The deployment of 5G will bring large benefits to mobile services and users over the coming years. Allocating spectrum in the 5925/6425 – 7125MHz band for 5G-NR and its evolution is a critical building block making it economically feasible to offer 5G services at a price point that is affordable to all income groups.

Starting with the existing trends and anticipating further evolution in the longer term, this second webinar on the topic elaborates on the importance of making more spectrum available for IMT as an essential means to achieve the 5G vision in developed and developing markets. It considers the fact that the 6GHz mid-band spectrum represents a very strong candidate band for this purpose.

Conclusions

• The 6 GHz band is envisioned as a good IMT complement for the C-band in many countries

• National spectrum availability for license exempt in mid-bands 2.4 GHz and 5 GHz plus 60 GHz should be assessed

• Regulators to decide among license exempt and licensed use based on national connectivity targets

• It is important to enable international flexibility for the 6 GHz band (tuning range)

• Industry must contribute effectively to WRC-23 AI 1.2 to facilitate FSS-IMT sharing with adequate protection for FSS to help providing flexibility on the international level

Finding the required mid-band spectrum -Slovene vision

There is a need for more spectrum in mid-bands enabling enough large bandwidth for higher throughputs and other use cases for mobile operators in the next 5-7 years

How much spectrum (if any) could realistically be made available for IMT in the C-band across CEPTcountries?

– 100MHz contiguous / MNO is needed in the first 5G deployments to support high capacity citywide connectivity, in second phase (5 – 7 years): 200 MHz - 400 MHz would be required.

Slovenian vision of 6 GHz band usage in Europe

– 5925 – 6425 MHzFS & RLAN (license exempt) coexistence: • compatibility is described in ECC Report 302

and ECC Report 316, CEPT Report 73

• Draft CEPT Report 75: two stage approach for FS protection (geolocation database and Country Determination Capability)

– 6425-7125 MHzFS & MFCN: IMT – FS coexistence: Licensed use - coordination on a case by case basis :

• Coordination is easier under licensing regime

• Long hop links: Co-existence in urban areas will be less of an issue (fewer links).

The right balance between RLAN & and IMT. Wi-Fi speed bottleneck lies in the backhaul part (e.g. fixed network or even 5G). Wi-Fi cannot provide guaranteed QoS.

Wi-Fi can be seen as complementary rather than alternative.

Conclusions

There is a need for more spectrum in mid-bands enabling enough large bandwidth for higher throughputs and other use cases for mobile operators

The band will be used in the next 5-7 years.

The lower 6 GHz band is already in process of harmonisation for WAS/RLAN (protection of FS to be secured)

We propose for upper 6 GHz a licensed approach, as we feel that the frequency band could be used similarly as the band 3400 - 3800 MHz. We believe, that frequency bands 3400 - 3800 MHz and 6425-7125 MHz are complements.

The licensed approach uppers 6GHz bands will better protect incumbent services e.g. FS, FSS.

Therefore licensed use for IMT is preferred solution.

Most operators in the region advocate for a balanced solution, allocating the lower part of the band (5.925-6.425 MHz) to unlicensed services and the higher part of the band (6.425-7.125 MHz) to IMT

• The International Mobile Telecommunications (IMT) system is the efficient way to provide broadband wireless connectivity

on a worldwide scale and greatly contribute to global economic growth and social development;

• The IMT technology development and deployment continue contributing to creating a large number of new jobs and GDP growth;

• 5G is a pillar of digital transformation, enhancing mobile broadband and enabling new use cases;

• 5G connectivity is essential for the development of new information technologies, such as IoT, cloud computing, big data,

artificial intelligence, etc.;

• The user mobile data consumption is increasing and will keep growing rapidly and not only by human users;

• More spectrum is needed for 5G to meet the future network capacity and coverage demand for citywide use cases;

• in particular, the 6GHz frequency band is a strong candidate to offer seamless high capacity citywide with licensed spectrum;

• The WRC-23 preparatory work has started in the ITU-R in relation to the possible IMT identification of the 6GHz band,

the standardization work in 3GPP is on its way.

We therefore recommend policy makers and stakeholders

to carefully assess the opportunity of IMT identification at the WRC-23 within the 6GHz band

which will be important to establish the large scale ecosystem for this band.
