In 2001, Village Panchayat election was held in 99 Village Panchayat44
in
that President election 43 village Panchayat President post was occupied by women.
This was their greatest achievement. Total seats reserved for women was 38.
Among them 36 village Panchayat president post was for women and 2 seats was for
scheduled caste women reservation45

MUNICIPAL PROFILE
Municipality means an institution of self government constituted under
section 12, with the Article 243Q of the Constitution of India and include a
Municipal Corporation, a Municipal Council and a Nagar Panchayat. It is created
under any law at the time to act as an agency of administration and local self
government. The Municipal area means territorial area notified by a government.
According to the Act in 1920, the works and rules were expanded in
Municipalities. In 1930 Act, it gave place to Minorities. In 1933, they appointed
rulers for every Municipalities. 1957 and 1973 Acts expanded the Municipality
works greatly. In 1992, 74th
Amendment is the reason for the development of
Municipalities. Due to that system in 1994 Tamil Nadu District Municipality Act
was passed. Nagerpaliya was divided into Town Panchayat, Municipality, and these
were also divided into Wards, Councilors, Presidents, were directly elected by
people. Municipality, Town Panchayat Vice President were appointed by indirect
elections. There was totally 152 Municipalities in Tamil Nadu. Among them four
Municipalities were in Kanyakumari District. They are, Nagercoil Municipality,
Kuzhithurai Municipality, Cholachel Municipality and Padmanamapuram
Municipality.
There are 4 Municipalities in Kanyakumari and 117 Municipal Councilors
and among them their was 22 seats reserved for SC women and 44 seats were
reserved for SCs in general. 37 seats were reserved for women in general category

and 74 seats were reserved for general category. There are 4 Municipal Chairperson
and 2 seats are reserved for women in general category and 2 seats were reserved for
general category.
Nagercoil Municipality
Nagercoil Municipality was formed in 1920 and upgraded to special grade in
1998. As per the government order of the Municipal administration and water
supply Department, the area of the Municipality was 24.247sq.km2. According to
2001 census it had a population of 2,08,149. 5 women contested for this Chairman
Post. Among them Jamila James was selected as the Chairman. Nagercoil
Municipality was divided into 51 electoral wards. In 1996, their was an election for
chairman and in this election Chairman Post was allotted for women. 16 wards
were reserved for women.
Kuzhithurai Municipaity
Kuzhithurai is a Municipality in Kanyakumari District. The area of the
Municipality is two square miles. The town is situated on the Thiruvananthapuram-
Kanyakumari Highway. Pacode is situated in the north –east and Nalloor in the
South-East. Tamiraparani river flows through the town. Kuzhithurai Municipality
was upgraded to 11 grade Municipality on 22.05.1998. It was constituted on
1.10.1920 as a third grade Municipality. According to 2001 census it had a
population of 52001. The Municipality consists of 21 wards.

Padmanabapuram Municipality
Padmanabapuram become a third grade Municipality in 01.10.1920. It was
again upgraded into second grade Municipality on 22.05.1998. It is at a distance of
50 km northeast of Nagercoil. The Padmanabapuram Municipality comprises of part
of Thuckalay and part of Kalkulam revenue village in Kallkulam taluk. The area of
the town is 6.47 sq. kilometer. The population on the municipality town as per 2001
census was 20551. On which total number of male were 9963 and total number of
female were 10588. This Munipality consists of 21 wards. 21 elected councilors
comprises of two men and 14 gents of which 1 Sc women and 6 women general.
Colachel Municipality
Colachel is a historical place. The importance of Colachel is due to the
existence of a Port on the west coast of Tamil Nadu in the Arabian Sea from
historical times, which is remarkable for the natural harbour facilities it possesses
Colachel Municipality. Colachel Municipality was constituted on 01.10.1920. It was
upgraded into first grade Municipality on 02.12.2008. The area of the Municipality
was 5.18 sq.km. The population as per 1991 census was 24305 and in 2001 census
population was 23535. In Colachel Municipality, no women candidates were
selected for Municipality Chairman Post for four times, from 1996 to 2011. There
are 24 wards and among them 8 seats were reserved for women.

73rd. CONSTITUTIONAL AMENDMENT
In order to improve the participation of the rural people in the process of
their development and involvement in decision making and decentralized planning,
directly affecting their life, the Government of India has provided constitutional
status of Village Panchayat under the Constitution 73rd
. Amendment Act 1992. The
amendment envisages to achieve grassroots democracy by making Panchayat Raj
System an instrument of local government and community development. It has
granted the Panchayat Raj Institutions, a Constitutional status and some short of
uniformity in them by making a three tier system as a permanent feature. It can be
said that India is on the threshold of a holistic transition of the political power to
grassroots with all the status completing the process of enacting fresh legislation to
strengthen the Panchayat Raj Institution on 23rd
April, 1994, the day Panchayats
became the part of the Constitution of India.

RESERVATION
Seats are reserved for the Scheduled Castes and Scheduled Tribes in every
Panchayat. The number of seats so reserved should bear, the same proportion to the
total number of seats to be filled by direct election in the Panchayats as the
population of Scheduled Casts and Scheduled tribes respectively in that Panchayat
area bears to the total population of that area. Such seats may be allotted by rotation
to different constituencies in a Panchayat. One-third of the total Scheduled Casts and
Scheduled tribes should be reserved for females belonging to these groups. One-
third of the total number of seats to be filled by direct election should be reserved for
women, inclusive of reserved seats of Scheduled Casts, Scheduled Tribes females.
Such seats may be allotted by rotation to different communities. The offices of
chairpersons in the Panchayats at the village or any other level should be reserved
for the Scheduled Caste, Scheduled tribes and women in such manner as the
Legislature of a State may be law provide. The number of chairperson in a
Panchayat should bear the same proportion to the total seats of scheduled Casts and
scheduled tribes in the Panchayat as the population of Scheduled Casts, Scheduled
Tribes in the State bears to the total population of the State.

THE WOMEN’S RESERVATION BILL (THE CONSTITUTION
108TH
. AMENDMENT BILL), 2008
It was passed by the Rajya Sabha. It seeks to reserve on-third of all seats for
women in Lok Sabha and the State Legislative Assemblies. According to the Bill,
the allocation of reserved seats shall be determined by such authority as prescribed
by Parliament. One –third of the total number of seats reserved for Scheduled Castes
and Scheduled Tribes shall be reserved for women of the those groups in the Lok
Sabha and Legislative Assemblies. Reserved seats may be allotted by rotation to
different communities in the State or Union Territory. Reservation of seats shall
cease to exist 15 years after the commencement of the Amendment Act. The
Standing Committee on Personnel, Public Grievances, Law and Justice, in its 36th
Report submitted on December 17, 2009, wanted recommendation of the 15- year
limit so that women are able to achieve adequate political representation in
Parliament and State Assemblies. The committee recommended reservation for
women in the Rajya Sabha and the Legislative Councils, as well as reservation for
Other Backward Classes (OBSs).
