The DMS-MSC uses the ACT command at the C7LKSET MAP level to initiate manual CCS7 link activation
Activates CCS7 level two functionality between network nodes
The SSP activates the link at the C7LKSET level of the MAP
The STP activates the link at the C7LKSET level of the MAP

The SSP sends a Link Status Signaling Unit (LSSU) to the STP
An LSSU does not contain origination or destination addressing.
LSSUs are sent between adjacent nodes to establish a handshaking protocol to verify level two link functionality.
The SSP is trying to establish communication with the far end and expects answering LSSUs from the STP.

The STP sends a responding LSSU to the SSP
The responding LSSU must be free of bit errors.
If the returned LSSUs are received within the predetermined time limit, level two functionality is established and activation is successful.

Link activation in the DMS-MSC does not make the link available for user traffic
Level two activation establishes that user traffic can be sent free of errors on the link
