Commissioner’s view

‘We need [...] a unified research area that brings together people and ideas in a way that catalyses science and world-leading innovation. Open access can help make this vision become a reality.’

(M. Geoghegan-Quinn)

Objectives for Open Access

• Serving Research and Innovation (R&I)

• Improving return on investment in R&I• Allow the benefits of science to be

exploited by all (researchers, industry, citizens)

• Free access to results of publicly-funded research • Goals:

• By 2014: Open Access strategies in EU countries

• By 2020: 100% Open Access to publications in EU

2011 Consultation on scientific information: Data

• Results:• 90% of support for research data that is publicly

available and results from public funding to be available for re-use and free of charge on the internet

• Highlighted issues:• Competition• Standards • Confidentiality

• Partner, pilot & build infrastructures

Leading by example

• 7th Framework programme (2007-2013)• Covers OA publishing costs• Self-archiving: OA Pilot

• Horizon 2020 (2014-2020)• Make open access to publications the general principle

for all projects• Open up possibilities for data

Actions

• Develop and implement OA policies

• Raise awareness of OA among research actors

• Promote culture of sharing (incentivise researchers)

• Contribute to the setting of standards, designing and establishing e-Infrastructures

• Support from Science Europe is crucial!

Knowledge Transfer

• Objectives• Foster scientific excellence• Facilitate international partnerships• Stimulate innovation activities and competition• Increase the competitiveness of the EU economy

GoalsBy 2020: Knowledge transfer between universities, Public

Research Organizations and business are world class, as measured on the basis of international KT indicators

Page 12: 6 4 era-bled_knowledge_sharing_ff

12

Barriers to Knowledge Transfer

• Current situation• Inadequate and insufficient public/private cooperation

between industry and the public research sector • Low mobility of researchers and lack of communication

between the academic sector and industry• Lack of professional management of IP in Public Research

Organisations• Lack of employment incentives in KT • Fragmentation in legal systems and complex funding

systems in the MS

Page 13: 6 4 era-bled_knowledge_sharing_ff

Research & InnovationResearch & Innovation

13

Actions

• Acknowledge KT activities in the employment conditions of public researchers

• Reward researchers' mobility between public and private sectors

• Integrate KT in regional, national and international research programmes

• Implement the "ERA Guidelines on IP Management In International Research Collaborations" (forthcoming)

• Support from Science Europe is crucial!
