BSA Expands Programs to Welcome Girls As I shared with you in my column in

the June/July issue of Adventures in Scouting, last May during the BSA National Annual Meeting, a discussion was held on the potential inclusion of girls to participate in all Scouting programs.

By now, you most likely have heard about the BSA’s announcement welcoming girls to experience the values-based, life-changing moments offered in all of Scouting’s programs. On October 11, the National Council of the Boy Scouts of America’s Board of Directors unanimously approved to offer the Scouting program to the full family and welcome girls into its Cub Scout program as well as deliver a Scouting program for older girls.

So, what exactly does this mean for our local Scouting programs and what do our packs need to know? Starting in the fall of 2018, families can choose to sign up their sons and daughters for Cub Scouts. Existing packs may choose to establish a new girl pack, establish a pack that consists of girl dens and boy dens or remain an all-boy pack. Cub Scout dens will be single-gender—that means either all boys or all girls. Using the same curriculum as the Boy Scout program, the BSA also will deliver a program for older girls, which will be announced in 2018 and projected to be available in 2019. This approach allows our organization to maintain the integrity of the single gender model all while also meeting the needs of today’s families.

The needs of today’s families will always be at the core of the BSA’s mission, to improve the lives of young people. Families today are seeking opportunities to meet the

developmental needs of both girls and boys. This decision will allow the Heart of America

Council to serve more youth in the Kansas City Metro area and help us deliver the character

development and values-based leadership programs that Scouting provides to prepare young

people for future success.

During the next year before the implementation of this program addition, we will be engaging our volunteers to ensure the support and programs are in place for a quality experience for all our Scouts and leaders.

Thank you for your continued support of Scouting and your work to improve the lives of young people in eastern Kansas and western Missouri.

Ride KC Scout Bus Travels Acoss MetroYou may of first saw the new Ride KC “Scout Bus” at the Scouting 500, but

now you can look for it on the streets of Kansas City. Initiated by Kansas City Area Transportation Authority CEO and Eagle Scout, Robbie Makinen, the Scout-inspired bus will picking-up riders across the metro for the next 2-3 years. Special thanks to KCATA and Ride KC for transporting our Scouts and leaders at the Scout-ing 500 and for donating the bus wrap which will help us share the Scouting story across Kansas City for years to come.

Partners in PeaceCouncil Recognized with Diversity AwardThe Heart of America Council was honored earlier this year with the 2017 Diversity Award from the Crescent Peace Society for interfaith impact in our communities. The council was recognized because of events like our 10 Com-mandments Trek which teaches Scouts about different religions and cultures. Accepting the award was Council Relationships Committee Member, Tom Lanio, and Council President, Zack Shafran.

Haunted Trails is a Halloween themed event for all Cub Scouts and their families. Travel the Haunted Trails of Camp Naish on Saturday, October 28. Cost is $8 per person

Reaching the SummitCouncil Venturer Honored at Sporting Kansas City Scout NightOur council’s first ever Venturing Summit Award recipi-ent, Robyn Bryson, was honored on the field at September’s Sporting Kansas City Scout Night. Robyn was recognized in front of a sold out crowd and more than 500 Scouts for her efforts in the community as a Blue KC Sporting Samaritan.

Kansas Scouts Learn True Meaning of “Be Prepared” Save Scout Leader During High Adventure Trip

It was day four, just past the midpoint; but this high adventure trip to the Boundary Waters was just get-

ting started and this evening would test a Kansas troop’s strength and ability. The group of nine Scouts and lead-ers from Troop 487 in Olathe, KS had just left Thomas Lake in Minnesota for the day and were setting up camp. The weather was growing cold and the thick air blew through camp coating everything in a soft mist. Soon a voice called out to one of the troop’s leaders, “Mr. Keller, we need the first aid kit.” Mr. Keller didn’t think anything of it, after all, needing the first aid kit usually meant someone needed a band aid or the bug bite relief ointment. More frantically the Scouts called out again, “Mr. Keller, we need the first aid kit NOW!”. Mr. Keller looked up and saw another adult leader on the ground, on the rocky point at the front of their campsite, his ankle bent inwards 45 degrees.

Just then the Scouts sprang into action. They treated him for shock and administered pain medication. The

Scouts then cut down two trees and constructed a stretcher to transport the leader. The group did what they could with the limited resources offered by the small first aid kit. They had rented a satellite phone at the beginning of the trip and were able to call 911 and provide paramedics their exact location. However, the dispatcher informed them that due to the weather, they were unable to send anyone to their location until morning.

The Scouts decided they would have to prepare their leader for the long sleepless night he had ahead of him. Once he was ready, they used the stretcher they made and carried him off the rock face about 4-5 feet down and into his tent where he remained until the next day.

In the morning, the Scouts made a signal fire and using a brightly colored shirt, flagged down the rescue plane. The leader was flown to Ely, Minnesota and later to Duluth where doctors performed surgery and inserted two metal rods through his heel.

Despite near tragedy, the group was eventually able to finish their high adventure excursion without incident and learned the true meaning of “Be Prepared” in the process. The Scouts’ quick thinking also caught the attention of local media. The group was featured locally in stories on Fox 4 and KCTV-5.

Wow, what a weekend back on the track! The second ever Scouting 500

welcomed 11,695 participants, 947 staff, and 848 volunteers to Kansas Speedway September 22-24. That’s nearly 13,500 Scouters—which makes this year’s Scouting 500 the 2nd largest Scouting event in the country right behind the National Jamboree! The racing-themed weekend camping festival included something for everyone with more than 150 different activities across 15 Pit Stops. Scouts and their families could try their hand at everything from zip lines to S.T.E.M. to SCUBA diving. Capping off the event was a main event dinner show that featured a private 16-lap mock NASCAR race

by the Richard Petty Driving Experience, live music, prize giveaways, and a flyover courtesy of the BeechNutz. The Scouting 500 also included special appearances by Kansas Lt. Governor Jeff Colyer, Krystian Fish—Miss Kansas 2017, a special Fox 4 & Science City Showcase and a live interview with the International Space Station.

Special thanks to everyone who attended and our event sponsors for an amazing weekend. It was truly an unforgettable experience for thousands of Scouts. We’ll be back on the track for the next Scouting 500 in 3-4 years. Be on the lookout for the official announcement in 2018!

Scouting Honors Labor Union Members

2017 George Meany Award Dinner On August 24, more than 160 union members, community leaders and Scouters gathered for the 5th annual George Meany Award Din-ner at Argosy Casino Hotel. Named for the AFL-CIO’s first president, the George Meany Award recognizes union members who have made a significant contribution to the youth of their communities by volunteering in the programs of the BSA.

The Greater Kansas City, Missouri Labor Council AFL-CIO presented the George Meany Award to Charles B. “Chuck” Tarpley, Plumbers and Gasfitters Local 8. Chuck has been involved with Scouting for more than fifteen years. Chuck has shared his leadership talents over the years as a District Committee Member, Unit Committee Member, Assistant Cubmaster, Merit Badge Counselor and Webelos Den Leader for Pack 4042 and Troop 1041 chartered by Oakwood Baptist Church in Lee’s Summit, MO. Chuck joined Plumbers Local 8 in 1987 and has held various leadership positions including presently serving as Business Manager/Financial Secretary.

The Tri-County Labor Council of Eastern Kansas presented the George Meany Award to Jason Ferguson, Sheetmetal Workers Local 2. Jason joined Scouting as an adult when his sons joined Cub Scouts in 2008. He served as a Tiger Den Leader, Assistant Den Leader, and Webelos Leader for Pack 3651 and currently serves Troop 93 as a Committee Member and Merit Badge Counselor. Jason is active at Camp Naish, using his skills as a member of Sheet Metal Workers Local 2 when needed. Jason joined the apprenticeship program in 2000. He has held various leadership positions in the union including: Trustee, Executive Board Member, Recording Secretary, President, and currently serves as the Apprentice Coordinator.

The evening also included the presentation of the council’s Community Labor Partner Awards. Awards were presented to the Lincoln Electric Company for their support of the council’s Scouting 500 and the Welding Merit Badge Program. The Community Labor Partner Award was also presented to Burns & McDonnell. For many years, Burns & McDonnell has supported the Heart of America Council with not only financial support, but also donation of time and talent to many projects at the H. Roe Bartle and Theodore Naish Scout Reservations.

A special presentation of the BSA’s North Star Award was also made to Patrick “Duke” Dujakovich, President of the Greater Kansas City Labor Council AFL-CIO and member of International Association of Firefighters Local 42, for his support and promotion of Scouting through the George Meany Dinner.

The featured guest Speaker was Eagle Scout Robbie Makinen, Presi-dent and CEO of the Kansas City Area Transportation Authority.

Camp Staff Scholarships Surpass $160,000Another summer and another record-setting year for the council’s Camp Staff College Scholarship program. In 2017, camp staff members from Rotary Camp and the Theodore Naish and H. Roe Bartle Scout Reservations re-ceived a staggering 114 college scholarships valued at more than $160,000.

The Camp Staff College Scholarship program was created 18 years ago as a way to encourage college-age camp staff to return to camp. The program continues to grow each year and ensures the best camping experience pos-sible for all campers. The program is funded through annual donations and endowments that have been earmarked for scholarships.

Roe Bartle Scout Reservations takes place in November. Please mark your calendar with the appropriate dates. Scoutmasters and Committee Chair-men received a letter with detailed draw information in September.

A troop representative must be present to place their ticket in the draw and be prepared to pay the required deposit of $50.00 per Scout and full-time leader. Troops will be placed in camp, session and campsite in the order of the draw, as space is available.

The payment schedule will continue to be the same as past years; a $50.00 de-posit is due with each reservation for Scouts and full-time leaders at the draw. The payment for ½ of the balance is due by Wednesday, February 14, 2018 and final payment is due by Wednesday, April 18, 2018 with names of all campers. BSA membership fee to change beginning Dec. 1, 2017

Effective Dec. 1, 2017, the Boy Scouts of America membership fee will be $33 a year for all regis-

tered youth and adult members. Scouting remains an incredible value. Where else but in Scouting can young people acquire hands-on leadership skills, become more comfortable in nature, and learn to make ethical and moral decisions throughout their lives? Not bad for just $2.75 a month.

As with every major decision affecting the BSA, this decision was made in concert with the volunteer-led national executive board of the BSA. This change will affect Cub Scout packs, Boy Scout troops, Venturing crews, Sea Scout ships, and Exploring posts/clubs. However, it will not apply to LDS-sponsored units, nor to those units with council-paid memberships.

All November and December 2017 charters will renew at this new rate. November is included because November charter renewal actually spans from Dec. 1, 2017 to Nov. 30, 2018.

What your BSA membership fee coversSo what are you getting for that $33 a year?

In short, your membership fee pays for the operation of the BSA National Service Center, which supports approximately 270 local councils that administer the Scouting program.

The National Service Center develops program en-hancements, covers liability insurance costs and much more. For adult leaders, the fee also pays for the com-munications resources that keep Scouters informed. That includes online resources, like this blog, and printed publications, like Scouting magazine.

Additionally, the National Service Center:

• Provides training to local council volunteers and staff• Maintains a national training center at Philmont

Scout Ranch• Develops and maintains four year-round national

high-adventure bases and executes national events (jamborees, National Eagle Scout Association and Order of the Arrow conferences, and National Council meetings)

• Continues our leadership role in protecting our youth by providing Youth Protection resources, training, and criminal background checks for all registered volunteers and staff

• Provides local councils with program as well as tools for camp and office planning and evaluation, extensive financial counseling, planned giving and fundraising information, and professional person-nel support

• Coordinates a communications network through printed literature (handbooks, merit badge pam-phlets, brochures, training materials, and profes-sional development training)

• Makes available uniforms, equipment and pro-gram supplies

• Maintains and develops new relationships with chartered organizations that use the Scouting program (religious institutions, civic organizations, labor unions, professional organizations, business and industry)

• Serves in a leadership role with Scouting associa-tions in other countries as a member of the World Scout Conference

• Sets and maintains program standards (e.g., advance-ment, health and safety, etc.) to ensure consistency of the brand throughout councils across the country

How BSA’s fee compares to other youth-serving organizationsScouters know that the $33 fee doesn’t cover it all. There are also costs related to uniforms, personal equipment, and the activities of individual members like outings and field trips, camporees or summer camp. Even when you add all that up, membership in the BSA costs less than other youth-serving organizations.

Each of the activities below offers a great experience for young people. In fact, research has shown that youth who participate in both Scouting and sports do really well in life.

Kansas City Area Examples:

• Blue Valley Youth Basketball, $154, second- through seventh-graders, four-month season.

• Kansas City Youth Orchestra, $596 and must buy their own instruments.

• Blue Springs Youth Football, $195 a year, 3rd through seventh grade, does not include equipment.

Scout Executive for the Kaw Council. The thirty-eight year old Scouter was the deputy Region Nine Executive in Texas. He had gone from being a Tenderfoot Scout in St. Joseph, Missouri in 1926 to a job in professional Scouting in Kansas City, Mis-souri in 1931. He had been Director of Camping and Activities as well as Camp Director at Camp Osceola under Scout Executive H. Roe Bartle. He had since served as Executive of the Concho Val-ley Council in San Angelo, Texas. Baldwin had been a favorite of H. Roe Bartle from the day Bartle ar-rived in St. Joseph, Missouri in the early 1920’s. From the time he baby-sat for Bartle’s infant daughter or started an Alpha Phi Omega service fraternity at Kansas State University, Don Baldwin caught the attention of Bartle. When he graduated from Kansas State University with an architecture degree, Baldwin realized that his poor eyesight might hamper him in his chosen profession. Bartle signed him on to the professional staff of the Kansas City Council and he immediately became one of the leaders at Camp Osceola. Baldwin was nicknamed “Skipper” at Camp Osceola. Don was very youthful and Bartle wanted him to grow a mustache to look older. “Bartle did not want the Scouts to call me Don and I did not want to be called Mr. Baldwin,” he recalled over 60 years later. “At dinner, the first night the Chief announced that I was a naval officer and I should be addressed as the Skipper.” It was a shock for Don to learn of his naval career! Baldwin also remembered “the camp staff at Osceola in those days was the finest staff in every respect that I have seen in all my years of Scouting!” He duplicated his feat at Osceola by building a similar staff at Camp Naish after World War II. Baldwin drove much of the improvement at camp over the next thirty years. 40th Annual Blue Elk Day CampThe 40th annual Blue Elk District Day Camp was held July 10-15 at the American Legion Farm in Blue Springs. Day Camp 2017 wel-comed a total of 522 Cub Scouts and leaders. The Scouts participated in many different activity areas staffed by district leaders. This year’s “CubCraft” themed Day Camp fea-tured arts and crafts, games, obstacle courses, shooting sports, a zip line, and flag etiquette. Even though the week was one of the hottest of the summer, the general consensus of the Blue Elk Day Camp participants was over-whelmingly positive.

Pack 3250 Takes Center Stage at Old Setter’s Day ParadeThe Johnson Country Old Settlers Day took place September 7-9. Several Scout units from the Iron Horse District participated in the event by having a food booth and participating in the parade. We are very excited for two of our Cub Scout Packs

that placed in the Youth Float Division of the parade. In 2nd Place was Pack 3387, and 1st Place was Pack 3250 with their Super Hero themed float.

Pack 3250 had previously marched and handed out candy in the parade for years. This year they decided to build

a float as part of their summer activity and give the Scouts memories of building floats like many of their parents did. 17 Scouts, their parents and siblings helped cre-ate all the elements of the float, with the boys coming up with most of the ideas, and doing most of the work. For their efforts, they were awarded 1st place!

Re-Charter is around the cornerAs we enter the winter months, our favorite pas-time rounds the corner. Re-Charter will kick-off in November with a training put on by the one and only Terri O’Neal, Head Registrar for the council. This training will be held on November 4 at Univer-sity of Scouting (Metropolitan Community College Business & Technology Campus, 1775 Universal Ave Kansas City, MO). If you cannot make it to University of Scouting, we encourage you to come to Roundtable on November 7 to enjoy that same training at Blue Ridge Presbyterian Church. This training is put on to help all Scout leaders understand any updates that may be included in the Re-Charter process this year. We will also have laptops set up at Roundtable so that you can sit down and work on some of your Re-Charter right away. Hopefully we can help make this a smooth process.

Charter Renewal Training will be provided at the November Roundtable on Thursday, November 2 at 7:00 pm at Bonner Springs Methodist Church. We need your help to have another successful recharter. Lone Bear Fall Camporee Day Event

▶ October 21 Strother Freetrappers Black Powder Club Holden, MO

Join us for the Mountain Man Rendezvous Day Camporee in October. Cost is $5 per person and includes beads, special Rendezvous patch, insurance, and program materials. A number of games will be available including a Strother’s club special “woods walk”, where teams of Scouts will compete in a multi-station Scout skills and shooting competition. Our annual fall Mic-O-Say and OA elevations recognition will be held at the district campfire on Saturday night. Tribesmen are requested to wear Tribal attire. Priday to Receive Silver Beaver AwardMormon Trail District Chairman, Bruce Priday, will receive the Silver Beaver Award, the highest award a council may bestow to a volunteer. Bruce has served as the Mormon Trial District Chairman the past two years. He was also the LDS-BSA Chairman for 9 years and served as the Lenexa Stake President during that time.

Bruce is an Eagle Scout. He will be honored with the entire 2017 Silver Beaver Award Class on January 31, 2018 at the Heart of America Council Annual Recognition Banquet at the Overland Park Convention Center. Reservations are available at www.hoac-bsa.org.

School Night a Success Across the DistrictOn August 23, the Northern Lights’ School Night for Scouting campaign took place at fifteen elementary schools in Platte County. Across the district, more than 140 potential Scouts and their parents attended to learn about Scouting, and to join the adventure. That night, the district gained 115 new Scouts. Bill Self Golf ClassicOn Monday, August 28, the Pelathe District held the annual Bill Self Golf Classic at Lawrence Country Club. 111 players and 28 teams helped raise more than $30,000 for Scouting in the Pelathe District. Webelos Meet the Troop NightThank you to all of the Webelos and troops that participated in our Webelos Meet the Troop Night in September! We had a number of Webelos get the opportunity to see what it’s like to be in Boy Scouts and meet their future troop. A special thank you to John Peter for all of his hard work to make this event a huge success!

School Night for Scouting Shawnee Trails had another great year of recruitment! We had almost 400 boys join Cub Scouts and we are receiving more applications every day! Some packs are continuing to recruit and we encourage all packs, parents, and Scouts to tell their friends and family all about the fun they have in Scouting!

During School Nights, we had the exciting opportunity to start a new Pack! Shawa-noe Elementary will now be home to Pack 3248! We are thrilled to have these new families be a part of our Shawnee Trails team.

School Night in Blue ValleyThe Blue Valley School Night was a huge success! We recruited 145 new Cub Scouts at 19 schools in one night! We coordinated with 19 of our 21 schools to host a school night on August 30th and wel-comed new boys to each pack! We were even able to start a new Cub Scout Pack at Blue Valley’s newest elementary school, Wolf Springs, and we can’t wait to share Cub Scouts with these new families! We couldn’t have done it without our School Night Chair, Kathi Cook, who coordinated with 19 presenters and all the packs! Since our School Night, we’ve signed up another 15 Cub Scouts and more are coming in! We’re set up for a great fall in the Soaring Eagle District!

Ready to Recruit!Fall is upon us and recruitment is in full swing. Twin Rivers is currently about 40 kids away from reaching growth for the year in Cub Scouts. All of our school nights went well and we are doing follow up recruitments with packs. A big thank you goes out to each one of our volunteers. From our Membership Chair to our Cubmas-ters, thank you for helping get 110 kids signed up and excited about Scouting.

We are also out and about selling Trails End Popcorn. This is a great way for your Scouts to earn their own way in Scouting and a great way for families and communities to support Scouting. Don’t forget that the online sales go all year round and are a great way to sell to family all over the country.
