• Strengthen training-market link• Teach transferable skills• Facilitate school-to-work transition

Facilitate development of a shared research agenda on learning

2. Convening Global Learning Metrics Task Force

Debate and consensus building around measuring learning

3. Improving collaboration

Informal group of public and private donors taking collective action to advance learning

• Heads of Governments

• Advocacy Organizations

• Global Business Coalition for Education
