(iv) Prior permission should be taken from the Department of Archeology for undertaking works near Guheshwari temple, from Thapathali to Balkhu.

(v) Activity area should be barricaded for safety and dust suppression with LED illumination on barricaded top.

(vi) Construction debris/waste/excess muck generated should not be left on the riverbank or disposed on river.

(vii) Site should be cleared off the debris and excavated muck on daily basis. This should be followed for all project activities.

(viii) Construction works should be carried out during lean season. (ix) River flowing stream should be isolated be using the sand bags to avoid siltation

of river from run-off from construction site. (x) Area for material storage should be pre-identified and same area shall be informed

to PMCSC for obtaining their concurrence before start of work. Material should not be pilled in the river bed or ghats.

(xi) Information board displaying the activities proposed, duration of construction, name and contact number of environmental safety officer of contractor and PMCSC and PMU should be installed at each construction site.

(xii) Dust resistant and suppression plant species which are native and evergreen should be planted.

(xiii) Feasibility of installing air curtains like the fountains and vertical gardens shall be explored in consultation with PMCSC for installation at proposed landscaping site for improvement of air quality. Provision (like foundation area, etc.) should be earmarked in consultation with PMCSC for its installation in next phase if feasibility exists.

(xiv) Proposed foot paths may have interlocking pavers instead of fully paved structures so as to permit the rain water to percolate down.

(xv) Comply with the measures as specified in air quality, water quality, noise level, waste management, aesthetics, material storage and transportation and occupational health and safety plans as given in respective sections below.

2. Impact Due to Construction of WWTP

117. The Tuckucha drain is discharging untreated city sewage to Bagmati river resulting in continued deterioration of river water quality. The Government of Nepal has already initiated many projects for intercepting and treating city sewage. Tuckucha drain interception and treatment will help prevent pollution from this drain in river Bagmati and will have positive impacts on river water quality.

118. Construction of WWTP would require vegetation removal, tree cutting, removal of the existing solid waste along the river banks and civil works. There are 50-60 trees at the proposed site and a few may require to be cut for WWTP construction and sludge digester facility (proposed to be located on the other bank of river). The WWTP construction activities will generate fugitive dust and the operation of construction machinery, equipment and DG sets will generate gaseous pollutants like SO2, NOx and CO which may affect the air quality in the close vicinity of construction activities. Noise levels may also increase in close vicinity of WWTP site due to operation of DG sets and other equipment. The Takuch River and Bagmati River confluence area has substantial accumulation of municipal solid waste which will have to be removed and disposed prior to constructing the WWTP. Uncontrolled disposal of this waste may lead to land contamination and affect the aesthetics of the area. There will be generation of the construction debris and waste which will also effect the disposal site environment (dust generation, aesthetics) if disposed in an uncontrolled manner. There will also be occupational health and safety risks to workers during WWTP construction while working close to river and below ground construction activities.

119. WWTP site may get inundated during flood which may put the entire WWTP operation under halt thus WWTP design has incorporated planning for preventing ingress of flood water to

WWTP site. Muck will be generated due to digging of WWTP tanks and construction of underground WWTP buildings and other structures. This muck may impact disposal site environment if disposed in un controlled manner and water quality due to run off. These impacts though will be for short term, temporary and manageable.

120. WWTP may fail during operation stage and cause impacts in terms of discharge of untreated sewage back to river. The digested sludge may carryover contamination to its application area soil if adequate treatment and monitoring of WWTP not ensured during operation stage.

121. The sludge pumping pipeline from WWTP to sludge manipulating facility located on the other bank of river will be laid on river bed. This may require dredging of small section of river bed which may loosen up settled pollutant accumulated in river bed soil from river pollution. Uncontrolled disposal of this dredge material may contaminate the river water or disposal site.

122. Mitigation measures:

(i) DBO contractor should design the WWTP based on monitored sewage quality with adequate provision of sewage hodling for sewage breakdown management. Design as per SBR technology with all provisions of sludge disposal as manure and input outquality testing. All provisions of OHS has to be made in design and operation for safe operation of WWTP.

(ii) DBO contractor should design the WWTP level based on flood level to ensure that WWTP level is above HFL and prevent any ingres of flood water to WWTP.

(iii) Solid waste existing at the site should be first collected and disposed through local bodies at designated site.

(iv) Top soil should be excavated if found non-contaminated and preserved for usage for landscaping purpose if not contaminated.

(v) Compensatory tree plantation should be carried out in minimum ratio of 1:25. Survival rate for plantation should be maintained to minimum 70%. Landscape planning should be made such that compensatory tree can be planted within the WWTP area.

(vi) All the areas at site either should be planted or shall be paved. No kachha area should be left.

(vii) Interlocking paver blocks and grass paver blocks should be provided on the foot paths/embankments/ghats/steps to the extent possible at WWTP site to maintain the natural recharge capacity of the proposed WWTP site. In place of regular pathways intermediate pavers can be provided in landscaped area as this will minimize the paved area requirement. Grass pavers should be provided wherever possible.17

(viii) Excavated muck from site should be stored at predesignated area under covered conditions. It should be used for landscaping, construction of landscaping mounds and hardscaping works.

(ix) Finished level of site must be above HFL of Bagmati River. (x) No work shall be carried out during rainy season and tree cutting should be

minimized by proper planning. (xi) Compensatory plantation should be carried out in minimum ratio of 1:25. Survival

rate for plantation should be maintained to minimum 70%.

(xii) Comply with the measures as specified in air quality, water quality, noise level, waste management, aesthetics and occupational health and safety plans as given in respective sections below.

(xiii) To avoid outage of the WWTP, the sludge digester will supply power to the WWTP and to itself. The generated electricity from sludge digester will be transmitted through a cable and cross the river to connect to the WWTP. As part of the produced energy, the thermal energy from biogas incineration of the sludge digester will be used to raise the temperature of the sludge. The sludge has to be heated to a temperature T = 35°C for mesophilic digestion. Also, some of the energy production will be used for pumps, mixers and dewatering.

(xiv) The DBO contractor must ensure provision of standby pumps and motor for all critical equipment as per general design practice of WWTP. A diesel generator (DG) set will be installed with provision of acustic enclosure and stack height (as per India formula minimum 2-m above DG building for every 100 KVA).The digested sludge and its application areas soil shall be tested periodically to ensure that there is no contimation.

(xv) As per the available test results (as per solid waste study carried out by PMDSC in 2018) of river sludge heavy metal are found randomly or presence arsenic and mercury at certain locations at dredge bottom layer. Possibility of contamination is low. Dredging of river bed is also limited for laying the pipe and cable collector on river bed. However, dredged materials should be tested for contamination level before its disposal before using in the landscaping activities. If found contaminated than it should be disposed to Sisdole landfill or approved disposal sites.

3. Impact Due to Restoration and Reconstruction of Cultural Monuments along Bagmati River Stretch

123. River beautification works and WWTP construction works are planned along the Bagmati River from Thapathali to Balkhu. Various historically important Cultural properties (archaeologically non-protected) monuments are located along Thapathali to Teku Dhovan. These archaeologically important sites include temples, sattals (stay places), ghats, Dharamshala (a kind of religious motel), etc. It is proposed to improve the 23 of these archaeological buildings in this stretch for improvement of aesthetics and cultural and heritage value of this area and buildings. Restoration and reconstruction works will involve dismantling of some structures, construction of new structures as well as repair of overall structures. Though this will improve the environment, culture and heritage value of area but the restoration and repair works have various associated impacts. During restoration and reconstruction work there may be restricted access to the buildings which are open to public at present. There may be deterioration of air quality due to generation of dust and other emission from construction works and operation of construction machinery. There will be inconvenience to residents of some of the building. Staging of machinery and piling up of raw material may also impact aesthetics of the area. The restoration and repair work will also generate construction wastes which need to be disposed off to designated place or reuse to prevent associated impact on land environment (aesthetics, land use, dust generation ) with uncontrolled disposal. However, all the anticipated impacts are short term, temporary and localised which can be minimised with adoption of appropriate mitigation measures.

124. Mitigation measures:

(i) Construction activity should be planned and time-bound; (ii) Access to other buildings, ghats or any other building of cultural heritage should

not be obstructed for carrying out restoration and reconstruction works. If it is done, then alternate access should be provided and notified;

(iii) Structure stability study should be carried out for the structures to be repaired and new structures should be built considering the structural requirement as per seismicity of the area;

(iv) Information should be disseminated through adequate media for public/tourist about the repair and reconstruction works;

(v) Any chance finding of archaeological artefact/article during excavation and development should be reported to Department of Archaeology (DOAr). If a chance find is made than that should be left undisturbed, protected till assessment is made by DOAr, preserved and removed by them. Work should be stopped at such location till further instruction is received from DOAr to retart the work.

(vi) Restoration works should be undertaken in consultation and concurrence of DOAr; (vii) Material to be used for restoration works should be approved by PMCSC,

Archaeological department and PMU; (viii) Original building material only should be used for carrying out the restoration and

repair works. Lime should be sourced from authorized mines/suppliers; (ix) Comply with the measures as specified in cultural and heritage resources

management, air quality, water quality, noise level, waste management including construction waste, aesthetics and occupational health and safety plans as given in respective sections below;

(x) The contractor in close collaboration with the occupants, heads of households and spouses, identify sections of the monument to which the occupants can move, while restoration is ongoing in the rest of the monument. The Design & Supervision Consultant should oversee this process.

125. �������� ��� �� ������ ������ � �������� ��� ����

(i) The contractor will ensure that the space into which the occupants will shift is clean, ventilated, free of any dampness or rodents, and that the walls are freshly painted. Also, that the occupants have access to a ventilated space where they can place their LPG stove and cook.

(ii) In addition to the above preparatory measures the contractor during the restoration will ensure:

a. screens or partitions, using only non-toxic materials, are installed in locations where their need becomes evident to minimize construction related dust and noise;

b. fresh and clean water for domestic use is available and replenished on a regular basis;

c. a functioning toilet remains accessible, always; d. contractor labor is provided to the occupants for moving furniture, household

effects and luggage; and e. �������� ����� ���� �� ��������� ���� �������� �� ������� ���� �� ����

mingling with the children.

4. Impacts Due to Establishment of Labor Camps

126. There could be various impacts which may happen due to the labor camp establishment. Impacts which may happen are listed below. These impacts will vary as per the location of establishment:

(i) Temporary change in land use due to establishment of the labor camp (ii) Vegetation removal and tree cutting (iii) Generation of municipal waste and disposal on land and water (iv) Littering of waste and leading to odour and air pollution (v) Increase in crime in the area (vi) Generation of unhygienic conditions due to open defecation and improper disposal

of sewage and pollution of river and ground water

127. Mitigation Measures: These impacts will vary as per the location of the labor camp site. The following measures should be followed for siting the labor and providing basic facilities for maintaining hygiene.

(i) Labor camp preferably should not be established. Instead labor should be provided the rented accommodation with proper toilets, and sewerage treatment system like septic tank.

(ii) If established, camps should not be established on agriculture land, vegetated and planted land.

(iii) Labor camp site should be at 500 m distance from water bodies and cultural and archaeological properties.

(iv) Basic facility like bedding, mobile bio toilets, cooking area, bathing area and washing area should be provided in the camps.

(v) Dustbins should be provided for waste collection and the waste should be disposed through the local bodies.

(vi) LPG should be used as cooking fuel. No open burning of bio-mass should be allowed.

(vii) Labor should be trained about not practising any unfair practices and get involved in any crime like theft/drinking alcohol, etc.

(viii) Labor camps should be dismantled immediately after the construction is completed. All the construction wastes and other waste should be removed from the site immediately after construction is completed.

(ix) This waste should be segregated at site into recyclable and non-recyclable materials. Recyclable material should be sold to recyclers and non-recyclable material should be sent for disposal through the local bodies.

(x) Comply with the measures as specified in air quality, water quality, noise level and waste management as given in respective sections below.

5. Impact Due to Material Sourcing, Storage and Transportation

128. Material sourcing, storage and transportation is one of the most significant activity which if not done properly may overall impact the environment including air quality, noise levels, traffic, water quality and aesthetics. Materials not sourced locally, will lead to transportation from long distances requiring larger movement of heavy trucks leading to traffic congestion on already congested roads and vehicular emissions effecting air quality. Loose material is stored in uncovered conditions may lead to fugitive dust generation from wind and can also affect soil and water quality due to run off from rains. Loading and unloading will also generate fugitive dust affecting localise air quality.

129. Mitigation Measures:

(i) Construction material like sand, stone etc. should be bought from authorized suppliers and environmentally approved quarries

(ii) Construction material should be sourced from local area preferably and environmentally approved sources like quarries ( Contractor will submit environmental approvals of these sources to PMU before start of work)

(iii) Lose construction material, fuel and debris should be stored on paved surfaces and in covered condition possibly

(iv) A storage yard should be established for storage of construction material so as piling of material at site can be prevented and the location should be notified by contractor to PMCSC. No piling up of construction material should be done in river and river banks

(v) Transportation of materials and debris should be done in covered conditions only (vi) No overloading of vehicle should be allowed (vii) Material should preferably be sourced from local market or nearby areas

(viii) Contractor will submit details of material sources with list of material (including earth, stones, water) suppliers and copy of the environmental approvals as applicable

(ix) Comply measures defined in traffic management, air pollution control, noise reduction, occupational health & safety as given in respective sections below .

6. Impact on Archaeological, Cultural and Heritage Resources

130. Impact on UNESCO Protected Pashupati Heritage Structures: All the proposed location (Uttar Gaya, Gokarneshwar, Guheshwari and Thappali to Balkhu) for landscaping works are religiously important. Guheshwari temple area falls within the Pashupatinath Archaeological Core Zone Area18. . However, developments are proposed on riverbanks which are away from the monument buildings. Landscaping work may cause temporary discomfort in accessing these sites to the people residing in these areas or visiting these temples and ghats areas. No harm or impacts are anticipated to buildings/monuments as no drilling/heavy works/blasting will be undertaken close to the monument buildings. Ghats will either be reconstructed or improved thereby the cultural and heritage value of the area is being restored/improved. Since these locations are culturally and archaeologically important, care should be taken for chance finding of archaeological assets, which may be found during excavation and dismantling process. No building or structure is proposed under the project which may obstruct the view of temple/related buildings or block the facade of the temple areas permanently. Map showing location of Guheshwari Temple Area in Pashupati Archaeological Monument Zone Area is given in Figure 5.1. These impacts are short term and site specific and not significant if adequate mitigation measures are taken.

131. Impact on Heritage Aesthetics : Construction works would require storage of waste, construction material, excavated soil, staging of machinery, etc. All these activities would affect the environment and aesthetics of the area. These impacts will be short term and site specific but will be significant. No negative impact of WWTP construction is anticipated on aesthetics except during construction stage. The area is already highly polluted, full of solid waste and polluted with

bad odour. To carry out construction work, entire solid waste will be cleaned from the area and the site will be improved which will enhance the aesthetics of the area.

132. Impact on Culturally Important Buildings: There are various building of cultural and heritage importance in the stretch from Thapathali to Teku. Restoration and reconstruction of these structures will enhance the cultural and heritage value of the area and the buildings. These structures generally remains closed except few which are open to public. During restoration and reconstruction work, there may be restricted access to the buildings which are open at present for public. However, this impact is temporary and not considered to be significant. After restoration and reconstruction work people will not only have free access but also will improve the cultural and heritage value of the area.

133. Mitigation Measures :

(i) Construction wastes should not be left on the riverbank (ii) No drilling/excavation works shall be carried out near the monument areas (iii) Any chance finding of archaeological artefact/article during excavation and

development should be reported to Department of Archaeology (iv) No material storage/fuel storage to be carried out near the

temple/monument/buildings in project area (v) Alternate should be provided for discontinued or disrupted facilities for people to

carry out the rituals (vi) Cautionary notices about the work timing, danger associated, safety instruction

should be displayed at site (vii) Permission shall be taken from Department of Archeology and temple authorities

prior start of project near archaeological sites and temple. (viii) Information should be disseminated through adequate media for public/tourist

about the repair and reconstruction works of the buildings and ghats (ix) Structure stability study should be carried out for the structures to be repaired and

new structures should be built considering the structural requirement as per seismicity of the area

(x) Access to other buildings, ghats or any other building of cultural heritage should not be obstructed for carrying out restoration and reconstruction works. If so is done, then alternate access should be provided and notified

(xi) It is recommended to use similar construction material for restoration and reconstruction of buildings out of which these buildings are constructed.

(xii) Work shall not be taken on the day of festival and weddings in temples (if any) (xiii) Activities close to temple and ghats should be minimized during the morning and

late evening hours as it is major time of people visiting the temple.

7. Impacts on Air Quality

134. Development of proposed project component like landscaping, WWTP construction and restoration and reconstruction of buildings will involve dismantling works, site clearance and vegetation removal, material transportation & storage, construction works, clearing existing solid waste at site and disposal of the waste may generate dust (PM 10 and PM 2.5). High level of dust is generated during dismantling and loading & unloading of material.

135. Construction activities, material transportation, handling of muck & debris will involve vehicular movement, DG set operation for power generation during power failure and operation of construction machineries which may led to generation dust and other emissions like SO2, NOx and CO.

136. High dust levels and other pollutants are harmful for human health and have direct effect on respiratory system of human. Baseline data shows that the level of PM10 and PM2.5 are already

on the higher side in the city when compared to the standards. Concentration of PM10 and PM2.5

as recorded by Department of Environment varies between 35.3 to 314.5 µg/cum. Even the slight increase in its concentration even in localise area, may be significant. All the proposed locations are religious & attract visitors on daily basis and large crowds during festivals and marriages who may be exposed to pollutants generating from construction activities. However, the impact will be short term and site specific.

137. Mitigation Measures:

(i) Barricading the construction/activity area for safety and dust suppression; (ii) Storing the debris/raw material under covered conditions; (iii) Transportation and storage of material should be done in covered condition; (iv) Scaffolding of the buildings to be constructed and repaired should be covered all

the time; (v) Water sprinkling to be carried out at site and haulage road; (vi) Excavated areas should be covered with tarpaulin during wind and rains; (vii) Stacks of appropriate height shall be provided with DG sets; (viii) All workers should be provided with masks; (ix) Construction materials should be sourced from the nearest authorized vendor.

Construction material should be ordered in bulk to minimize the transportation, but the material storage should always be kept in covered condition. Storage yards should be established to minimize piling of material at construction site

(x) Sand for building construction should be bought from authorized suppliers only and no borrow areas should be developed;

(xi) Debris and waste should be stored and transported in covered condition at the site and should be regularly cleared from site. Excess muck (98,009 m3) and debris should not be piled up along the river bank or along road. It should be used for filling of the site or if not found feasible to use then it should be disposed through municipal authorities

(xii) Undertake air quality monitoring quarterly during construction period.

8. Impacts on Water Resources, Hydrology and Water Quality

138. Ground or river water will not be used for construction purposes. Water for construction purposes will be sourced from authorised private water tanker suppliers. Therefore, no direct impact is anticipated on water resources due to the project. However, payments, ghats, and WWTP areas will be paved resulting in reduction in natural recharge area of the river and increased run-off to the river. However, paved area being very less compared to natural recharge area available in the river catchment area , the impact on ground water recharge will be minimal. which can be further minimized with adoption of appropriate measures suggested below.

139. Construction of labor camp if established will generate sewage which if discharge untreated will affect receiving water body or river from the labor camps. It is necessary to prevent open defecation and treat this sewage to prevent any impact on surface water quality.

140. Construction works may involve loosening of soil and river bed sediments, spillage of material/debris, spillage of oil, curing, washing of vehicles etc and run-off may get contaminated due to this. Contaminated run-off from site if is allowed to enter in the river directly may affect the river water quality. Thus, run-off management is also required to minimize surface water quality degradation. Impacts on water quality as discussed are short term, site specific and manageable if adequate measures are taken.

141. Mitigation Measures:

(i) Water for any construction work or drinking for workers shall not be sourced from groundwater or rivers

(ii) Prior Permission should be taken from concerned department for withdrawing water

(iii) Water should be purchased from authorized/licensed water suppliers only (iv) Curing shall be done using sprays to minimize run-off and water requirement (v) Run-off from curing should be collected if possible and should be used for water

sprinkling (vi) Soil erosion and scours should be monitored every week (vii) Water flow management in lean season shall be designed in consultation with

Pashupati Area development authority and irrigation department to ensure a minimum flow in the river to sustain the aquatic life. ( Currently there is no aquatic life in the river, however once pollution is reduced aquatic life may revive and flow management will be essential for sustaining the revived aquatic life in future)

(viii) Excess muck and debris should not be piled up along the river bank or along road. (ix) Garland drains should be provided around the excavated pit area to prevent entry

of run-off into the pits (x) Garland drains should be provided around the excavated pit area to prevent entry

of run-off into the pits (xi) Fuel storage should not be done within 100 m of the any water body/water source (xii) Vehicle washing should not be carried out near the water bodies. (xiii) Mobile bio-toilets19 and bathing facility should be provided in the labor camps and

at site to prevent open defecation and bathing & washing in the river (xiv) Debris/waste/other material should not be thrown/disposed in the river (xv) Batching plant will not be set-up at the site. Either RMC will be bought from outside

or small mixers will be used. (xvi) Conduct water quality monitoring six monthly.

9. Impacts on Noise Levels

142. Source of noise pollution during the construction phase at the proposed sites are site clearing, operation of excavators/earth moving equipment and leveller, operation of heavy machinery and equipment for construction purpose, loading & unloading of construction material etc may generate high noise levels. Typical noise generation from these equipment are given in Table 5.2.

143. Occupational health and safety guideline of the government for DoLIDAR project, defines the permissible exposure limit of noise at workplace and are given in Table 5.3. Maximum noise levels exposure allowed as per guidelines is 115 dB(A) but with the hearing protection.

144. As per baseline monitoring, ambient noise levels (44 to 66 dB(A)) along the project area are within the permissible limits. However, it is evident from the above table that operation of these equipment will generate high noise and will lead to increase in ambient noise level at the site and nearby areas and may impact the health of construction labor and nearby residents. But, these equipment will not be operated throughout the day thus noise generation from these equipment is considered to be of intermittent in nature . Anticipated impacts on noise levels considered to be moderate, short term and site specific. Significance and magnitude of impacts can reduce significantly if adequate and appropriate mitigation measures are taken.

145. Mitigation Measures:

(i) Barricading (Temporary noise barrier-steel barriers perforated on one side) the construction site/activity area to minimize the noise level

(ii) Restriction on Honking at the project site (iii) Protection devices (earplugs or earmuffs) shall be provided to the workers

operating near high noise generating machines. (iv) Construction equipment and machinery shall be fitted with silencers or noise

mufflers and maintained properly. (v) Noise monitoring should be carried out to ensure the effectiveness of mitigation

measures and develop a mechanism to record and respond to complaints on noise (vi) Job rotations systems for workers, working in high noise level areas (vii) Restriction of high noise generating activity between 6:00 AM to 10:00 PM (viii) DG sets should be provided with the acoustic enclosure

10. Impacts on Land Environment

146. No private land will be acquired for any development proposed under the project. Land identified for development of WWTP is owned by the HPCIDBC. Area of the site for WWTP/Sludge Manipulation facility is approx. 5,500 m2. The site is vacant and uncultivated land with sparse vegetation and trees.

147. Soil contamination can occur due to spillage of the fuel/oil/construction material on soil or due to transportation & deposition of the construction material/debris by wind action. However, these impacts will be short term, site specific and insignificant if adequate mitigation measures are taken.

148. Mitigation Measures:

(i) Soil quality of area should be tested and if found non-contaminated then the top soil of the area should be preserved and used for filling and landscaping works

(ii) Construction material, fuel, debris, excess muck should be stored on paved surfaces and in covered surface possibly

(iii) Water sprinkling should be carried out to minimize erosion and flow rate of sprinklers should be maintained

(iv) Monitoring of soil quality should be carried out every 6 months.

11. Impacts on Traffic

149. All the project activities are located at the riverbank and the premises of temple areas. Material transportation will be required for carrying out the development works. This may increase the traffic on the roads and may lead to traffic congestion especially during peak hours and also may increase the accidents.

150. Mitigation measures:

(i) Transportation of material should be carried out during the non-peak hours (ii) Adequate and designated parking should be provided at the site for the

construction vehicle and machinery and no parking should be carried out on road (iii) Routes for transportation vehicle should be pre decided and should strictly be

followed and they should avoid narrow roads (iv) Restricting speed of the construction vehicles up to 10-20 kph within the

construction site area and vehicle should adhere to the speed limits of specific roads.

12. Impacts Due to Waste Generation and Disposal

151. Various kind of waste will be generated during the construction phase. The anticipated waste generation are constructions waste(debris and excess muck), accumulated municipal waste from river banks ( municipal solid waste is accumulated in large quantity between Thapathali to Balkhu and at Tukucha WWTP Site) , municipal solid waste from labor camps, and religious offering waste ( Currently substantial organic waste, flowers, food items etc are disposed to the river by worshipers). These waste will pollute the receiving media ( water, land/soil, air) if disposed in uncontrolled manner . The waste will also impact the aesthetics of the project area.

152. Mitigation measures:

(i) Dustbins should be provided for waste collection at construction site & construction labor camp. Areas should be designated for collection of excess muck, dredged sediment, construction and construction wastes.

(ii) The waste generated should properly be collected and heaped on paved surface away from water body in covered condition

(iii) Construction waste (debris and muck) should be segregated into recyclable, reusable and rejected fraction. Recyclable waste should be sold to recyclers, reusable waste should be used within the site for construction and rejected fraction should be disposed to the site allotted by concerned authority on frequent basis preferably every alternate day basis.

(iv) No illegal dumping of waste should be practised (v) No waste should be thrown in river or any other water body (vi) Municipal solid waste lying at development areas (at river banks) should be

collected and disposed at site designated by local bodies or as per alternate disposal options being worked out by PMCSC. In case the disposal site of Sisdole does not have enough capacity, construction wastes would be disposed at sites being developed by concerned Municipal Authority. The site should have proper liner on the ground to avoid seepage of leachate of wastes into the ground. Any asbestos containing material will be collected separately and stored in close area and buried under ground or sent to Sisdole land fill site for controlled disposal.

(vii) Dredged river bed sediments should be tested for toxicity. If found toxic than it should be stored and handled in sealed containers and should be disposed through concerned authorities/local bodies , to secured landfill site

(viii) Ritual offering waste should be removed on regular basis. Provision shall be made for installing standalone organic waste converter for management of organic waste.

(ix) Excess muck (98009 cum) and debris should not be piled up along the river bank or along road. It should be used for landscaping and other developmental works as much as possible. Excess muck to be disposed at a site allotted by local bodies.

(x) Contractor will maintain record of each trips made by the disposal vehicle with quantity and photographs of each disposal with date and time.

13. Impacts on Ecology (Terrestrial & Aquatic)

153. No tree cutting is anticipated for carrying out the landscaping works at the project area. Since project activity will not interface with any protected areas, wild life etc during landscaping work. Few tree will need to be cut for WWTP construction. It will have localised impact on ecology and aesthetic of the area. Since river has no aquatic life, no impact on aquatic ecology is anticipated. Rather this project will have positive impact on river ecology due to increased flow, reduced pollution after project completion.

154. Mitigation Measures

(i) Permission should be taken from Pashupati Area Development trust for landscaping activity and clearing any vegetation in Guheshwari Temple area.

(ii) Compensatory plantation should be carried out in minimum ratio of 1:25 (iii) Survival rate for plantation should be maintained to minimum 70% (iv) Vegetation cut should not be thrown in river and should be composted and used

as manure for landscaping purpose (v) Proper waste management measures should be followed as specified in waste

generation and management section (vi) Comply with all measures specified for maintaining water quality

14. Impact on Occupational Health of workers and community

155. Construction activities involve excavation, filling, parking of machinery/equipment, working near water body etc, which may be threat to the residents/visitors and can lead to any accident. Impact could be significant if proper mitigation measures are taken.

156. Mitigation Measures:

(i) Warnings about danger, work in progress, excavated areas should be displayed at all the relevant locations both in English and local language

(ii) ������ � ������ � ����� � � �� ���� ���� �� ����� �� ��� �� (iii) No night time working shall be carried out. If night time working is carried out, then

contractor should get the night time protocols approved from the project implementing agency. Adequate illumination levels should be maintained at site

(iv) All the workers should be trained to handle emergency situations like failure of machinery, fall, fire, flood, drowning and earthquakes.

(v) Training on first aids should also be provided to the workers (vi) Mock drills should be organized for workers for fire, earthquake and drowning (vii) List of emergency nos., hospital contacts, ambulance contacts and doctors

contacts should be displayed in first aid room, rest area and at all required location (viii) A 4-wheeler vehicle or ambulance should always be available at the project site (ix) Tie ups should be made with the hospitals for attending the emergency case, if

any (x) Cranes should not be left with the loads anytime. (xi) All heavy machinery should be tested by third party for fitness (xii) Machinery should not be left unattended while in working condition (xiii) Safety supervisors should be available at the site always (xiv) Traffic guards should be stationed if required at the heavy traffic junctions (xv) Contractors must ensure that all gears, revolving shafts, flywheels, coupling and

other dangerous parts of the machinery should be properly guarded and fencing of dangerous parts of the machinery not be removed while the machine is in motion

(xvi) Contractors must ensure that all machinery used on site are in proper condition and properly maintained and repaired regularly

(xvii) Contractors must also ensure that the driver is trained, competent and over 18 years of age and have prior experience and knowledge of handling the machinery

(xviii) The driver should be able to determine the weight of every load before lifting to eliminate any incidents or accidents

(xix) Person assisting the driver should have previous knowledge and training on giving signals and to attach loads correctly and knows the lifting limitations of the machinery

(xx) Both the driver and the person assisting must be provided with safety gears and must wear them at all working times

(xxi) Machines should not be left on the slope with the engine running (xxii) Child labor should be strictly prohibited.

(iii) Warning signs for the water level should be placed at ghats which will be affected by storage

(iv) Safety measures like chains, floats etc should be provided at ghats which will be affected by storage

(v) Ghat steps near Pashupati Nath temple area should be monitored on regular basis for scours & if any scours are found, it should be repaired immediately.

3. Impacts on Traffic

162. Project development will improve the infrastructure and facilities at the project site which may increase nos. of visitors to the sites. Thus, there may be increased requirement of vehicle parking at the site to prevent the on road parking. Also, there may be increased traffic on the road due to increased movement of tourists. The impact is considered to be significant and long term but is manageable.

163. Mitigation measures:

(i) Adequate area should be provided for the visitor parking at temples and near picnic Sattals

(ii) Speed limits should be decided for the vehicles in and near temple sites (iii) Traffic management should be ensured to prevent congestion and pollution at the

proposed improvement area during operation phase in consultation with concerned departments

4. Impact Due to Waste Generation

164. There may be increase in nos. of tourist at the improved sites and due to which waste generation may also increase. If this waste is not disposed properly it may lead to water and soil pollution and may make the situati�� ������� �� ������ ������� �������� �� ���� ����� �� ������

waste management measures should be taken.

165. Mitigation Measures:

(i) Proper solid waste management should be carried out at temples and temple waste should not be thrown in river during operation phase.

(ii) Each temple site can be provided with compact vessel organic waste convertors 21 for treatment of temple waste. This convertor can convert the waste to manure and this manure can be utilized for maintaining the landscape areas proposed to be developed under the project or existing green areas along river and in temple.

(iii) Bathing and washing using soaps and detergents should not be allowed at the ghats to minimize the chemical disposal in water.

(iv) Plastic and other waste disposal should not be allowed in the river. Usage of plastic & carrying plastics in the temple premises should be banned.

(v) Devoted flowers and other material should be removed time to time during the day from river and this waste should be treated in organic waste convertor.

� The department of environmental is primarily responsible for monitoring the environmental quality. The department of environmental has setup many air quality monitoring stations under Nepal Swatch Vatavaran Maha Abhiyan (Clean Air Mission of Nepal). At present primarily, particulate matter is monitored. The oxides and Sulphur and nitrogen monitored is limited at present.

� No specific permission is required for WWTP. Any environmental permission is only granted by Ministry of Environment and Forests.

� Since the dust level is high, the project should ensure that dust level is controlled during construction and operation phase both.

� Contractor should monitor the air quality including SOx and NOx around Pashupati and archeologically important monument areas during construction stage.

� The bad road condition and traffic management is one of the main source of dust generation. Efforts should be made that BRBIP -II project should not cause additional dust pollution.

� The Pashupati heritage area sub � components implementation required their permission, which is permittable however in heritage impact assessment study is a must. The proposed components seem beneficial for improving the river conditions and aesthetic of the Pashupatinath temple area.

(i) To ensure effective implementation of suggested EMP including good occupational health & safety practices by the contractor which are adequately supervised by PMCSC during project construction phase and implement EMP during operation phase.

(ii) Ensure inclusion of EMP as part of bid documents and that EMP has been effectively communicated to contractor.

(iii) To review monthly monitoring report and incident/accident analysis report sent by contractor through PMCSC. Organised quarterly review meeting between contractor, PMCSC and PMU to discuss the EMP implementation status, Safety analysis, Grievance redressal issues and any other EHS issues requiring brain storming or mutual understanding. Record of these meeting will have to be maintained. Key highlight to form part of 6-month report to ADB.

(iv) To ensure that Environmental clearance and other approvals are obtained in advance before start of work. Also ensure compliance to the conditions of these approvals by constrictors or department concerned.

(v) To organise training and awareness programme/workshops for contractor, PMCSC staff and general public around the project areas.

(vi) �������� ����� �� �� ����� ��������� ������������� �ubmit 6-month progress report to ADB and disseminate good environmental performance to stakeholders.

2. Roles and Responsibilities of the PMCSC

185. The PMCSC environmental officer will be responsible for the following:

(i) �� ������ ��� ����� ��� ������������ ������������� ������� ��� ���������

implementation of EMP. Communicate the regulatory requirements to contractors and ensure its compliance with the requirements. Also ensure that contractor display details of construction schedule and contact numbers of their and PMCSC and PMU environmental officers as well as mechanism for grievance redressal at every construction site.

(ii) Undertake at least once a week visit to construction sites for assessment of effectiveness of EMP implementation, availability and use of PPE by laborer at site, assessment of facilities at labor camp and construction camp, availability and use of required occupational health and safety facilities (barricades, signage, firefighting system, water, sanitation, first aid, illumination, material storage) and waste management ( tracking, reporting).

(iii) Submission of monthly progress report to PMU. Also facilitate PMU for submission of 6-month progress report to ADB, organize training and ��������� �������� ��� ����� �������� ���!��������� ������������ �� ���

when required, support during ADB missions and obtaining regulatory approval and compliance submissions.

3. Roles & Responsibilities of Contractor

186. The contractor will be responsible for the following:

(i) Depute trained environmental officer who will be accountable to ensure effective implementation of EMP and accident and incident free construction.

(ii) Provide adequate resources, occupational health and safety facilities (such as barricades, PPE, drinking water at each site, mobile toilets at each site, first aid, firefighting aids etc), labor camp facilities as per defined plans, construction camp as per defined plans.

(iii) Submit environment monitoring, safety analysis (accident, incidents, PPE supplied and issues, firefighting facilities provided, safety training imparted,

medical check-up undertaken) and EMP compliance report every month to PMCSC. Contractor will notify the PMCSC and PMU about the third party contracted by them for monitoring, testing and analysis for water, air, noise and soil quality.

(iv) Track the movement waste disposal trucks quantity, photographs of disposal site before and after the disposal and submit these as part of monthly progress report to PMCSC.

(v) Display adequate safety instructions, environmental awareness at site. (vi) Submit material sourcing, transportations and storage plans, river water

isolation plan to prevent siltation from construction activities, labor camp and areas identified for material storages and construction equipment parking, approvals for material sourcing, water supply and waste disposal locations.

(vii) Conduct mock drills, safety trainings and to maintain the records in form of attendance & photographs. Arrange safety meetings monthly and to maintain the records in form of attendance and photographs.

4. ������������ �� ��� ������� ��� ���������� �� ��������� ������

and Monuments

(i) The contractor in close collaboration with the occupants, heads of households and spouses, identify sections of the monument to which the occupants can move, while restoration is ongoing in the rest of the monument. The Design & Supervision Consultant will oversee this process.

5. Effective Implementation of the EMP during Construction Phase

187. It is necessary that EMP for construction phase should be shared with the contractor along with the bid document. This will enable the contractor to keep the cost provision for implementation of environment management measures as suggested in EMP. PMU, PMCSC and Contractor will be accountable to comply with their defined environmental responsibilities. PMU will also institutionalize the system of penalties in case the environmental safeguard measures are not taken up adequately. The PMCSC is responsible to monitor the performance of contractor should communicate the status of compliance/non-compliance of EMP by contractor to PMU timely and not only suggest time-bound corrective & preventive action.

CHAPTER 8. CONCLUSION AND RECOMMENDATIONS

207. The Government of Nepal with the support of the Asian Bank Development has initiated the Bagmati River Basin Improvement Project (current project) in 2013 to protect the Bagmati River and increased water availability in the river even during lean period. The current project is under implementation. In continuation of the current project, additional subprojects are proposed to be implemented under the Bagmati River Basin Improvement Project � Additional Financing (additional financing). Components of the additional financing includes (i) Landscaping and beautification works of River Bagmati in different stretches at Uttar Gaya, Gokarna, Guheshwari, and Thapathali to Balkhu), (ii) Construction of WWTP at Tukucha and (iii) Restoration and reconstruction of the archaeological (Cultural heritage) monuments along Thapathali to Balkhu.

208. This initial environmental examination (IEE) report is prepared for the additional financing subproject components and conclusions are based on the environmental assessment undertaken for this phase of theadditional financing.

209. The additional financing �� ���������� � �� ��� ������ ���� �� ��� ���������

preparation of IEE report. The environmental assessment is carried out based on field visits undertaken during April to May 2018. The environmental assessment study is based on primary data collected from site and secondary sources in form of papers, books, existing environmental impact assessment (EIA) study and government records/documents. The environmental study covered the both the direct and indirect impacts.

8.1 Environmental Gains Due to Proposed Work Justifying Implementation

210. The additional financing is aimed at improving the riverine environment of Bagmati River. Overall the project is beneficial for environment and the benefits are (i) improved river environment by landscaping works on the banks and creating amenities for public; (ii) Flood protection and bank stabilization; (iii) Need-based controlled flushing out of debris and siltation in Pashupatinath Temple area; (iv) improvement of river water quality by treating 17.5 MLD of sewage from city which is at present discharged untreated in the river; (v) improved cultural and heritage value of the archaeological monuments and cultural and heritage properties lying within 100 m radius of proposed activity areas thus also enhance the tourism potential of the area; (vi) Larger awareness amongst residents around the river for prevention of pollution river through awareness complain on solid waste management and river protection; and (vii) Long term sustainability of cultural heritage of the area.

8.2 Potential Impacts, Mitigation, Management and Monitoring

211. The findings of IEE indicated that the additional financing will have impacts majorly during the construction phase. All the impacts anticipated during construction phase are short term, site specific, temporary and manageable with the proposed mitigation measures. River traverses through the urban and peri-urban area so adequate measures have been proposed to maintain the environmental quality and aesthetics of the area during project implementation. Occupational health and safety hazards are also addressed and mitigation measures to be taken up are detailed in the IEE report. Impact of project during operation phase is majorly positive, however two areas, i.e. management and handling the waste & sludge to be generated at WWTP site need proper management during operation phase and accordingly mitigation measures are proposed.

8.3 Irreplacebale Resources

212. The landscaping works near Guheshwari Temple falls within the core zone of this Pashupati Temple area. The project design and environmental assessment has established that there will not be impacts on Pashupatinath Temple and other related buildings due to

proposed landscaping development work. Rather landscaping work will improve overall aesthetics of the area and prevent erosion of river banks. However, it will be essential to obtain Approval of Archaeological Department before start of work in Guheshwari Temple area.

213. Also, there are about 55 numbers of culturally important monuments between Thapathali to Teku which includes temples, buildings and Ghats. All of these structures are in dilapidated condition and it is essential to restore them. 23 out of these 55 monuments are proposed to be restored under the additional financing which will preserve the valuable cultural heritage of the country.

8.4 Post EIA Surveillance and Monitoring

214. While an EIA is meant to provide a comprehensive understanding of the environment status of the area under the study, post IEE surveillance is measure of adequacy of the mitigation measures and their implementation. A monitoring plan has been provided as part of the environmental management plan (EMP).

8.5 Public Consultations

215. The additional financing received support and consent from all of stakeholders and public representatives consulted. The stakeholder did not perceive any adverse impact due to the proposed project however stakeholders gave suggestions on basis of their learning from current project for better implementation of the additional financing which are well incorporated in the suggested EMP.

8.6 Recommendations

216. Additional environmental assessment should be carried out if any component is added to the project or any major change in design or location of the proposed project components is envisaged. Clearances and concurrences from concerned department and ADB as suggested in legal frame work chapter should be obtained by contractor and PMU at the respective stage. Proposed environment management plan and EMP should be implemented both during construction and operation phase of the project.The EMP should be made a part of the bid document for mandating its implementation by contractor. The designated staff as per institutional mechanism and GRM should be appointed before start of construction work. Grievance readdress mechanism shall be implemented effectively as per proposed mechanism. Contractor should follow the suggested reporting and auditing mechanism. The PMCSC should ensure that all the suggested measures are taken by the contractor and well implemented in time through regular inspections and shall report same to PMU. Some of the major recommendations made in the report includes (i) explore feasibility of installing air curtains/fountains near the project areas during operation phase on demonstration basis and installed these may be as part of next phase say BRBIP-III (ii) provision of the organic waste convertor at each temple site and cultural property complex (Thapathali to Teku) for decentralized segregation & treatment of the waste generated shall be implemented (iii) Capacity building of staff of the contractor, PMCSC and executing agency through proper trainings and drills and (iv) traffic management on the roads connecting the project site.

8.7 Assurances: Environment

217. The executing agency will ensure that (i) the additional financing is designed, constructed, operated, and maintained in accordance with the environmental laws and regulations of the Government of Nepal and ADB SPS; (ii) EMPsE and Mitigation Measures and environmental monitoring plan (EMoP) as included in the IEE are properly implemented; (iii) The requirement of the environmental management and monitoring programme are included in Bill of Quantity (BOQ) and forms part of civil works contract. The same shall be revised, if necessary, during project implementation or if there is any change in the project

design and with approval of ADB; (iv) Environment Clearance from MOEF for development activity in Pashupati Heritage area are obtained in a timely manner prior to commencement of civil works. Any other clearances or permits if additionally required including due to change in laws are also obtained timely; (v) Any adverse impact on the environment that may arise from project implementation and not identified in IEE is promptly mitigated or minimized in accordance with the EMPs; (vi) implementation of the EMPs, including any safety breaches, violation of environmental standards, and corrective measures taken in respect thereof are reported semi-annually to ADB; and (vii) reports and information are provided to ADB on request to enable it to verify that the goods, works, and consulting services, if any, financed out of the proceeds of the loan, have been produced in a responsible manner with a view to resource efficiency, waste minimization, and other environmental considerations. Any change in the project component or addition of project component, shall be reported to ADB so as to determine if additional environmental assessment study is necessary.

Appendix 7.1: Construction/ Labor Camp Management Plan

1.0 Objective of the Plan

The objective of this plan is to provide guidance to the contractor or other agency involved in setting up of the construction and labo,ur camp for keeping the health & Safety of workers and impacts of setting up such camps on the local community in consideration while developing and establishing such camp. This plan is prepared in reference to the Workers accommodation: processes and standards (A guidance note by IFC). 2.0 Selection and layout of construction camp

Preferably labor camps shall not be established in project area. Rented accommodation with water supply and drainage should be selected for accommodating the labor. In case the labor camps are set up this plan should be followed. Labor camp site shall not be located within 250m of habitations, schools, hospitals, religious places, water bodies and other community places.

3.0 ���������� �� � !"�!�# ��$%�

During the construction stage of the project, the construction contractor will construct and maintain necessary (temporary) living accommodation, rest area and ancillary facilities for labor. Facilities required are listed and elaborated below.

& Site barricading & Clean Water Facility & Clean kitchen area with provision of clean fuel like LPG & Clean Living Facilities for Workers & Sanitation Facilities & Waste Management Facilities & Rest area for workers at construction site & Adequate Illumination & ventilation & Safe access road is required at camps & Health Care Facilities & Crèche Facility & Play School if female labor are employed & Fire-fighting Facility & Emergency Response Area

3.1 Attendance& Working hours

Supervisor of the camp should take the attendance of the employee at each camp twice in a day (morning and evening) and should maintain the record. Further work hours of the workers should be maintained in accordance to the labor law and as mentioned in the labor licence. All workers should be provided with ID card and entry to the site should be through ID card only and should be ensured by security guard.

3.2 Site Barricading

Labor camp site should be barricaded, and only authorized personnel should be allowed inside the labor camp.

3.3 Clean Water Facility

Potable water shall be provided for construction labor for drinking & cooking purpose. Clean water shall be provided for bathing, cleaning and washing purpose. Water quality testing for drinking water provided for workers shall be carried out. Water dispensers should be cleaned on monthly basis. Adequate water per person should be provided at site for drinking, cooking, bathing, cleaning and other use purpose

3.4 Clean Kitchen Area

Provision of clean kitchen area for cooking and storage of eatables shall be provided. Clean fuels like LPG shall be provided for cooking purpose. Burning of firewood, garbage, paper and any other material for cooking or any other purpose shall strictly be prohibited at the site. Separate utensil washing area should be provided with proper drainage system. Kitchen waste should be daily cleaned and disposed . Water storage facility at kitchen should be covered and cleaned on monthly basis. Kitchen area should be away from washing, toilets and bathing area.

Wall surfaces adjacent to cooking areas are made of fire-resistant materials. Food preparation tables are also equipped with a smooth durable washable surface. Lastly, in order to enable easy cleaning, it is good practice that stoves are not sealed against a wall, benches and fixtures are not built into the floor, and all cupboards and other fixtures and all walls and ceilings have a smooth durable washable surface.

3.5 Clean Living Facility for the Workers

Workers should be provided with proper bedding facility. Single bed should be provided to each worker and each bed should be at least 1 m apart from another. Double deck bedding should be avoided, in case provided, adequate fire-fighting facility should be provided. Bed linen should be washed regularly and should be applied with repellent and disinfectants so as to manage the diseases caused due to pests. Facilities for storage of personal belongings for workers should be provided in form of locker, shelf or cupboard. A separate storage area for the tools, boots, PPE should be provided. Proper ventilation through mechanical systems and lighting system should be ensured in construction camps.

3.6 Sanitation Facilities

Construction camps shall be provided with sanitary latrines and urinals. Toilets provided should have running water availability all the time. Bathing, washing & cleaning areas shall be provided at the site for construction labor. Washing and bathing places shall be kept in clean and drained condition. Adequate nos. of bathing & toilet facility should be provided at site and should not exceed 1 unit per 15 person. Toilets and bathing facility should be closed to the camps. Workers shall be hired especially for cleaning of the toilets and bathing area. Septic tanks shall be provided at site for disposal of the sewage generated. These tanks should be evacuated before filling through authorized agencies. The toilets should be cleaned on daily basis. These tanks should be evacuated through authorized vendors if filled and at the time of closure. Pest management should be carried out at the camps if the area is infected by any pests. Adequate lighting should be ensured in camp area especially during night time. The area should be guarded by security guard to minimize the crime and thefts.

3.7 Waste Management Facilities

Waste generated should be segregated at the site by providing the different colour bins for recyclable and non-recyclable waste. Recyclable waste shall be sold to authorized vendors and non-recyclable shall be handed over to authority responsible in area for waste management. Waste management for construction site shall be as per waste management plan proposed in EMP. Waste management area should be cleaned on regular basis to avoid germination of flies, mosquitoes, rodents and other pests.

3.8 Rest Area for Workers at Site

A rest area/shelter shall be provided at the site for construction workers where they can rest after lunch time and shall not lay down at site anywhere. The height of shelter shall not less than 3m from floor level to lowest part of the roof. Sheds shall be kept clean and the space provided shall be on the basis of at least 1.0 Sq. m per head.

3.9 Adequate Illumination & Ventilation

Construction worker camps shall be electrified and adequately illuminated. Illumination level shall be maintained after 5.30 P.M. at the site to minimum 200 lux. Labor camps shall be adequately ventilated. Fans shall be provided for ventilation purpose.

3.10 Safe Access Road for Labor Camps

Temporary paved surface shall be constructed to approach the labor camp from the site. Movement shall not be hampered during monsoon season due to water logging and muddiness.

3.11 Health care Facilities:

First aid box, first aid room and personnel trained in first aid (certified first-aider) shall be available at labor camp and site all the time (24X7). Equipment in first-aid box shall be ���������� �� ��� ���� ���� ��� ���� ���������� �-wheeler motorized vehicle shall be available at the site for carrying injured to the nearby hospital. 4-wheeler vehicle should be certified as ambulance. Tie-ups should be made with nearby hospital to handle emergency, if any. Nos. of ambulance, doctors and nearby hospital shall be displayed in first-aid room, site office & labor camps. List of contact nos. of emergency personnel, hospitals, fire brigade and other emergency contact should be displayed at camp site, ��� ��� ��� ��� �� �� ��� ���� �� �� � ����� �� ���� ��� � ����� ��� �������

symptoms and prevention from HIV/AIDS through posters and awareness programs. Workers shall have access to adequate preventive measures such as contraception (condoms) and mosquito nets.

3.12 Crèche Facility & Play School

Crèche facility and play school should be constructed at the site temporarily so as children of construction labor can be kept there. Facility is to be provided, if female labor are employed. Care takers should be hired for taking care of children. Attendance records of children shall be maintained. Children should not be allowed to enter active work areas.

3.13 Fire-Fighting facilities

Fire-fighting facility such as sand filled buckets and potable fire-extinguishers shall be provided at labor camps and at site. Fire-extinguishers shall be provided as per NBC norms. Personnel trained in handling firefighting equipment should be available at the site. Fire evacuation plan should be displayed at the site and should be communicated to all the workers and other staff at camp site.

3.14 Emergency Assembly Area

Area shall be demarcated as emergency collection area near the gate where all the workers shall be guided to collect in case of any emergency like fire, flood and earthquake.

4.0 Activities prohibited at site

Activities which should be strictly prohibited at site shall include

� Open burning of wood, garbage and any other material at sit for cooking or any other purpose

� Disturbance to the local community. � Adoption of any unfair means or getting indulgence in any criminal activity � Non-compliance of the safety guidelines as communicated be safety officials and

during the trainings � Adoption and proper usage of PPEs all the time as required � Operation of the plant and machinery between 10 pm to 6 am unless approved

by team leader � No animal (wild or domestic or bird) shall be harmed by any construction worker

in any condition at site and nearby areas � Cutting of tree without permission of team leader/authorized person � No indigenous population shall be hurt or teased

5.0 Guidelines for night time working at the site.

No activity generating noise shall be carried out at the site after 10:00 PM. Night working should be allowed only after obtaining approval from Executing agency. Night working protocol should be prepared by contractor and submitted to executing agency for approval and it should be followed if night working is involved. Site should be well illuminated to maintain minimum illumination level of 200 lux. Personnel working shall obtain permit to work from the team leader prior carrying out any work in night time and the record of such working shall be maintained in register. Any accidents, if occurs at site during night time working shall be immediately reported and recorded. Penalty shall be imposed on the contractor for the accident. Analysis shall be carried out to find the reason for such accidents for future learning.

6.0 Record keeping & Maintenance

Record of entry/exit of the people in the construction site and labor camp area shall be maintained in register at gate. Record of material coming in and going out from site also shall be maintained.

7.0 Auditing & Inspection

Conditions of labor camp and site shall be inspected by contractor and PMC and audit report shall be submitted to executing agency on monthly basis.

8.0 Grievance readdress System

A complaint register and a complaint box should be provided at the site so any person from local community can register their complaint, if any due to the camp, workers and other facilities. The system shall be communicated to local communities through consultations. Open house meetings should be conducted with workers on monthly basis to identify their problems and issues if any related to health, hygiene, safety, comfort and other issues.

9.0 Security System

Site should be barricaded and should be guarded by security guards at all the gates. Security guards should allow only authorized personnel to the campsite. Guards should be available during both morning and night time. Guard should allow entry of workers to the site only be seeing the ID cards. Guard should report if any unusual or unfair practise happening at site and nearby area. Guards should be trained to handle emergency situations like firefighting and should be responsible to contact the emergency personnel in case of any emergency.

10.0 Closure of the Construction Site and Construction labor Camps

Construction site and labor camps shall be restored back to the original site conditions. Following measures are required to be taken during closure

1. Bo-toilets should be removed

2. Any temporary/permanent structure constructed shall be dismantled

3. Construction wastes, hazardous waste and municipal waste at site and labor camp site shall be disposed as per waste management plan in EMP

4. The site shall be cleaned properly

5. Tree plantation to be carried out, if any required for stabilizing the area

6. Any pit excavated shall be filled back

7. Closure of the site and labor camp shall be approved by authorized person.

Appendix 7.2: Occupational Health & Safety Management Plan

Occupational health and safety management measures proposed to be taken at the site includes the following: � All the construction area/machine staging area/excavated area/construction area should be

barricaded � All workers should be provided with the personal protective equipment like safety jackets,

gum boots, gloves, goggles, ear plugs, face masks, helmets etc as required � Warnings about danger, work in progress, excavated areas should be displayed at all the

relevant locations both in English and local language � Safety policy, guidelines� ��������� �� ��� ���� �� �� �� ��������� �� ��� ���� � No night time working shall be carried out. If night time working is carried out then contractor

should get the night time protocols approved from the project implementing agency. Adequate illumination levels should be maintained at site

� All the workers should be trained to handle emergency situations like failure of machinery, fall, fire, flood, drowning and earthquakes.

� Training on first aids should also be provided to the workers � Mock drills should be organized for workers for fire, earthquake and drowning � List of emergency nos., hospital contacts, ambulance contacts and doctors contacts should

be displayed in first aid room, rest area and at all required location � A 4-wheeler vehicle or ambulance should always be available at the project site � Tie ups should be made with the hospitals for attending the emergency case, if any � Cranes should not be left with the loads anytime. � All heavy machinery should be tested by third party for fitness � Machinery should not be left unattended while in working condition � Safety supervisors should be available at the site always � Traffic guards should be stationed if required at the heavy traffic junctions � Contractors must ensure that all gears, revolving shafts, flywheels, coupling and other

dangerous parts of the machinery should be properly guarded and fencing of dangerous parts of the machinery not be removed while the machine is in motion

� Contractors must ensure that all machinery used on site are in proper condition and properly maintained and repaired regularly

� Contractors must also ensure that the driver is trained, competent and over 18 years of age and have prior experience and knowledge of handling the machinery

� The driver should be able to determine the weight of every load before lifting to eliminate any incidents or accidents

� Person assisting the driver should have previous knowledge and training on giving signals and to attach loads correctly and knows the lifting limitations of the machinery

� Both the driver and the person assisting must be provided with safety gears and must wear them at all working times

� Machines should not be left on the slope with the engine running

Appendix 7.3: Solid Waste Management Plan

Construction phase: Waste to be generated during construction phase includes the construction debris, excess excavated muck, excavated river bed sediments, broken stones/bricks, left over cement, glass, tiles, paint, paint containers, cement bags, plastic bags and containers, metal containers, diesel storage barrels etc. Management plan for waste during construction phase is given below:

� Dustbins should be provided for waste collection. Areas should be designated for collection of excess muck, construction and construction wastes

� The waste generated should properly be collected and heaped on paved surface away from water body in covered condition

� The waste generated from construction activities and waste removed from river and river banks should properly be collected and heaped on paved surface away from water body.

� Construction waste should be segregated into recyclable, reusable and rejected fraction. Recyclable waste should be sold to recyclers, reusable waste should be used within the site and rejected fraction should be dispose through local bodies on daily basis

� Waste should be cleared-off from the site on daily basis

� Waste should be disposed through the local bodies or authorized agencies

� No illegal dumping of waste should be practised

� No waste should be thrown in river or any other water body

� Excavated muck from the river at the WWTP site should be tested for toxicity. If found non-toxic then it should be disposed to municipal landfill site through local bodies and if found toxic then the same should be disposed to the hazardous waste disposal site

� Solid waste spread on site and in river should be collected and send for disposal through local bodies

� Waste collected should be kept covered and should be transported in covered vehicles only

Operation Phase: Project development will improve the infrastructure in the project area. There may be increased nos. of visitors in project area due to which waste generation may increase. This waste is not managed properly can lead to water, air and soil pollution. Waste may also generate from bar screen and grit chamber at WWTP site. Also, large quantity of sludge will be generated. Small quantity of solid waste may also generate from office during operation phase. If the waste and sludge are not managed, it may cause significant impact on environment. Measures for waste management during operation phase are given below:

� Provision of twin colour dustbins in all the areas and near temples for collection & segregation of wet waste and dry waste

� Organic waste convertors should be provided in each temple area for treatment of wet waste and converting it to manure. Third party should be hired for operating the organic waste convertor

� Dry waste should be segregated into recyclable and non-recyclable waste. Recyclable waste should be sold to the vendors and non-recyclable waste shall be handed over to municipal authorities on daily basis.

� Waste to be collected from bar screen and grit chamber should be collected and send for disposal through local bodies

� No waste should be disposed or collected on open area

� Sludge to be generated should be stored in tanks and should be transferred to ������ �� ����� ��� �� �������� �� ���������� �� ����� �����

� Municipal waste to be generated from the office should also be send for disposal through local bodies
