Mr Shaun James has been re-elected as Chairman of the PPCA Board.
The PPCA Board contains three directors representing the interests of Australian Recording Artists who are registered with PPCA under its direct distribution scheme. Two of those directors (currently Ms Lindy Morrison and Mr Greg Macainsh) are appointed to the Board by popular vote of the registered recording artists. The third of those directors (currently Mr Bill Cullen) is invited to be a director of the Board following a nomination by the Music Managers’ Forum (on behalf of artist managers).
For 2004, the PPCA Board is pleased to welcome back Ms Lindy Morrison who was elected unoposed for a further two year term as an artist representative director. The Board is also pleased to announce the appointment of Mr Bill Cullen of One Louder Entertainment. Mr Bill Cullen replaces long serving Board member, Mr Michael McMartin, who resigned from the Board at the end of 2003.

2003The year in chartsSingles
The three big winners of 2003 on the ARIAnet charts were (in no particular order) Guy Sebastian, Delta Goodrem and the genre of Urban music in general (Eminemin particular).
Despite only having one single released during the year (and that not hitting the market until late November) Guy recorded sales levels not seen since Elton John’s 1997 tribute to Princess Diana and after only a month on the chart, his single Angels Brought Me Here rocketed to the top of the annual list.
Delta on the other hand had a bitter-sweet year. Battling illness throughout the year, she had an unprecedented five consecutive #1 singles from her debut album. All five of those singles ended 2003 in the Annualtop 20.
40 Urban singles made their way into the Top 100 for 2003. While this strike rate of 40% of the End Of Year Top 100 is impressive, they have an even stronger claim than that at the top end of the chart with 28 of the top 50 of the year having appeared on the Urban charts. While many acts have contributed to that success, some have had more influence than others, namely50 Cent, Beyonce and Justin Timberlake with 3 hits in the Top 100 of 2003 andJa Rule and Eminem with 4 hits each in the 2003 review. A total of 583 singles appeared in the ARIAnet Top 100 during 2003.
Albums
One artist stands over the 2003 ARIA Albums chart like a colossus – Released toward the end of March, Delta Goodrem’s Innocent Eyes album reached the magical 1,000,000 sales mark in Australia as the year ended and spent 27 of its 40 chart weeks during 2003 in the coveted #1 position.In contrast to the Singles chart where the Urban genre was all conquering, a variety of musical styles are given a fair showing from the cool jazz of Norah Jones at #2 for the year, Rock (Powderfinger, Matchbox 20), Pop (Avril Lavigne, Robbie Williams), Urban (Eminem) to Country & Classical a little further down the 2003 Top 100.
Lindy Morrison, Artist Director of PPCA attended this year’s Tamworth Country Music Festival in January. For the fourth year, Lindy delivered a seminar in the Musicians’ Headquarters in Peel St Tamworth on the role of PPCA, copyright and collecting societies. This year, the seminar was part of an inaugural conference, called “Music Know How….. Know how it works”, modeled on the Bondi Youth Wave annual conference.
Mr. Tony Windsor MP, the Independent Federal Member for New England opened the Tamworth conference and expressed a real interest in copyright issues. Amongst many speakers, the audience heard from Milly Petriella from APRA, Jane Douglas who owns well known Tamworth live venue called The Pub and manages The Baileys, Rose Pearce who runs an independent record label from Sydney, Peter Stapleton from the Community Radio Network, and QLD radio broadcaster, Kerry McInerney. The large audience was made up of diverse group of performers, songwriters, community radio presenters and aspiring managers.
Lindy Morrison also represented PPCA at the annual APRA / Contemporary Country Music Coalition cocktail party. At the event, Meryl Gross received an international award from Rob Potts on behalf of the American Country Music Association for her outstanding
contribution to developing Australian country music artists outside of North America.

For the financial year ending June 2003, PPCA achieved a record surplus of over $8.1 million. This represents an increase of over 12.5% on 2002, and an extra $900,000 available for allocation to controlling labels and registered performing artists.
The increase was principally the result of growth in broadcast and public perform-
ance fee income, with approximately 36,000 blanket public performance licences now established across Australia.
The surplus distribution process was finalised during December, with almost 600 cheques issued to registered Australian artists just prior to Christmas.
PPCA’S DISTRIBUTABLE SURPLUS GROWS IN 2003
We’ve all seen the P notice on CDs and have probably been advised to include it on our recordings. But do we really know what it means or how it should be written. Recent changes to the Copyright Act 1968 now make it more important than ever to use it correctly.
To assist you in correct use of the P notice PPCA, in conjunction with ARIA, has produced the enclosed booklet which gives guidelines for its proper use.

Linking Australian Businesses with

Many of you will be aware that, like PPCA, a number of overseas collecting societies distribute income directly to performers (including Australian performers). The UK based collecting society, PPL, is one such society. If you have not done so, we would urge you to register directly with PPL to receive payments for the broadcast or public performance of your recordings in the UK. Information on how to register with PPL can be obtained by going to www.ppluck.com
Those of you who have registered with PPL may have recently received a letter from them requesting your consent to them acting as your collection agent for other overseas territories (i.e. not just the UK). We have received queries from a number of artists registered with PPCA concerning this scheme. We hope that the following information is of some use.
Who is PPL?
Phonographic Performance Limited (PPL) is the UK based collecting society which grants licences for the broadcast and public performance of sound recordings in the UK. Like PPCA, it is authorised by nearly all the owners of copyright in commercially released sound recordings to grant those licences. Also, like PPCA, it is a non-profit organisation which distributes its net proceeds to both copyright owners (typically record companies) and recording artists. As is the case with PPCA, recording artists need to be registered with PPL in order to receive direct payments.
What is the collection scheme that PPL is offering?
There are a number of countries around the world (predominantly within Europe) that, like PPL, make direct payments to
overseas recording artists (including
Austral ian recording art ists) . However,
in order to receive those payments, the
performers currently need to be registered
with each of the collecting societies in
those countries.
Many recording artists are not aware of the countries that make such payments and even less have registered with each of therelevant collecting societies.
Accordingly, PPL is offering to act as a
collection agent for its registered artists
in each of the territories that make
payments directly to performers. In short,
if you consent, PPL will inform each of
the relevant collecting societies that they
have been authorised by you to collect
payments on your behalf. This means that
you will not need to register directly with
each of those collecting societies, thereby
saving you the time and inconvenience of
managing all those registrations yourself.
PPL will collect your entitlements from
each of those collecting societies and
will pay a lump sum through to you, less a
handling fee.
Do I have to appoint PPLfor every territory?
No, you don’t. You are entitled to choose
those territories in respect of which you
would like PPL to undertake collections.
This leaves you free to register directly
with the collecting societies in other
relevant territories. It is very important
that you do not appoint PPL to act on your
behalf if you already have a current direct
registration with a collecting society in a
relevant country - this will cause confusion
and delay in the payment of distributions
due to you.
Does PPCA offer thiscollection service?
At present, no. We will continue to keep this
under review. However, for the foreseeable
future, the costs of administering such a
scheme on behalf of PPCA’s registered
artists would be out of all proportion to the
likely income received. For that reason,
we consider that your interests are best
served at this time by registering directly
with PPL. We will, of course, notify you
in the event that we propose to introduce
such an international collections scheme.
Won’t I lose money through additional administration charges if I appoint PPL?
We understand that PPL intends to recover
the actual costs of col lecting and
distributing this revenue, but undertakes
that such costs will not exceed 10% for
the present. In deciding whether or not to
appoint PPL, you will need to consider the
costs likely to be charged by PPL against
the administration and inconvenience of
locating each of the relevant collecting
societies and registering directly with them
and keeping those registrations up to date.
That is an individual commercial decision
and PPCA is unable to express any opinion
as to whether or not individual performers
should take advantage of PPL’s offer.
If I want to register directly, how do I contact each of the relevant collecting societies?
PPCA is currently investigating the territories
where direct performers payments are
made, and will post the information on
the artists section of our website shortly.
