2 IAP BULLETIN Volume 6 Issue 2 July-Sept 2010
From the Desk of Dr. Deepak Ugra,IAP President 2010
Dear Fellow Academicians,
Greetings from Mumbai.
It is a great pleasure to write this message and reach you
through July-September issue of Academy Today. Last year
around same time I wrote that your duty is not over choosing
me for the post of President IAP 2010. It continues through
my tenure and thereafter for years to come. I feel very proud
to say that I have got tremendous support from all the
members from across the country.
We started the year with our will to work towards our
Mission Statement and to contribute to Health and well being
of all children. We are all aware that we are going through a
time where our country is grouped along with those
countries which can not achieve Millennium Development
Goals. As a responsible citizen of our country and equipped
with skills to help achieving goals, it is the duty of each and
every member of our Academy to work whole heartedly
towards these goals. Friends, I am confident that our efforts
will definitely make a difference. It is a pride moment for
me to share with you that entire Academy has taken the
mission of Neonatal Resuscitation Program-First Golden
Minute and Navajat Suraksha Karyakram very seriously and
workshops are being conducted across the length and width
of the country. It is a matter of pride for Academy that many
state governments are inviting IAP to conduct NSSK in
respective states.
It is now time for all of us to review the progress made in
IAP Action Plan 2010 till now. Friends this year we have
also decided to look into areas which may not contribute to
child mortality, but, are very important part of child health.
One of this area is Parenting. It gives me pleasure to
announce that IAP Happy Parenting Program is launched in
a grand way at Bareilly on April 25th 2010. Further to it a
copy of the Book on Happy Parenting along with a CD of
the module will be sent to all members very soon. Members
are requested to conduct Happy Parenting workshops at
their local cities with the help of initial select pool of Faculty
Members. We are in the process of making flash out of
these presentations, which will also be sent to all members
to play in waiting halls of their clinics and hospitals. By the
time you all receive this edition of Academy Today our TV
show “Parvarish” would already be aired. We are in the
process of publishing articles on child health and parenting
related issues in print media. Very soon we will be able to
take Parent Education to next level.
There are many questions that NGOs ask and we are unable
to answer. Many of these questions are from the field of
Immunization. IAP has decided to continue with ASOV
program with revised module and inclusion of newer
vaccines. This year we will have one ToT and 40 workshops.
The workshops will start in August 2010. IAP in partnership
with Emory University, USA has successfully completed
the KAP Surveys amongst providers of Immunization
services.
In addition to Neonatal Mortality the other major contributors
to Under-5 Mor tality are Pneumonia, Diarrhoea and
Malnutrition. IAP has already started RTI GEM program for
3IAP BULLETIN Volume 6 Issue 2 July-Sept 2010
our own members. This year we have decided to take it
further to General Practitioners. UNICEF supported program
on Zinc and ORS in Diarrhoea is going on in full swing. We
are going to start another program on Comprehensive
Diarrhoea Management. This will include other aspects of
Diarrhoea management viz. Antibiotics and vaccines also.
IAP will conduct 50 such programs across the country.
IAP is very keen on joining hands with Government in
programs on Severe Acute Malnutrition management. IAP
is a part of the launch of this program recently in Madhya
Pradesh.
IAP has decided to take its activities beyond its
membership. This year we have started BLS program for
Paramedics and Lay Persons. IAP has decided to form
few disease registries. These registries will focus on
registration of patients with some of these chronic
diseases, collection and analysis of data, on line
information for patients on IAP Website and helping
providing medicines at lower cost.
The progress of work on 7 IAP proposed publications is
satisfactory. We target to release some of them during
Pedicon 2011. It gives me pleasure to announce here that
Executive Board in its just concluded meeting held at
Srinagar has decided to go ahead with a very prestigious
and ambitious project of IAP College of Pediatrics and Child
Health. The details will be discussed in next Executive Board
Meeting and then it will be taken to General Body for
approval. The College will have a role to play in UG and PG
Teaching, formulation of Protocols and Guidelines,
accreditation of nursing homes etc.
IAP is held in high esteem by Government of India, State
Governments, NGOs like UNICEF, WHO etc. and many
International Pediatric Societies. The first ever MRCPCH Part
I examination is successfully conducted in May 2010. We
are in the process of making a program to help our students
who aspire to appear for these examinations. IAP is
organizing APPA Vaccinology Update at Mumbai on
November 13th and 14th 2010. I invite all of you to this
International Update. Please register for the conference in a
big way. The success of this prestigious conference lies in
your active participation.
It is the IAP election time. The Election Commission is
working very hard to make the elections free and fair. I
request our members to exercise their franchise in large
numbers.
Let us all work with full dedication towards our Mission
Statement. Let all of us take our Academy to the next level
of Glory.
Jai Hind! Jai IAP!

Very warm greetings from Kottayam, the land of letters,
lakes and latex.
I have great pleasure and privilege to write this message
for the second issue of Academy Today, the mouthpiece of
Indian Academy of Pediatrics. Let me at the outset
congratulate our president, Dr. Deepak Ugra, our Secretary
Dr. Tanmay Amladi and treasurer Dr. Sailesh Gupta for their
wonderful activities and achievements during this IAP year.
IAP programmes like NSSK has been going on very well
even in private sector and also in almost all states.
Now one of the problems we are facing is low immunization
coverage for UIP vaccines. The average vaccine coverage
in India is below 50%, although it may be high in some of
the states like Kerala and Tamil Nadu. Now we must try for
100% immunization coverage in all states. The new teaching
faculties in number of new private medical colleges lacks
proper teacher’s training and I think we have to improve
From the Desk of Dr. T. U. Sukumaran,IAP President 2011
this. Also research is lacking in both medical colleges and
private sector. so I think we must concentrate on teacher’s
training and research methodology workshops. Our school
children are also facing lot of problems like physical
punishments at school, lack of toilet facilities, lack of
physical exercise and lack of transportation facilities. This
can be overcome by Child Friendly School Initiative and we
should insist certification of schools as child friendly.
Lastly, I will be taking over as the national president of the
IAP at the Pedicon 2011 at Jaipur. I have great pleasure to
invite you all to Jaipur and to make this Pedicon 2011 an
epoch making one. Dear friends ‘Working together works’.
Now let us put our hands together to improve the health of
Indian children.

accomplished by people who have kept on trying when
there seemed to be no hope at all.”..Dale Carnegie.
Dear Fellow Academicians,
It gives me a great pleasure writing for the Academy Today,
IAP’s mouth piece. When I got elected to the highest post
of the Academy, one of my major concerns was child
survival status in the country. Can we achieve Millennium
Development Goal-4? Expert opinion has been negative.
But at least IAP can make an attempt. My predecessors
started it, but the concern is whether we can give a big
push to it. Knowledge of the steps to be taken to improve
child survival was already available from the Lancet Child
Survival series. How to go about it? It became obvious that
reduction of neonatal mortality is the key area to work on
and every bir th attendant, need to be skilled in Basic
Newborn care and Resuscitation. AAP’s Newborn
Resuscitation Program (NRP) has been immensely
successful in bringing down infant mortality rate in many
countries. How to get this copyrighted AAP program for
India. It appeared there is no hope to get this program due
to complex logistics involved in it. However, IAP kept on
trying and Dr. Naveen Thacker’s enormous zeal and
networking capability finally bore the fruit. Ministry of Health
and IAP signed MOU for Navajaat Suraksha Karykram, which
can easily be termed as the biggest child survival program
taken anywhere in the world. M/s Johnson and Johnson
became IAP’s partner for private sector implementation of
the program named “First Golden Minute” with an
unprecedented educational grant. Already thousands of IAP
members have been trained in just one year. Other child
survival programs going on simultaneously complement
IAP’s effort in this direction.
Indian Pediatrics, IAP’s Official Journal, has been very
special to me. One of the finest periods in my career was
being Editor-in-Chief of Indian Pediatrics. The Journal got
indexed in the Science Citation Index during that period.
My successor Dr. Piyush Gupta has taken it forward to start
an International version with online submission and tracking;
the impact factor is only rising.
IAP Committee of Immunization has been another important
area of work. Dr. Vipin M. Vashishtha has created a beautiful
website www.iapcoi.com and I am sure members would
find the site very useful.
Dear Academicians, I have been in the helm of IAP office
for quite a long time and attended 32 Executive Board
meetings with a fitting finale at Srinagar. Being at Kashmir,
one thinks the famous lines of Persian poet Firdaus to be
justifiably right; “Agar Firdaus bar me Zaminast Haminasto
haminnasto haminasto.” (If there is heaven anywhere on
earth, it is here, it is here, it is here). I would like say the
same for our beloved country. I will continue with my
devotion for IAP and wish my successors the very best to
take the Academy to greater heights.

Dear Members,
IAP activities for the year are entering a critical phase when
we all have to work unitedly for the success of the year
ahead. In the past few months we have formulated elaborate
plans after intense debate and discussion. President’s Action
Plan is one of them. Similarly many state-level and district
level units too have come up with plans of their own. No
doubt a large nationwide professional body like IAP can
function effectively only if it enjoys the support of all the
members. Hence I look forward to the active involvement
of all the members and the office bearers, without whose
support it is not possible to materialize our plans and realize
our dreams.
I feel happy to inform that recently the IAP has conducted a
session in Srinagar, which proved to be an effective platform
From the Desk of Dr. Santosh T. Soans,IAP Vice President 2010
for exchange of views and ideas. We had fruitful discussions
and put forward our ideas regarding making IAP activities
more responsive and progressive in the future.
As you are aware the conference season has already
commenced with the invitations coming from different
quar ters requesting our par ticipation. The national
conference of IAP will be held at Jaipur, famed as the Pink
City of India. Conferences are an occasion to get to meet
and interact with colleagues from far and wide. I appeal to
all of you to enroll for the conference and make it a grand
success.

Report of National Consultative meet on “Happy
Parenting” and Launch of the Parenting Module Bareilly
25.04.2010
It is with great pleasure we announce the First National
Consultative Meet on “Happy Parenting” and the launch of
the Parenting Module, under the IAP President’s Vision
2010, before a huge gathering of Principals, Teachers,
Doctors and Parents. The event was organized by IAP
Barielly Branch on the 25th April 2010, in the premises of
Invertis Institute of Management & Technology, Bareilly, and
UP. Bareilly.
Parenting a child may sound as a simple task and many
feel it is a duty that every parent has to fulfill. Years after
years, the Indian society has managed to preserve its
tradition of passing on the values of the family cultures to
its younger generations. But with the passing years and
with the modernization of our society, slowly the picture is
changing. The parents are striving to keep up the pace
between their careers, earning for the family, maintaining a
lifestyle and trying to bring up their children efficiently too.
At the same time the younger generation of our country is
facing immense pressure to maintain a balance between
keeping up with the huge expectations of the parents as
well of the peers. This pressure has also been ever increasing
due to the influence of external forces such as media.
The need of the hour today is that pediatricians, apart from
giving specialized medical treatment to the children and
adolescents also take up the responsibility of sensitizing
the parents to the right approach to developing good
parenting skills well equipped with “unconditional love” for
their children and seeing them grow as Happy Adolescents
and into Happy Adults.
Towards this goal, the Indian Academy of Pediatrics, under
the able guidance of the Hon’ble IAP President 2010, Dr
Deepak Ugra has taken a ground breaking, innovative conduit
to promote the practice of Good Parenting Skills amongst
the parents across the Indian subcontinent.
The inaugural ceremony marked the beginning of an era
which will transform the way pediatricians have been
practicing as well as the way the Indian parents have been
bringing up their children in the fast paced modern society.
Dr Atul Agarwal, past vice president IAP 2009, the organizing
secretary of the workshop welcomed the chief guest Father
Pious D’Souza, Education Director of Catholic Diocese and
the Guest of Honors, Mr. Umesh Gautam, President Clara
Swain Hospital and Chairman IIMT and Dr R.K Sharma,
Director GRM Group of schools, the leading chain of
secondary education schools.
The inaugural ceremony was chaired and addressed by the
Hon’ble CIAP President 2010, Dr Deepak Ugra who gave
an introduction to parenting which included why IAP felt the
need to include this as a National Movement. The
proceedings were conducted by Dr Tanmay Amladi,
Honorary CIAP Secretary 2010. who also promised to
support the program whole hear tedly. Dr Atul Agarwal
moderated the sessions.
Amongst other eminent members present who graced the
occasion were Past IAP President 2009, Dr Panna
Choudhary, Editor in Chief Prof. Piyush Gupta, Organizing
Secretary, Adolecon 2010, Dr Mahaveer Jain, Associate
Editor IP, Dr Dheeraj Shah, Executive member IP Dr Peeyush

Kanikar.
Other dignitaries present there were Fr. Julien Pinto,
Fr. Herman Minz, Fr Lawrence Pandey, Sr. Monica Mathews,
Fr. Harnold D’chuna and Principal of all the public and
convent schools o Bareilly.
The parenting module could see the light of the day, thanks
to the able leadership of Dr Deepak Ugra and the tireless
efforts of the members of the Core Committee of the
Parenting Program i.e. Dr Yamuna, Dr Preeti Galgali,
Dr Jeeson Uni, Dr Anand Shandilya, Dr Rajesh Chokani,
Dr Samir Dalwai, Dr CP Bansal, Dr Chhaya Prasad.
The program through the day witnessed many useful talks
on Parenting such as Communication by Dr Preeti,
Unconditional Love for children by Dr Tanmay Amladi,
Relationships by Dr Hima Bindu Singh, Effect of Type of
Family on children by Dr Atul Agarwal, Media Literacy by
Dr Chhaya Prasad, Substance Abuse in children and
adolescents by Dr Mahaveer Jain. Last but not the least;
Dr Yamuna gave a detailed talk on Sexuality in children and
adolescents, which was appreciated by one and all. At the
end of each topic, Dr Deepak was enlightening the audience
with his stimulating thoughts which kept the whole program
filled with enthusiasm. The National Co-ordinator for the
Happy Parenting Program, Dr Yamuna’s diligent efforts and
her unflinching devotion for the success of the program
was acknowledged and appreciated by all.
The sessions saw an attendance of approximately 1200
plus delegates out of which 800 were teachers of various
schools form Bareilly and adjoining districts and tehsils like
Badaun, Shajahanpur, Pilibhit, Punwaya, Tilhar, Fareedpur,
etc ; 200 doctors of Bareilly which included the faculty of 2
private medical colleges of Bareilly; and more than 200
parents representing the various service clubs. A total of 7
hrs session was conducted for them in almost a house full
Mega Auditorium of 1600 seats.
All sessions, the pre lunch as well as the post lunch sessions
were appreciated by the audience who witnessed a new
methodology in teaching practices, i.e. sessions based on
“Thought Stimulating Process” rather than a structured
lecture based session. All sessions were very informative
and interactive.
The stalwarts who strived hard to make the parenting
module a success but could not grace the occasion such
as Dr CP Bansal, Dr Samir Dalwai, Dr Anand Shandilya,
Dr Rajesh Chokani, and Dr Jeeson Unni were dearly missed
by all.
The program was concluded with a vote of thanks by
Dr Atul Agarwal.
The program was sponsored by Johnson & Johnson along
with all local logistic support of Mr. Umesh Gautam President
Clara Swain Mission Hospital and Mr. Guru Mehrotra of
Saraswati Sadan.
The effor t of President was lauded by one and all and
everybody wished the program a grand success.
Compiled by Dr Chhaya Prasad.

Kerala High Court Directive toControl Noise Pollution
An impact of IMA Cochin’s crusade against - Deafening
Menace
Divisional Bench of the Kerala High Court directed the chief
secretary to take urgent steps to implement the section 3
of the Noise pollution (regulation and control) Rules and
section 359 of the Kerala Motor Vehicles Rules to abate
noise pollution caused by motor vehicles on 21st Jan 2009.
WPC No. 32109/2008 (S).
The court also directed the chief secretary to provide Noise
level meters to all Commissioners/Superintends of Police,
Regional Transport Officers and all Environmental Engineers
of pollution Control Board, to enable them to measure out
the level of noise pollution and to book the offender. A Bench
comprising of Chief Justice J.B. Koshy and Justice V. Giri
issued the directive while disposing the writ petition filed
by IMA Cochin branch.
People exposed to noise level of 80 - 85 dB are at increased
risk of hearing loss. >90 dB long duration exposure can
cause gradual damage to the ear and > 100 dB regular
exposure can cause hearing loss. >110 dB regular exposure
will cause permanent hearing loss.
A study conducted by IMA Cochin as part of ‘Safe Sound
Safe Ear’ project reveled shocking results. Baseline noise
levels in silence zones was 75 – 80 dB (silence zones
include hospitals, educational institutions, courts, religious
places) where as the permissible is 50dB. If a bus horn
honks, it creates 92- 94 dB of sound, regular exposure of
which can cause permanent ear damage.
Traffic police, shop owners at junctions, bus drivers and
workers are at increased risk due to constant exposure to
high decibel noise. Patients in hospitals especially newborn
babies are another vulnerable group.

Message from the Organizing Team
Dear Delegate,
The Asia Pacific Pediatric Association has granted its
prestigious event, the Vaccinology Update 2010, to Indian
Academy of Pediatrics, and the Central IAP office has asked
IAP Mumbai and Navi Mumbai to host the event under IAP
Vision 2010. While all of us may profess to know nearly
everything there is to know about vaccines, thanks to the
various vaccine related CMEs and Symposia that are
frequently organized by IAP, and by vaccine producing
pharmaceuticals, there is always something that we still
need to learn, whether it is the basic immunology of a new
vaccine or the revised dosage schedule of an old vaccine.
Practicing pediatricians are forever looking for ‘updates’ to
their knowledge and this is exactly what the organizers of
APPA Vaccinology Update 2010 intend to do.
Through two complete days of vaccine science that will be
formatted interestingly into panel dialogues, key pad
sessions, ‘you ask, experts answer’ sessions, focused
lectures, and debates, delegates will be taken on a roller
coaster yet sedate ride through the entire field of
Vaccinology, from basics of immunology thru’ to the latest
vaccines on the anvil. In addition to renowned National
faculty, we will have several respected International faculty
who will share their knowledge with you. The concerns and
queries of delegate will be the uppermost in the conference
agenda and we assure you of a complete and satisfying
learning experience. We have chosen a comfortable venue
for the event that is also known for its delightful cuisine.
Amongst several academic events that you are deluged with
invitations to, we recommend that you register for APPA
Vaccinology Update, for all the right reasons mentioned
above. We look forward to welcome you to the international
event.
You may write to the organizing team with your queries, the
email id being [email protected]. You will find regular
updates about the event on the IAP website, the web address
being www.iapindia.org
