OverviewRwanda has made considerable investment in legislative tax reforms, taxpayer education programs, tax enforcement strategies, and increasingly sophisticated systems of tax administration using new technologies. ICPAR and the accounting professionals on the other hand have continued to play a noble role aiming at ensuring that the tax payers are in compliance with tax legislations, comprehend new developments under the Rwanda tax system and processes, among other required good practices in taxation. To ensure that there is high level of compliance in tax legislation by its members and taxpayers at large; ICPAR organizes a bi-annual tax forum every mid –year, so that participants can learn, discuss and deliberate on some of the most recent developments in tax legislation and administration, devise mechanisms that may contribute towards enhancing tax compliance; thereby directly contributing to the socio - economic development of the country.
This training workshop is therefore designed for members and other tax payers who may need to be updated of the latest tax amendments that have since occurred, of which they have implications towards the effective and efficient running of their organisations whilst, reiterating on the other tax administration issues and policy matters of concern.
The training program and learning objectivesThis two-day interactive training workshop has been designed specifically for members of the Institute of Certified Public Accountants of Rwanda (iCPAR); tax accountants; managers and all individuals who wish to refresh themselves on some of the most important aspects in Rwanda Tax system and administration with the main purpose of raising awareness on compliance issues; appreciate new developments in taxation among others.

Short bios of the Facilitators
CPA Angello MusinguziAngello is a Senior Tax Manager at KPMG Rwanda with over 18 years in tax advisory and accounting. He is both an ACCA and CPA(R) member. Angello has extensively contributed to the development of the accountancy Profession in Rwanda in various aspects mainly in the tax field and he is an active member of ICPAR tax working group. Angello also holds a Bachelor’s degree in Social Sciences from Makerere University, Uganda.
CPA Mugambwa Paul Frobisher
CPA Paul Frobisher is a Senior tax manager – PricewaterhouseCoopers Rwanda. Before moving to Rwanda, Frobisher worked with PricewaterhouseCoopers in Uganda and Zambia for seven years and also supported clients in Kenya, Malawi and South Africa. Frobisher has over 12 years of professional tax experience. He advises on various taxation aspects affecting companies in the region including indirect taxes, international tax, tax structures/tax restructuring and general tax services. He has worked with both local and multinational organizations, revenue authorities and other industry sectors including extractive industries, financial services, telecommunications companies and the energy sector. Frobisher is a regular speaker on taxation issues affecting East and Southern African emerging markets. He also publishes weekly tax articles in the local news publications. He has worked as a senior lecturer in a number of ACCA colleges in the region teaching taxation papers of the ACCA qualification. He is also the head examiner for the two taxation papers under the CPA Rwanda qualification.
Frobisher is a Fellow of the Association of Chartered Certified Accountants (ACCA) of UK, he holds an MBA from Oxford Institute of International Finance, a BSc degree in Applied Accounting from Oxford Brookes University and the Certified

Accounting Technician qualification of the ACCA. He is a member of the Institute of Certified Public Accountants of Uganda (ICPAU), and the Institute of Certified Public Accountants of Rwanda (ICPAR).
Mr. Lawrence GakwayaLawrence is the Deputy Commissioner for Large Taxpayer’s Office in the Rwanda Revenue Authority (RRA). He ensures that Large Taxpayer’s Office is the centre of excellence in the Tax Administration and that, best practices developed are rolled out to other Revenue Departments.
Lawrence’s experience spans over twelve years in managing and coordinating different tax audits, investigations, tax appeals and tax amicable settlements; Designing and implementing appropriate service models, analyzing taxpayer behavior and developing the corresponding compliance improvement programs, whilst providing tax policy advice to the Ministry of Finance. He is also an expert in managing income tax, VAT, excise tax, pay as you earn, withholding taxes, royalty tax, gaming tax and capital gains tax. Lawrence holds a Bachelor’s Degree in Economics, MBA - Administration, Leadership, Accounting, Management, Strategic Planning and strategic Relationships.
Mrs. Hajara BatamulizaMrs Hajara is the Head of International Tax Unit at Rwanda Revenue Authority (RRA). Her experience in tax matters spans over 15 years having championed the establishment of the International Tax Unit within RRA. Hajara worked in the large Taxpayers Office heading the Division of International Tax. She is also an experienced trainer. Hajara holds a Masters degree in International Revenue Administration.
