1 SCOPE AND FIELD OF APPLICATION

The Occupational Health & Safety Risk Assessment for MGCS (the present document) is aimed at ensuring a correct evaluation of risks for GS personnel and at identifying the most suitable measures of prevention and protection to maintain or reduce risk levels. The “Occupational Health and Safety Risk Assessment” is developed covering all the GreenStream employees, contractors and visitors: - In all the foreseen working places (offices, operating areas, warehouse etc.) - For all personnel duties (offices activities, supervision activities, maintenance etc.). This document includes also the result of consultations with workers and the analyses of incident investigation. Personnel having access to the workplace in Mellitah site are subject to hazards that are mainly classified as follows: - Hazards that could have immediate acute effects; - Occupational hazards; - Hazards that could have chronic effects on health. For all these hazards, an identification check list has been applied to assess whether specific hazards are present and to identify the necessary prevention and protection measures controlling the hazards themselves. The risk assessment activity has been developed according the following steps: - Identification and evaluation of existing control and protective measures (good

system design, proper procedures and work instructions, emergency response plans, PPE, information/training system, etc.);

- Identification and prescription of other possible control and protective measures like procedures, work instructions, access procedures, work permits, other necessary PPE, etc.

3. DEFINITIONS

- Hazard: source, situation, or act with a potential for harm in terms of human injury or ill health, or a combination of these;

- Hazard identification: process of recognizing a hazard exists and defining its characteristics;

- Risk: combination of the likelihood of an occurrence of a hazardous event or exposure(s) and the severity of injury or ill health that can be caused by the event or exposure(s);

- Risk Assessment: process of evaluating the risk(s) arising from a hazard(s), taking into account the adequacy of any existing controls, and deciding whether or not the risk(s) is acceptable;

- TLV (Threshold Limit Value): the airborne concentrations of substances and represent conditions under which it is believed that nearly all workers may be repeatedly exposed day after day without adverse effect.

4. METHODOLOGY

Risk Assessment first objective is to identify hazards that could involve GreenStream personnel, contractors and visitors and, consequently, to achieve a better awareness of hazards related to all activities for MGCS. The risk assessment: - identifies hazards that could involve personnel, dangerous activities, combustible or

flammable materials, sources of ignition, plant or planning/management deficiencies;

- identify the workers which are exposed to potential risks; - assess the risks which are reasonably predictable in connection with each work

position; - be a dynamic document, which is updated concurrently with any modification in the

circumstances (work conditions, environmental conditions, employment of new equipment and materials or starting of new working practices).

4.1 Methods

As described in document GS-HSE-PR-03 risk assessment can be performed in different ways: quantitative, semi-quantitative or qualitative. For the analysis given in the present document, the qualitative method (method C in document GS-HSE-PR-03) has been applied.

5 OCCUPATIONAL HAZARDS IDENTIFICATION AT MGCS PLANT

Hazards identification is based on the following classification: A. hazards to worker safety Hazards that could have immediate acute effects (injuries, fatalities). Example of these hazards are effects of accidents in the nearby plants (fire, explosion, toxic release….) As an example, a non exhaustive list of hazards to worker safety that can be considered is shown below: - Fall; - Collision; - Accidental contact with machine ; - Fire; - Explosion; - Acute exposure to toxic, caustic or corrosive substances (intossication, asphyxia,

lack of oxygen in confined spaces, burn); - Electrocution; - Injury; - Manual Handling

B. hazards to worker health Chronic effect on health due to long term exposure to unhealthy conditions. Examples of these hazards are exposure to chemical concentration above TLV, vibration, exposure to radiation, etc. As an example, a non exhaustive list of hazards to worker health that can be considered is shown below: - Noise; - Vibrations; - Inadequate Microclimate (temperature, humidity, ventilation, etc.) ; - Ionising radiation (such as X-ray); - Non ionising radiation (such as IR infrared, UV ultraviolet); - Chemical, toxic, carcinogen and mutagen agents; - Biological agents; - Computer activity; - Electromagnetic field; - Manual Handling; - Endemic diseases; - Individual potential critical(*) disease; - Work involving poor posture; - Repetitive activity; - Stress, violence, harassment (mobbing). (*) Disease for which is reasonable to foresee a fast aid

6 OCCUPATIONAL RISK ASSESSMENT

Risk assessment is reported in the following table which describes helpful considerations to achieve final evaluation. The hazards considered are those recognised as meaningful after survey conducted in September 2006 and in March 2010. Risk assessment table legend Explanation for each column is shortly described:

In “safety/health hazards” column of hazards that can involve GS personnel with reference to occupation / role personnel are listed;

In “risk contributions” column are identified all the hazard situations which GS

personnel can be exposed to during their job;

In “evaluation notes” column, already existing in place prevention and protection measures are listed;

In “evaluation result” column, the evaluation result are indicated;

In “prescriptions” column, additional prevention and protection measures are

listed; this additional measures are prescribed in order to reduce the risk level and to improve work conditions;

In “recommendations” column, additional prevention and protection measures are

suggested. The Company will evaluate the possibility to implement these notes;

In last column “Ref.” an identification number is given for each identified additional prevention and protection measure.

All recommendations are then listed in Summary and Conclusion (section § 6.3).

Analysing the previous table, the following general considerations can be given:

1) In an H2S emergency condition it is not necessary to use a Self Contained Breathing Apparatus. A full face mask with B filter is sufficient to protect GS personnel from H2S accidental release (see Ref [9] on page 5).

2) In relation to the environmental contamination there is no evidence of dangerous substance significant storage / handling of. From the near plant SO2 leakages coming from existing Liquid Sulphur Tank are present. Normal atmospheric conditions (wind speed, humidity, etc.) and the SO2 leakages are not critical. In case of specific air quality monitoring activity will be performed, additional measures could be identified.

3) During a medical emergency situation, an adequate medical assistance to the GS workers is ensured by the continuous doctor presence inside Mellitah Complex; it is also available a transport system to Medical Facilities in Tripoli.

4) A specific Work instruction concerning Permit to Work (“GS-HSE-WI-02 - Work Permits”) is available and applicated for the activities that have to be performed in MGCS plant by external contractors.

5) A specific procedure for coordination of activities that have to be performed inside MGCS plant by external contractors is available (GS-HSE-PR-LB-02 HSE Management for the execution of temporary works (Libyan Branch)), in which responsibilities and control activity are clearly indicated.

6) To continue (at different levels of detail according to the roles of GS workers in the plant organization) the information / training activities on:

-Warning notices and related safe behaviour -Procedure about the coordination of the activities performed by external contractors -Work permit procedure -PPE use -Road rules -MGCS site’s Emergency Response Plan -Fire-Fighting team training -First aid workers training -Atmospheric explosive areas and safety behaviour inside them

• Corporate intranet, within which there is a portal dedicated to 'HSE (Health, Safety and Environment), in which are shown in real time all national laws and regulations relating to Eni's Health, Safety and Environment, the four-year plan Annual monitoring and reporting of HSE activities in Eni.

• HSE Semi-Annual Report is the main feature of the quality/quantity information of the complex of measures implemented and planned for health, safety, environment and public.

• Strategic Plan, prepared annually, is the four-year program of strategic activities for the company in which there is a section on health, safety, environment and public, which sets out measures for continuous improvement and its program implementation;

• Program Cascade "that aims to communicate to all people of Eni in Italy and abroad, the company's strategy for the next four years, and explain how each activity contributes to the achievement of common goals growth and improvement. This program has been structured in a series of meetings (conventions, meetings and staff meetings) which were held "cascade" throughout the company. The first meeting took place in May, when the CEO met with top company management and other meetings to cascade were performed between June and July of this year;

This initiative is of particular importance in view of the results of the analysis of the climate witch took place this year 2008. The staff involved was 100 executives in 2007 while for 2008 it is expected the involvement of a further 200 colleagues. Based on the findings of this intervention there will be implemented training and development appropriate to the needs of individual and collective improvement. This tool will be gradually extended to other population groups.
