By Betsy Quinn Will there or won’t there be medical marijuana in Superior? A recent request of the Superior Town Council brought that question right out into the open for discussion and a decision. During the May 17 Superior Town Council meeting the council heard a presentation from Travis Pollack of Superior Organics. A public hearing was also held concerning the adoption of the proposed “Medical Marijuana Model Ordinance” #113. Superior Organics is an Arizona registered non-profi t corporation that hopes to operate a medical marijuana dispensary in Superior. Pollack is a former owner of two
By Mila Lira The Superior Police Department reported that a 23 year old adult male was shot in the vicinity of Stansberry and Lime streets at 3 a.m. yesterday morning.
According to the victim, he and his mother were walking in the neighborhood when they heard a gunshot. Following the gunshot, the victim felt pain in his groin. The two went to

yelling before or after the shooting. Due to the ongoing investigation the make of the bullet could not be released, although the department does not
think it was a rifl e or shotgun involved in the shooting. The victim was air lifted to Scottsdale Memorial Hospital where he is
expected to make a full recovery. Anyone with information regarding this shooting should contact Lt. Campbell at 520-689-5254.
Superior considers marijuana dispensarydispensaries in Colorado. Currently Superior Organics is in the process of applying for a dispensary license from the State. A building at 631 Highway 60 has been obtained for the location of the proposed dispensary. The location meets all requirements with the exception of the 100 foot residential setback in proposed Ordinance #113, as recommended to the Council by the Superior Planning and Zoning Board by a vote of 3-2. Pollack and Steve Shapiro
were on hand representing Superior Organics with the hope of persuading the Council revisit the proposed ordinance and extend or exclude the 100 foot setback to accommodate their location; or delay passing the ordinance until after the May 25 fi ling deadline with the State and possibly grant a setback variance later on. Pollack told the Council how diffi cult it is to fi nd a building that meets all the requirements in Superior. He asked the Council and town attorneys to consider if the 100
foot residential setback was reasonable, as required by state law. Pollack urged the Council to consider what legal liability the Town might face and cited the fact that Superior has only 1.9 square miles. The council took time to discuss the recommendation of the Planning and Zoning Board in regard to the setback of 100 feet. Town attorneys Chris Wenker and Chad Niven advised the Council that the town would lose the opportunity to pass a zoning ordinance on this particular usage without taking action prior to the May 25th fi ling deadline. Attorney Chad Niven told the Council that they could enact zoning regulations later on, but it would not apply to any existing medical marijuana dispensaries. Pollack said he had never seen a council so misguided by their attorneys and called the restrictions unreasonable. Several members of the public also spoke and voiced their opinions. In the end Council voted unanimously to pass both Resolution #535 and Ordinance #113, Medical Marijuana Model Ordinance for the Town of Superior, effective immediately, allowing medical marijuana dispensaries to be established in the town, but didn’t change the setback from the recommended 100 feet. Any licenses to grow or dispense the medical marijuana still needs to be approved by the State of Arizona.

By Mila Lira Two fires began over the weekend on the Tonto National Forest near Superior. The Comet fire was reported on Saturday and the 257 fire was reported on Sunday. The Comet fire has reached containment. The 257 fire is at 40 percent containment as of 5 p.m. Tuesday. The cause of both fires remains under investigation. On Saturday just west of Superior near Gonzalez Pass fire crews responded to the Comet Fire. The Comet Fire reached about 200 acres near Queen Valley. The Comet Fire is contained but crews remain on site to assist with mop up. Crews from the Superior, Apache Junction and Queen Valley fire departments assisted with the blaze. The 257 fire was reported around 1:20
p.m. on Sunday. The fire is named for the nearby forest road 257 also known to the locals as the Old Ray Road. Monday afternoon the fire reached the top of the southern end of Apache Leap and began moving northeast towards the Oak Flats Campgrounds. According to the emergency bulletins updated by the InciWeb online incident information system the fire is being fueled by very dry brush, Manzanita and Oak trees. The rugged terrain and winds are not helping crews to gain containment. Current weather conditions do not call for any rain in the coming days, temperatures are in the low 100s. There are no structures in immediate danger of the 257 fire; crews are working to keep the fires away from the power Tents dot the athletic fields at the Superior Junior-Senior High School which has been set up as the

However, it’s pretty much business as usual at the East Plant with the shaft sinking effort.” The fires are moving away from Superior town limits and do not pose a threat to the community at this time. The fire burned quickly and ADOT was forced to close Highway 177 through Monday night due to the proximity of the fire to the road. Drivers in the area are encouraged to drive safely through the area as crews are still in the area managing the fire and there is heavy traffic on the highway. Those out viewing the fires are encouraged to keep a safe distance and follow directions. On Monday evening at 7 p.m. the fire management was turned over from the Forest Service to the Arizona Central West Zone Incident Management Team. The fire has been designated at Type 2 Fire which means at least 30 engines are deployed to the fire in addition to three water tenders, two helicopters and three air tankers. Currently there are 190 personnel fighting the fires. Superior Fire Department is assisting with fire by providing a tender truck and two crew members; they are also keeping an ambulance on standby if needed. A converted DC10 jet has been deployed to the fire and was used to spray retardant during firefighting on Tuesday.A full service command center has been deployed to the area to manage the blaze. The 257 fire command center is being staged at the Superior Unified School District. By Mila Lira Officials from Resolution Copper announced that due to 257 Fire they would be postponing their community open house which was scheduled for Wednesday, June 13, at 6 p.m. It was decided
to postpone the open house because the school facilities are being used as a command station for the 257 fire. Several key staff members at Resolution are also monitoring the fires along with fire officials
to ensure that staff and equipment at the East Plant remain safe. Resolution has allowed a water tank to be placed on the West Plant near the waste water treatment plant. The water tank will be used by the helicopters
to gather water to drop on the fire. Reclaimed waste water is being held in the tank. Officials from Resolution Copper expect that the Open House will be rescheduled later this summer. For more

Editor: Last week, the Pinal County Board of Supervisors adopted a tentative budget for the upcoming fiscal year that starts in July. The tentative budget for fiscal year 2012-2013 came in at $334,515,835 or six percent lower than last year’s budget. This amount cannot be raised, but it can be lowered before we adopt the actual budget. Property owners will be receiving a break in their tax bills—the Board unanimously voted to drop the property tax rate from $3.99 per $100.00 of assessed valuation to $3.79 One item that seemed to garner a lot of discussion was my proposal to give county employees a one-time, one percent pay increase for the upcoming year. The pay
raise would have cost the county approximately $1.3 million. While I wish I could have proposed a two and a half percent increase, the one percent increase seemed to be the most logical step that would get us moving in the right direction. As an example, under a one percent increase,a worker making $30 thousand per year, would have received an extra check for $300.00, minus taxes. My thoughts proposing a pay increase was this—I know our employees have not seen a cost of living adjustment in four years. These employees have had to endure the same hardships the rough economy has thrust on all Americans. They have been dedicated workers for the Pinal County. They have bills to pay, families
Letter to the Editor: Rios advocates for employee pay increaseto feed and obligations to meet, just like the rest of us. While it isn’t a lot of money, this would be better than no increase at all. Our economy seems to be improving, albeit slowly and our county budget can sustain such a pay increase. We could even provide employees a 2.5 percent increase and still have a balanced budget for next year.
I grew up on the eastern part of Pinal County in the Dudleyville and Hayden area. Many of us worked for copper mining companies in the area. I saw first-hand the struggle working families went through on a daily basis. These people worked hard and expected to be fairly compensated for it. Proposing a pay increase for county employees at
this time isn’t pandering or electioneering; on the contrary it’s probably bad timing for a politician to do so. Most county employees don’t even reside in my district. The point is that funds are available this fiscal year for a pay increase even after providing our property tax payers a tax decrease. Fighting for better wages for

Town of Superior Summer Recreation Schedule
By Mila Lira Resolution Copper continues to move forward with several development, permitting and reclamation projects. Officials at Resolution expect to have the pre-feasibility study and the mine plan of operations completed by the end of 2012. The pre-feasibility study is a document that will be delivered to the Rio Tinto finance committee to show proof that the project will be financially beneficial to the company. The finance committee then recommends further investment for the project. In addition to the feasibility project Resolution continues to prepare the mine plan of operations documents. Once completed the mine plan of operations is then submitted to the Forest Service. Once the plan is submitted that will trigger the National Environmental Protection Act (NEPA). The mine plan of operations will identify the locations of the tailings and waste rock. At this time the company is proposing that the tailings to be sent
to the Pinto Valley mine. The other choice is land that is north of Highway 79 behind Dramaderie Peak. Resolution Copper owns some land in that area but the majority of the land is state land that will need to be purchased. Current plans will allow for developmental rock to be stored at the West plant where the SRP transmission lines will be moved from Currently contractors hired by Resolution Copper continue to develop the number 10 shaft and rehabilitate the number 9 shaft. They also continue reclamation efforts in the west plant area. Resolution Copper has budgeted $50 million to reclamation; to date they have spent $35 million. There are 500 combined employees and contractors on site every day and the Resolution Copper Project remains the top consumer of concrete in the state of Arizona. Once the land exchange is approved and investment funding is secured the company plans on building six additional shafts.
Resolution Copper continues forward momentum There has been no significant progress in the passage of the Southeast Arizona Land Exchange
and Conservation Act since the house voted to approve the exchange in the fall of 2011. Supporters
of the legislation remain optimistic that the bill could be included with other lands bill after the
summer congressional recess. The bill needs approval in the Senate and will require the signature

During the June meeting, the Superior School Board learned more about the solar energy program that will be coming to the school district and the education programs and
funding that Resolution Copper provides to the school district. During the 2011-2012 school year the Superior Unified School District entered into agreements

with Ameresco to assist with energy efficiency; the program also helped the school to acquire the new football field lights, scoreboard and marquee. The program through Ameresco helps school districts to reduce their energy costs. Upon completion of the energy efficiency program the district learned they could qualify for a solar panel project that would further reduce the cost for energy for district. The program will help to maintain the energy rate the school district pays and those rates will not increase. The board approved the solar panel agreement. The
new solar panels will be installed in the coming months and will double as covered parking in the elementary school parking lot. These programs will not use tax payer dollars to construct or maintain. The solar project will help the district save operations dollars that can be put into other programs within the district. The board also heard a presentation from Melissa Rabago, the Community Outreach Coordinator for Resolution Copper. Rabago explained that in 2011 Resolution Copper provided $61,000 in educational funding to the Superior Unified School
district. That funding helped to sustain the John F. Kennedy Nature Club, the MAC-RO Math Initiative, FIRST Robotics, FIRST Lego Program, the Arizona Science Center STEM Club, Teacher Development Workshops, Football field score board and 5 scholarships for high school seniors. To date Resolution has spent $36,000 for educational programming which included re-funding of the 2011 programs (Robotics, Nature Club, MAC-RO, and teacher development) as well as funding a partnership with Childsplay Inc. which brought a theatrical
program to the elementary school. The board thanked Resolution Copper for their support of the educational programs. The funding of the Mac-Ro program has helped to raise the math scores of the students and the funding for Robotics, Nature Club and STEM Program have helped to provide additional extracurricular programs for the students in the district at no cost to the tax payer. The school board also approved several housekeeping items including the 301 money for school performance and professional development.

By Rev. Dennis Van GorpFamily Life Christian Center In Daniel 6 we read: “Now Daniel so distinguished himself by his exceptional qualities that the king planned to promote him over the whole kingdom. The other administrators tried to press charges against him in his conduct to stop the promotion, but they could not do so. They could find no corruption in him, because he was trustworthy and neither corrupt or negligent.” It is important to do our very best in whatever job we undertake. An old song tells us to “give of our best to the Master.” This requires focus, intentional behavior and determination. The first thing we see is that he had a very positive attitude. He obviously had a good work ethic and could be trusted to accomplish whatever task the king assigned to him. His upright character would not consider a bribe or a compromise. Yet, it is not uncommon to find people who call themselves Christians, who regularly compromise their belief in God and in His Holy Word. It almost seems that at times we are ashamed to be known as a Christian. Luke 9:26 says that if we are ashamed of Jesus and His Word, He will be ashamed of us when we
stand before Father God. How we live our life should be a showcase of our own exceptional qualities. Others should find only trustworthiness and a ‘no compromise’ attitude in us. We should proudly proclaim – I am a follower of Jesus Christ. If your relationship with the Lord is not as solid as it should be, look for those areas in your life where you may have been compromised; places where you were negligent or not focused on your purpose and calling. Look again at our Bible text: “Daniel” distinguished himself. He had determined to do his best and to be the best. His attitude and character were that of a winner. His words and actions honored God. He was faithful to the Lord’s instructions in the Scriptures on how to live life as a Believer in the Lord. Every day he spent time talking with God and receiving divine revelation on how to best serve the king. The Bible tells us that when King David needed help or advice, he sought the Lord. We all need help to live right. So, daily seek the Lord’s advice for your life. Make the choice to distinguish yourself by being trustworthy and determined to not compromise your obedience to the Lord’s commands. Be a “Daniel.”

His testimony and that of a few other against my proposal effectively killed the employee increase at this time. I worked under the merit pay system a long time ago for the State of Arizona, but it also included across the board pay increases. By Mila Lira Superior Fire Department responded to a house fire on Copper Street late Monday afternoon. At press time the cause of the fire is unknown and the cause of the fire remains under investigation. Due to the diligence of the Superior Fire Department they were able to keep the fire contained to a bedroom and utility room; but the fire did spread to the attic of the home. The fire burned very hot and additional crews were dispatched to assist with the fire. Fire crews from Queen Valley provided an engine and four fighters, and Apache Junction Fire Department provided a ladder truck and crew of four. Superior Fire Department had 10 firefighters along with their engine working the blaze. The home is owned by Sylvia Longoria.
