From Manatee County Municode UF-3: Establish the Urban Fringe-3 future land use category as follows:

Policy 2.2.1.11.1. Intent: To identify, textually, in the Comprehensive Plan's goals, objectives, and policies, or graphically on the Future Land UseMap, areas limited to the urban fringe within which future low density residential and support uses are projected to develop following a logicalexpansion of the urban environment growing from west to east, consistent with the availability of services. The nature, extent, location ofdevelopment, and availability of services shall be reviewed to ensure the development of these lands is conducted consistent with the intent of thispolicy. The UF-3 land use category includes areas of low density urban residential development, generally developed through an integrated masterplan approach. The UF-3 category also provides for a complement of residential support uses normally utilized during the daily activities ofresidents of these low density environments, and in limited circumstances nonresidential uses of a community serving nature to allow for a varietyof uses within these areas which serve more than the day to day needs of the community. (See further policies under Policy 2.2.1.11.4)

Schools in the UF-3 future land use category may only be permitted in areas where residential development has created demand or is projected tocreate demand within a reasonable planning timeframe.(b)

In order to serve more than day to day needs within the UF-3 suburban environment, activity nodes with neighborhood and community-servingcommercial uses may be permitted if consistent with the Commercial Locational Criteria (see Objective 2.10.4 and Land Use Operative Provisionschapter). Residential uses may also be permitted at nodes, but the higher densities noted in Table 2-1 and Policy 2.2.1.11.3 are only allowed inconjunction with a mixed-use development that includes a commercial component.(c)

Professional office uses within this category are exempt from compliance with any locational criteria specified under Policies 2.10.4.1 and 2.10.4.2,and detailed in the Land Use Operative Provisions provided such office is located on a roadway classified as a minor or principal arterial (notincluding interstates) and it meets all other commercial development standards and the goals, objectives, and policies in this Comprehensive Plan.

Large Commercial Projects. Any large commercial projects (i.e. exceeding one hundred fifty thousand (150,000) square feet of gross building area)shall be located completely within an area designated as ROR, MU or UF-3 (with limitations, see Policies under 2.2.1.11) on the Future Land Use Map.Also, large projects exceeding one hindred fifty thousand (150,000) square feet shall be located within an area of high access and directly accessedfrom at least one (1) roadway shown on the Existing Roadway Functional Classification Map (Map 5A) as arterial, at time of review for issuance of adevelopment order. High access location should provide numerous options for trip distribution, provide for multi-modal opportunities and able tomove large volume of traffic. Furthermore, require that all access points be limited to functionally classified roadways or frontage roads.

The gross and net densities allowed in UF-3 are 3 and 9 units per acre, respectively. Non-residential intensity is limited to 0.23 (0.35 formini-warehouses), and the size of neighborhood commercial uses is limited to 150,000 square feet for medium size and 300,000 for large sizedevelopments. Community-serving non-residential uses may be located at the intersection of an arterial and a collector (Policy 2.2.1.22.5).Mixed-use developments,community-serving commercial uses, projects with a density of more than 1 unit per gross acre or 3 units per net acre, and projects exceeding30,000 square feet require Special Approval.
