    The team provided MTACC with the skill sets that not onlyaddressed all technical aspects of the project, but also

    supported the external interface and coordinationwith stakeholders and agencies that were so criti-

    cal to completing the Final Environmental ImpactStatement (FEIS), obtaining the Record ofDecision and advancing the project throughthe Federal Transportation Administrationsnew starts process. The team hasadvanced the design well into the finaldesign phase with minimal cost growth andextensive risk analysis The successfulaward of the first contract for the construc-tion of the launch box, utility relocation andTBM excavation of two running tunnels is

    proof that the team has an understanding ofdifficult construction environments and has the

    ability to design around them. It is this compre-hensive attention to all issues, both technical and

    institutional, that will assure the success of theSecond Avenue Subway Project.
