A L E X A N D R E C H A N G ☎ 868-369-0453 421 Lamont Street, Palmiste, San Fernando [email protected]

09th September, 2021 The Director, Human Resources, Level 4 Head Office Ministry of Works and Transport, Corner of Richmond and London Streets, Port of Spain. Dear Director, Re: Application for Project Manager at the Coastal Protection Unit of the Ministry of Works and Transport Thank you for this opportunity to apply for the position of Project Manager at the Coastal Protection Unit of the Ministry of Works and Transport. With my wide range of experience as the Client, Engineer and Contractor, integrity and pursuit of excellence, I believe that I can truly be an asset to your organization. With over 11 years of experience, I have performed Project Management on Civil, Mechanical and Information Technology projects, in the oil & gas, infrastructure and water/wastewater sectors leading to a firm grasp of what it takes to get a project completed in a variety of settings and cultures. Using skills that I learned as a Design Engineer in Petrotrin and Toshiba Water Solutions America Inc., I have been able to apply Project Management theory and a variety of codes and standards to complete projects in a variety of disciplines over various sectors on schedule and within budget displaying my high flexibility and demonstrating my grit and determination to get projects completed. This ability to apply theory has been enhanced by my ability to project potential risk, mitigate against these risks and ensure all quality standards are performed as per specifications whether I was the client, engineer or contractor. At the Land Settlement Agency (LSA), through my flexibility, technical and construction knowledge and project management skills, I was able to complete over $73 million dollars of work, with 28% of set deliverables coming in before time; while being audited by international financiers, the Inter-American Development Bank (IDB). Subsequent to this, I was rehired by the LSA to create all processes, procedures and perform all project management for a pilot programme, the Housing and Village Improvement Programme, never done before at the Agency or Ministry. Through my leadership, delegation and prioritization skills, and knowledge of construction methods and procedures, I was able to focus very limited resources, and successfully implemented the programme, which was awarded the President’s Award for Service Excellence and Innovation in the Public Sector by the IDB. As a Project Manager at Toshiba Water Solutions America Inc., an international EPC firm which performs all mechanical, civil and electrical works for the construction of water/wastewater plants. I have analyzed all the mechanical, civil and electrical works and reviewed P&IDs and other drawings required for proposal and final submission using my previous project and construction experience. I liaised with design and draughting to ensure that all processes and equipment meet tender specifications and all other documentation, such as quality and safety, adhere to specifications. I also scheduled on-going works, prepared company finances, reviewed procurement orders and was able to lead a team in obtaining ISO 9001, ISO 14001 and ISO 45001 certifications for the company. I have had the privilege of working with a variety of engineering disciplines, workers, and clients, which has allowed me to develop excellent communication, team building, and leadership skills. This can be seen at the LSA where I successfully negotiated with the challenging, sometimes violent, squatting community to perform works, in addition leading teams to complete projects before time and within budget. I am known for being very proactive, self motivated and extremely flexible and quick learning as demonstrated by my role during the recovery stages of the Methanex Trinidad’s Maximo IT Upgrade Project where I independently redeveloped the schedule to ensure the project was able to go live in my projected timeframe. Having built a career out of hard work and integrity, I know that I need to constantly learn and improve my skillset to give value to my employer. As a result, I have completed my PMP and my MBA at the Arthur Lok Jack GSB to improve my management decision-making abilities and improve my fiscal awareness especially in construction. I believe that my previous experience, coupled with my new business knowledge makes me an ideal candidate for Project Manager at the Ministry of Works and Transport, where my skill sets would be an asset. Thank you for your time and consideration. I would love to meet you and share what I can bring to your company. Yours sincerely,

Alexandre Chang
