Idle Mode- Cell Selection.
qQualmin: Minimum required (acceptable) quality level in the cell (dB). Used to set cell border between two
cells. Used in UE functions for cell selection/reselection in idle mode and connected mode. SIB 3 for serving
cell and SIB 11 for adjacent cells.
QRXlevel Min- Minimum required (acceptable) RX level in the cell. (dBm). Used in UE functions for cell
selection/reselection in idle mode and connected mode. SIB 3 serving cell, SIB 11 adjacent cells.
maxTxPowerUl-The maximum UE transmission power on the RACH when accessing the system. Used in UE
functions for cell selection/reselection in idle mode. SIB 3.
P- UE maximum output power according to its class.
