priority in November 2013. Second phase is planned for 2019, 2020, and 2021 and includes Bouse, Hassayampa, Mark Wilmer Unit Bay, San Xavier, Brawley, Waddell, Black Mountain, Snyder Hill, and Headquarters Building 2. Budget will be submitted for approval at that time.
