EME3 is currently being rehabilitated with the objectives of increase output to approx. 900MW, improving efficiency, extending operating life by 15 years and bringing the plant into compliance with European Environmental Standards.

Euro 160 million is allocated solely to the Environmental Projects required to achieve compliance

Development of a Sustainable Programme

• Not simply a matter of addressing the key impact areas

• Solutions must be coherent and sustainable

• Individually solutions may create their own Environmental Impact and demands

• For sustainability, individual solutions must be developed within the overall programme.

• For this reason one of the key linking elements of the EME3 programme is a comprehensive Water Management programme

• We believe that this is the first time such a co-ordinated approach has been taken to addressing Environmental Issues in Bulgaria

Key Elements of the EME3 Programme

• Waste Management

– Segregated and managed disposal of Hazardous and Non Hazardous materials

– Recycling of paper, metal and batteries

• Emissions Reductions

– Flue Gas Desulpherisation (FGD)

– Electrostatic Precipitator (ESP)

– Dust Mitigation measures for Ash Lagoons

• Discharges

– Sewage and Effluent Treatment Plants

• Overall Water Management Programme.

– Conservation and Recycling

Emissions Reductions

• 94% of SO2 removed

•Uses water recycled from Plant Cooling Water System

•Waste product gypsum used for production of wallboard

•Wallboard Factory provides additional local employment

Renewable and Environmental Projects

Gypsum wallboard plant

• Long-term gypsum sales contract with Knauf for 50% of EME3 Gypsum

• construction of a modern gypsum wallboard factory in progress

• Positive effects:

− Environmentally friendly utilization of a waste product

− Increased local employment

− Substitution of imports

Wind and Solar Energy

• Gurkovo windfarm under development; to be operated by Enel Operations Bulgaria

• EME3 plans to install small solar plant at TPP EME3 site

• These projects will allow EME3 to balance its power generation with a share of renewable energy, in line with Bulgarian and EU targets

Renewable and Environmental Projects

MOU EME3 – Ciccolella Group

• MOU signed in Sofia on Jan. 21, 2008 to conduct a joint technical and financial feasibility study for the development of a 70 hectares flower greenhouse facility using the energy produced by the EME3 power plant for heating

• The project will have a positive impact in the area both from a social (more than 300 people to be employed) and environmental perspective (higher efficiency)

• To be implemented within the framework of Bulgarian and EU regulations on the efficient use of energy
