Al Jazeera America: Entering Development Phase It has been 3 months since Al Jazeera America launched and although ratings aren’t the most important thing in these early days, the net has seen “increases in some parts of the schedule” and people are “sampling shows,” pres Kate O’Brian told us. Initial viewership numbers are “completely in line with other news channels” when they first launched, she said. Comcast’s appeal of the FCC’s order in Tennis Channel’s carriage complaint (the court ended up ruling in favor of Comcast and rejecting a request by Tennis for further review). -- ACA is tagging on to Sen Commerce chmn Jay Rockefeller’s (D-WV) request for the FCC to review shared service agreements when considering broadcast merg-ers (Cfax, 11/27). In a letter sent Tues night, ACA chief Matt Polka asked that the full Commission review TV sta-tion deals that feature such arrangements. “Only by doing so can the Commission ensure that the public values of competition, localism and diversity are fully served by its reviews of transactions involving US broadcast licenses,” Polka wrote. ACA has challenged several broadcast deals that include SSAs, saying they give a broadcaster a work-around media ownership rules that prohibit a single company from owning more than 1 top-4 rated television broad-cast station in a single DMA.

Programming: We’re only 1 episode in to 13-part series “Atlantis,” but BBC America already has decided it wants a 2nd helping based on Sat’s premiere (838K total viewers). It’s the biggest new Sat drama to launch across all BBC channels since ’06. -- Hallmark Channel is collaborating with Hallmark Cards for original holiday movie, “Northpole.” This is the 1st-ever long-form movie for the 2, with the companies previously linking up to bring to life Hallmark’s interactive storybook character Jingle in 2 half-hour animated specials. Northpole is set to debut during ’14’s “Countdown to Christmas.” -- Ten-nis Channel is welcoming Dec with a 2-week rebroadcast of the ’13 French Open, beginning at noon ET on Sun (12/1). Holiday-themed opens will start each day, but the coverage will largely appear as it did when it debuted on the net in May and June. -- CNN en Espanol launches new weekday news program “Realidades en Contexto” on Dec 9 at noon ET.

TVE: Authenticated AT&T U-verse subs can now watch beIN Sport Play, the intl sports net’s TVE service available via www.beinsportplay.tv.

People: FCC commish Jessica Rosenworcel appointed Clint Odom as policy dir with primary responsibility for me-dia issues. He previously served as deputy legislative dir for Sen Bill Nelson (D-FL). Before that, he was Verizon’s vp, govt relations in DC and NJ.
