ICSCC Memo 8, October 2009 The Official Publication of the International Conference of Sports Car Clubs Only one race left in the 2009 Championship season, IRDC at Pacific Raceway in Seattle and the non-championship Cascade 6/12 Hour En- duro at Portland International. Next up will be the Fall Meeting and Year End Banquet. Rule change proposals have been compiled and are included in this memo. Soon your contest board representative will be calling a meeting of your clubs licensed drivers to re- ceive directions on how your club is to vote on the various proposals. This is the process that makes ICSCC the pow- erhouse organization that it is. There is not one rule in our competition regulations that has not received the majority vote of either the licensed drivers and/or the member clubs. The process is completely transparent, being documented in the Competition Regulations and the Policy and Procedures Manual, both of which are available from headquarters or the ICSCC web page. Please take part in these contest board meet- ings. Also take the time to attend your member club meetings and participate in the discussions that will advise and direct your e-board repre- sentative. If you belong to a member or an affili- ate club then you are part of the decision mak- ing process of the ICSCC and now is the time to exercise your influence. It may also be time for you consider joining the ICSCC Officer Team for 2010. Please contact headquarters or one of the club reps to volun- teer, we would be glad to welcome you. Along with the business of Conference con- ducted at the Fall Meeting is our Annual Awards Banquet. President’s up-date to the

Penalty Box Back at the first SCCBC/Mission race in June, Brian Meakings received a disqualification from the ICSCC Steward. Brian chose to appeal that decision as per Competition Regulations Section 10. A vote of the contest board upheld the steward’s decision and Brian further appealed the de-cision of the contest board to the exec board. The e-board upheld the decision of the contest board.

Orange-Aid Fresh squeezed by the ICSCC License Director

Congratulations to the class winners this season, and to everyone else who made them work for it. It’s been a long year full of hopes and objectives, hope-fully the close of the ICSCC sprint racing season finds you pleased with your performance, or at least satisfied. For me, it’s been an incredibly busy year so far, with some very optimistic objectives, that at the time of this writing appear to be within reach. Also, my sin-cere and heartfelt “thank you” to all of the workers this year that made this all possible. The overall turnout of racers in general this season, and novices, has been very good. Better than per-haps many expected given the economic climate. I’ll have some statistics compiled for the next memo to actually quantify this to see what the numbers say. So now is either the transition time to enduro season for some, or the time to get the car squared away before squirreling it away. Please allow me to make a couple of suggestions. If you do one thing only, take the time right now to make a note to yourself and put it somewhere you can’t miss it, to flush the cooling system, and add some anti-freeze. This is so easy to forget, and next thing you know you have big problems when the

temperatures drop this winter. It also helps control corrosion in the cooling system. Maybe change the oil too, instead of leaving the stuff in there from the last race, all full of byproducts of combustion, forming corrosive acids and such. If you move the car around this winter, try as much as possible to let the fluids get up to full operating tem-perature to boil off the moisture that collects as the systems warm up. Fully inflate the tires, or put some 4 x 4 blocks under the frame rails or rocker panels if you leave your car in a trailer, or put it up on jack stands in the garage to let the suspension unload as it sits for a few months. Drain the gas tank or fuel cell, or at least fill it all the way up to prevent condensation. Discon-nect the battery, or better yet, remove it and bring it indoors. Unwrap and/or unbolt the harnesses, and maybe the seat cover, and bring those inside to a cool and dry place. That’s some quick stuff that comes to mind. Randy Blaylock License Director #95 GT1/SPO

The President of the Conference is elected every year at the Fall Meeting. A list of Nominees shall include names submitted by the Contest Board, as described in Competition Regulations Section 1B – NOMINATIONS FOR ICSCC PRESIDENT.

Rule change proposals considered by the clubs at the rule change meeting, and passed by the club shall be submitted to the Race Steward, in the format set by the E-Board, by the club’s Contest Board Rep, together with a verification signed by all club members present at the club rule proposal meeting, no later than September 10th. [Cross reference – PPM, 6.1.2] A note of explanation, not to exceed 50 words, may be submitted with any rule change proposal, to clarify intent.

4 6 TC New section 1B – NOMINATIONS FOR ICSCC PRESIDENT Nominations for ICSCC President may be proposed by members through their clubs to be presented by their Contest Board Representative to the Race Steward who will compile all the nominations and distribute them back to the clubs where each club will meet and vote for a nominee. This shall occur in conjunction with the club rules meeting. At the Fall Contest Board Meeting, the Contest Board Rep for each club will cast their club’s votes for the nominee selected by their club. The nominee receiving the majority of votes at the Fall Contest Board Meeting shall be presented to the Executive Board as a nominee for ICSCC President for the next year. The procedure for nomination and election of the ICSCC President is as follows: A. No later than August 1, each club’s Contest Board Rep shall call for nominations for ICSCC President from the membership of his/her club, and shall place such nominations on an agenda for the club rules meeting (referred to in 1A) to be held within thirty (30) days of the publication of the club memo or bulletin calling for nominations. B. The Nominee for ICSCC President that receives the most votes in each club’s rules change meeting shall be submitted by the club’s Contest Board Rep to the Race Steward, in the format set by the E-Board, together with a verification signed by all club members present at the club rule proposal meeting, no later than September 10th. C. The Race Steward shall compile a list of all the nominees for ICSCC President submitted by the affiliate/member clubs, and distribute this list to each Contest Board Rep and every licensed driver, postmarked no later than October 1st. A special edition bulk mailing through the Memo Editor may be utilized for the driver notification providing that the mailing deadline is maintained.

D. Each club’s Contest Board Rep shall present the list of nominees for ICSCC President as received from the Race Steward, at the club rules meeting, and each club shall consider and vote on the nominees. A single nominee shall be selected by majority vote, prior to the ICSCC Fall Meeting, and each club’s Contest Board Rep shall, acting as the delegate of his/her club, vote at the Fall Contest Board Meeting, for the nominee that received the majority vote at her/his club rule change meeting. The Contest Board Rep shall bring to the Fall Contest Board Meeting a verification signed by all club drivers licensed through their club who voted on the ICSCC President (which may be the same list as voted on the Contest Board Agenda items), and all absentee ballots, if any, which were properly submitted and counted in the club’s rule change meeting. Provisions for this club meeting and absentee ballots are the same as established in Section 1A D.1. E. At the Contest Board Meeting the vote of each Rep shall be weighted according to the number of licensed drivers in the club they represent, following the same parameters and procedures as in Section 1A.E. F. No person except for the Race Steward and any other ICSCC Official, who must request the Race Steward to submit the nomination, may place any nomination for ICSCC President on the Contest Board agenda without the majority approval of at least one member/affiliate club.

ICSCC Drivers licensed for more than 40 years shall have their first entry fee reduced by 40%.

In order to qualify as a finisher, a competitor must complete not less than 50% of the number of laps completed by the class winner. and receive the checkered flag. If an odd number of laps, round to the next lower number. If there is only one car in class, the competitor must complete not less than 50% of the number of laps completed by the overall race winner to receive first place trophy and points. In the event of a red flag race, see 702. Championship points will be awarded according to finishing order in class at the checkered flag, or the total race distance completed relative to other competitors in class. Overall group position will be determined according to overall finishing order at the checkered flag, or the total race distance completed relative to other competitors in the group.

ICSCC Championship points awarded when an event is halted by an emergency (red flag) situation: No driver shall receive ICSCC Championship points for an event if following the display of a red flag, the driver is or would be unable, for any reason, to continue were the race to be re-started. If a vehicle is so disabled or damaged or both that it could not re-start the event, the driver of that vehicle will be classified as a “DNF” for all purposes notwithstanding his/her position given by 702. B. (a thirty minute race is 50% complete at the expiration of 15 minutes. A twenty-five minute race is 50% complete at the expiration of 10 minutes. Seconds shall be rounded downward to the nearest whole minute for the purposes of applying this rule, e.g. fourteen minutes and one second is rounded to fourteen minutes, fourteen minutes and fifty-nine seconds is rounded to fourteen minutes.)

For Novice drivers; Two practice sessions of at least 15 minutes. One practice session and one qualifying session of at least 15 minutes each.

Failure of finishers designated by the Race Steward to report directly to the scales at the end of their race may will result in disqualification.

Shall the scale equipment fail during an event, the Race Steward will declare them out of order for the remainder of the event. Any car disqualified for weight before the failure shall remain disqualified, and any lap record set before the failure shall stand. Once the scales are declared failed, they will remain failed and unused for the remainder of the race event. The Race Steward or his designee(s) shall notify exiting cars and no weights will be taken from that point on. Lap records will not be recorded for the subsequent sessions of the event of the event. During a double race weekend, the scales may be declared failed for the first race event, and if repaired, re-instated for the next race event.

Any car without weight race stickers that attends scales must present their log book with correct and current weight information.
