Meet the special scoops on the beginning of the installation of a new Rotary club in Haatyai under the name “The Rotary Club of New Haatyai” from the speeches under the title “Here... Rotary” by DG.Orachorn Saiseethong and PDG.Thienchai Niyom in the evening of March 22, 2012. In this issue we sneaked out for a private interview with DG.Orachorn Saiseethong and there also is a column by PP.Sawad Trakarnpanich on Opening of the Door to 103rd RI Convention in Thailand plus stories from the Pre PETs in Phitsanuloke. As a reminder for all presidents, don’t forget to submit the reports to the district governor within April 20, 2012. Your special projects should not miss awards from the district governor.

ผวภ.อรชร : ในขณะนี้ เป็นช่วงเวลาที่อยู่ระหว่างการดำาเนินการก่อตั้งสโมสรใหม่ ทั้งหมด 9 สโมสรในเวลาเดียวกัน คาดว่าจะประสบความสำาเร็จตามกรอบ เวลาดังนี้

ผวภ.อรชร ได้อนุญาตให้ E-News พบและสัมภาษณ์พิเศษในโอกาสที่ท่านได้เดินทางไปกล่าวปฐกถา เรื่อง “107 ปี โรตารีสากล” ในการสัมมนา “ที่นี่...โรตารี” ให้แก่สมาชิกมุ่งหวัง เพื่อการก่อตั้งสโมสรใหม่ในอำาเภอหาดใหญ่ เมื่อวันที่ 22 มีนาคม 2555 ณ โรงแรมสยามเซ็นเตอร์ อ.หาดใหญ่ จ.สงขลา

ของตนไว้ เพราะการจะยุบสโมสรนั้นแสนง่าย แค่วันเดียวก็เลิกได้ แต่การจะสร้างสโมสรหนึ่งขึ้นมาได้นั้นเป็นเรื่องที่ยิ่งใหญ่และยากยิ่งกว่า ในปีบริหารนี้สโมสรโรตารีระโนดได้มีโอกาสทำาโครงการบำาเพ็ญประโยชน์ให้ชุมชน สมาชิกเริ่มมีกิจกรรมร่วมกันมากขึ้น ในขณะที่สโมสรโรตารีอ่าวลึกก็สามารถเพิ่มสมาชิกใหม่ได้ 3 คน นับเป็นการตัดสินใจที่ดีของนายกสโมสรสองท่านที่พยายามรักษาสโมสรของตนไว้ และเป็นกำาลังสำาคัญในการฟื้นฟูสโมสรของตนเองให้อยู่รอดต่อไป

E-news : ขอถามเรื่องส่วนตัวสักนิดนะครับ ท่านพูดว่า ท่านเป็นโรแทเรียนมา 21 ปี ท่านมีความผูกพันและประทับใจกับโรตารีในเรื่องใดบ้างผวภ.อรชร : เมื่อกลับจากอเมริกาใหม่ๆ เข้าร่วมเป็นสมาชิกสโมสรโรตารีภูเก็ตในปี 2534 ซึ่งเพิ่งเป็นปีที่สองที่โรตารีสากลได้กำาหนดระเบียบใหม่ให้ผู้หญิงเป็นโรแทเรียนได้ การเป็นสมาชิกผู้หญิงคนแรกและคนเดียวในสโมสร จึงเป็นเรื่องที่น่าตื่นเต้นและประทับใจ ได้รับการต้อนรับและดูแลเป็นอย่างดี พร้อมได้รับมอบหมายให้รับผิดชอบงานในหน้าที่ต่างๆ ติดต่อกันทุกปี สิ่งที่ภูมิใจมากที่สุด คือการได้เป็นผู้แทนพิเศษผู้ว่าการภาคในการก่อตั้งสโมสรโรตารีภูเก็ตเซ้าท์ซึ่งขณะนั้นทำาหน้าที่เป็นนายกสโมสรของสโมสรโรตารีภูเก็ต และต่อมาได้ย้ายไปเป็นสมาชิกก่อตั้งของสโมสรโรตารีภูเก็ตเซ้าท์ ทำาให้ภูมิใจและผูกพันกับสโมสรภูเก็ตเซ้าท์จนถึงบัดนี้

E-news : หลังจากหมดปีบริหารแล้ว ท่านยังมีภาระกิจอะไรอีกที่ต้องทำาในโรตารีผวภ.อรชร : ยังคงทำางานให้กับภาคเราต่อไป

E-news : ไม่ทราบว่าท่านได้อ่าน E-news บ้างหรือเปล่าผวภ.อรชร : อ่าน... อ่านทุกฉบับ E-news เป็นอะไรที่ติดตามตลอด แม้จะมีอะไรต้องทำามากแค่ไหนในแต่ละวัน แต่ถ้ามี E-News เข้ามา ต้องอ่านก่อน E-News สามารถบรรจุเนื้อหาและกิจกรรมต่างๆ ของสโมสรได้มากกว่า มีรายละเอียดของเนื้อหา และออกได้รวดเร็ว จึงเป็นข่าวที่สดกว่า ทำาให้เห็นกิจกรรมและการเคลื่อนไหวในภาพรวมของภาค 3330 ได้ครบถ้วน การออกแบบก็ดูดี ดูทันสมัย ก็ต้องขอขอบคุณทีมงานที่เข้มแข็ง ซึ่งประกอบด้วย อน.เอื้องฟ้า นยก.อาภาฬฎี อน.อาสา รทร.ชาญ ไว้ ณ ที่นี้ด้วย

นอกจาก 9 สโมสรดังกล่าวข้างต้นที่ค่อนข้างแน่นอนแล้ว อาจจะมีน้องใหม่เพิ่มอีก 1 สโมสร เป็นสโมสรที่ 10 ในภาค 3330 สำาหรับปีบริหารนี้ คือสโมสรโรตารีที่เป็นสตรีล้วนในอำาเภอเมือง จังหวัดสงขลา โดยจะมีสโมสรโรตารีสงขลา เป็นสโมสรอุปถัมภ์การก่อตั้ง

ปีบริหารนี้ภาคได้ตั้งเป้าหมายเพิ่มสมาชิกภาพไว้ที่จำานวน 555 คน สุทธิ (เป็นการล้อเลียนกับตัวเลขปี พ.ศ. 2555) การเพิ่มสโมสรใหม่ เท่ากับว่าได้เพิ่มจำานวนสมาชิกโรตารีด้วย ซึ่งถ้าก่อตั้งสโมสรใหม่ได้ 9 สโมสร เฉลี่ยสโมสรละ 30 คน ก็น่าจะมีสมาชิกใหม่เพิ่มขึ้น 270 คน ส่วนที่เหลือจะเป็นการเพิ่มสมาชิกใหม่ในสโมสรเดิมที่มีอยู่แล้ว จากการประเมินตัวเลขจากทุกสโมสรจนถึงปัจจุบันนี้ คาดว่ามีความเป็นไปได้สูง ที่ภาคของเราจะบรรลุเป้าหมายเพิ่มสมาชิกสุทธิที่ 555 คน

E-news : นโยบาย และวิธีการในการรักษาสมาชิกภาพผวภ.อรชร : ปีบริหารนี้ภาคได้ตั้งเป้าหมายการรักษาสมาชิกเดิมในสโมสรไว้ที่ 95% คือรณรงค์ให้ทุกสโมสรรักษาสมาชิกเดิมให้ได้มากที่สุด จากยอดยกมาจากปีบริหารที่แล้ว ภาคเรามีสมาชิกทั้งหมด คือ 2,254 คน (ตัวเลขหลังจากส่งค่าบำารุงโรตารีสากลงวดแรกของเดือน กรกฎาคม 2554 แล้ว) 5% ของ 2,254 คือ 113 คน ที่ตั้งเป้าว่าจะลดลงภายในปีบริหารนี้ จากการสำารวจกับทุกสโมสรในภาคในขณะนี้ ตัวเลขสมาชิกรวมที่ลดลงก็คาดว่าน่าจะประมาณ 5 % ตามเป้าที่กำาหนดไว้

E-news : ถ้ามีสมาชิกในสโมสรกำาลังจะลาออก ท่านจะแนะนำาอย่างไรผวภ.อรชร : ผู้นำาหรือนายกสโมสรควรมีบทบาทที่สำาคัญในเรื่องนี้ ในการสร้างบรรยากาศในสโมสรให้เกิดมิตรภาพให้ได้ สมาชิกที่ลาออกส่วนใหญ่มักจะมองว่า เมื่อเข้ามาในสโมสรแล้วไม่ได้ทำาอะไร ไม่มีบทบาทอะไรในสโมสร มีแต่มาพบกัน ทานข้าวและคุยกันแล้วก็กลับ ดังนั้น นายกจะต้องทำาให้ในสโมสรมีเพื่อนร่วมอุดมการณ์เดียวกัน มีเพื่อนซึ่งเป็นนักธุรกิจที่ประสบความสำาเร็จได้มาแลกเปลี่ยนเรียนรู้ประสบการณ์ซึ่งกันและกัน ความเป็นกันเอง ความสนุกสนานอันเกิดจากการมีกิจกรรมขึ้นมาก่อน อาจจะเป็นกิจกรรมภายในสโมสร และกิจกรรมบำาเพ็ญประโยชน์ในชุมชน สโมสรเล็ก ๆ ที่มีสมาชิกไม่มากก็ทำากิจกรรมได้ ฉะนั้น คนที่เป็นผู้นำาต้องสามารถที่จะชักนำาและโน้มน้าวให้สมาชิกอยู่ต่อไป ขอยกตัวอย่าง สโมสรโรตารีอ่าวลึก และสโมสรโรตารีระโนด ซึ่งสมาชิกหมดกำาลังใจที่จะอยู่ต่อ และต้องการที่จะยุบสโมสร แต่ก็ด้วยผู้นำาสโมสรที่ยังมีใจให้กับโรตารี และด้วยกำาลังใจจากหลายๆ ฝ่าย ทำาให้ทั้งสองสโมสรตัดสินใจรักษาสโมสร

E-News : In you year, what was the goal for chartering new clubs and had it been done?DG.Orchorn : As of yet, now is the time of chartering 9 new clubs at the same time. The timeline that was expected to be successful is :

DG.Orchorn Saiseethong had granted E-News special interview on the occasion that she went to give a speech on “107 Years of Rotary International” in the “Here ... Ro-tary” Seminar for intended members to charter a new club in Hatyai on March 22, 2012 at the Siam Center Hotel, Hatyai, Songkhla.

Apart from the afore-mentioned 9 clubs that are quite cer-tain, there might be one more as the 10th club in the District 3330 RI in this Rotary Year and that would be a female club in Songkhla that the RC of Songkhla will be hosting in chartering. This year our district had set the number of the member-ship at 555 net (that is the number coming from the year 2555 A.D.). The chartering of new clubs is also a way of increasing the members so if we can charter 9 clubs at approximately 30 members per club then we will have 270 new members. The rest will be the increase new members in the existing clubs. From the evaluation of the num-bers from every club up until now, it is highly likely that our district will achieve the target of gaining net 555 new members.

E-News : Policy and Ways to use in Maintaining Mem-bershipDG.Orchorn : This year the district had set the goal of main-taining existing members in the club at 95% that is to rally all club to maintain existing members as much as possible. The number of last year shows that our district had 2,254 members (the number after submitting 1st RI dues as of July 2011). 5% of 2,254 is 113 members that was set to reduced within this year. From the poll with all club within our district at the time being, the total number of decreasing members is expecting to be about 5% as projected.

E-News : What would you advice if member in the club is going to leave?DG.Orchorn : The leader or president should play an impor-tant role here in building the atmosphere within the club to bring about friendship. Most members that quit usually sees that they didn’t do anything in the club, play no roles, there are only meetings, eating and leaving. Thus, the president must make the club exist with friends with same purpose, friends who are successful business people who share their experiences, the friendliness and fun that came from activities come first. They may be activities within the club or in the community. Small club with few members can also do activities. Therefore, the leader must be able to convince the members to stay on. For example the RC of Ao-Loek and the RC of Ranode that members are dis-heartening to stay on and wanted to disband their clubs, but with the leaders that still love Rotary and cheer power

from many people, these 2 clubs decided to maintain their status because to disband a club is easy, it takes only one day to do it, but to build a club is a great feat and more difficult. This year the RC of Ranode had done community service activities, their members started to do more activi-ties together while the RC of Ao-Loek can increase 3 new members. Those were good decisions of both presidents to try to maintain their clubs and played important roles in rebuilding their clubs furthermore.

E-News : Let me ask something a little bit more per-sonal. You have said that you’ve been a Rotarian for 21 years. What are your impression and pride in Rotary?DG.Orchorn : When I just got back from the United States, I joined the RC of Phuket in 1991 which was the 2nd year that the Rotary International had set new rules for female to be a Rotarian. To be the first and only female member of the club is so exciting and impressive. I was well greeted and taken care of and had been given duties in different positions every year. My most pride would be to be DG’s Special Representative in chartering the RC of Phuket South while, at that time, I was the president of the RC of Phuket and later I had transferred to be a charter member of the RC of Phuket South which makes me proud and tied me with the RC of Phuket South until now.

E-News : After your year is over, what duties do you still have in Rotary?DG.Orchorn : I will still work for our district.

E-News : Have you read the E-News?DG.Orchorn : Yes, I read every issue. I have follow it all the time. Even if there are so many activities to do each day, but if the E-News come in, I have to read it first. The E-News can pack in the stories and activities of various clubs more with details on the stories and came out fast so the news are more recent making one sees the activities and movements of the District 3330 RI as a whole. The design also looks good and modern. I would like to thank the strong team work consisting of PP.Uangfag, CP.Arpaladee, PP.Asa and RTN.Charn.

ปฐกถาพิเศษ เรื่อง “107 ปี โรตารีสากล”ท่านกล่าวว่า .........ภาค 3330 โรตารีสากล มีเป้าหมายในการเพิ่มสโมสรในปีบริหารนี้ให้ได้ถึง 9 สโมสร ซึ่งเป็นเป้าหมายที่ท้าทาย...ย้อนกลับไปเมื่อปี พ.ศ. 2448 หรือเมื่อ 107 ปี มาแล้ว มีคนอยู่เพียง 3-4 คน เริ่มออกเดินทางครั้งยิ่งใหญ่ คนกลุ่มนี้มีจุดหมายปลายทางเดียวกันคือ “การบริการเหนือตนเอง” นี่คืออุดมการณ์ที่ไม่มีวันเปลี่ยนแปลง แน่นอน...คนกลุ่มนี้ล้วนแต่เสียชีวิตไปหมดแล้ว แต่เป้าหมายปลายทางยังคงถูกสานต่อด้วย “ชนรุ่นใหม่” จากทั่วโลกที่มีมากกว่า 120,000 คน คนกลุ่มนี้คือใครบ้าง?? พวกเขาคือกลุ่มนักธุรกิจ และผู้มีอาชีวะหลากหลายสาขาอาชีพ และเขาได้นำาเอาความรู้ความ

สามารถที่มีอยู่ในตัวเองมาทำาให้เกิดคุณค่าขึ้นในชุมชนเล็ก ๆ ที่เขาอาศัยอยู่ ทั้งผู้ที่เริ่มก้าวย่างและผู้เดินทางสานต่อ พวกเขาได้ช่วยกัน “หมุนกงล้อโรตารี” มาได้ 107 ปี

โรตารีคืออะไร ??... เป็นโรแทเรียนได้อะไร ??....โรตารีรู้ดีว่าขณะนี้ทั่วโลกมีปัญหาอะไรที่สำาคัญและเร่งด่วน เช่น การขจัดโรคโปลิโอให้หมดไปจากโลก ปัญหาน้ำาสะอาดไม่เพียงพอ ปัญหาเรื่องการไม่รู้หนังสือ การพัฒนาคุณภาพชีวิต ปัญหาความยากจน เรื่องของผู้ด้อยโอกาสในสังคม รวมทั้งปัญหาจากภัยพิบัติที่ต้องเข้าถึงอย่างทันที โรตารีจึงเป็นองค์กรที่มีหน้าที่ช่วยกันสะสางให้ปัญหาเหล่านี้หมดสิ้นไปจากโลก....โรแทเรียน คือ กลุ่มบุคคลที่อาสาเข้ามาทำาหน้าที่นี้โดยมิได้มุ่งประโยชน์ส่วนตน เขาจะต้องระลึกอยู่เสมอว่า “การให้โดยไม่หวังสิ่งตอบแทนนั้นเป็นการให้ที่ยิ่งใหญ่”

....บางท่านอาจจะคิดว่า ทำาไมโรตารีต้องมาทำาเรื่องแบบนี้ด้วยในเมื่อเรามีองค์กร และหน่วยงานราชการซึ่งมีหน้าที่ดูแลโดยตรงอยู่แล้ว หน่วยงานราชการอย่างเดียวยังไม่เพียงพอที่จะเข้าทุกบริการ ดังนั้นโรแทเรียนต้องช่วยกันอีกแรงเพื่อ

The purpose was to establish a new Rotary club with a leading figure who will soon be a Charter President and that was RTN.Janjira Jongchotesiri-kul who is now currently a member of the RC of Hatyainakakin.After the intended members and fellow Rotarians signed in at the registration desk, the event started with a buffet dinner. The house was full. The emcee greeted the audi-ence and asked Governor’s Special Representative, P.Juti Channatiwat from the RC of Kokesamedchoon to give a welcome speech. Then came the important moment, and that was the time for District Governor of D3330 RI, DG.Orchorn Saiseethong, to give special speech on “107 years of Ro-tary International”.

Special Speech on “107 Years of Rotary Interna-tional”She Said …… The District 3330 RI set the target in increasing 9 Rotary clubs in this Rotary year. This was a challeng-ing goal. Looking back in 1905, or 107 years ago, there

were only 3 – 4 persons ventured out for a great journey. These people have the same goal and that was “Service Above Self”. That was the ideal that would never change. Of course, all of these people have passed away but the objectives are still further on by over 120,000 “new gen-erations” around the world. Who are these people? They are groups of business people in different careers. They bring in their own abilities to increase the value in their own communities, both the starters and the ones who con-tinue on. They have turn the “wheels of Rotary” for 107 years. What is Rotary? … What do you get from becom-ing a Rotarian?… Rotary knows full well what is the important and ur-

สังคมและชุมชนอยู่เย็นเป็นสุข ท่านลองนึกภาพแววตาอันลิงโลดของเด็กน้อยที่ได้รับของขวัญเป็นจักรยานไว้ขี่ไปโรงเรียน ....เด็กในถิ่นธุรกันดารได้ลิ้มรสไอติมอย่างโอชะครั้งแรกในชีวิต ภาพเหล่านี้ถ้าท่านได้สัมผัสกับตัวเอง ท่านจะเกิดปิติและ “มีความสุขจากการให้ โดยไม่หวังสิ่งตอบแทน”

....ในกรณีของการทำาโครงการขนาดใหญ่ขึ้นที่ต้องใช้เงินงบประมาณ ในขั้นแรกท่านจะต้องระดมทุนจากชุมชนของท่านเองส่วนหนึ่งก่อน เพราะเงินส่วนนี้จะย้อนกลับไปช่วยชุมชน

....ในสโมสรโรตารีทุกสโมสร ท่านจะได้พบกับเพื่อนร่วมอุดมการณ์เดียวกัน แต่อาจจะต่างสาขาอาชีพ แน่นอนว่าท่านจะได้มีโอกาสแลกเปลี่ยนประสบการณ์ในการประกอบสัมมาชีพ หลังจากนั้นถ้าท่านได้มีโอกาสได้เข้าร่วมประชุมต่างสโมสร ตลอดจนการประชุมใหญ่ในระดับนานาชาติ มิตรภาพในหมู่มวลมิตรโรแทเรียนด้วยกันก็จะขยายวงกว้างออกไปเรื่อย ๆ อย่างไม่มีที่สิ้นสุด

.....ขอยกตัวอย่างในเรื่องของการช่วยเหลือ กรณีเกิดภัยพิบัติสึนามิที่เขาหลัก จ.พังงา โรตารีเป็นกลุ่มแรก ๆ ที่ได้เข้าถึงพื้นที่และแก้ไขปัญหาอย่างทันท่วงที......กรณีเกิด

อุทกภัยที่ภาคกลางและกรุงเทพฯ มหานคร โรตารีได้ทำาโครงการระดมทุนทั้งจากในประเทศและต่างประเทศ “1 ล้านขวด น้ำาดื่มโรตารี สู่ผู้ประสบภัยไทย 2554” มอบให้แก่ผู้ประสบภัยน้ำาท่วมที่ผ่านมา

....ก่อนจบการปฐกถาพิเศษ ท่านกล่าวประโยคอันแสนประทับใจว่า....

“.....ดิฉันเป็นโรตารีมา 21 ปี ยังไม่คิดจะเปลี่ยนใจหรือลาออก ทุกวันนี้มีความภาคภูิใจ และมีความสุขที่ได้เป็นโรแทเรียน.....”

society including the disasters that need to be helped im-mediately, etc. and therefore Rotary is an organization that has to help clear all these problems from the world. … Rotarians are group of people who volunteers to do these jobs selflessly. They have to realize at all time that “giving without asking back is the great gift”. … Some of you may wonder why Rotary has to do all these things when we have organizations and govern-ment to take care of them directly. Only the government is not enough to take care of all the services and so the Rotarians will have to pitch in for a happy society and community. Just think of the happiness in the eyes of the children who received a bicycle to ride to school, the children in rural area who tasted ice cream for the first time in their lives. All of these pictures, if you see for yourself, you will be joyous and will “be happy from giving without asking any-thing in return”. … In case of doing a larg-er project that needs large funding, first you have to gather the fund from your

own community because this money will go back to help such community. … In every Rotary club, you will meet friends with the same aim but may come from different occupation. Of course you will have a chance to exchange the experience in business careers. After that, if you have a chance to go to other club’s meeting all the way to international con-vention, the friendship in fellow Rotarians will spread out on and on without limit. … For example, the help after the tsunami at Kao Lak, Pang-Nga, Rotary was one of the first who reached the

area and solved the problems on time. The flood disas-ter in Bangkok and central Thailand, Rotary had done projects to gather funds from domestic and international friends for “1 Million Bottle, Rotary Drinking Water to Thai Flood Victim of 2011” to give to the flood victims. … Before ending the speech, she ended with a very im-pressive phrase: “ … I’ve been a Rotarian for 21 years, I never have a change of heart or will quitToday, I’m proud and happy to be a Rotarian …..”
