The Philippine Statistics Authority-Sultan Kudarat Province (PSA-SK) in partnership with the Municipal/City Civil Registry Offices (M/CCROs) led the successful celebration of the 2018 Civil Registration Month (CRM) in the province with the theme, “#napapanahong CRVS.”
The annual celebration of the Civil Registration Month (CRM) undertaken every February is pursuant to Proclamation No. 682 issued on January 28, 1991 by former President Corazon C. Aquino, “Declaring the Month of February of every year as Civil Registration Month.” This is aimed to remind the public on the importance of vital events to be registered and to instill public awareness
and appreciation of the legal, administrative and

represented their respective organizations, in
general, National Government Agencies,
Non-government Organizations, Medical and
Health Institutions, Religious Associations,
Local Government Units, Academe and
Media.
In her opening remarks, PSO Herlita G.
Caraan emphasized the importance of civil
registration and its usefulness such as the
establishment of the individual’s legal identity,
family relations, nationality and rights to
inheritance. Likewise, civil registry documents
are used for employment, securing passport,
taking licensure exams, claiming insurance
benefits, and among others.

This year’s celebration was highlighted by the conduct of the following activities participated in by various stakeholders in the province: Opening Ceremony, hanging of streamer, conduct of information dissemination to various secondary schools, infographics contest, production and distribution of publication on vital statistics and primers on civil registration, and attendance to activities initiated by C/MCROs in the province such as free mobile registration, Kasalan ng Bayan/Barangay/Paaralan, Information Dialogue, among others.

MCR Alma F. Labrador, President of Sultan
Kudarat Civil Registrars Association, on the other
hand, acknowledged the efforts exerted by the
PSA Provincial office in improving the delivery of
civil registration and timely release of vital
statistics in the province. And with the crafting of
the policy on National ID System, MCR Labrador
challenged all LCROs in the province to actively
and diligently advocate accurate and timely
recording of vital events as these set of
information will be used in an individual’s national
ID.
The activity was highlighted by the presentations
on the Importance of Civil Registration and Laws
Affecting Civil Registration and the Highlights of
Vital Statistics of Sultan Kudarat for the period
2014-2016.
An Infographics Contest initiated by PSA-SK
made the event more significant. This was
participated in by the Local Civil Registry Offices
of the province.
PSA-SK conducted the Infographics Contest on
February 6, 2018 during the 2018 CRM Opening
Ceremony held at the PSA-SK Conference
Room, City of Tacurong. This was participated
in by the Local Civil Registry Offices of the
province.
The entry of MCRO-Isulan was declared as the
1st placer, followed by the entries of MCRO-
Esperanza and MCRO-Columbio as the 2nd and
3rd placers, respectively. Winners received cash
prizes and certificates of recognition.

Badjao Children Avails Free Birth Registration
The PSA-Sultan Kudarat Provincial Office (PSA-
SK) joined the City Government of Tacurong in
their Free Mobile Registration (FMR) in the
Badjao Community in New Isabela, City of
Tacurong through the initiative of the City Civil
Registry Office headed by CCR Josephine Balino.
Fifteen (15) were qualified and availed the free
registration out of more than 50 Badjao children
who responded to the call of the City, as others,
upon interview by CCR staff, were not born in
Tacurong City. RO II Ronie M. Apellido and AA VI
Metchilyn A. Lilio helped in the assessment and
evaluation of the applicants for registration based
on the evaluation sheet provided by the Office of
the CCR.
The activity was also attended by Mr. Maximo
Casador Jr., Barangay Chairman of New Isabela.
Meanwhile, apart from FMR, the City Government
conducted feeding program for the Badjao and
distributed some groceries.

In support to the celebration of 2018 CRM, mass
weddings were conducted in several
municipalities of Sultan Kudarat by C/MCROs of
which PSA-Sultan Kudarat was invited. Most of
the couples availed were already living together
without the benefit of marriage.
Forty-two (42) couples availed of the free Kasalan
ng Barangay which was conducted on February
14, 2018 held in a barangay gymnasium of Bai
Sarifinang, Bagumbayan. The mass wedding was
officiated by Hon. Mayor Jonalette E. De Pedro.
The Kasalan was one of the highlights of the
Barangay patronal fiesta.
On the same date, Tacurong City Mayor Lina O.
Montilla solemnized the marriage of thirteen (13)
couples held at the City Disaster Risk Reduction
and Management Council (CDRRMC) Building,
City Hall Compound, City of Tacurong.
Moreover, the Municipality of Esperanza
conducted a Kasalan sa Paaralan, a ceremonial
mass wedding of 26 pairs of Indigenous People
(IPs) in Barangay Pamantingan, Esperanza as
part of the Family Day Program of Tiger
Elementary School. Two pairs of which were
Manobo while the other 24 pairs were Tirurays.
These couples were already married by virtue of
their customary laws, rites, traditions and
practices, however no registration was made of
their respective marriages. This ceremonial mass
wedding, jointly solemnized by the Hon. Municipal
Mayor Helen T. Latog and Tribal Leader Mariano
M. Sugagil, was aimed at reconstructing their
respective marriages for the generation of their
marriage certificates.
PSO Herlita G. Caraan took the opportunity to
inform the couples on the importance of
registering vital events, like marriage, and
mentioned several uses, such as 1. as a legal
document where either of the spouses can assert
their claims against family home and conjugal
partnership of property; 2. as proof in the
availment of support; 3. as a protection to children
and the family home.
C/MCROs Initiate Mass Weddings in
Celebration of 2018 CRM
The Philippine Statistics Authority – Sultan Kudarat
Provincial Office (PSA-SK) conducted its 1st
quarter meeting with the City/Municipal Civil
Registrars (C/MCRs) of Sultan Kudarat on January
26, 2018 held at the PSA-SK Conference Room.
PSO Herlita G. Caraan started the meeting with an
announcement on the increase of fees on the

request of registry documents as an effect of RA
10963 known as the TRAIN Law. She also
requested the support and cooperation of the
LCROs on the implementation of Memorandum
Circular 2006-004 which is about the correction
of entries on civil registry documents already
submitted to the PSA-PO.
The agenda items included the following: 1.
Activities for the 2018 Civil Registration Month
(CRM); 2. Preparations for the 2018 CRM
Provincial Opening Ceremony; 3. Visits to Local
Civil Registry Offices in the Province; 4.
Proposed Hosting of Quarterly Meeting by
LCROs on a Rotation Basis; and 5. Discussion
of other Civil Registry Related Issues such as
on-line applications of registry documents and
PSA and C/MCRs’ quasi-judicial functions.
In her closing message, PSO Herlita G. Caraan
expressed her gratitude to LCROs for their
unwavering support and cooperation to ensure
the successful celebration on this annual event.
The Municipality of Esperanza through its
Municipal Civil Registry Office led by MCR Rosita
B. Leabris launched the Dekadang CRVS or the
Civil Registration and Vital Statistics Decade
2015-2024 on 19 February 2018 at the municipal
ground during the flag ceremony.
PSO Herlita G. Caraan, gave the overview of the
CRVS Decade. She cited that the Philippines has
agreed to adopt the Ministerial Declaration to
“Get everyone in the picture” in Asia and the
Pacific, through Proclamation No. 1106 issued
on August 2015 by President Benigno S. Aquino
which enjoins “all agencies and instrumentalities
of the National Government and local
government units, including government-owned
or -controlled corporations” to actively support all

Activities and programs relevant to “Get every
Pinoy and Pinay in the Picture!”. This is to
support the Asia and the Pacific CRVS Decade
goals, namely: 1) universal civil registration, 2)
accurate, complete and timely vital statistics and
3) all individuals are provided with legal
documents to claim identity and ensuing rights.
The activity was highlighted by the unveiling of
the “Get every Pinoy and Pinay in the picture!”
photo booth. Meanwhile, Hon. Basilio D. San
Miguel, Jr., Municipal Vice Mayor, who
represented Hon. Mayor Helen T. Latog, thanked
the PSA for gracing the activity and educating
the municipal employees about the importance of
the activity and enjoined everyone to get involved
and be an ambassador of civil registration.
PSA-SK participated in the Information Dialogue
on RA 9255 conducted by LGU-Tacurong
through its City Civil Registry Office on February
27, 2018 at City Disaster Risk Reduction and
Management Council’s Office. The activity was
attended by 73 participants from different
organizations in general, National Government
Agencies, Non-government Organizations
Medical and Health Institutions, Barangay Local
Government Units and educational institutions.
This dialogue aims to inform everyone on
Administrative Order No. 1, S. 2016 or the
Revised Implementing Rules and Regulations of
Republic Act No. 9255 (An Act Illegitimate
Children to Use the Surname of Their Father,
Amending for the Purpose Article 176 of
Executive Order No. 209, Otherwise Allowing
Known as the "Family Code of the Philippines").
In her opening message, Hon. Mayor Lina O.
Montilla, pointed out the importance of Civil
Registration in the lives of every Filipino. She
also thanked everyone for participating in this
activity. She said that their presence is an
indication of their willingness to serve the public
particularly the Tacurongnons.

PSA-SK conducted an information dissemination on its statistical products and civil registration services to various secondary schools in the City of Tacurong. Specifically, the activity was done in the
following schools: 1. San Emmanuel National
High School- Annex, Bgy. San Pablo on
February 12, 2018; 2. Apolinario S. Bernardo
National High School, Bgy. Baras on
February 13, 2018; 3. Rajah Muda National
High School, Bgy. Rajah Muda on February
13, 2018; 4. San Emmanuel National High
School- Main Campus, Bgy. San Emmanuel
on February 15, 2018; 5. VF Griño Memorial
National High School, Bgy. Gansing on
February 26, 2018; and 6. Children’s Grace
of Mary Memorial Learning Center, Inc. Bgy.
Gansing on February 27, 2018.
The participants and students were informed on the importance of having the vital events to be registered particularly the birth. They were also provided with the knowledge on how to process and file petitions relative to civil registry documents by virtue of the different laws affecting civil registration such as RA 10172, RA 9858, RA 9255 and RA 9048. Moreover, highlights of Vital Statistics 2014-2016 was also presented. An open forum followed to further clarify some issues and concerns of the participants.

On the other hand, SSS Jurilyn P. Abraham,
represented PSO Herlita G. Caraan, mentioned
the purpose of celebrating CRM annually: 1. to
remind the public on the importance of vital
events to be registered; and 2. to instill public
awareness and appreciation of the legal,
administrative and statistical values generated
from civil registry documents which is essential to
LGUs in government planning and policy making
for socio, cultural and economic development of
the country.
After the presentation on AO No. 1, S. 2016 by
CCR Josephine A. Balino, an open forum
followed to clarify some issues and concerns.
In her closing message, CCR Balino thanked
everyone for their unending support and
cooperation extended to the City Civil Registry
Office of Tacurong for the success of this activity.

The PSA-SK joined the public in celebrating the
22nd Autism Consciousness Week 2018
spearheaded by Tacurong Pilot Elementary
School (TPES). The celebration was highlighted
by an Angels’ Walk which started at 5:30 in the
morning of January 28, 2018. The morning
parade was aimed to raise funds for putting up of
mini facilities like see-saw, slide and swing for
the developmental activities of the children with
special educational needs. After the parade, all
participants gathered at TPES Gymnasium for a
short program.
PSA-SK Supports the 2018 Autism Consciousness Week Celebration
The National Women’s Month is celebrated
annually during the month of March pursuant to
Proclamation Nos. 224 and 227 s. 1998, and
Republic Act No. 6949 s. 1990. This aims to
give due recognition to women’s significant
contribution to nation-building. This year’s
theme, “We Make Change Work for Women”,
which shall be used from 2017 -2022. It
highlights the empowerment of women as
active contributors to development.
PSA-SK participated in the celebration of
Women’s Month spearheaded by the City
Government of Tacurong. Specifically, the
following activities participated were: Opening
Ceremony on March 8, 2018 held at City
Gymnasium, City of Tacurong; and 2.
Women’s Congress on March 23, 218 held at
the same venue also. These were highlighted
with the Float Parade Contest, Pot Painting
Contest, Pop Dance Contest and variety shows
participated by the different women
organization in the locality.
PSA-SK Joins the Celebration of
Women’s Month
The Philippine Statistics Authority conducts the Labor Force Survey (LFS) on a quarterly basis. This survey gathers information on the socio-economic and demographic characteristics of the population. It also provides data inputs for estimation of the provincial Labor Force Participation (LFPR).
The conduct of the 2018 First Quarter LFS commenced on January 8, 2018 and was completed on January 31, 2018. To ensure the successful conduct of the survey, 3 levels of trainings were conducted: the Task Force Training which was done at the Central Office; the Second Level Training (Regional level); and the Third Level Training done at the provincial level.
Nine (9) personnel were involved in the field operation composed of a Focal Person who is in-charged of the overall LFS operation; three (3) Provincial regular staff and five (5) hired Statistical Researchers (SRs) who conducted the actual interview of the sample households through the Computer Aided Personal Interview (CAPI) using android tablet.
Sample barangays were taken from the municipalities of Bagumbayan, Columbio, Esperanza, Isulan, Kalamansig, Lambayong, Lutayan, Lebak, Palimbang, Sen. Ninoy Aquino and the City of Tacurong.
For this round, despite minor problems encountered in the field such as difficulty of reaching far flung areas, bad weather, difficulty in locating some sample housing units, the province had come up with a response rate of 98.4% slightly higher compared to the January 2017 LFS response rate with 369 sample households successfully interviewed out of 437 identified samples.
The conduct of the 2018 First Quarter LFS was made successful through the strengthened coordination between PSA-SK and local government officials in the province.

For the 1st quarter of 2018, Sultan Kudarat Province had produced a total of 121,342 metric tons of palay. Compared to same quarter last year, production increased by 15.89 percent in 2018. The said increase is attributed to the expansion in area harvested this year and to the early maturity and advance harvesting in some palay areas as an effect of hot weather and small amount of rain during the last week of February and March this year. Irrigated palay production of 109,249 metric tons constituted 90.03 percent of the total palay production of the province for the 1st Quarter of 2018 and went up by 14,771 metric tons or 15.63 percent higher compared to same quarter of last year. Rainfed palay production of 12,093 metric tons constituted 9.97 percent of the total palay production of the province for the 1st Quarter of 2018 which increased by 1,863 metric tons or 18.21 percent higher compared to same quarter of last year. The total palay area harvested for the 1st quarter of 2018 in the province was recorded at 36,644 has. and is higher by 2,842 has. or 8.41 percent more compared to last year's 33,802 has. The area harvested for irrigated palay of 31,944 has. represented 87.17 percent of the total palay area harvested in the province is higher by 2,349 has. compared to same quarter last year. Rainfed palay area of 4,700 has. which is higher by 493 has. compared to same quarter last year constitutes the remaining 12.83 percent of the total palay area harvested of the province. The average yield of palay for the province for the 1st Quarter of 2018 was recorded at 3.31 metric tons per hectare which is higher by 0.21 metric ton per hectare or 6.77 percent higher compared to the 3.10 metric tons per hectare for the same quarter last year due to sufficient water supply this year. The average yield of all types of ecosystem has increased: for irrigated palay area from 3.19 MT/ha. to 3.42 MT/ha. or 7.21 percent higher, rainfed palay area from 2.43 MT/ha. to 2.57 MT/ha or 5.76 percent higher.

STATISTICAL UPDATES
For the 1st Quarter of 2018, Sultan Kudarat Province had produced a total of 60,447 metric tons of corn. Compared to the same quarter of last year, production increased by 3,920 metric tons or 6.93 percent more. The said increase is brought by the increase in yield per ha. due to favorable weather that brought good timing of rain during growth stage and sufficient rainfall this year as compared to last year. White corn production of 18,384 metric tons constituted 30.41 percent of the total corn production of the province for the 1st Quarter of 2018 and is higher by 516 metric tons or 2.89 percent higher compared to the same quarter of last year. Yellow corn production of 42,063 metric tons constituted 69.59 percent of the total corn production of the province which is higher by 3,404 metric tons or 8.81 percent more compared to same quarter of last year. The total corn area harvested for the 1st Quarter of 2018 in the province was recorded at 22,109 has. and is higher by 231 has. or 1.06 percent more compared to last year's 21,878 has. The area harvested for white corn of 9,285 has. represented about 42.00 percent of the total corn area harvested in the province and has not change compared to same quarter last year , while the larger portion of 12,824 has. or 58.00 percent is represented by the yellow corn area which is also higher 231 has. or 1.83 percent compared to same quarter last year. The average yield of corn in the province for the 1st Quarter of 2018 was recorded at 2.73 metric tons per hectare which is higher by 0.15 metric ton per hectare or 5.81 percent higher compared to the 2.58 metric tons per hectare for the same quarter last year. The average yield in both white and yellow areas was also recorded to have increased from 1.92 MT/ha. To 1.98 MT/ha. or 3.13 percent and from 3.07 MT/ha. to 3.28 MT/ha. or 6.84 percent, respectively.
