The key aim of any masterplan is to maximise value, minimise risk and provide a framework for making places and connections. With over 30 years experience of urban interventions, weaving new economic activities into the existing urban fabric, 3DReid understands the importance of infrastructure as a catalyst for economic regeneration.

We undertake masterplanning on a number of different levels, from town centre regeneration to rural land use planning. In its simplest form, option appraisals can be used to quickly evaluate the likely challenges and potential of a proposed site. This process can be expanded to an in-depth strategic framework analysis for an urban district, including widespread stakeholder consultation, where we bring together an extensive team to collaborate and provide a detailed examination of both the site and its surroundings.

The following pages demonstrate our approach to the pursuit of masterplanning through projects including coastal tourism, high-density residential communities, new town centres and airports.

Catalysts for Regeneration...Creating LandmarksUrban conurbations have evolved and developed over time, around ports, transport nodes and trade routes, in a bottom up, organic pattern. However, increasingly new communities are being manufactured to support increasing populations, changes in demographics and the emergence of wealthy new economies, as well as more ambitious regeneration programmes tackling larger sites and more varied uses.

These new zones require a different level of understanding of the economics and knowledge of place, with the development of a holistic masterplan that is fast-tracked and integral to the development of new mass-transit systems and commercial and residential developments. Often the spark that commences these new regions hinges upon the creation of a single, spectacular building or development that creates a draw for incoming businesses, residents and visitors. Termed the ‘Bilbao effect’, buildings are visualised as landmarks, using impressive design to set the standard, within strategic locations on a wider masterplan site. From commercial HQ buildings, to major sporting venues, our architecture teams are well versed in designing landmark buildings that have begun to change the spaces and communities that surround and emerge around them.

Malaysia...Site AnalysisAs part of an ongoing regeneration of Malaysia’s coastline, we were commissioned to create a new, tourism-led destination for this narrow spur with existing town centre and fi shing village. The site is constrained by the sea to the East and river and dense forest to the West. Strong coastal movement and waves also presented a challenge.

Site Plan SuggestionsOur solution was to create a series of bunds along the coastline that would act as natural wave barriers whilst providing elevated positions for the apartment housing and increasing valuable real estate by over 100%. The bunds also created natural communities that could be centred around the varying use requirements.

Minoco Wharf, London...Design DevelopmentThe key challenges for Minoco Wharf in London were to create a strong amenity attraction to entertain and encourage placemaking, whilst maintaining an active river frontage.

We succeeded by developing options which embraced the waterfront location, creating a new marina at the heart of the site.

ConnectivityThe key to unlocking this docklands situated site was the provision of a rail station at Pontoon Dock to allow access to Canary Wharf, the City and beyond. By ensuring permeability across the site to encourage use of river boats, cycleways and underground, the development becomes a connection hub of its own.

Winchburgh, Scotland...Defi ning CharacterHere we developed a fl exible and responsive framework for a new town, which aims to create key character areas, joined together by a rigorous planning framework. The key objectives of the development are to ensure a clear framework of streets and public squares, designed to operate as both routes and public places supervised by the occupants of surrounding buildings.

Identity & OwnershipAn accessible public realm promotes social interaction and supports a diversity of urban life. A quality urban environment is founded on attractive, well-maintained streets and spaces contained by well-proportioned buildings. A mix of uses and tenures within a common street pattern reduces the need for commuting and regular car use whilst the greater level of pedestrian activity on streets and public spaces at all times, day and night, can lead to a greater sense of security and shared responsibility and sustains local business.

This results in defi ning a sense of place – vistas and focal points incorporating existing features, buildings and landmarks, combined with imaginative landscaping and public art to give new urban areas a unique character and identity.

Glasgow Airport...Intelligent MasterplanningThe brief called for a masterplan to cater for doubling the airport capacity. This included both airside and landside development and the investigation of transport infrastructure between the airport and the city.

Our strategic proposals challenged previous conceptions on how this should be achieved and in so doing enabled capital savings estimated at over £150m, whilst providing a clear, effi cient airport plan and an elegant architectural framework for future development.

Legibility & Coherent JourneyAirport terminals are inherently complex places, moving thousands of passengers around a complex site within short spaces of time. Balancing the customer need for a stress free experience and increasing revenue on behalf of the operator requires a deep understanding of the client’s business case, the multiple stakeholder engagement and the human psyche of the passengers. Clear wayfi nding and a legible pedestrian journey through the terminal is vital to successful passenger processing and the running of the airport itself.

Lancaster...Architectural HeritageWhile Lancaster’s architectural heritage is viewed as a strength, it is also viewed as a potential risk factor as it could inhibit growth. The masterplan development analyses the site in detail to ensure that architecturally and historically important parts of the site are retained.

People like the scale and historic feel of the city. However, this does not preclude the wish to see modern design of an appropriate scale. The response has been to reinforce the interface between the boundaries of the site and the historic core.

Cultural NeedLancaster was identifi ed as having a limited ‘offer’ in terms of cultural facilities.

All the existing cultural facilities are concentrated in the west of the city centre. It follows that reinforcement of the theatres on the site will act as a focus for cultural uses in the east of the city which is linked by the pedestrian routes through the retail core thereby creating a cultural uses ‘dumbbell’.

Pier 16, Shanghai...Integrating UsesThis competition scheme includes over 10 acres of mixed-use development including a new multi storey retail development, high rise offi ces and residential eco-towers from 40 to 60 storeys, providing a signifi cant new addition to the skyline of Shanghai.

This modern development sits sensitively between the ancient city and new bund development on the waterfront, with green roofs providing a break in the vernacular from old to new.

From Macro to MicroThe low rise retail development, including two subterranean levels of shopping, are treated as glass pavilions and the high rise towers as sculptural objects that sit within the garden. The roof gardens above the retail units provide amenity for workers and shoppers whilst the sky gardens at the top of towers provide social event space with panoramic views of the city. The offi ce towers offer fl exibility to be converted to residential in the future.

Skyline and City ViewCreating a cluster of towers not only enables modern intervention on a key site in this thriving metropolis, it also allows the development to capitalise on a number of key views; scenic views across the river and views back across the old part of Shanghai. Located behind the new riverside centre it provides a spectacular arrival point.

Retail and PedestrianThe aim has been to promote the pedestrian, enabling them to enjoy the spaces and high quality retail provision. Carefully planned routes ensure the highest footfall through the retail and enable connections through the old town to the river.

Mixed UseThe uses integrate into the existing fabric providing appropriate facilities and amenities otherwise lacking in this area. A careful balance has been struck between commercial development and the provision of public space.

one which respected the heritage of the ancient city beyond,

including site lines and access through to the waterfront.”

St Davids Centre 2, Cardiff...Regenerative Benefi tsThe proposals provide for a sustainable mixed-use quarter to be created in what is currently an under-utilised part of the city. The scheme was to provide extensive benefi ts, creating over 2000 permanent jobs and delivering regeneration of the highest physical and aesthetic quality. This refl ects national planning policies and the feedback from the extensive consultation undertaken with the Council, members of the public and other stakeholders during the design development.

This holistic approach to the development of Cardiff city centre was to build an integrated dynamic environment for both residents and visitors alike and help raise the profi le of Cardiff through improved leisure and business based tourism.

vital break out spaces of public realm were integrated into the site as well as strong

pedestrian linkages through the development, for the rail station

and Millennium Stadium.”

IntegrationA big challenge has been the integration of a large and diverse development into the urban grain of this historic city centre and create a ‘sense of place’ using new, high-quality public spaces. The plans incorporate lively squares, tree-lined boulevards and dramatic arcades, which are a modern interpretation of the traditional Cardiff shopping arcade, to provide an attractive and accessible environment, both by day and night.

Battersea Power Station...“Public consultation with a range

of interested stakeholders was essential in delivering a scheme

which realised value for our client, but was also an improved

neighbourhood extension to surrounding communities.”

Managing Complex ProjectsThe practice was commissioned by previous owners Parkview International to coordinate the assembly of the scheme and act as client agent, managing the activities of various consultant teams in developing the masterplan and Environmental Assessment where we collaborated with Arup.

Due to the contentious nature of the development and the existing condition of the Power Station building, public consultation with a range of interested stakeholders, including lobby groups and English Heritage was essential in delivering a scheme which realised value for our client, but was an improved neighbourhood extension to surrounding communities. We designed the signifi cant showcase offi ce and demonstration space element of over 50,000sqm and designs for the luxury East Hotel. We also prepared, submitted and successfully achieved over 70 planning and listed building consent applications.

Embracing CharacterWaterfront developments are gaining popularity on a range of scales from riverside residential developments to major new tourism resorts. Originally many major cities were formed around the vital commercial link of riverbound commerce and trade, but promptly turned their back on the water. Adding Value and ViabilityWe have designed many waterfront developments, from major new city masterplans and coastal resorts in Asia, to high-end residential and retail and leisure based attractions. Active river frontage cannot be recreated, but turning the focus of a scheme back to the water, enhances the public realm opportunities, creates attraction and increases permability through commercial sites.

Public ConsultationWe design places for people, so we view public consultation not as an exercise to assist planning, but an opportunity to engage, defi ne the character of a place and deliver something that is wanted and needed.

Encouraging active participation of the public in the design process generates increased pride, ownership and satisfaction and ultimately usage of the new facilities and places we create. Whether in person or through a range of regular communication tools, we feel it is essential to inform and excite inhabitants of new ideas.

Neil joined 3DReid in March 2007 with specifi c responsibility for developing major projects and public realm led master plans. A highly motivated Architect and Urban Designer with experience delivering projects both internationally and in the UK. He is currently leading the Winchburgh project detailed in this brochure. A coherent approach to public realm and access have informed a diverse variety of regeneration initiatives that Neil has completed in cities across the UK, Europe and the far East.

Paul Warner

Paul founded the practice’s research unit in 1992. Much of his work in the past 18 years has been research into urban design and placemaking within spatial planning. He is currently the Chairman of the BCO (British Council for Offi ces) Urban Committee and has co-written the concluding chapter to the BCO ‘Good Offi ce Design’ book. Paul is also a member of the RIBA research committee and an academician with the Academy of Urbanism and is currently invoved in a research project with the Royal College of Art.

Paul has worked on a number of masterplanning and offi ce projects from Moscow to Minoco Wharf, part of the regeneration of the Thames Gateway. For over 10 years he worked on the masterplanning and offi ce showcase designs for Battersea Power Station.

Colin has over 20 years experience leading large teams in a collaborative, atelier-style design environment. His work crosses many sectors, from the cultural to the commercial and while working closely with BAA he developed a client focused value driven design methodology, which has been successfully applied throughout the market where he has consistently delivered high quality projects that surpass client expectations. He is responsible for setting up the practice’s Middle East operations and will enable day to day client liaison, ensuring a smooth communication process where all objectives can be achieved and value is maximised.

He has worked on various masterplanning projects: Sittingbourne Town Centre Vision, Globeside Business Park, Glasgow Airport and Cardiff Town Centre Regeneration.

Azmall is Regional Head for Malaysia and Concept Design Coach. He has experience working across a number of major international mixed-use development projects including Dungun Malaysia, Shanghai, Berlin, Moscow and various projects in London.

He is responsible for setting up the practice’s Asia Pacifi c operations in Kuala Lumpur and will enable day to day client liaison, ensuring objectives are met and value is maximised.

Neil has been project architect on a number of projects within 3DReid and a valued and able designer working within a number of sectors. Neil has worked on numerous international schemes including those in Gibraltar, Berlin and the US. He has been instrumental in investigating and promoting the use of Information technology with regards to integrated design within 3DReid.

He has worked on various masterplanning projects: Enfi eld Town Centre, Sittingbourne Town Centre Vision and Cardiff Town Centre Regeneration.

With over 25 years experience in designing a wide range of retail environments, Mark heads up our retail sector and international retail and leisure business development. Mark understands the entire spectrum of retail from individual unit fi t-outs to multi-million square feet town centre regeneration schemes. He is one of the practice’s retail and leisure specialists and has undertaken study tours in USA, South Africa, Australia, Far East, Europe, the UK and most recently Japan and has contributed numerous research papers to top industry publications. A member of the British Council of Shopping Centres, Mark is an experienced speaker and has given talks in the UK and abroad to industry bodies, universities and clients on trends in the sector.
