KARL C. GONZALES is President of the Greater New Orleans Barge Fleeting Association, Inc. and Vice President of Operations for Plimsoll Marine, Inc.-Cooper/T. Smith Stevedoring, a division of the COOPER GROUP of companies. Prior, Mr. Gonzales served as clerk to the Honorable Douglas A. Allen and the Honorable James M. Lockhart, Jr., Judges of the First Parish Court for the Parish of Jefferson, Louisiana. In 1981, Mr. Gonzales was hired as Vice President and thereafter elected as President of RLB Boat Company, Inc. and Mid-Gulf Transportation Company, Inc. both of Harvey, Louisiana. From November 1985 until August 2017, Mr. Gonzales was Vice President –Operations and later became Executive Vice President of Gulf South Marine Transportation, Inc., a local marine towing company, and also held those same positions with Gulf South Marine Brokers, Inc., a local marine brokerage company. Mr. Gonzales currently serves (appointed) on several maritime related committees, including the United States Coast Guard-Lower Mississippi River Waterway Safety Advisory Committee (LMRWSAC), United States Coast Guard-Sector New Orleans- Area Maritime Security Executive Committee (AMSC), and as a member of the United States Coast Guard-Sector New Orleans Port Coordination Team (PCT). He is a former Vice President of The Mariner’s Club of the Port of New Orleans, and is active in several other marine-related and charitable organizations. ALAN J. SAVOIE, Seminar Co-Director and past president of the Greater New Orleans Barge Fleeting Association, is Vice President of Cooper/Consolidated, LLC. He has served in many capacities in the marine industry since 1977. Mr. Savoie is formerly co-owner of Marine Centre, Inc., Kathryn Rae Towing, Inc. and LSK Towing, Inc., all local towing companies. Mr. Savoie has served in numerous GNOBFA capacities over the years. THOMAS G. GRANTHAM is Vice President of the Greater New Orleans Barge Fleeting Association, Seminar Co-Director, and Continuing Education Coordinator. Prior to joining the marine industry in 1990, he served six years in the United States Navy Nuclear Power Program. Employed by Capital Fleet in 1990, he served as vice president of Capital Fleet until the company was acquired by Ingram Barge in 2008. Mr. Grantham is now a manager of vessel engineering for Ingram vessels in the Gulf area. He is a licensed vessel operator and holds a tankerman endorsement issued by USCG. He is a member of East Baton Rouge Local Emergency Planning Committee, American Legion and Veterans of Foreign War organizations. Mr.

Grantham has served on various GNOBFA committees and in different capacities since 1999. MAURICE C. HEBERT, JR., ESQ., Seminar Co-Moderator, formerly an attorney with Liskow & Lewis, APLC, retired in 2004, but maintains his license to practice law and engage in special projects, mediation and arbitration. He graduated from LSU in 1959 with a degree in Electrical Engineering. He is a professional and registered Electrical and Environmental Engineer, (Retired) in the State of Louisiana. He graduated from Loyola University School of Law in 1966. He served as a law clerk to U.S. District Judge Richard Putnam. Mr. Hebert is admitted to numerous state and federal courts, including the U.S. Supreme Court. Mr. Hebert has served on numerous marine educational boards for both industry and educational institutions. He is a member of the GNOBFA Advisory Board and was a member of the Board of Directors of the Louisiana Association of Waterways Operators and Shipyards (L.A.W.S.). He has been a speaker at numerous maritime and law related seminars, is the Co-Founder of the River and Marine Industry Seminar, and has served as moderator of all of the prior River and Marine Industry Seminars. MARC C. HEBERT, ESQ., Seminar Co-Moderator, is a senior partner with Jones Walker and practices with the Admiralty & Maritime, Business & Commercial Transactions, Business & Commercial Litigation and Government Relations groups. He was an Adjunct Professor at the Loyola University New Orleans College of Law from 2002-2005, is a member of the GNOBFA Seminar Committee, Greater New Orleans Port Safety Council Chairman 2011, 2016, 2017, and 2018, serves on the Southern Yacht Club House and Junior Activities Committees, serves as Legal Counsel to the Mississippi Valley Trade & Transport Council (Board Member and Vice Chair 2006 to September 2016), and is certified/trained in Marine Incident Investigation and Root Cause Analysis (SafeMARINER, LLC). From 1995 to 2002, he worked for the U.S. House of Representatives Government Reform and Oversight Subcommittee on National Economic Growth, Natural Resources, and Regulatory Affairs and thereafter Bracewell & Patterson in Washington, D.C. before returning to New Orleans. Mr. Hebert graduated from Tulane University in 1991 with a B.A. in Economics, received his J.D. from Loyola University School of Law in New Orleans in 1994, and earned his LL.M. in Environmental Law from The National Law Center, George Washington University in Washington, D.C. in 1996. Southern District of Texas, and before the U.S. Court of International Trade. RADM PAUL F. THOMAS serves as the Commander, Eighth Coast Guard District headquartered in New Orleans, and is responsible for Coast Guard operations spanning 26 states, including the Gulf of Mexico coastline from Florida to Mexico, the adjacent offshore waters and outer continental shelf, and the inland waterways of the Mississippi, Ohio, Missouri, Illinois and Tennessee River systems. His previous Flag assignment was as the Assistant Commandant for Prevention Policy where he was responsible for oversight and program management for all Coast guard navigation services, boating safety, ports and facilities, waterways management, merchant mariner credentialing, vessel documentation, marine casualty investigation, commercial vessel inspections, and port state control. A specialist in Marine Safety, Security and Environmental Protection he has served at the Marine Safety Center in Washington DC, Marine Safety Office San Francisco Bay, CA., Marine Safety Detachment Port Canaveral, FL, and Marine Safety Office Jacksonville, Fl. He has also served as Commanding Officer of Marine Safety Unit Galveston, TX, Commander Coast Guard Sector Jacksonville, FL. and as the Director of Inspections and Compliance at Coast Guard Headquarters. His other tours include Fifth Coast Guard District Chief of Staff, Executive Assistant to the Assistant Commandant for Marine Safety, Security and Stewardship, Military Assistant to the Director of Net Assessment in the Office of the Secretary of Defense, Commanding Officer of USCGC CAPE ROMAIN and Operations Officer of USCGC BLACKHAW. Rear Admiral Thomas is a graduate of the US Coast Guard Academy and the Massachusetts Institute of Technology. In 2005 he completed a National Security Fellowship at Harvard University’s John F. Kennedy School of Government, and in 2010 he served as a Senior Fellow to the Chief of Naval Operations Strategic Studies Group (SSG XXIX). He is also an alumnus of Harvard’s National Preparedness Leadership Initiative. His military awards include the Legion of Merit, Meritorious Service Medal, Coast Guard Commendation Medal, Transportation 9/11 Medal, Joint Service Commendation Medal and the Coast Guard Achievement Medal. He and his wife, Dr. Mary Thomas, DVM, have one son, Erik. GARY M. HAUGEN, ESQ.’s practice has focused on maritime and fisheries related business matters, assisting clients in all facets of vessel ownership and operations, including chartering, construction, repair, management,

marketing, finance and documentation, and the acquisition and sale of maritime assets whether by asset or entity based transactions. Gary has worked closely with law firms throughout the country to provide maritime expertise in support of merger and acquisition transactions. In addition, Gary frequently assists maritime clients in obtaining rulings from federal regulatory agencies such as the U.S. Coast Guard, U.S. Customs and Border Protection Service and the U.S. Maritime Administration. LOTHAR BIRK, DR.-INC., P.E. serves as Chair of the School of Naval Architecture and Marine Engineering at the University of New Orleans (UNO) since 2010. He joined the faculty of UNO in 2004 as associate professor of naval architecture and marine engineering and was recently promoted to full professor. His teaching portfolio includes courses on ship and offshore hydrodynamics, numerical hydrodynamics, ship structures and advanced computer aided design and optimization of ships and offshore structures. Dr. Birk has 25 years of experience in model testing and the development of numerical algorithms for flow and motion computations. His research on parametric design and hull shape optimization of ships and offshore structures won several awards. He consults industrial clients and government agencies on various hydrodynamic and design oriented topics. Dr. Birk has served as PI on several research projects related to the development of ships and offshore engineering structures, including semisubmersibles, hydrophone arrays, and a prototype buoy for harvesting wave energy. He has successfully worked with local companies strengthening their product development capabilities. His research has been published in more than forty journal and refereed conference papers. In 2009 he received the Best Technical Innovation Award by the International Deep Offshore Technology Conference. Dr. Birk served as an organizer of the 2003 international summer school Optimistic – Optimization in Marine Design and co-edited its proceedings. EDWARD L. SHEARER, P.E. is Principal Naval Architect of The Shearer Group, Inc., a naval architecture, marine engineering and marine surveying firm in Houston. The Shearer Group, Inc. specializes in inland and offshore marine equipment design and construction management as well as structural evaluations of liquid cargo barges, incident response and technical assistance and general consulting. Mr. Shearer has both Bachelors and Masters Degrees in naval architecture and marine engineering from the University of Michigan. He is a registered Professional Engineer in

He is a Certified Marine Surveyor and the previous National Secretary with the National Association of Marine Surveyors, a Certified Auditor with the American Waterways Operators Responsible Carrier Program, Past President of the Towing Vessel Inspection Bureau (TVIB) involved in certifying auditors to perform management and vessel audits for the AWO-RCP, certified to conduct Maritime Gear Inspections under OSHA and is a TVIB Certified AWO-RCP Lead Auditor and a TVIB Certified Towing Vessel Subchapter M Surveyor. He is also a member of the Coast Guard Chemical Transportation Advisory Committee (CTAC), the American Bureau of Shipping Western Rivers Technical Committee and the Society of Naval Architects and Marine Engineers. Ed has received The University of Michigan, College of Engineering 2000 Engineering Alumni Society Merit Award from the Department of Naval Architecture and Marine Engineering, the United States Coast Guard Certificate of Merit for Service with the Chemical Transportation Advisory Committee, 2016 Honorary Commodore Award, Quarterdeck Honorary Society in the Department of Naval Architecture and Marine Engineering at the University of Michigan and the 2017 Inland Marine Exposition (IMX) Achievement Award. Ed has written various technical papers dealing with vessel design including the chapter on inland service equipment in the latest Ship Design and Construction published by the Society of Naval Architects and Marine Engineers. His most famous exposure was his treatise on Noah’s Ark on the Discovery Channel’s “Modern Marvels”. CAPTAIN MARTIN CURTIN was born and raised in Avalon, California on Catalina Island. In 1994, Captain Curtin became the youngest person to receive his Coast Guard Captain's license. At the age of 21, Captain Curtin founded Curtin Maritime which he has grown into a marine transportation, vessel shipyard, and marine construction company based in Long Beach, CA. ANTHONY C. CIBILICH, P.E. is the owner and president of C&C Marine and Repair, L.L.C., and the owner and CEO of Adriatic Marine, L.L.C. Mr. Cibilich received a Bachelor of Science degree in Mechanical Engineering from the University of New Orleans in 1989. He began his career by working as a project engineer for Petro Marine Engineering and then as a manager for C&C Machine, later serving as the Manager of Engineering for International Marine Terminals. In 1997, Mr. Cibilich founded C&C Marine and Repair – a full-service marine fabrication and repair shipyard, which today boasts a 60-acre facility on the Gulf

Intracoastal Waterway in Belle Chasse, Louisiana. C&C Marine provides a full range of design, fabrication and repair services for all types of marine vessels, including inland towing vessels, inland and offshore deck barges, tank barges, dredges, offshore supply vessels and other specialty marine projects. C&C Marine recently completed the first series of triple-screw, Z-drive towing vessels operating in the United States, among numerous other specialized marine engineering and fabrication projects. In 2007, Mr. Cibilich formed Adriatic Marine, which operates a fleet of 24 offshore supply vessels providing marine transportation services in support of the oil and gas industry in the U.S. Gulf of Mexico and beyond. He is a licensed P.E. in Naval Architecture and Marine Engineering; and he is a member of numerous professional organizations, including the Society of Naval Architects and Professional Engineers (“SNAME”), the National Society of Professional Engineers and the Louisiana Engineering Society. SCOTT A. TUCKER, M.D. is a board-certified and fellowship-trained Sports Medicine Orthopaedic Surgeon at Orthopaedic Specialists of New Orleans, APMC. Dr. Tucker attended Tulane University School of Medicine and then completed his residency in orthopaedic surgery at Tulane. He then completed an orthopaedic sports medicine fellowship at the Andrews Institute in Gulf Breeze, FL with world-renown surgeon, Dr. James Andrews. Dr. Tucker performs arthroscopic surgery of the shoulder, elbow, knee, and ankle, as well as total shoulder replacements. He is a member of the American Academy of Orthopaedic Surgeons, American Orthopaedic Society for Sports Medicine, and the Louisiana Orthopaedic Association. RICHARD L. MEYER, JR., M.D. is a board certified orthopaedic surgeon based in New Orleans, Louisiana. He is fellowship trained in hip and knee reconstructive surgery as well as sports medicine and hand surgery. He is a graduate of Johns Hopkins University, Tulane University of Medicine, and did his residency in orthopaedic surgery at Tulane Affiliated Hospitals. Fellowships were completed in total joint reconstruction at Tulane University, and at the University of Virginia in sports medicine and hand surgery. He is also a clinical assistant professor of orthopaedics at Tulane Medical School. Dr Meyer is a clinical instructor of the anterior approach for total hip replacements and patient specific knee replacements. He has also taught and demonstrated these techniques in both the U.S. and internationally. His practice includes both nonoperative and surgical treatment of orthopaedic conditions, and also incorporates the latest treatment options including stem

cell and PRP injections. Dr Meyer’s practice, Orthopaedic Specialists of New Orleans, is located in uptown New Orleans at 3434 Prytania, Suite 310. His surgical affiliations include Touro Infirmary, Memorial Baptist Hospital, and Crescent City Surgery Centre in Metairie. NAJEEB THOMAS, M.D. is a native of Louisiana and practices in his home city of New Orlean. He completed medical school and residency at Louisiana State University Health Sciences Center in New Orleans at the world-famous Charity Hospital. Following residency, a spine fellowship was completed at the University of Tennessee in Memphis under the directorship of Kevin T. Foley, M.D. Dr. Thomas has been recognized as a leader in spinal treatments and innovation, and has lectured on four continents regarding advanced spinal procedures. He continues to be an innovator in the spine world, not only in the latest minimally invasive surgeries, but also in stem cell therapies for regeneration of intervertebral discs. He is currently a managing member for Southern Brain & Spine, LLC and medical director of Crescent City Surgical Centre. MORELL “MO” CRANE, JR., P.T., Co-Owner, Director of Crane Rehab Center, was born and raised in New Orleans, LA. He earned his undergraduate degree in Psychology at Louisiana State University, Baton Rouge in 1982. In 1992 he earned a Bachelor of Science in Physical Therapy at Louisiana State University Health Sciences Center, graduating with honors. He is currently pursuing his Ph.D. in Physical Therapy from Texas Tech University. He is an active member of the Louisiana State Board of Physical Therapy Examiners and is a Certified Strength and Conditioning Specialist. Mo has extensive training in neurological and orthopedic impairments. He specializes in sports medicine and manual therapy. Mo and his wife Sharon, an Occupational Therapist, started Crane Rehab Center in 1999. BRENT GAINES is Vice President of McGriff, Seibels & Williams of Missouri, Inc., an insurance brokerage firm with unique expertise in marine risk management. Brent works with a variety of marine related businesses including line boat operators, harbor and fleet operators, shipyards and repair facilities, marine contractors, port authorities and terminals, refuelers, barge management companies, salvagers, divers, and surveyors. He specializes in risk analysis, program design and policy construction, contract development, review and evaluation, and coverage dispute resolution. Prior to joining McGriff, Brent worked for 10 years in a variety

of roles with James Marine Inc. and affiliated companies, including Director of Sales/Marketing as well as General Manager for Tennessee Valley Towing, James Fleet, and Paducah River Fuel Services Inc. Over the years, Brent has been an active member and lobbyist for American Waterways Operators, CORBA, Waterways Council, Inland Rivers Ports & Terminals, and Tennessee Tombigbee Waterway. Brent holds a Bachelor of Science degree in Biology from the University of Kentucky (1995). KATHLEEN M. LAVOY, ESQ. is the Senior Vice President, Chief Legal Officer and Corporate Secretary of Great Lakes Dredge & Dock Corporation, a NASDAQ-traded company and the largest provider of dredging services in the United States. GLDD also has significant international operations in the Middle East and South America. Ms. LaVoy joined the company in 2007 as Assistant General Counsel and the company's only full-time attorney. She also served as Chief Compliance Officer from 2010 to 2013. BRIAN CURTIS serves as the Director for the Office of Marine Safety at the National Transportation Safety Board. He received a Bachelor of Science degree in Marine Engineering from Maine Maritime Academy in Castine, Maine in 1981. After graduation until 2003, Mr. Curtis served as an engineering officer on US-flagged merchant vessels including tankers, military supply vessels, cruise vessels, and transoceanic cable-laying vessels, having sailed the final 12 years as chief engineer. Following his 22-year shipping career, he joined the NTSB’s Office of Marine Safety as an engineering operations investigator in 2003, and was promoted to Deputy Director for the office in 2012. He was selected for the Director’s position in 2016. Mr. Curtis achieved an unlimited horsepower chief engineer’s steam, motor, and gas turbine license during his merchant marine career. Mr. Curtis has launched and served as investigator-in-charge on numerous high-profile major marine casualty investigations during his time with the NTSB. Mr. Curtis is a native of Rockland, Maine, and now resides in the Annapolis, Maryland area.

LCDR RANDY L. PRESTON serves as the Chief of the Coast Guard Investigations National Center of Expertise (INCOE). He is responsible for overseeing a staff of marine safety subject matter experts and investigating officers who deploy world-wide to provide technical assistance to Coast Guard units and conduct joint marine casualty investigations with the National Transportation Safety Board and foreign nations. LCDR Preston served as an enlisted member for over 14 years prior to being commissioned in 2003. Upon commissioning he served as the Anti-Terrorism and Force Protection Division Chief at Integrated Support Command Alameda from 2003-2005. His prevention assignments include serving as a Marine Inspector and Inspections Division Chief at Marine Safety Unit (MSU) Galveston from 2005-2009, Prevention Department Chief at MSU Pittsburgh from 2009-2012, Marine Safety Detachment Supervisor at Lewes from 2012-2015, and the INCOE National Technical Advisor from 2015-2017. He is a graduate of Embry-Riddle Aeronautical University, where he earned a Bachelor of Science in Professional Aeronautics. LCDR Preston also earned a Master of Science in Quality Systems Management from the National Graduate School. JAMES E. MERCANTE, ESQ., partner at New York law firm Rubin, Fiorella, Friedman LLP, heads the firm’s admiralty and transportation practice. His group

handles nearly all aspects of admiralty issues nationwide, including marine insurance coverage, cargo and casualty litigation (inland and ocean marine), and terminal and transportation issues. His team has made law in jurisdictions including, New York, New Jersey, Wisconsin, Massachusetts, and in two landmark decisions in Washington, DC obtaining over $11 Million in recoveries for marine insurers in oil spill cases. A graduate of the United States Merchant Marine Academy, Kings Point, New York, he has sailed as a merchant marine officer aboard ship and tugs. He has been a member (and current President) of the New York Board of Commissioners of Pilots for 24 years and is a retired Captain in the U. S. Navy Reserve with 20 years of service. A resident of Long Beach, NY, he also serves on the Board of Governors of the New York Athletic Club, and on the Board of Directors of the Traffic Club of New York. In his spare time, he authors the Admiralty Law column for the New York Law Journal and “Sea Trials” column for Long Island Boating World and is called upon often as a maritime law expert for Channel 5 (Fox) news in New York. JASON S. WARREN, CISSP, ITIL, C|EH ANDREW R. LEE, ESQ. is a senior partner with Jones Walker LLP in New Orleans and a member of the firm’s Litigation and Corporate Compliance groups. As co-chair of the firm’s Privacy and Data Security practice, Andy advises clients regarding data security policies and cyber breach prevention practices, as well as data preservation and breach response planning, execution, and representation before regulatory bodies and in court. Andy frequently speaks and publishes on an array of subjects that include cyber-threats and data security, corporate compliance, and pre-trial electronic records discovery and preservation. His recent publications have concerned adoption of cybersecurity measures in the oil and gas industry (Louisiana Mineral Law Institute, March 2017), oil and gas pipeline infrastructure cybersecurity (Cybersecurity Law Report, May 2017; Pipeline and Gas Journal, November 2017), and the 2017 Equifax data breach (National Law Review, October 2017). Andy also enjoys a robust trial and appellate practice and served as an adjunct professor of trial advocacy at Tulane University Law School from 2001 to 2005. Andy is a board member of the Bureau of Governmental Research, the Louisiana Center for Children’s Rights, and the Ellis Marsalis Center for Music. ROBERT GUIDRY, CCIE has over 20 years of combined electronics, computer programming and IP communications experience, Robert brings to Global Data Systems the experience needed for the planning and design, installation, and support of IP communications systems. Primarily focused on LAN/WAN technologies, security, and data center design, Robert is also involved in IP Voice and Wireless communications. Prior to his arrival at GDS, Robert worked as the network administrator for an Internet Service Provider providing Internet connectivity to over 10,000 customers. He also spent nine years in the United States Air Force, working with electronics systems and the associated programming of electronic test stations. Robert is a Certified Cisco Internetwork Expert (CCIE) and now serves Global Data Systems as Chief Technology Officer, where he focuses his team on design, delivery and installation of our products and services to our customers.

JAMES L. ADAMS joined Jones Walker on October 1, 2017 as a Director of Government Relations with a focus in the fields of maritime policy, homeland security, transportation infrastructure, energy policy, and economic development. Prior to joining Jones Walker, Mr. Adams was President and CEO of the Offshore Marine Service Association (OMSA) representing the owners and operators of U.S.-flag vessels that supply, support, and construct the subsea infrastructure necessary for offshore energy development. Under his leadership, the trade association confronted the challenges posed by the moratorium on drilling activity imposed following the Deep Water Horizon disaster. Before his tenure at OMSA, Mr. Adams was Vice President of Government Affairs for American Commercial Lines, Inc. (ACL) where he advanced ACL's legislative and regulatory affairs programs to improve the nation's waterways transportation infrastructure. He also worked to implement positive changes on inland waterway tax policy and the U.S. Coast Guard's regulation of the inland barge industry. Additionally, Mr. Adams has experience in railroads and highway infrastructure development. As Resident Vice President for CSX Transportation, he represented CSX in government and community forums in Kentucky. In the public sector, Mr. Adams served in senior leadership positions in Kentucky’s Transportation Cabinet and Kentucky’s Department of Public Protection. Mr. Adams began his career as a Commissioned Coast Guard

officer. At sea, he served as a deck watch office and department head with responsibilities for vessel operations, navigation, and maritime law enforcement. Later he was named Congressional Fellow to the Coast Guard and Navigation Subcommittee in the House of Representatives. Following his Coast Guard service, Mr. Adams joined the Subcommittee’s professional staff, advancing legislation supporting the U.S. Coast Guard and improving the safety and efficiency of regulatory programs affecting the offshore maritime industry, fishing industry, and inland barge industry.

GEOFFREY GREEN is a New Orleans native and a graduate of Southeastern Louisiana University. Geoffrey currently serves as Senator Kennedy’s Appropriations and Projects Director. He specializes in federal appropriations and budget, Army Corps of Engineers, multimodal transportation, as well as emergency management policy. He previously served as Senior Legislative Assistant to House Majority Whip Steve Scalise (LA-01), where he played a role in shaping Army Corps of Engineers project authorizations, wetland mitigation, and flood insurance reform policies. Geoffrey and his wife, Rachel, live in northern Virginia and enjoy traveling and spending time in their home state of Louisiana with friends and family. CAPTAIN WAYNE R. ARGUIN, JR. reported to Sector New Orleans as the Sector Commander in July 2016. His previous operational assignments include Deputy Sector Commander, Sector New Orleans (2014-2016), Executive Officer of Marine Safety Office Memphis, TN and Prevention Department Head at Sector Lower Mississippi River (2004-2008) where he coordinated waterways management, vessel inspections, mariner licensing and marine casualty investigations on the Lower Mississippi River and its tributaries. In 1994, Captain Arguin earned his Marine Inspection qualifications at Marine Safety Office Hampton Roads and served as senior marine inspector performing commercial vessel and cruise ship inspections at Marine Safety Office Tampa, Florida (1996-1999). He was also assigned to USCGC HARRIET LANE (WMEC-903) as a student engineer and Damage Control Assistant (1992-1994). His staff assignments include Executive Officer, Hull Division Chief and Salvage Engineering Response Team (SERT) Leader at the Coast Guard’s Marine Safety Center (2010-2014). He was responsible for the evaluation and approval of vessel structures, stability, fire protection systems and coordinated salvage engineering support to the Coast Guard Captains of the Port (COTP) and Federal On-Scene Coordinators (FOSC) in response to a variety of vessel casualties. 2008, he was assigned to Coast Guard Headquarters on the Executive Staff of the Deputy Commandant for Operations. Captain Arguin served as the Staff Director for the National Incident Commander throughout the Coast Guard’s historic response to the Deepwater Horizon casualty, supporting daily White House and Cabinet-level briefings on the nation’s response effort and also coordinated international offers of assistance with the Department of State. In 2001, Captain Arguin was assigned to Coast Guard Headquarters, Office of Design and Engineering Standards. During this period, he was involved in developing standards for high speed, novel craft and coordination of the Coast Guard’s Risk Based Decision-Making initiative. He also served on the U. S. delegation to the International Maritime Organization’s Design and Engineering Subcommittee to support development of international standards for Wing-in-Ground effect craft and cruise ship design standards. Captain Arguin is a 1992 graduate of the Coast Guard Academy, where he earned a Bachelor of Science degree in Naval Architecture and Marine Engineering and in 2001, he earned a Master of Science degree in Naval Architecture and Marine Engineering from the University of Michigan. PAUL HITE is a native of the Washington, D.C. area, is a senior surveyor and auditor and has been with the American Bureau of Shipping (ABS) for 4 years. Prior to ABS Paul sailed as a deck officer for seven years, five of which were spent on towing vessels. Paul graduated from the United States Merchant Marine Academy in 2006 with a Bachelor of Science in Logistics and Intermodal Transportation. Paul is currently pursuing a Master’s degree in Project Management from Georgetown University. ROBERT KEISTER, CDR USCG (Ret) is Sabine Surveyor’s Manager of Compliance and Special Projects. He has over 25 years of experience in the United States Coast Guard and the marine industry in vessel and facility compliance, project management, auditing, enforcement of all US and foreign marine safety regulations, Outer Continental Shelf compliance, marine casualty investigations, and other safety and security responsibilities. Robert is currently responsible for all Subchapter M and Third Party Organization (TPO) activities for Sabine Surveyors, which includes managing all towing vessel surveys and audits, as well as management audits and pre-Coast Guard inspection consulting. He has held positions managing the daily operations of tugs and pushboats for ship and barge assist operations and regulatory compliance for offshore supply and support vessels that operated worldwide in

support of oil and gas exploration. He was Lead Internal Auditor for two vessel operating companies that used ISM/ISO. Mr. Keister earned a Bachelor of Science in Marine Science (1994) from the United States Coast Guard Academy, New London, Connecticut, and a Master of Science in Chemistry (2001) from the University of Connecticut, Storrs, Connecticut. Mr. Keister was a Coast Guard Senior Marine Inspector and is an active NAMSGlobal-CMS. MICHAEL KLEIN-UREÑA heads marine and offshore business development for southeast North America at Lloyd's Register. His recent focus has been on Subchapter M implementation as well as LNG and natural gas projects in the Gulf region. He also regularly engages the US Coast Guard on behalf of LR as a Subchapter M third-party organization (TPO) and a recognized class society. Prior to his current role, Michael headed business development for SanSailTEC LLC, focusing on projects involving LNG and gas-to-power in the Caribbean and Latin America. His other specialties include energy efficiency and hull maintenance optimization. He holds a degree in naval architecture and marine engineering from Webb Institute. TAVA S. FORET is a graduate of the University of Phoenix with a BS in Business Marketing. She began her career in the maritime industry at Hollywood Marine, Inc. in 1993 working with their U.S. Coast Guard approved training programs. Tava moved on to the ACTion group in 1999 as the Vice President of Regulatory Affairs serving various maritime interests. Tava served as the chair of the Houston Galveston Navigation Safety Advisory Committee (HOGANSAC) and has served on the board of directors for the American Waterways Operators and the Towing Vessel Inspection Bureau (TVIB) until she joined TVIB in 2016. Tava served on the Towing Safety Advisory Committee’s (TSAC) Subchapter M Workgroup and chaired the TSAC Subchapter M Audit Subcommittee throughout the development of the regulation. Today she serves as the Executive Vice President of Operations for TVIB which rovides Subchapter M services, AWO Responsible Carrier Program (RCP) audits, and American Chemistry Council Responsible Care audits. Tava administers the Quality Management System and the ISO 9001:2015 certification for TVIB and manages the marketing and development efforts for TVIB’s TPO services. She is a coauthor of the Marine Internal Lead Auditor course that is USCG accepted as meeting the requirements of 33 CFR Subchapter M 138.310(d)(2) and also provides instruction for the various training

THOMAS KENT MORRISON, ESQ. is a partner with Phelps Dunbar, LLP having joined the firm in 1998 after obtaining his J.D. from Tulane University’s School of Law. He holds an AV rating, is admitted to practice in all of the courts in Louisiana and regularly represents clients in jurisdictions throughout the Gulf South. Mr. Morrison previously served on the Board of Directors for the New Orleans Chapter of the Federal Bar Association and is a member of the FBA, the Maritime Law Association and the Southeastern Admiralty Law Institute. He practices in the areas of transportation, energy, maritime law, and general litigation handling cases involving commercial disputes, casualties, torts, cargo claims, collisions, personal injuries, property damage, and contractual defense and indemnity demands for maritime employers, vessel owners, longshore employers, energy companies, dock and terminal owners and their various underwriters. He also provides representation with respect to coverage issues involving a broad range of energy, marine, general liability, pollution, excess and umbrella insurance policies. Mr. Morrison has represented his clients both locally and nationally in state and federal courts in all aspects of litigation. He has considerable trial experience and has handled the resolution of innumerable cases through private mediation and court sponsored settlement conferences. R. KEITH JARRETT, ESQ. is a shareholder of Liskow & Lewis and its former managing partner. He handles litigation, primarily in the fields of Energy and Maritime. Mr. Jarrett graduated from the U.S. Merchant Marine Academy in 1980, afterwards serving on merchant vessels for two years. He graduated from Tulane Law School in 1985, summa cum laude, where he was a member of the Tulane Law Review and Order of the Coif. After law school, Mr. Jarrett clerked for Judge Alvin E. Rubin of the federal Fifth Circuit Court of Appeals, and then joined Liskow & Lewis. He has tried lawsuits involving vessel collisions, well blowouts, personal injuries and death (maritime and land-based), oil spill liability, vessel construction, indemnity and insurance, and many others. Mr. Jarrett has also handled matters before federal agencies, including OSHA, the Chemical Safety Board, and the Coast Guard. He is a member of the American College of Trial Lawyers, the Tulane Admiralty Law Institute, and the Southeastern Admiralty Law Institute. CHRISTIAN P. KELLY, LLB (Hons), LLM, SOLICITOR is a Senior Director of the Claims Division of Fidelis Group Holdings (“Fidelis”), a position he has held since December 2017. Fidelis is a

leading provider of primary and excess marine insurance for hull and maritime coverages for vessel owners, ship builders, terminal operators, fleet operators, stevedores, cargo handlers, marine contractors and a variety of other maritime insurance products. Fidelis provides underwriting, broking services, claims management and loss control for its maritime clients. Prior to being employed with Fidelis, Christian was the Head of Claims at Thomas Miller Specialty (formerly Osprey Underwriting Agency Limited), an agency of Underwriters at Lloyds of London. Christian was responsible for the global claims service in the following classes of insurance: Maritime, Aerospace, Space, Offshore Energy, Cyber and Kidnap & Ransom. Christian is a solicitor of the Supreme Court of England & Wales, having handled litigation matters for London Market and US Domestic insurer clients and their assureds. Christian specialized in insurance defense, coverage and subrogation for both marine and non-marine matters for matters in the UK, the US, South America, Europe and Asia.
