FAIDERS PROFILE.

1.0 BACKGROUND

Facilitation for Integrated Development and Relief Services, in short FAIDERS, is a

membership local Non – Governmental Organization (NGO) registered as a charitable

organization on 1/09/1995 with registration No. SO 8584. It is guided by her constitu-

tion for management and control of its affairs .FAIDERS was founded by 11 members

and to date the number has risen to 18 persons composed of 12 men and 6 women.

Structurally, FAIDERS members form the General Assembly that meets twice a year.

The General Assembly delegates powers to the Board. Presently the Board is composed

of 9 members (6men and 3 women) to oversee the management and other FAIDERS op-

erations. It meets 4 times a year.

FAIDERS is staffed with 16 employees and headquartered in Biharamulo where the per-

manent offices are located. It also has a service center in Karagwe District to bring ser-

vice closer to the community in terms of outreach and monitoring operations. In Bihara-

mulo, FAIDERS’ office is situated about 300m. from the main Bus STAND within the

township near Biharamulo R.C. Parish. Please see the sketch map below:-

3.0 VISION

♦ “To have a confident, self motivated and poverty free community”.

4.0 MISSION STATEMENT

♦ “To facilitate a sustainable development process towards improved socio – eco-

nomic living standards of the community”.

6.0 MAIN OBJECTIVES

In order to operate within its Vision, Mission and maintain its core values, FAIDERS is targeting

to achieve the following objectives.

♦ To promote rural community in the fields of economic, environment and financial ser-

vices as well as other activities related with the improvement of peoples living condi-

tions.

♦ To facilitate the reduction of poverty through individual household by participating in

the Savings and Credit activities in their respective groups.

♦ To facilitate the sustainability of Savings and Credit Associations through financial mo-

bilization locally and improved governance practices.

♦ To facilitate the rural community in fighting poverty through training in entrepreneur-

ship skills so as to utilize the locally available resources for development and undertake

economic activities.

♦ To mainstream gender, HIV/AIDS and other crosscutting activities that add value to the

Savings and Credit programme as a core activity.

7.0 AREA OF OPERATION AND TARGET GROUP

♦ FAIDERS is operating in all districts of Kagera Region namely: Bukoba, Muleba,

Karagwe, Ngara, Biharamulo, Chato, Missenyi districts and part of Geita District in

Mwanza Region.

♦ FAIDERS is focusing on rural financial service provision by targeting the rural commu-

nity with low and middle earnings. The categories of the rural community are identified

by the main activities they do for their livelihood.

♦ The target groups in the coverage area include small farmers, livestock keepers, fisher

folk, small scale entrepreneurs, beekeepers and low cadre civil servants such as teachers,

nurses, drivers, office attendants and others.

♦ They are organized into groups officially known as Savings and Credit Associations

(SACAs) whose members range between 15 and 50 persons each SACA.

8.0 MODE OF OPERATION

♦ FAIDERS facilitates SACAs in building their capacities through training, establishment

of leadership and writing of constitution for enabling SACAs to exercise ownership and

function properly.

♦ SACAs mobilize their own financial resources in terms of shares, entrance fees, and

compulsory/ voluntary savings.

♦ The mobilized fund is borrowed by members for engaging in both economic and social

activities. When more money is needed then FAIDERS comes in by

extending additional funds to enable an individual SACA to meet its members’

growing demands.

9.0 CURRENT STATUS

♦ To date (2008) there are 183 SACAs comprising of 3557 members (2149 males and 1408

females). FAIDERS’ interlending fund amounts to Tsh. 278,000.000.= and the total

loans distributed since 1998 amounts to Tsh. 1,033,028,835/=.

10.0 SERVICES OFFERED

FAIDERS microcredit services delivery is through Savings and Credit operations by offering to

clients the financial and non – financial services.

FINANCIAL SERVICES NON – FINANCIAL SERVICES

a. Provision of loans for increasing associations’

lending capital.

• Managing an interlending loan facility by

topping upon individual association’s own

capital for onward lending to individual

members.

a. Community mobilization and formation of new

associations.

• Dissemination of information to the community

on the Savings and Credit systems.

• Organizing meetings at community level and

physical visits to organized groups with

facilitation of local leadership.

b. Outreach and advisory support.

• Offering regular extension services to Savings

and Credit Associations to provide guidance,

advisory and monitoring support.

• Visits made to each association during

members’ monthly meetings.

b. Capacity building.

• Conduct training at the association level to

increase capacities and competencies of both

leaders and members.

• Leaders’ trainings involve Board, treasurer,

supervisory and education committees’

members.

c. Auditing of associations’ books of accounts.

• Facilitate annual auditing of associations’

books of accounts to enable the members

know the financial position/status of their

association.

• The report helps members to make appropriate

decisions for future improvement in terms of

operations and performance.

c. Partnership building, networking and linking the

associations with other partners.

• FAIDERS organizes networking forums for

itself and associations and facilitate exchange

visits among associations in order to share

experience and learn from each other as a means

of improving performance.

• It also plays an intermediary role by linking

Savings and Credit Associations with other

development partners for collaboration purposes

at local, district, regional, .national and

international levels

11.0 EXPERIENCES FROM PREVIOUS ASSIGNMENTS

♦ In 2005 FAIDERS was contracted by the Smallholders Dairy Support Programme (SDSP) to build

capacity of Dairy farmers in Kagera Region.

♦ The objective of the assignment was to build capacities of 24 Diary Farmers Associations (DFAs)

in the areas of general record keeping, conflict management, leadership and management skills,

basic book keeping and development of Savings and Credit Associations.

♦ The assignment lasted for six months but it was extended for another six months in order to con-

solidate and strengthen the functioning of DFAs.

♦ In the second assignment, emphasis was on governance, management of SACAs, setting up ac-

counting systems and procedures as well as writing of three years (2006 – 2008) Business Plans

for each DFA.

12.0 COMPETENCIES

FAIDERS has, in the last 9 years, registered note worthy successes in savings mobilization and credit

delivery and recovery systems. In so, doing its staff has gained competencies in:-

♦ Community mobilization by organizing and facilitating relevant meetings involving all stake hold-

ers at the community level.

♦ Formation of groups, setting up administration and management systems and formalizing leader-

ship.

♦ Writing of constitution and establishment of record keeping systems as well as developing rules

and regulations for the members and leaders accountability.

♦ Facilitation and training on management systems, development principles, governance, account-

ing, strategic planning, business planning and budgeting as well as entrepreneurship skills.

♦ Networking and linking with relevant development partners for exchange of experience and learn-

ing from each other.

• Building the capacity of institutions/associations at community level to enable them to carry out

the roles and responsibilities of co – ordination, facilitation, monitoring and evaluation for these

institutions to operate sustainably.

13.0 ORGANIZATION CAPACITY

11.1 OFFICE ASSETS:

♦ FAIDERS has a permanent office which is equipped with basic assets including two motor

vehicles, three motor cycles, ten computers, furniture and fittings, generators and other office

equipment.

♦ The service center in Karagwe is also equipped with necessary office equipments.

♦ FAIDERS has a total of 16 staff out of whom 11 are professionals in various expertise and

the remaining 6 are support staff including office secretaries, drivers, watchmen and volun-

teers.
