It features amongst the Top Ten Performing States this year. The state has emerged as amongst the Top Three Performing States in both the areas of Transport and Finance. In addition to receiving Skoch Order-of-Merit for 7 of its projects, 4 have been conferred the Skoch Smart Governance Award. The Awarded projects are, e-Disha – Electronics & IT Department; Implementation of Integrated Management Information System – SPML Infra; CM Window Haryana– Public Grievances Redressal and Monitoring System – NIC, Haryana; and, e-Pension– Finance Department. India has never had it before – financial inclusion in a mission mode. More than 18.18 crore accounts – 2 lakh accounts opening daily – and a corpus of Rs 23,700 crore is the better- known story of Pradhan Mantri Jan Dhan Yojana announced by the Hon’ble Prime Minister Narendra Modi on 15th August 2014. What is lesser known is that it is not just about opening bank accounts, but providing a financial shield to every Indian. More than Rs 19,000 crore LPG subsidy in 12 crore bank accounts and linking with social security – insurance, pension, loans – has made the PMJDY unique and best performing central scheme with perceived benefits percolating to people. 888 life insurance and 218 accident claims have been paid to Jan Dhan account holders already. The scheme leverages Post Office system, mobile banking and Aadhaar to scale next frontiers. Gujarat is continuing its momentum. Under the able leadership of Ms Anandiben Patel, the sate continues to be the Top Performing State for Momentum once again this year. It is also faring amongst the Top Three States nationally in Municipal Governance; Education & Skill Development; Health; and, Governance. The state has received 29 Skoch Order-of-Merits out of which 9 projects have been conferred the Skoch Smart Governance Award. The Awarded projects include, SmartCity311 – Mobile App Based Field Works Monitoring – Ahmedabad Municipal Corporation; Kaushalya Pramanitata Yojana – Directorate of Employment & Training; Xtended Licensing, Laboratory & Legal Node – Food & Drugs Control Administration; Aadhaar Enabled DISE – Gujarat Council of Elementary Education; and, SAMVEDANA – District Administration, Junagadh. There is always a first time. True for Kerala too that it features amongst the Top Five Performing States this year. It has also been rated as No 1 state in e-Governance. It has also emerged as amongst the Top Ten States nationally in Finance. In addition to receiving Skoch Order-of-Merit for 14 of its projects, 3 have been conferred the Skoch Smart Governance Award. The Awarded projects are, System for Attumanal Neutral Distribution – District Administration, Thrissur; e-District – Department of IT; and, Kerala Excise e-Service Delivery – Kerala State Excise Department. Maintaining its lead, Maharashtra continues to be amongst the top performing states once again this year. It has also emerged as amongst the Top Three States nationally in Municipal Governance; Education & Skill Development; and, e-Governance. The state has received 25 Skoch Order-of-Merits, out of which 4 projects have been conferred the Skoch Smart Governance Award. The Awarded projects include, Aaple Sarkar – Chief Minister’s Office; Enterprise Resource Planning – Nashik Municipal Corporation; e-Registration (Finance & Reforms-de- Centralization) – Department of Registration & Stamps, Govt of Maharashtra Software Development & Support- National Informatics Centre, Pune; and, e-DISNIC – Collector Office Kolhapur. It is official now – Sikkim will be declared an Organic State by the end of 2015. The process for bringing the total cultivatable land of 58,168 hectares under organic farming commenced at ground levels in 2010. The state stopped imports of chemical fertilisers in 2003, when the government stepped into Organic Mission process. Sikkim’s “silent revolution” towards organic farming using organic manure is environmentally restorative and economically remunerative. In addition to banning chemical fertilisers, the state has banned plastics, pesticides and insecticides to ensure healthy environment not only to live also to grow and consume. The state has set up a dedicated body, one of its kinds in the country – Sikkim State Organic Board – to promote organic farming. There are over 185 groups of organic growers across the state. The state has set up a Centre for Excellence in organic farming, which is now part of school curriculum of Grade V students in the state. West Bengal is on the move. It has emerged as a state with maximum improvement in its performance during last one year. It has jumped from an overall rank of 10 last year to a rank of 4th Best performing state this year. It has also emerged as amongst the Top Three States nationally in Health; Finance; Agriculture & Rural Development; and, Governance. Out of these, the state is at No 1 spot in Health and Finance nationally. In addition to receiving Skoch Order-of-Merit for 18 of its projects, 9 have been conferred the Skoch Smart Governance Award.
