For this I am extremely grateful.I hope I have adequately lived up to your expectations.My first concern has always been Hawaii — our special needs and our goals.This concern has determined the legislation I have introduced and the committees I have served on in the United States Senate. It has affected my views on national and international issues.To me, it seems like I never really leave the islands. I regret I cannot share your enthusiasm for the President's performance. An equally detailed response on the various points you raise would not really be useful at this time. But I must say I cannot agree at all with the assessment made on the Iranian crisis. The President, in my judgement, is wholly responsible for precipitating it.
Senator Kennedy had my support. He still does despite my disappointment that he has not been as vigorous on issues like Iran as I would have liked.

As you may know, I enthusiastically support our President for renomination and I would like to share with you my reasons for that support.As a member of the Congress for more than twenty years, I believe I am sufficiently qualified to clarify his "record".Given the fact that Jimmy Carter ran as an "outsider", was an "outsider", and was relying heavily on a staff with little experience at the Washington level, he has done a good job of working with Congress. In fact. President Carter has achieved an enviable record. According to the authoritative Congressional Quarterly (CQ), President Carter secured passage, in less than three years, of more than seventy-five percent of the proposals sent to the Congress compared to less than sixty percent for his predecessor, Gerald Ford.This is a particularly impressive record, when one considers that Jimmy Carter has tackled some really tough and controversial issues — issues that had been postponed, avoided or ignored by previous administrations.President Carter has made the government more responsive and efficient. He has reduced government regulation and paper work, and instituted an improved program for combating fraud and abuses within the government.President Carter has an outstanding record of appointing women and minorities to key positions. More women have been appointed by President Carter to high positions than by any previous administration, with almost half of the women ever appointed to positions of major importance having been appointed by the Carter Administration. Minority appointments are also at an all-time high.

Among these. President Carter must be given major credit for the reduction in tension between Israel and Egypt.Most recently, in the Iranian crisis, his leadership has been decisive and unerring.While my impressions may be somewhat colored by the fact that I meet with the President, as part of the congressional leadership, on an almost weekly basis, I have come to know Jimmy Carter as a very decent, compassionate and honorable man. Decency, compassion and honor are qualities of strength — not of weakness Equally important is my admiration for him as a president who has taken on the arduous and unpopular, but necessary, task of challenging the Congress and the American people to solve the many pressing problems facing our nation. The result is a record notable for its successes.Ultimately, I believe it is our obligation, as leaders in Hawaii's Democratic party, to transcend popular media images and to objectively measure the record, the talents, and the character of those who serve in positions of high office. It is in my effort to fulfill that obligation that I write to you today. I am convinced that President Jimmy Carter is deserving of our continued support for renomination and reelection this year and I hope that you will join me in my enthusiastic support for him.

As we begin a new year and decade, may I have a few moments of your time to share with you my thoughts on a matter vital to our nation — the choice of our party's 1980 presidential nominee. As you m ay know, I enthusiastically support our President for reno::iination and I would like to share with you my reasons for that support.As a member of the Congress for more than twenty years, I believe I am sufficiently qualified to clarify his "record".Given the fact that Jimmy Carter ran as an "outsider", was an "outsider", and was relying heavily on a staff with little experience at the Washington level, he has done a good job of working with Congress. In fact. President Carter has achieved an enviable record. According to the authoritative Congressional Quarterly (CQ), President Carter secured passage, in less than three years, of more than seventy-five percent of the proposals sent to the Congress compared to less than sixty percent for his predecessor, Gerald Ford.This is a particularly impressive record, when one considers that Jimmy Carter has tackled some really tough and controversial issues — issues that had been postponed, avoided or ignored by previous administrations.President Carter has made the government more responsive and efficient. He has reduced government regulation and paper work, and instituted an improved program for combating fraud and abuses within the government.President Carter has an outstanding record of appointing women and minorities to key positions. As you are all aware, 1980 is a presidential election year. I know most of you have heard that I have come out in full support of President Carter's re-election. During the coming weeks you will be hearing from many sources about the candidates, but I wanted you to hear from me about the President.
My time in Washington has given me the chance to know all of the major candidates for President. I have

As politically involved people, you know how important it is to have a leader that will work with you to solve problems. We can work with President Carter.
As one of your Senators in Washington, I am sometimes frustrated by the lack of attention which is payed to the concerns of Hawaii. I would like to take a few moments of your time to
share with you my thoughts on a matter of great importance to
our nation. It concerns our p a r t y 's nomination for President
of the United States.
You are probably aware of my support for our inc u m b e n t ,
President Jimmy Carter. May I explain briefly my reasons for
that support.
Much has been written about Jimmy Carter's alleged failure to
work with Congress and to provide firm leadership from the White
House. To fairly and accurately assess his relationship with Congress,
let us examine the legislative record. President Carter hasV
succeeded w i t h more than 8 0 percent of the proposals he has sent
to Capitol Hill--a superb record and comparable to that of
Lyndon B. Johnson.
This is a particularly impressive record when you consider
that Jimmy Carter has confronted serious issues that other
administration had postponed or ignored. The two major domestic
problems of this Administration--inflation and energy — are inherited
ones.
Despite the enormity of the problems during his three years
in office Jimmy Carter has actually reduced the size of the Federal
budget in relation to the nation's gross national product. He has
made government more responsive, honest and efficient by reforming
the civil service system, reducing mandatory paperwork, and
combating fraud and abuses in the Federal bureaucracy.
More women have been appointed to high positions by Jimmy
Carter than by any other President with almost half the women ever
El ected D e m o c r a t s in Hawaii
named to senior responsibilities appointed ^uring his term.
When he was elected in 1976, the national unemployment
rate was 8 percent; today it is 6 percent.
Jimmy Carter has limited imports of petroleum and taken
steps to utilize alternative sources of energy, while balancing
public concern over the health consequences of nuclear and coal
p o w e r .
Internationally, he has spearheaded three key accomplishments
in American foreign policy. The Panama Canal treaties have been
concluded and ratified, outdated obstacles in foreign trade have
been reduced and eliminated, and he has helped achieve peace
between Egypt and Israel.
Charges of lack of leadership have been heard b u t I believe
we should measure those charges against his performance. In the
one realy-international crisis during his term of of f i c e — the
takeover of our Iran embassy--I believe his leadership has been
decisive and unerring.
While my impressions may be colored by the fact that I meet
with the President on a weekly basis along with other Congressional
leaders, I have come to know him as a decent, compassionate and
honorable man.
More important, however, is my growing admiration for a
President who has taken it upon himself to challenge Congress
and the American people to solve the many problems of this nation.
The result has been a record more notable for its successes than
failures. Moreover, where his Administration has failed, I
believe that, the blam es, lies as much with C o n g r e s s an d the public
as with Jimmy Carter.
