9. COMMENTS AND ANNOUNCEMENTS*

The Speaker shall recognize in turn senators requesting the floor for a period not to exceed two minutes. The total time for Comments and Announcements before the first reading of legislation shall not exceed fifteen minutes.

10. MOTIONS TO FAST-TRACK APPOINTMENTS The motion to fast track a resolution or appointment confirmation shall be in order if recommended by the committee of relevant jurisdiction. There are no candidates up for discussion at this time.

11. APPROVAL OF APPOINTMENTS OF SENATORS AND ASUN OFFICIALS

The Senate will consider the following nominations for Association office. When the Senate has concluded its deliberations, the Senate may approve the nomination, reject the nomination, or take no action upon the nomination.

A. The following nominations were submitted to the Speaker of the Senate on February 15th, 2017:

The Senate will consider the above-named nominations to Association office. The Senate may consider the character, professional Competence, physical or mental health, or other matters permissible under NRS 241.033 during consideration of this item. Under NRS 241.031, the meeting may not be closed. The Senate may reconsider acts vetoed by the ASUN President if they are returned by the President with his objections.

13. CONSENT AGENDA The Speaker shall sequentially proceed through such acts of legislation that have been previously been placed on the consent agenda. Such acts shall be considered adopted by consent, unless a single senator rises in objection thereto. All acts so objected are immediately placed on the end of the agenda for second reading. There was no legislation filed for the Consent Agenda.

14. FIRST READING OF LEGISLATION

The following bills and resolutions will receive their first reading and may be considered under item 16 of this agenda: There is no legislation to be considered under first reading at this time.

15. MOTIONS TO FAST-TRACK LEGISLATION A senator may move that legislation under item 16 of this agenda be considered at this meeting. Such a motion shall only be in order provided that a one-day notice has been given to the speaker. The motion shall be decided without debate, and shall require the consent of a two-thirds majority of the senate.

i. Senator Barragan will lead a discussion on the new posts on the “What to Fix Nevada ASUN” Facebook page and delegate the issues to the Senators. Senator Barragan will also give an update on the progress of the rebranding of “What to Fix Nevada ASUN” program.

B. Senator Reports

i. The Senate will share progress they have made in ASUN-related activities that they have been working on.

A RESOLUTION TO SUPPORT ASSEMBLY BILL 1 OF THE 79TH (2017) SESSION OF THE NEVADA LEGISLATURE

Whereas, the title of Assembly Bill 1 reads “AN ACT relating to education; requiring the Board 1

of Regents of the University of Nevada to pay undergraduate fees and expenses of a dependent 2

child of a public employee killed in the performance of his or her duties; and providing other 3

matters properly relating thereto.”; 4

Whereas, public employees are “paid by or through the State, a county, city, local government or 5

other political subdivision of the State of agency thereof” (AB1.I.04g); 6

Whereas, public safety officers are “serving a public agency in an official capacity, with or 7

without compensation, as a peace officer, a firefighter or a member of a rescue or emergency 8

medical services crew” (AB1.I.04i); 9

Whereas, if a public employee or public safety officer is killed in the outlined circumstances, “the 1

Board of Regents shall pay all registration fees, laboratory fees and expenses for required 2

textbooks and course materials” for their dependent(s) at the University of Nevada (AB1.I.01); 3

Whereas, the dependents of public employees should to be included in this money because of the 4

dedication of the public employee to The University of Nevada; 5

Whereas, the University of Nevada is grateful for the service performed by the public employee; 6

Be it resolved that, the Senate of the Associated Students of the University of Nevada supports the 7

approval of Assembly Bill 1; 8

Be it further resolved that, a copy of this resolution be sent to President Marc Johnson, ASUN 9

Director Charles of Legislative Affairs, ASUN Speaker of the 85th Senate Session, 10

Assemblywoman Maggie Carlton, and the Assembly Committee on Education. 11

AN ACT TO CREATE THE ASUN CIVIC EXCELLENCE SCHOLARSHIP

Whereas, the ASUN Center for Student Engagement most commonly refers to the following 1

definition of civic engagement, “civic engagement means working to make a difference in the civic 2

life of our communities and developing the combination of knowledge, skills, values and motivations 3

to make that difference. It means promoting the quality of life in the community, through both 4

political and non-political processes” (Ehrlich 2000, p.vi); 5

Whereas, one of the university's core themes, derived from the mission statement, is 6

Engagement, which incorporates the strengthening of the social, economic and environmental well-7

being of Nevada citizens, communities, organizations, and governments through community 8

outreach and reciprocal partnerships; 9

Whereas, the students, faculty and administration have demonstrated a vested interest in the 1

growth and development of civic engagement ideals at the university; 2

Whereas, this has been demonstrated by the investment and implementation of GivePulse, the 3

growth of partnerships between the university and local service organizations, the increased 4

participation of students and faculty in episodic volunteerism opportunities, and the enhancement of 5

the scope and breadth of service-learning opportunities both on and off campus; 6

Whereas, as the culture of civic engagement and democratic responsibility continues to develop 7

on campus, it is important to recognize the students who go above and beyond to exemplify and 8

promote the numerous aspects of civic engagement, including but not limited to, volunteerism, 9

community service, service-learning, and democratic engagement; 10

Whereas, 11

Be it enacted by the Senate of the Associated Students, 12

a) The attached Addendum A be inserted into Title XIII of the Statutes of the 13

Associated Students; 14

Be it further enacted by the Senate of the Associated Students, 15

a) The funding for this scholarship be implemented in FY18 16

CHAPTER 1318: ASUN Civic Excellence Scholarship

SECTION 01: ESTABLISHMENT There is established the ASUN Civic Excellence Scholarship SECTION 02: SELECTION COMMITTEE Selection of recipients is hereby delegated to the Office of Financial Aid. SECTION 03: SCHOLARSHIP AWARDS

a) Number and amount of award: There is to be awarded three scholarships valued at $1,000 each.

b) Period of award: Scholarships under this section shall be for a period of one academic year and may not be renewed.

c) Payment of award: Scholarships awarded under this chapter shall be paid half each semester beginning with the fall semester after being awarded.

SECTION 04: INITIAL ELIGIBILITY To be eligible for a scholarship under this section, a student shall:

a) Be a member of the Association. b) Have at least a 2.75 cumulative grade point average at the time of the award of the

scholarship. c) Be enrolled in at least 12 credits each semester.

SECTION 05: CONTINUING ELIGIBILITY All recipients shall maintain at least a 2.75 GPA and be enrolled in at least 12 credits during the term of the award. SECTION 06: BASIS OF AWARD The selection of the recipient shall be based on the applicants’ demonstrated commitment to making a difference in the civic life of our community and promoting the quality of life of the public through both political and non-political processes. SECTION 07: NAME OF AWARDS All scholarships under this chapter awarded by the Office of Financial Aid shall bear the designation “ASUN Civic Excellence”.

An Act To Amend The Candidate Debate Timeline

Whereas, The Elections Commission is responsible for facilitating candidate debates; 1

Whereas, Debates are mandatory for the positions of President, Vice President, and Senator 2

position; 3

Whereas, Senator debates are required to be held at least five (5) business days prior to the 4

commencement of the general elections for each represented college; 5

Whereas, President and Vice President debates are currently required to be held at least two 6

(2) business days prior to the commencement of the general elections; 7

Whereas, in order to increase consistency in the SAS and elections commission operations; 8

Whereas, in order to give the Elections Chair more room to schedule the debates; 1

Be it enacted by the Senate of the Associated Students, 2

SAS VII.702.06.b.1.i is amended to read, “Debates shall be held at least five (5) 3

business days prior to the commencement of the Primary and General Elections.” 4
