level car park.

The car park has been designed to facilitate entry and exit by all vehicles in a forward direction.

2.3 Car Parking Allocation

The proposed parking allocation is as follows:

▪ Ground Floor

­ Hotel 24 spaces

­ Office 29 spaces

­ Disabled 2 spaces

▪ First Floor

­ Hotel 70 spaces (including 1 tandem space)

▪ Second Floor

­ Office 70 spaces (including 1 tandem space)

Appendix A provides a visual indication of the on-site parking allocation while the subsequent sections provide

further detail on the management / allocation of these spaces per use.

3. Bicycle Parking and Allocation

3.1 Bicycle Parking Provision

8 bicycle spaces are proposed located on level 2 of the car park areas (via the provision of 4 hoops).

3.2 Bicycle Parking Accessibility

Given the location of the bicycle parking, accessibility is proposed via the available lift cores within the building.

Induction for staff to the location and accessibility of the bicycle facilities should be carried out by the various

tenants.

3.3 Bicycle Parking Allocation

Bicycle parking will remain unallocated for the use of staff on the site as required.

4. Pedestrian Accessibility

4.1 General

Pedestrian access to the site is provided via a connection between Wellington Road and the porte-cochere area.

The shared area splitting the two, ground level DDA compliant spaces also form part of the pedestrian access to

the site.

Within the car park, pedestrians will share the space with vehicles. Notwithstanding, the location of the stair wells

and lifts are set back and sheltered from all vehicle manoeuvring and high traffic areas.

Signage to lift cores, stairwells and other facilities within the car park are also provided to direct pedestrians to

specific areas quickly and efficiently to minimise the time pedestrians would need to utilise parking aisles. These

signs are nominated in the signage plan attached as Appendix A.

5. Security & Access

5.1 Access

Access to the car park is proposed to be secured via boom gate

The proposed location of the site access points is included in the plans provided in Appendix A. Access to the

car park will be restricted via boom gates and security / roller doors with the following functional characteristics:

▪ The main car park roller door will be closed at night between 7pm and 7am. If the car park is accessed

during this time, the roller door will open via vehicle detection.

▪ Roller doors are open during the day between the hours of 7am and 7pm and only the boom gates are

utilised during this period.

▪ The exit boom will operate under sensor and automatically open upon detection to manage queuing.

▪ The boom gate will operate via swipe cards which will be assigned to relevant staff and hotel guests.

▪ An intercom system is available in the event of malfunction.

▪ Detector loops will trigger the automatic opening of the access (boom gate and /or roller door) to

facilitate egress from the car park.

5.2 Lighting

Internal car park lighting will be installed to ensure safety within the car park and loading areas. Lighting will also

be available along the internal ramps, access points and controls.

6. Signage & Linemarking

6.1 Signage

Directional / Wayfinding Signage

Wayfinding signage is proposed to assist drivers in navigating internally throughout the on-site parking and

loading areas. Appendix A provides a plan outlining the proposed directional signage throughout the various car

parking levels.

Parking Allocation Signage

The parking spaces shall be signed as ‘Reserved Parking’ with their allocation detailed on the sign. Additional

information for specifically assigned spaces (staff, managers etc.) may also be provided to ensure enforcement

of any allocation. Signage is to be located on the end wall at the end of each space or mounted from the ceiling

where walls are not available. This signage should be clearly visible and of an appropriate size.

Disabled car parking should be signed appropriately (via a regular disabled car parking sign located on the end

wall (or on post) of all disabled car parking spaces).

6.2 Linemarking

Proposed line marking is shown on the attached development plans provided in Appendix A.

General

All car parking bays should be line marked according to their dimensional requirements clearly numbered for

management and security purposes.

Disabled Car Parking

Disabled car parking spaces should be adequately line marked by means of a white symbol of access placed on

a blue rectangle placed as a pavement marking in accordance with AS1428.1.

The shared area between the two disabled car parking bays should also be hatched in accordance with the

Australian Standards requirements. A central bollard painted yellow should also be installed within the shared

area set back the required distance to enforce the shared area and eliminate parking.

7. Other Considerations

7.1 Loading & Waste

Access is provided for loading / waste collection vehicles (up to and including an 8.8m SRV) via the internal road

network. Ingress access to the loading dock is proposed via a reverse manoeuvre with egress in a forward

direction. An adjacent manoeuvring area is provided to assist will access to the loading dock area.

Waste collection activities are expected to occur in the early morning hours and not conflict with peak site

access activity or other short-term loading requirements of the commercial uses.

Deliveries for the commercial components are expected to be from vans or smaller trucks which can utilise the

designated loading area. These deliveries are expected to be effectively managed by the site operators.

7.2 Porte-Cochere

The site provides a porte-cochere to facilitate pick-up / drop-offs associated with the hotel component. The

porte-cochere has been designed to accommodate vehicles up to and including a 6.4m SRV.
