BARASTOC HORSE 0F THE YEAR SHOW

WHAT YOU NEED TO KNOW

Barastoc 2018 will incorporate a breeds showcase, along with Newcomer classes, Owner Rider classes, Open Led Classes, OTT classes and the coveted Equestrian Victoria Show Horse & Rider State Titles the official qualifying event for the Equestrian Australia Australasian Show Horse &

Rider Championships to be held in December 2018.

Provisional Timetable as follows (may be subject to change):

Saturday 10th February: Arabians, Buckskins, Carriage Driving, Newcomer Show Hunter &Newcomer Saddle classes, Racing Victoria Off the Track Freshman’s Class, Palomino, Pinto,Riding Ponies, Shetland Ponies (including Newcomer Shetland), Show Hunter Saddle classesand Welsh Ponies. Supreme Led Open Breeds. Owner Rider Classes.

Sunday 11th February: HRCAV Showing, Pony Club Rider Classes, Standardbred, Saddle Pony,Saddle Galloway, Saddle Hack, Racing Victoria Off the Track Led and Open Ridden classes andSporting Horses.

Entries can be lodged by the official paper entry form. Please note: Invalid entries will be returned. No entry will be processed unless correct information is supplied. Entries can be emailed to: [email protected] or posted to Bronte Wright, 400 Epsom Road, Flemington Vic. An acknowledgement will be sent by email upon receipt. Please note allow 7 days if posting entry – no guarantee of acceptance if received after close of entry.

Entry to the grounds/show and parking are FREE. NO exhibitor passes required.

All classes will be run in designated Competition arenas, located on the General Purpose area of WPNEC (left hand side of “Peter Gahan” main driveway). Exception will be Carriage Driving, and Sporting Horse Classes which will be held in designated areas adjacent the Polo fields; and the Show Jumping arena respectively.

CONDITIONS OF ENTRYEquestrian Victoria Events

Special Conditions of Entry

Applicable Equestrian Australia (EA) documents and requirements

1. This Equestrian Victoria (EV) event is governed by the Equestrian Australia (EA) General Regulations, applicable EA Sports Rules and all relevant EA Codes, policies, bylaws, rules and regulations. The EA Sports rules (i.e. the National Rules for each EA sport or discipline) and regulations may be accessed on the EA website “Discipline Rules & Regulations” page via the following link http://www.equestrian.org.au/rules. The EA Codes, Policies etc. may be accessed on the EA website “Policies & Bylaws” page via the following link http://www.equestrian.org.au/policies.

2. To be eligible to participate in this event you must be a current EV member or current member of an EA state branch. You must also satisfy any further membership or registration requirement (including those for any horse entered) referred to in the General Conditions of Entry for the event (Conditions of Entry) and individual disciplines.

3. The EA National Sports Rules applicable to the event are referred to in the Conditions of Entry.4. All EA and EV events are subject to the EA Code of Conduct (Code of Conduct). The Code of Conduct can be accessed on the

5. It is important that all members understand that the Code of Conduct also covers parents, guardians and spectators in respectof any activity held or sanctioned by EV or an EA state branch. A key aim of the Code of Conduct is to respect the rights ofeveryone involved, to abide by all EA rules and requirements, to be fair, considerate, honest and professional in all aspects ofthe sport.

6. EA and EV are committed to the protection and welfare of its members. The EA Member Protection Policy (MPP) can be ac-cessed on its website via the following linkhttp://www.equestrian.org.au/sites/default/files/Equestrian_Australia_Member_Protection_Policy_updated05072017.pdf.The EA Social Media Policy, which can be accessed via the following link,http://www.equestrian.org.au/sites/default/files/Social%20Media%20Policy.pdf

7. should be read in conjunction with the MPP. These are important documents designed to ensure the safe and fair conduct ofthe event for everyone involved. They should be read, understood and complied with.

8. EA and EV events are also subject to various codes and regulations designed to protect the horse, the welfare of which is par-amount (Horse Welfare Provisions). Entrants and Competitors must familiarise themselves with the Horse Welfare Provisions and ensure that they are complied with. These Provisions may be accessed on the EA website via the following linkhttp://www.equestrian.org.au/policies.

9. If the event is conducted at Werribee Park National Equestrian Centre (WPNEC) the WPNEC Risk Management Conditions shall apply to the event. The Risk Management Conditions can be accessed via the following link http://wpnec.com.au/risk-management/.Entrants and Competitors bound by EA documents

10. Entrants and Competitors must familiarise themselves with the provisions of the EA documents referred to above (EA docu-ments) and ensure that they comply with them.

11. By submitting an entry for the event you agree to comply with and be bound by the provisions of the EA documents, these Special Conditions and the Conditions of Entry.

12. If you are the parent or guardian of a participant or competitor under the age of 18 years, by submitting an entry for the event you consent to their participation in the event and undertake to the best of your ability to ensure that they understand and comply with the provisions of the EA documents, these Special Conditions and The Conditions of Entry.

13. If there is any conflict in the interpretation between the provisions of the General Regulations and any of the EA documents,these Special Conditions or the Conditions of Entry, the General Regulations will take precedence. If there is any conflict in the interpretation between the provisions of these Special Conditions and the Conditions of Entry, the Special Conditions will take precedence.Organising Committee

14. The Organising Committee for the event is referred to in the Conditions of Entry. The Organising Committee may at its abso-lute discretion, decline to receive any entry or return any fee without being liable for any compensation: General Regulation,Article 116.11. The Organising Committee’s decision in relation to any entry for the event shall be final and binding.Cancellation and Refund

15. EV or the Organising Committee may cancel the event due to catastrophic conditions, disease or force majeure, or for anyother reason at its absolute discretion.

16. If the event is cancelled after it has commenced there will be no refunds. If the event is cancelled prior to commencementthe entrant may be entitled to a proportional refund of the entry fees paid. Any such refund will be determined at the abso-lute discretion of EV, having regard to the direct or fixed costs for the event.

17. Entrants who have provided with their entry an email address and/or mobile phone number will be notified of event cancella-tion by email and/or text message.

18. The refund policy for withdrawal, scratching or change of an entry is set out in the Conditions of Entry.Release and Indemnity

19. You acknowledge that horse riding, working with or being around horses can be dangerous. Horses can act in sudden and un-

predictable ways, especially if frightened or hurt. As a consequence, there is a real risk of damage to property, serious injury or even death. In consideration of acceptance of your entry and participation in the event you agree to release and forever discharge EA, EV, their servants and agents and the Organising Committee and each member thereof from all claims, proceed-ings or demands for any loss or damage howsoever arising from any accident or incident occurring at the event.

20. In consideration of acceptance of your entry and participation in the event, you agree to indemnify and keep indemnified EA,EV, their servants and agents and the Organising Committee and each member thereof against all claims, proceedings or de-mands brought by or on behalf of any participant or competitor named in your entry form for any loss or damage howsoeverarising from any accident or incident occurring at the event.

The event is to be run under EA rules insofar as they are applicable to this event. It is the entrants’ and competitors’ responsibility to ensure that they are eligible for the classes in which they enter and compete. We strongly recommend that all competitors obtain a copy of the relevant EA Rules through the EV website www.equestrianvic.com.au

It is the responsibility of all owners riders, handlers exhibitors and lessees to be familiar with and aware of the Social Media Policy and Equestrian Australia rules which govern this sport. For example: the constitution, by-law and policies consist of but are not limited to: Code of Conduct, Equine Anti-Doping and Medication Control Regulations and Member Protection Policy. Relevant EA rules, guidelines and policies are fully enforceable; Ignorance to them will not be accepted. See Link below: http://www.equestrian.org.au/policies

For the purpose of the rule interpretation the show will commence at 2pm Thursday 8th

February 2018. It is recommended thatcompetitors print a copy of their Entry form and bring this with them to the event, along with a copy of a valid height certificate, horses registration/s and membership card/s.

Entries Open: Monday 9th October 2017 1. Entries Close: Tuesday 2

nd January 2018 at 5 pm via an official paper entry form. NO LATE entries accepted. Incomplete or

incorrect entries will be returned.1. An administration fee of $20.00 is charged on all returned entries which are incomplete or incorrect and must be paid prior to

being processed.2. Exhibitors Fee: This fee of $20.00 will be charged and does not cover the $20.00 fee to be imposed for incorrect entries.3. Facility Fee Exhibitors will be required to pay a compulsory Facility fee of $16.00 per horse/pony entered, per day. This fee will

be passed onto the Werribee Park National Equestrian Centre.

4. Refund Policy: Entry fees will not be refunded after the close of entries. Scratching prior to the close of entries will incur a $20.00administration fee. No substituting after entries close

5. Registration of Horses: All horses/ponies competing in EA Classes must be EA registered at time of entry. Refer to EACH sections ‘Conditions of entry’ regarding horse registration. NOTE: Horse registration numbers MUST be shown on the entry form.

6. Insurance & Membership. The Equestrian Australia membership number must be shown on the entry form in the space provided.7. Level of Membership: Owners, riders, handlers and exhibitors for the 2018 Barastoc Horse of the Year – Equestrian Victoria Show

Horse & Rider State Title classes (Section One) must be an EV Financial member at time of entry as follow:

All Riders in State Title classes (Section one) must be Competitor Members of EV at time of entry.

All Owners of exhibits in State Title Classes must be Competitor, Participant or Supporter Members of EV at time of entry.

All Handlers in the Leading Rein Classes must be Senior Competitor or Senior Participant members of EV at time of entry.

All Riders in other events (Section Two – Open Led Classes, Owner Rider, Newcomers, Off the Track, and Peter Gahan Memorial Trophy) must be Competitor or Participant members of EV at time of entry.

All Owners of Exhibits in Section Two as above must be Competitor, Participant or Supporter Members of EV at time of entry.Please refer to Equestrian Victoria website under Rules, Regs and forms – National Membership Structure for clarification. This regulation is NOT applicable to Breed, Carriage Driving, Sport Horses or HRCAV classes.All Owners, riders or handlers must comply with the membership requirements.Interstate riders are not permitted to ride at the Equestrian Victoria Show Horse & Rider State Titles or in EA Australasian Show Horse &Rider Championship qualifying events.8. Event Operation Fee All competitors must pay the compulsory, non-refundable Event operation fee of $20 per exhibitor at the

time of entry. This fee encompasses compulsory medical services, infrastructures, security and event office administration during the event. This fee does not cover the additional $20.00 fee to be imposed for incorrect or incomplete entries.

9. Stabling. All enquiries can be made by visiting www.wpnec.com.au or by phoning Werribee Park on (03) 9741 7672. Additionalforms can be downloaded from WPNEC website or www.vic.equestrian.org.au Stables must not be on sold.

10. Medication Control of Horses will take place in accordance with the Equestrian Australia Equine Anti-Doping and ControlledMedication Regulation (1

st edition, effective 5 April 2010 and updates). Compulsory medication control fee of $10 per horse

and/or rider class is applicable.11. Rules: It is the responsibility of all owners, riders, exhibitors and lessees to be familiar with and aware of all Equestrian Australia

rules which govern this sport. For example; the constitution, by-laws and policies consist of, but are not limited to: Codes ofConduct, Equine Anti-Doping and Medication Control Regulations. Please refer to the Member Protection Policy, link listed below:http://www.equestrian.org.au/policies. Please also refer to Media and Social Policies.

12. Measuring: Horses and Ponies not holding a current EV/EA Measurement Certificate must present for measuring prior tocompetition at times designated by the committee – these dates will be communicated prior to the competition. Heightcertificates must be produced upon check in.

In the event of a height variation, an exhibit will be transferred to the correct height class in the section the exhibit

was originally entered. 13. Exhibit Numbers: Exhibit numbers will be supplied by the Organising Committee with the exception of Breed, HRCAV, PCAV,

Standardbreds, Carriage Driving and Sport Horses. Exhibitors will be required to collect their Exhibit Numbers from the EventOffice on arrival. For classes in this schedule no exhibitor numbers will be distributed without a current height certificate being sighted. Exhibitors will be issued with their paid copy of the Program, when collecting Exhibit numbers.

14. Handler’s Attire: Horses may be held in the Ring centre during judging; however handlers must be correctly dressed. Handlers wearing shorts and thongs, or tracksuits will not be permitted into the ring.

15. Whips: The maximum length for whips is 75cm including flaps, excluding exercise.16. Bits: Must comply with current EA National Show Horse Rules 2018.Costume: When riding ponies 14 hands & under, riders must wear jodhpurs and short boots. Riders in Rider Classes under 18 must

wear short boots.

17. Newcomers: Definition

A horse that has not competed under saddle (with the exception of Racing) in any State/Territory prior to a date determined by each State/Territory in which the horse resides and is registered. A Pony that has only competed in Leading Rein or Miniature Turnouts and has not competed off the lead is eligible to be considered a Newcomer. A horse that has competed in breed classes under saddle is not eligible to be considered a Newcomer. a) The horse must be registered with the EA at the time of close of entries.b) The horse must have a current EA Height Certificate.c) The horse must be shown in a snaffle bridle.d) The horse may compete in the relevant State HOTY event as its first competition.e) The horse may compete in the Open section at the HOTY subject to State/Territory qualifying rules where applicable.f) All interstate horses must be registered and/or transferred 3 months and 1 day immediately preceding the date of the State Horse ofthe Year event.Stallions are not eligible to compete.18. EA Australasian Show Horse & Rider Championships 2018. Winners and runners up in Classes 1-36 inclusive will be expected

to represent Victoria at the 2018 EA Australasian Show Horse & Rider Championships. Third place getters will be invited tocompete if a position becomes available.

19. Class Restrictions: Horses are to be shown as either Show Hack or Show Hunter20. Workouts: Set workouts will be advised for all State Title Classes, these shall be published on the website following close of

entries. Owner Rider workouts will be given by the Judge on the day.21. Prizes: All prizes must be collected on the day, if not you therefore forfeit your prize.22. Qualifications: Horses entered in Section 1 Classes 1 – 36 inclusive require qualifications, qualifying period 14

th December 2016

until 31st

December 2017. (Rider classes, Owner Rider and Led Classes do not require a qualification).

1 x Championship OR 2 x Reserve Champion Awards, OR 3 x Open wins in relevant class at any affiliated EV accredited show/and OR Agricultural Show; in open or show hunter sections.

Champions and Runners Up from the 2017 Barastoc/EV State Titles show automatically qualify for the section in which theywere successful for the 2018 Barastoc/EV State Title Show.

Performances will be randomly cross referenced and verified with EV and VAS show results/records.

QUALIFICATIONS MUST BE LISTED IN THE PERFORMANCE SECTION OF THE ENTRY FORM. ENTRIES WILL BE DEEMED INVALIDIF NOT LISTED IN THE AREA PROVIDED AND WILL NOT BE ACCEPTED.

23. CANCELLATION POLICY: If cancellation is required due to existing or predicted severe and dangerous conditions such as Code Red Fire Warnings / Flood or Travel Warnings / Disease Outbreaks a message will be available on 03 9013 0707.

24. Age of Horses: The minimum age of a horse competing in Saddle Sections is three (3) years of age, the minimum age of a horse competing in Led Sections is two (2) years of age.

25. Judges: Judges for Equestrian Victoria Show Horse & Rider State Title classes are randomly selected by the National Office of Equestrian Australia, from the current EA Show Horse Judges List. The Committee has the right to change the judging allocation where necessary.

John Mullenger (VIC) 26. Eligibility for Classes: The onus is on the owner/s, / exhibitor/s, competitor/s, to ensure the horse and they are eligible to

compete under any of the Judges concerned. NO JUDGE WILL STAND ASIDE FOR THE JUDGING OF ANY CLASS.27. Protests: All protests must be lodged in person to the ground jury chair or their delegate in hand writing, signed and dated with a

$250 deposit. Please refer to the EA National Show Horse Rules and EA National Guidelines for more information. For protests please refer to Rule 1.5 Protests Pertaining to the Application of Competition Rules & Conditions of Entry in the EA National ShowHorse Rules effective 1 January 2018.

RULES AND REGULATIONS FOR SECTION ONE CLASSES State Horse of the Year and Rider Championships These rules are to be adhered to by the State Organising Committees in the conduct of State Horse of the Year and Rider Championships and only refer to those classes that qualify horses/riders for the Australasian Show Horse and Rider Champi-onships. All State Committees that do not adhere to these rules may render all riders and horses ineligible for competing at that year’s Australasian Horse and Rider Championships at the discretion of the NSHC. In the event that a competitor has more than one horse in a class, the rider will be permitted to ride multiple horses, however if at the request of the judges or organising committee that a "go around" is required for all classes then another rider will need to be elected. The nominated rider must adhere to the age restrictions of the class. 5.1 The State HOTY event is to be conducted under these Rules and the provisions set out below. 5.2 All owner and lessees listed on current registration papers must hold a current EA membership at the time of entry. Refer to the EA General Regulations Article 100 5.3 Horses can only be entered at State HOTY by a current member of EA in the State in which the event is being held 5.4 Show Horse, Show Hunter and Leading Rein Classes - All horses must have a current EA Height Certificate. Refer to the EA Measur-ing Rules. 5.4.1 A horse that has a protest lodged against it is ineligible to compete at an EA State Horse of the Year Show until re-measuring has occurred. 5.4.2 A horse that has a protest lodged against it and is re-measured, must compete in accordance with the National Show Horse Rules 1.14 5.4.3 An EA qualified measurer will be in attendance at all State Horse of the Year Shows for re-measuring purposes 5.4.4 For all EA State Show Horse Championships all protests must be lodged at least four hours before the advertised time of the start of the Event (not the class). 5.5 Rider of the Year classes – Riders may only compete in the class for which they are eligible Age is as of 1st January in the year of the National Championships Show Horse, Show Hunter, Childs/Junior Rider of the Year classes, with exception of Leading Rein (see definition). 5.6 All competitors must be full current EA Competitive members and leading rein handlers must be current Participant or Competitive members of EA in the State in which the event is being held: 5.6.1 For Childs classes the rider must be aged between 5 years and under 18 years as of 1st January in the year of the National Cham-pionships 5.6.2 For Lead Rein Riders turning 5 years are eligible to compete the day they turn 5 years old.. 5.7 Show Horse, Show Hunter, Childs/ Junior, Leading Rein Classes and Rider Classes Horses/Ponies must be: 5.7.1 currently financial EA registered at the time of entry (as per rule 4.2) 5.7.2 3 years of age or over at 1 August. 5.7.3 Resident in the State (including where appropriate within a 100 km radius of a border) for a total period of 3 months immediately preceding the date of that State’s Horse of the Year event. Northern Territory to be exempt from 3 month residency rule. 5.7.4 For Newcomer Classes, if the horse has not competed under saddle (with the Equestrian Australia National Show Horse Rules exception of horse racing) in any state and is registered and eligible/qualified in the state in which it is to compete by closing date of entries it shall be eligible to compete in that respective state’s HOTY. 5.8 State HOTY cont. 5.8.1 Show Horse, Show Hunter, Childs/ Junior and Leading Rein - If a horse has competed in a qualifying class at an EA HOTY in the current year in another State it is not eligible to compete in another EA HOTY in the same calendar year. 5.8.2 Rider Classes - If a rider has competed in an EA HOTY in the current year in a qualifying class in another State they are not eligible to compete in another EA HOTY in the same calendar year. 5.8.3 Show Hunters – if a horse/pony is entered as a Show Hunter at a State HOTY, it will be precluded from entering the State Horse of the Year as a Show Horse and vice versa. 5.8.4 Should a horse that has competed at the Australasian Show Horse and Rider Championships wish to compete at a State Horse of the Year in the following calendar year, where the State’s Horse of the Year is held within 3 months of the Australasian Show Horse and Rider Championships an amnesty may occur in regards to this rule. at the completion of the 2017 Australasian Show Horse and Rider Championships. 5.8.5 All Changes of ownership and relevant paperwork must be completed by the EA Branch within 7 business days immediately following the completion of the Australasian Show Horse and Rider Championships. 5.9 International HOY Show Horse, Show Hunter, Child’s/Junior and Leading Rein – if a horse has competed in an international qualify-ing class at a HOY event in the current year it is not eligible to compete in State EA HOTY in the same calendar year 5.10 To judge State Horse of The Year; Judges must have a minimum of two years’ experience on a State or National list. 5.10.1 A maximum of two judges from any one state are permitted. 5.10.2 Judges will be randomly selected by State EA Office by the EO unless a conflict exists. Should a conflict exist, the EA National Office will randomly select Judges. 5.10.3 Selected Judges will need to be sent a Judging Form from EA to complete and will be asked, in particular, to provide details of:
