Could we use a semi-permeable membrane, and have a non-plant=toxic solution in it so that it draws water from the sea?

Only the edges of a scheme need to be protected from waves.

With the whole water surface covered, waves will not form.

Would need wave breakers on open lake/sea/ocean edges though.

Tides can be absorbed withing the structure

Irrigation can be from freshwater substrate, or piped

Potential for sterile conditions could mean no weeds or diseases

Design of pads to be leak tolerant

Design of pads to minimise instability ( heavy area pulling in more weight)

Stage 3 Floating on sea at the outflow of rivers

Stage 4 Floating in ocean where rainfall is sufficient

Stage 5 Moving fields according to weather and crop needs
