2.0 OBJECTIVES The objective of this Brief is for Infrastructure Delivery Partners (IDP) Group to procure a suitably prequalified and experienced planning, urban design and engineering team of consultants to undertake the Project for the study area, as identified in Attachment A.

.

The key objectives of the Project are to:

• Explore options to achieve an integrated planning, urban design and infrastructure outcome for Molonglo 3 East and to recommend a preferred outcome.

• Identify the elements of the preferred outcome and based on planning principles and policies that set the planning, urban design and engineering infrastructure directions, describe how these will deliver an integrated design outcome for the area.

• Clearly describe and illustrate the integrated planning and engineering requirements in sufficient detail to incorporate into a Territory Plan Statutory Concept Plan.

The recommended preferred outcome should be cognisant of the ACT’s Indicative Land Release Program 2019-20 to 2022-23, which proposes 200 blocks be released in the study area by 2022-23 and an overall target for dwelling yield of the study area being 9,900.

3.0 BACKGROUND

The majority of the newly created Molonglo district was affected by the 2003 Canberra Bushfires. A series of investigations and assessments were undertaken in 2003 and 2004 to determine the potential for future urban development in the area as articulated in the Canberra Spatial Plan 2004. Molonglo Stages 1 and 2 (located south/east of the Molonglo River) are currently being developed. Molonglo Valley Stage 3, located north of the Molonglo River, is the next area of development in the Molonglo district.

The first stage and suburb of development in Molonglo 3 is Whitlam, which is the land area to the west of Coppins Crossing Road (and the new John Gorton Drive). There are 4 stages to the Whitlam Estate. Works on Whitlam Stage 1 have now commenced. After Whitlam, the next suburbs of Molonglo 3 development are located east of Coppins Crossing Road (future John Gorton Drive extension), collectively referred to as Molonglo 3 East (the study area).

The three overall stages of Molonglo Valley development (Molonglo 1, 2 and 3) are proposed to accommodate approximately 50,000 to 55,000 people in total. Molonglo 2, comprising the suburbs of Wright, Coombs, Denman Prospect and the future suburb of Molonglo, which is intended to include the district of Molonglo principle commercial centre. Molonglo 3 forms the third stage of urban development in Molonglo Valley and is likely to include three to four suburbs. The suburbs of Molonglo 3 East are yet to be named. The area is shown on the Territory Plan:

Figure 1 shows the current Territory Plan zoning for the area (to be revised) and Figure 2 is the key plan from the Molonglo 3 Planning and Design Framework, 2019.

Some preliminary land use and future development conceptual planning has been undertaken for the study area to achieve a target of up to 9,900 dwellings based on the contours, topographic features and known infrastructure constraints. Conceptual planning and yields are contained in the Molonglo 3 Stage 2 Proof of Concept (2018) and referenced in the Planning Design Framework (PDF) for Molonglo 3.

3.1 INDICATIVE LAND RELEASE PROGRAM

The Indicative Land Release Program, 2019-20 to 2022-23 contains land releases in Molonglo 3 East. At the time of preparation of this brief, 200 dwellings are planned for release in 2022-23. Land release will continue in a staged process in the years following. This timeframe indicates that Estate Development Planning will need to commence for the area by mid-2020-21.

3.2 CONCURRENT PROJECTS

4.0 PROJECT DESCRIPTION This Brief describes the requirements of the Molonglo 3, Planning and Infrastructure Study for the area located east of John Gorton Drive, west of the National Arboretum and Tuggeranong Parkway, north of the Molonglo River and south of William Hovell Drive. The Study Area, known as Molonglo 3 East, is shown in Attachment A. The Molonglo 3, Planning and Infrastructure Study will be referred to as the ‘Project’.

There are two proposed phases to the current investigations of Molonglo 3 East.

Phase 1 (this Study) comprises the identification and analysis of planning and infrastructure options for the study area, integrating engineering infrastructure with planning and urban design objectives that will be incorporated into a statutory Concept Plan for the Study Area.

Phase 2 comprises preliminary engineering design and preliminary sketch plans (or similar) documentation that will be the subject of a separate Tender.

The Tender response for this Project relates to Phase 1 only. There is no guarantee of on-going work for the successful Tenderer of Phase 1.

4.1 SITE

The District of Molonglo is located on the western side of Canberra and is surrounded by the Districts of Belconnen to the north and Weston Creek to the south. Three stages of development were

determined for the Molonglo District. Stages 1 and 2, south of the Molonglo River corridor are now well advanced in their development. Stage 3 includes all development north of the Molonglo River and includes the new suburb of Whitlam, west of Coppins Crossing Road/John Gorton Drive. The estimated future population for the entire District is approximately 55,000.

The Study Area, shown in Attachment A to this Project Brief, is the area located east of John Gorton Drive, west of the National Arboretum and Tuggeranong Parkway, north of the Molonglo River and south of William Hovell Drive. The area is approximately 6.5 km from the City and has some areas of steep topography but predominantly gently undulating to rolling land with slopes generally between 5 and 15 percent. There are multiple localised hilltops with mainly south facing slopes; thereby constraining good solar orientation. Some locations provide views to the Brindabella Mountains and there is one major creek within the study area: Coppins Creek. The developable area of the Study Area is approximately 480ha.

4.2 DESCRIPTION OF WORK

The Project is being procured on behalf of the Environment, Planning and Sustainable Development Directorate (EPSDD) by Infrastructure Delivery Partners (IDP) Group within Major Projects Canberra (MPC).

One of the outcomes of the Project is to incorporate high level planning intentions for Molonglo 3 with infrastructure opportunities and constraints into an urban design focused Planning and Infrastructure opportunities Study report for Molonglo 3. The planning intentions are articulated in the Molonglo 3 Planning Design Framework (PDF, EPSDD Feb 2019), Molonglo 3 Stage 2 Proof of Concept (Roberts Day, 2019), Molonglo 2 Planning Design Framework (EPSDD 2012) and other relevant planning documents. The Project should identify, solve and set urban design elements and civil infrastructure concepts to achieve an integrated approach in planning and design for the remaining stages of the Molonglo 3 development.

The Project is to be jointly managed by Environment Planning and Sustainable Development Directorate (EPSDD), managing the scope and content of the Project and Major Projects Canberra – Infrastructure Delivery Partners (MPC-IDP), who are responsible for tendering and contract management.

It is expected that the successful Project Team will comprise a multidisciplinary team of professionals, led by a highly experienced Senior Project Manager, possessing demonstrated experience in achieving outstanding co-ordination of urban design, planning and engineering infrastructure needs.

4.3 SCOPE OF SERVICES (PHASE 1) The scope of this brief is the provision (in accordance with the Standard Agreement between the Territory and the consultant) of the following services relating to the works described in section 4.2. Phase 1 requires the review and synthesis of relevant planning and background reports and, based on further analyses, recommendations on outcomes for key urban design/planning principles and infrastructure requirements. This will be based largely on an analysis of urban design and infrastructure options, consistent with the planning and engineering design elements outlined in the reports below. Analyses will include, but not be limited to, the physical environment, natural values and existing infrastructure, leading to development of options that result in urban design outcomes that reflect an integrated approach to key planning principles as articulated in the following documents:

• Structure Plan (Molonglo and North Weston) 2010; • Planning and Design Framework (2019); and • Molonglo 3 Stage 2 Proof of Concept (2019). 4.3.1. Planning and Urban Design

Scope outline for specific planning and urban design components:

• Review of existing planning and design documents previously prepared for Molonglo 3 as made available.

• Develop key subdivision design principles and policies for the different land uses aimed at residential amenity, pedestrian access and accessibility.

• Analyses of topographic and environmental constraints. • Visualisation of and design principles for the Group Centre including:

o Guidance of Group Centre boundary o Building height (west and east of Coppins Creek) o Interaction/interface of Group Centre with Bindubi Street and Coppins Creek o Limitation of commercial units (GFA) on western side of Coppins Creek

• Review the Molonglo 3 Community Sport Recreation (CSR) Facilities report (2014) and evaluation of the current allocation of Community Facilities zoned land regarding sufficiency of provision for community amenities including a possible further education facility/community hall/s etc.

• Identify how the location of ponds, roads and other infrastructure requirements will integrate with the planning and urban design aspects of the site.

• Development of a set of draft Planning and Design Principles that will provide guidance to the development of Molonglo 3 East suited to incorporation into a Concept Plan under the Territory Plan (to be prepared by others). This may include identifying key recommended design or planning principles that are a departure from current codes and standards applied in the ACT.

• Preparation of relevant illustrations (where necessary) that characterise the proposed design layout for the residential suburb(s).

Note: Potential development yield of each stage release measured against the target dwelling/block yield for the total Molonglo 3 area and the area east of John Gorton Drive in particular, to achieve the target total dwelling yield of 9,900 dwelling units for the study area. The above should be undertaken applying and illustrating best known practice of planning/urban design principles, such as, but not limited to:

• Housing mix and housing typologies taking account of topography and solar access constraints. • Sustainable neighbourhoods that are child friendly. • Integration of planning, urban amenity and infrastructure for all possible land uses within the

study area. • Urban interface with major collector roads and including treatment of noise especially to John

Gorton Drive to the west. • Application of green infrastructure (including but not limited to tree canopy) principles along

pedestrian routes to reduce heat island effect. • Location of social/community infrastructure. • Application of Active Travel and pedestrian friendly principles across and within the proposed

neighbourhoods/the site.

• Interface of urban development with adjacent open space areas and reserves. • View corridors and vistas through the suburb to the adjacent reserves and skylines. • Application of living infrastructure principles to streetscapes/open space, and; • Protection of water quality. • The above Planning/Design considerations are to be integrated with the Infrastructure

requirements.

4.3.2 Infrastructure

Preliminaries and General Requirements:

• Review of existing reports and information as made available; synthesis of information and application to all project outcomes.

• Preparation of an information gap analysis where studies or investigations (e.g. preliminary geotechnical studies) are required to confirm recommended infrastructure options;

• Propose Options (minimum 3) for integrated urban design and infrastructure servicing, applying planning and engineering principles with consideration of the physical constraints and opportunities of the site;

• Provide advice and engineering input to alternative layouts / extents for the Group Centre for Molonglo 3 in collaboration with urban designers and planners.

Transport Modelling:

• Using outputs from the Canberra Strategic Transport Model (CSTM), undertake micro-simulation modelling of selected transport links in Molonglo 3. These will be based on a scenario comprising current accepted traffic generation rates, land uses and population projections and, an alternative scenario with different traffic generation rates and other parameters.

• Conduct micro-simulation modelling of the Bindubi Street Extension (BSE) from William Hovell Drive (WHD) to John Gorton Drive (JGD) in accordance with the ACT Traffic Microsimulation Modelling Guidelines, except for Hold Point 3, which is not required for this project. The proposed coverage of the microsimulation model is for the entire length of Bindubi Street extension. The microsimulation modelling should be conducted for the 2041 AM and PM peaks. The BSE/WHD intersection will be a grade separated interchange and will follow the layout of AECOM’s recent preliminary design (May, 2019).

• Note 1: Consultants should consider using the Aimsun model as the ACT Government compatible microscopic traffic modelling software to deliver this task and include this in their tender submissions. For undertaking this exercise consultant should follow “ACT Traffic Microsimulation Modelling Guidelines (TCCS, Feb 2019)”.

• Note 2: To meet the calibration and validation requirements of the model it is expected the consultant will identify any data gaps and make allowance for the estimation of figures based on the best available information and in discussion with TCCS and EPSDD.

• Note 3: Consultants in their tender submissions should acknowledge that the ACT Government will hold the proprietary ownership on all the traffic modellings and any associated files (such

as aerial images, programming scripts, Excel files, O-D matrices, etc.) developed during the project. The consultant is to provide all these files upon completion of the project.

Bindubi Street Extension Corridor Planning:

• Develop alignment options (minimum of 3) for Bindubi Street extension to meet the planning and urban design outcomes agreed. These alignments will be based on a number of factors including topography, urban design outcomes, location and alignment of connecting roads, stormwater management along Coppins Creek, alternative layouts for the Group Centre and any ecological constraints.

• Develop an approximate typical cross section for the Bindubi Street extension (BSE) to meet the planning and urban design outcomes agreed. This shall include the provision for future light rail, paths, landscaping and all likely services.

• Clarification on the BSE corridor's role within the draft Integrated Transport Strategy including

the movement and place classification hierarchy. • Detail utility service corridor requirements as identified through consultation with the service

authorities. • Identify tree canopy cover and permeable surfaces requirements as outlined in Canberra’s

Living Infrastructure Plan: Cooling the City. • Identify future light rail requirements for the Molonglo to City stage of the light rail master

plan/ Light Rail Network Plan. Provide the light rail requirements as outlined in Transport Canberra Light Rail Guidelines for Light Rail Planning: 01 Corridor Preservation.

• Include provision of off-road active travel routes and the need for on-road cycle lanes as shown

on the new cycling network plan included in the draft Integrated Transport Strategy and to meet the requirements of the Municipal Infrastructure Standards (MIS05 Active Travel Facilities Design).

• Address safety, access, permeability for active travel and emerging transport trends such ride-

sharing, autonomous and zero emission vehicles. Collector Roads and Roads for the Molonglo 3 Group Centre:

• Develop alignment options (minimum of 2) for Collector Roads linking the Molonglo 3 Group Centre to John Gorton Drive and to the East-west arterial that meet the planning and urban design outcomes agreed. These alignments will be based on a number of factors including topography, urban design outcomes, location of connecting local roads and any ecological constraints.

• Develop an approximate typical cross section for these two Collector Roads to meet the planning and urban design outcomes agreed. This shall include the provision for local access road connections, property access, paths, landscaping and all likely services.

• Identify likely preferred locations along Collector Roads for intersections for local access roads based on urban design, safety and other engineering requirements/criteria.

Drainage and Water Sensitive Urban Design (WSUD):

• Develop options for Water Sensitive Urban Design / stormwater drainage and reuse to meet the planning and urban design outcomes agreed. The WSUD objectives for the area include meeting the ‘Regional’ stormwater quality targets as contained within the ACT Waterways Code. DV354, the new ACT Water Sensitive Urban Design (WSUD) Code will apply for the project.

• Prepare a stormwater management strategy for Molonglo 3 East to accommodate the concept layout for land use in the project area. Sub-catchments, overland flow paths and floodway locations and reservations shall be identified as a minimum. The approximate size and location of any water quality control ponds shall be identified.

• Identify any constraints for sequencing of development based on stormwater management requirements.

Water Supply and Sewerage:

• Review the water supply growth servicing plans for Molonglo 3 East and amend as needed to accommodate the concept layout for land use in the project area. Identify any constraints for sequencing of development based on water supply arrangements including zone boundaries and gain acceptance from Icon Water for the proposed approach.

• Review the sewerage growth servicing plans for Molonglo 3 East and amend as needed to date the concept layout for land use in the project area. Identify sizes of key mains, catchment service areas and connection points to the Molonglo Valley Interceptor sewer (MVIS), and gain acceptance from Icon Water for the proposed approach.

Other:

• Outline key Active Travel infrastructure and movement corridors between precincts and linking Molonglo 3 East development to other path systems in and around the Molonglo district more broadly. Linkages to Belconnen, City/Lake Burley Griffin, Weston Creek, the National Arboretum and Stromlo Forest Park are to be included.

• Identify and discuss any other engineering opportunities and constraints for urban development in the area including (but not limited to geological, hydrogeological (groundwater), other geotechnical, contaminated sites. Much of this will be based on available reports and studies.

• Assessment of any other infrastructure to meet the planning and urban design objectives.

• Preparation of a delivery Staging Plan that takes into account the current Indicative Land Release Program for Molonglo 3 East and any interdependencies related to infrastructure.

• Preparation of a draft scope of work for Infrastructure Phase 2 works comprising Engineering Feasibility and Preliminary Sketch Plans (or similar documentation. This is expected to include, but not be limited to; Bindubi Street extension, collector roads linking John Gorton Drive,

Bindubi Street extension and the East-west arterial and key drainage/WSUD measures along Coppins Creek.

• The consultant should allow time for a peer reviewer (appointed by the client) to be involved on the project at key milestones including concept development, analysis and recommendation stages. Peer review involvement is anticipated for the following elements of work:

o Transport modelling and analysis

o Road design solutions and cross sections

o Water sensitive urban design and drainage solutions.

Consultation:

• Consultation with key Stakeholders where necessary (internal and external) during the preparation of Phase 1 work.

• Documentation and presentation of outcomes to key stakeholders in a workshop.

4.3.3 Final Outputs/Deliverables Provision of an integrated Molonglo 3 East Planning and Infrastructure Outcomes Study. The report as a minimum, in brief, shall include:

• Planning and urban design requirements for the delivery of Molonglo 3 East including the identification of planning and urban design principles;

• Engineering infrastructure analysis to include the recommended options, how the design

requirements need to be fixed to support the urban design outcomes (e.g. road alignments and reservation widths, cross section, location of creek crossings, pond locations and sizes etc), supported by rationale;

• Summary of comments by key stakeholders and requirements that achieve ‘in principle’

support; and • Recommendation(s) for planning and infrastructure elements to be incorporated into a statutory

Concept Plan for Molonglo 3 East.

• Draft Phase 1 Planning and Infrastructure Outcomes Report and presentation, for one consolidated review by the Client.

• Final Phase 1 Planning and Infrastructure Outcomes Report, incorporating comments, as

appropriate.

• Draft outline for scoping of Phase 2 (detailed engineering feasibility and preliminary sketch plans) or similar for one consolidated review by the Client.

4.3.4 Project Management and Client Liaison

The consultant will be required to undertake the following activities during the course of the project:

• Develop and keep up to date a project plan containing a Gantt chart listing work packages and key deliverable dates, plus any interdependencies that might impact on the delivery timeframe;

• Preparation and management of a Project Risk Management Plan developed in consultation with the Client for approval by the Client;

• Preparation of and management of a Stakeholder Communications Plan developed in consultation with the Client for approval by the Client;

• Attendance and administration of all project meetings including written documentation of

stakeholder discussions, and engagement workshops including but not limited to:

o Co-ordination Group – comprising senior management from EPSDD who will meet monthly;

o Project Management Group comprising assigned Project Managers from EPSDD who will meet fortnightly;

o Discussions and fortnightly meetings as required/instructed with key stakeholders

comprising nominated representatives from allied internal and external agencies, with attention to noting any decisions made or technical advice offered; and

o Workshop forum to gather input from key stakeholders to develop preferred

options/outcomes.

• Accurate meeting minutes are to be circulated within 48 hours of every meeting and are to include post meeting notes where required;

• Distribute a weekly email status report of the design progress by 12.00pm each Monday, which shall include but not limited to:

o Tasks that are currently being worked on;

o Issues that require attention; and

o Project risks and mitigation measures especially those that impact on time.

• Update of the project Gantt chart and any matters emerged from the stakeholder’s liaison. Where issues require attention the consultant shall specify who is actioning and a date when a response is required.

4.3.5 Peer Review

The client will conduct Peer Reviews of the following aspects of the project, with each having a separate Peer Reviewer:

• Transport Planning;

• Road and Transport System Design; and

• Stormwater Management. The client will appoint and fund the Peer Reviewers. The consultant should allow time to work with the Peer Reviewers and to respond to their comments. With each Peer Review the consultant will initially work with the Peer Reviewer to agree a Verification Plan for each review. The Verification Plan will set out what the Peer Reviewer is to review, and when. The Verification Plans are to be approved by the client after they have been agreed between the consultant and the Peer Reviewer. The concept of the review is for the consultant to work pre-emptively with the Peer Reviewer to develop and agree the best approach to the project rather than review completed work. This would entail, for example, agreeing to model parameters before the models are run, rather than reviewing a modelling report after the model has been run. The responsibility for final technical assessment remains with the consultant. The Peer Reviewer’s role is to advise the consultant, and the client, on technical matters and work with both to resolve any technical issues. In the event there is an unresolvable technical difference then the client will determine the approach to be taken, after hearing the Reviewer’s and Consultant’s approach. The Peer Reviewer must remain Independent from the client and the consultant.

7.0 BUDGET The project is funded from the EPSDD 2019-20 Capital Work Program. The 2019-20 Budget Paper identified ‘Feasibility and infrastructure planning for future Molonglo land releases’.
