Sindh Updates

Pakistan Met Department (PMD) Updates as on 29-10-2014 Tropical Cyclone 04A (NILOFAR) in Arabian Sea

The Very Severe Tropical Cyclone (Nilofar) in the Arabian Sea has moved to the northward during the last

12hours and is now located at Lat. 18.3°N and Long. 62.0°E, about 875 Km to the southwest of Karachi and740

Km to the south of Gawada. The Cyclone would move to northeastward (towards adjoining coastal areas of

Lower Sindh and Indian Gujrat) in the next 24 hours with a speed of 13 Km/hour. At present, the estimated

central pressure of the Cyclone is 990 hpa and the average sustained wind speed is around 100-110 Knots up

to 120 Knots.

Under the influences of this Cyclone, widespread rain/thundershowers, with isolated heavy/very heavy falls

accompanied by strong gusty winds are expected in Lower Sindh including Karachi and Coastal Areas of

Balochistan from today till Saturday (morning).

The sea conditions along Pakistan coast have become rough and likely to become very rough today (night). The

fishermen of Sindh and Balochistan are advised not to venture in to the open sea today till Saturday.

PDMA Sindh Preparedness Measures for Cyclone Nilofar as on 29-10-2014

1. The PMDA Sindh has requested that all pre-emptive preparedness measures, including issuance of

early warning, preparation for evacuation (if required) of vulnerable communities specially in the

coastal areas, mobilization of resources and all the equipment/ manpower be kept on high alert and

ready to respond quickly to any situation. Communities residing in low lying areas, prone to

inundation due to excessive rainfall or high winds, may be evacuated to safer and higher elevation

places as decided in the meeting held at the PDMA on 28th Oct, 2014. It may also be ensured that the

District Emergency Operations Centers shall be operationalized round a clock.

2. The following authorities are requested to take action as mentioned below;

Home Department: To deploy appropriate police force to assist the concerned district

administrations for, vigilance and patrolling evacuation operations of the coastal areas.

Local Government Department: To ensure that preparedness and response measure are in

place, including cleaning of the nallahs for smooth drainage of rain water/storm drainage

and also removal of loose structures, tall mounted billboards and hoardings, which may fall

due to high winds. The concerned staff is to be kept on high alert and prepared.

Health Department: To ensure that the Government hospitals are put on high alert with

sufficient stock of medicines & related supplies.

K-Electric/HESCO: To ensure uninterrupted power supply to the pumping stations for

drainage of storm/rain water and to secure electric transmission lines in case of high winds.

These agencies are also directed to ensure prompt action to fallen electric wires to avoid

electrocution.

KSWB/WASA (Hyd): To ensure drainage of water from the low lying areas of the concerned

cities.

DHA/ Cantonments Board (Coastal Area): Removal of loose structures, billboards, hoardings

and drainage of rain water through the nallahs, etc.

SBCA: To take timely necessary preemptive action with reference to the old dangerous

building structures prone to structural collapse.

Sindh Coastal Development Authority: To ensure that residents of the coastal belt, living in

the huts, are evacuated as and when directed to safer and higher grounds. SCDA may also

ensure dissemination of warning messages to the communities in a timely manner.

3. For their own safety, the fishermen be directed not to venture in o the topen sea as it may get rough

resulting in difficulty for them to return back. Fishermen already in the open seas to be back at the

shores as soon as possible.

4. The progress/ necessary measures taken by the District Disaster Management Authorities and any

assistance needed by the districts can be coordinated with the the PDMA on telephone numbers

Drought Updates

Food Security Cluster (FSC) Updates on Tharparkar Drought Situation (July-Sep), 2014

Considering the moderate drought conditions in recent past, the rain in Tharparkar and Badin will be helpful in

alleviation of prevailing drought condition. However, this quantity of rain fall would not significantly overcome

the drought as forecast issued by the PMD. Moreover, drought conditions may aggravate in Sindh districts;

Dadu, Jamshoro, Mirpurkhas, Umerkot and Thatta as significantly less rain is reported resulting towards

chances of moderate to severe drought condition in Sindh and Balochistan.

A total of 33,984 family packs of High Energy Biscuits (HEBs) were distributed in Dadu, Thatta and Jamshoro by

the PDMA Sindh Relief department. Mostly, people residing there dependent upon agriculture, livestock,

poultry, day labors, jobs and shop holders as source of livelihoods, would get affected if drought kicks off. The

NDVI depicts loss of vegetation in the western part of Balochistan and Thar region of Sindh.

The is a dire need to plan, to respond to the immediate and long term needs of the people, like supplementary

nutrition feeding, drought tolerant agriculture inputs, animal fodder, available water management and

building of water reservoirs.

Nationwide Updates

PDMA Balochistan Updates as on 29-10-2014

Drought Situation

Initially, the government of Balochistan is pleased to allocate Rs 1 Billion to the PDMA to meet the food

requirements, specially covering livestock sector and food packages for the affectees of drought in the

province. In the wake of financial constraints, coupled with the severity of looming drought in Balochistan, the

Federal Government will also be requested to intervene for financial assistance to compensate the drought

affectees and the affected sectors like livestock and agriculture etc.

Ministers’ Visit to Different Districts: The Minister for Disaster Management and Home & Tribal Affairs,

Minister Livestock and Head of relevant line departments are moving to Zhob and other districts to assess the

current situation of Drought.

Precautionary Measures Taken by PDMA for Tropical Cyclone – (NILOFAR) in Arabian Sea

Emergency has been declared in District Headquarter Gwadar.

Resources have been mobilized.

Relief camps declared to accommodate the vulnerable communities

9 Punjab Pak Army, 88 Wing Mekran Scouts and PCG are on standby and available for backup support

in case of any eventuality.

NDMA Updates on Flood 2014 as on 28-10-2014

Recovery Need Assessment (RNA)

The third meeting of the National Steering Committee on Recovery Need Assessment was held at the NDMA.

The meeting was chaired by the Chairman, NDMA and was attended by the Country Director of UNDP and

other representatives from UNDP, PDMA Punjab, SDMA AJ&K and SUPARCO.

The RNA is being conducted in 28 flood and rain affected districts of Punjab and 10 districts of AJ & K. The

assessment was carried out in 4 most affected sectors namely: Housing, Agriculture, Livelihoods and

Community Infrastructure.

During the meeting, the UNDP shared draft report on the RNA. Representative from UNDP gave detailed

presentation on the findings of the draft report including the cost of damages caused by floods 2014 and cost

of carrying out recovery process in the flood affected districts of these two provinces. The UNDP team thanked

the NDMA and PDMA teams for their support and cooperation in assessing and analyzing the damages/losses

data and help in making recovery sustainable and resilient.

Food Security Cluster Updates July-Sep, 2014 Food Security Response for TDPs and Returnees of KP/FATA

Situation

The fragile complex emergency situation in FATA has continued to affect the return plan of the FDMA and

FATA. However, the NWA displacement has increased the registered caseload of Temporarily Displaced

Persons (TDPs) over 213,000 families residing in the hosting districts of KP and FATA

Response

FAO also completed its Agriculture and Livestock assistance in Central Kurram to over 20,000 returned

families to restore their livelihoods. International humanitarian partners, ACF International, ACTED,

OXFAM, CESVI, CARE International, national, Relief International and local partners are also

supporting the TDPs through agriculture, livestock and livelihoods opportunities across KP and parts

of FATA.

FAO distributed Kharif package among 22,430 beneficiaries and poultry package among 700

beneficiaries in Central Kurram and Tirah, Khyber Agency to restore their livelihoods. International

humanitarian partners, ACF International, ACTED, OX-FAM, CESVI, Care International, national and

local partners are also supporting the TDPs through agriculture, livestock and livelihoods

opportunities across KP and parts of FATA.

WFP assisting affected population of dis-placed person’s families through General Food Distribution

to facilitate humanitarian response. Total 149,705 families were supported in September 2014.

Addition-ally, WFP is also supporting around 10,000 families the returned population in six agencies

(Kurram, Mohmand, Khyber, Bajour, South Waziristan and Orakzai Agencies) in their rehabilitation

through Food for Work (FFW) with implementation assistance from Agriculture Department and NGO

partners.

Food Security Response for North Waziristan Agency Displacement, 2014

WFP started its humanitarian food assistance on June 21, 2014 in Bannu which has further been

expanded through 8 hubs of distribution points and still supporting the entire caseload of over 65,000

families across KP and parts of FATA. In September-2014 GFD round, so far WFP assisted 57,211

households and distributed and Kurram agency of FATA. WFP assisted 54,057 (94%) male head of

households and 3,154 (6%) female head of households in September 2014.

FAO provided 100,000 doses of PPR (Peste des Petits Ruminants) vaccine to the provincial Livestock

and KP-Dairy Development Department, vaccination of animals has been ongoing this different areas.

FAO will provide animal compound feed, urea molasses blocks, feeding, milking kits and foot-and-

mouth disease vaccines to, initially, 10,000 NWA IDP families in district Bannu and FR Bannu. FAO is

imple-menting a Belgium funded project for livestock support with provi-sion of livestock vaccination

and targeting near 24,000 families in district Bannu.

Assessment and identification of beneficiaries is ongoing for the ERF funded projects of JEN, Muslim

Aid and SHID which will improve the livelihoods and food security situation of displaced persons in

hosting areas. Mainly their project activities will not only provide support to livestock but also assist

total of 2,430 families in hosting districts of KP (Lakki Marwat and Karak).

Besides, the Food Security Cluster supported the MIRA Assessment in the area while WFP VAM is

regularly monitoring the market trends as an impact of the crises. Based upon the increasing number

of IDPs, the needs of food security cluster remain dynamic and continue to evolve. FSC’s gross

requirement for an originally planned caseload of 500,000 IDPs is US $ 51,745,919 which keeps in

view total caseload IDP families along with their livestock; 350,000 small and large ruminants, 150,000

poultry. While FSC has mobilized just over US$ 23.7 mil-lion yet there is a gap of over US $ 27.9

million.

Caritas Pakistan Multan (CPM) Activities in District Multan and

Muzaffargarh

1. Rescue and First Aid Training in Multan as on 16-10-2014

Keeping in view the current situation of Pakistan and the Christian institutions, Caritas Pakistan took initiative

to start a project “Strengthening Safety & Security of Churches and Institutions in Pakistan”. Caritas Pakistan

Multan organized one day training on rescue and first aid under safety & security project on 15th of October,

2014 in Boland Hall at Bishop’s House Multan. This was the first training on rescue from the series of other two

trainings which will be organized in coming months for the same participants. Purpose to organize this training

was to provide basic knowledge to our community members regarding basic rescue and first aid. 38

participants (male & female) participated in this training from 4 parishes of Catholic Diocese of Multan.

2. Relief Distribution (Chak No. 5/4-L) Rangpur, Muzaffargarh as on 3-10-2014

Caritas Pakistan Multan distributed first relief package among 100 flood affected families of Chak No. 5/4-L,

Union Council Chak Feraza, District Muzafergahr on 3rd of October, 2014. In this package following things were

included;

CPM trained Disaster Management Committee’s helped hundreds of families and their livestock to evacuate

from flood. CPM has planned to strengthen these DMC’s in coming months so that they could help their

brothers and sisters during any kind of disaster in their area. It was first phase of CPM relief package, in which

they supported 100 flood affected families.

Pakistan’s First Disaster Risk Reduction (DRR) Master Graduates The first cohort of 23 graduates of the 18 month Masters of Science in Disaster Management course is now out

working in various disaster risk management roles across Pakistan; a significant boost to capacity in such a

hazard-prone country. They entered the course with a variety of backgrounds ranging from engineering to

business administration, basic and social sciences.

This is a further milestone in the development of Pakistan’s national disaster management policy which got

underway in earnest following the 2005 Kashmir earthquake which killed some 75,000 people and for which

the country was ill prepared.

The establishment of a National Disaster Management Authority (NDMA) and subsidiary organizations at

provincial and district levels saw a shift from a focus on response and relief to prevention, mitigation and

preparedness in line with the priorities of the Hyogo Framework for Action.

The post-2015 international framework for disaster risk reduction, to be adopted at the Third UN World

Conference in Japan, in March 2015, is set to highlight the importance of academia in strengthening local

disaster risk management capacity and improving hazard risk analysis and early warning.
