The Thai society has been plagued with alcohol-related problems. The burden of alcohol consumption in terms of, inter alia, health, social coexistence and economic wellbeing, is not shouldered only by the drinkers but also the rest of the population. In 2006, an attempt to monetarily quantify the (macro-level) social cost of alcohol consumption was made and the estimated value stood at 150,677 million THB or equivalently 2% of GDP that year.

Alcohol-related problems are likely to persist into the future. While it is true that the trend of alcohol consumption is slightly declining at the national level, most drinkers still continue to drink and some have turned into constant drinkers. Worryingly, youths aged 15 – 19 have also become drinkers at an increasing rate.

The Center for Alcohol Studies (CAS) under the Faculty of Economics, Chulalongkorn University, funded by the Thai Health Promotion Foundation, is an organization with the main purpose of producing alcohol-related knowledge. CAS

has multiple functions: to support alcohol-related research; to manage alcohol-related knowledge; and to build a platform for collaboration with and to strengthen the network of academics interested in alcohol problem prevention domestically and internationally. In performing these functions, CAS aims to provide policy innovations that can control the supply side of the alcohol market and to influence (and therefore reduce) drinking behaviors on the demand side through public education and persuasion strategies in the form of public campaigns.

To commemorate the tenth anniversary of the alcohol policy movement in Thailand, CAS has joined forces with several partners in organizing the Eighth National Alcohol Conference under the theme: “A Decade of Alcohol Policy Movement: Alleviating Alcohol-Related Problems in the Thai Society”. The Conference provides a venue at which advocacy efforts and experiences from the past decade are illustrated and solutions to protect youth from alcohol as a policy agenda in the future are discussed.

A Decade of Alcohol Policy Advocacy in Thailand

Established in 2001, the Thai Health Promotion Foundation has set the alleviation of alcohol-related problems as one of its main missions. The strategy of “the Triangle that Moves the Mountain”, the terminology coined by Professor Emeritus Prawes Wasi, has been the cornerstone of most, if not all, movements on social issues in Thailand, including alcohol. The concept stipulates that, to push social policies forward, coordinated efforts from the three angles of the Triangle, namely knowledge creation, political involvement and social movement, are required.

With regard to the alcohol policy movement in Thailand, the Thai Health Promotion Foundation coordinates among four main organizations that make up the Triangle. The knowledge creation angle is represented by two organizations. The first organization is the Center for Alcohol Studies (CAS). Established in 2004, the main purpose of CAS is to support the production of alcohol-related knowledge in the Thai society. The other organization is Integrated Management for Alcohol Intervention Program (I-MAP), which came into being 4 years later in 2008 and serves as a knowledge organization on matters related to alcohol addiction treatment.

Founded in 2008, the Office of Alcohol Control Committee is placed at the political involvement angle of the Triangle. The organization mainly supports the

implementation of the Alcoholic Beverages Control Act BE 2551 at all levels, ranging from the national level, the provincial level to the district level.

The social movement angle is represented by StopDrink Network (SDN). Formally established in 2004, the organization has been bridging the gap between communities and the other organizations under the Thai Health Promotion Foundation. Its functions involve issuing campaigns to promote alcohol abstinence, educating the public on alcohol problems as well as promoting awareness of ulterior motives of the industry’s “CSR” activities, to name a few.

This year, 2014, marks a decade of existence of two organizations in the Triangle: CAS and SDN. It also celebrates half a decade of the Office of Alcohol Control Committee and I-MAP. Under the overarching theme of “A Decade of Alcohol Policy Advocacy in Thailand”, a series of five books is published, four of which document successes and struggles from ten years in the alcohol policy movement from the perspective of each of the four organizations. The remaining book wraps up lessons from the past, evaluates the present position as to the extent to which alcohol-related problems have been alleviated and addresses how the Triangle can be further empowered in the future.
