Objectives for Open Access

• Serving Research and Innovation (R&I)

• By 2014: Open Access strategies in EU countries

• By 2020: 100% Open Access to publications in EU

• Develop and implement OA policies

Organisations• Lack of employment incentives in KT • Fragmentation in legal systems and complex funding

• Acknowledge KT activities in the employment conditions of public researchers

• Reward researchers' mobility between public and private sectors
