by the success of this, he had the idea of forming 4villages of co3operation4 where wor/ers would drag themselves out of poverty bygrowing their own food, ma/ing their own clothes and ultimately

becoming self3governing. 5e tried to form such communities in$rbistonin cotland and in )ew 5armony, 2ndianain the6nited tates of America, but both communities failed.

2n his travels in Europe, must have had a closecontact with the cooperative movement in9ermany where he came across with the#aiffeisen movement.

5e was very much impressed by this type ofcooperative and he loo/ed forward for anopportunity to have it introduced here in the=hilippines.

As destiny might have its choice, andi/o hadhis chance when he was appointed one of theearly governors when >ivil 9overnment, underthe Americans, was established.

Teodoro andi/o, then governor of

!ulacan, prepared a bill patterned after

the #aiffeisen type of credit union and had

#ep. Albert !arreto of ongress

The principal aim of this bill was to

protect and develop the agricultural

interest of the country.

hen the !arreto sponsored bill was

presented it readily obtained unanimous

approval on ?anuary 7@, 1@*.

The =hilippine >ommission however,

turned it down.

6ndaunted by this defeat the sponsors of the billagain put it through in the econd =hilippine0egislature.

This time it was sponsored in the 0ower 5ouseby #ep. #afael >orpuz who succeeded #ep.!arreto from

The administration was entrusted to the

!ureau of Agriculture.

The first rural credit association that was

organized under this 0aw was the

)gricltral Credit Cooperative

)ssociation of Ca$anatan& eva

/ci0a.

2t was formed on $ctober 1*.11.

ith this initial organization farmers in thedifferent provinces were organized.

At the end of 17 there were +%% rural creditcooperatives organized in the %7 provinces andby 1B@ there were +'1 associations formed allover the country.

2n 1B+, however, about @C of thesecooperatives were inactive with no funds left in

their treasury. The experiment on rural financing, through

cooperatives was a failure.
