Welcome to the American College Application Campaign

The American Council on Education is pleased to provide a home to the American College Application Campaign (ACAC), a national effort to increase college access through dissemination of ideas, development of practices, and technical assistance for implementation of a College Application event.

The ACAC initiative began in 2005, in a single GEAR UP North Carolina high school in Chatham County. Since that time, the initiative has expanded statewide in North Carolina with every district and over 470 high schools participating annually. Shortly after, the number of states implementing a College Application event began to grow. Beginning in 2014, ACAC took place in all 50 states and the District of Columbia. This past fall an estimated 6,000 schools hosted programs. This manual highlights the most effective practices of participating states for volunteer management.

In 2016, the Free Application for Federal Student Aid (FAFSA) made a significant change by moving the date it is available from January 1 to October 1. This early release is beneficial for students as it allows them to learn their federal aid eligibility earlier, giving them more time to research and apply to colleges before admissions deadlines. This also allowed many of the ACAC states to better align their College Application Campaigns with FAFSA completion efforts. ACAC encourages states to continue bringing college application and FAFSA completion efforts together to better support students.

Campaign Resources for your State

This volunteer manual gives an overview of the volunteer resources available for implementing a College Application Campaign. This manual is intended for the designated ACAC State Coordinator, who will lead the planning and implementation of the state’s College Application Campaign. All materials are available on ACAC’s website, www.acenet.edu/acac, under Resources.

A national ACAC Dropbox© is also available to all State Coordinators. This is a resource used to share national templates and documents states create for their Campaigns. If you do not currently have access to the Dropbox, please contact one of our staff members below.

Volunteer Management TimelineThis timeline provides a recommended process for recruiting, training and managing volunteers.

Volunteer Audit: State-Level

Volunteers are critical to the success of any College Application Campaign and the Steering Committee is an excellent resource to identify potential pools of volunteers such as:

Admissions representatives CBOs focused on college access Retired educators Returning college students College students seeking school counselor degrees Business leaders

How Volunteers can Support the College Application Campaign

Although familiarity with the college application process is a plus, it is not required for someone to fulfill a useful task and have a meaningful volunteer experience at a participating Campaign high school. Here are a few tasks that volunteers could contribute to the initiative at any Campaign high school:

o Greet students as they arrive to the computer lab.

o Manage sign-in and/or sign-out sheets.

o Help students log-on to the website portal (if available) or application site and begin an application. If the state does not have a portal or the school does not have enough computers or stable online service, the counselor office should be prepared with paper applications. Volunteers, in that case, can hand out applications.

o Guide students through the college application process and help answer any questions students may have, regardless of where the student wishes to apply.

o Monitor printers to ensure that any applications or confirmation pages that need to be printed remain in order and replenish the paper supply as needed.

o Help ensure students register for the FSA ID after they submit their college application(s).

o Share personal college experiences with students, as requested.

o Instruct each student to complete an evaluation of their College Application Campaign event experience, if applicable.

o Handout materials to students after they complete their college application(s) such as an “I Applied!” button or sticker, a “What Next?” handout, and a reminder to attend the Financial Aid Day (FAFSA Day or College Goal event) held in your state.

o Congratulate each student on applying to college and encourage them to complete their admission file by sending in their high school transcript, test scores, or any other documentation that the college may require.

o Encourage students to share their experience with other classmates.

o Wear college gear with the name of your alma mater so students know they can ask you about your experiences at that particular college or university.

o Participate in national ACAC #WhyApply Day on Friday, September 22 to kick off college application season.

o Join the conversation on social media using #WhyApply and #IApplied. Encourage volunteers to follow ACAC on Facebook and Twitter as well as any social media

Recruiting and Assigning Volunteers to ACAC Schools

States have implemented volunteer recruitment and assignment in a variety of ways. It is up to your state to determine the best approach for your program. Below are approaches ACAC states have used, but there are other creative means to identify and assign volunteers.

Lead agency acts a facilitator – Through this approach, the State Coordinator for the Campaign program will assist in providing the contact information of high schools that want assistance in recruiting volunteers. In this instance, it is necessary for the State Coordinator to request during Campaign registration whether the Site Coordinator would like their contact information to be made public so that volunteers can contact them. Typically, State Coordinators will post this information on the state’s Campaign website so volunteers can quickly identify schools that are seeking assistance.

Lead agency acts as recruiter – In this approach, the State Coordinator takes an active role in identifying potential pools of volunteers to assist participating high schools. It is still important for the State Coordinator to know which schools would like help in recruiting volunteers, so a question regarding whether high schools would like their Site Coordinator’s contact information to be made public for volunteer recruitment should still be asked at the time of registration for the Campaign. In this approach, rather than just making the list public so that volunteers can reach out to schools, the State Coordinator and, perhaps, members of the Steering Committee will send the list of schools and contact information to potential volunteers, typically through email. For instance, the list of schools and their contact information could be sent to the state’s AACRAO or NACAC listserv.

High schools lead recruitment – In this approach, the State Coordinator does not play a role in the recruitment of volunteers for participating high schools. Rather, the responsibility is placed solely on the participating high schools to identify and recruit volunteers for their event. In this instance, the State Coordinator would not need to request approval to publicly share contact information of site coordinators at participating high schools (see host site recruitment toolkit on ACAC website). However, if this approach is employed, it is strongly recommended that the State Coordinator provide guidance to participating high schools regarding potential sources of volunteers and the roles that volunteers can play at a Campaign event. Furthermore, the high school Site Coordinator would need to ensure that the volunteers access the volunteer training videos (if provided by the state) or they will need to provide a face-to-face training for their school’s volunteers.

Steering Committee Volunteer Recruitment Letter – Longer Template

On behalf of the [STATE CAMPAIGN/STEERING COMMITTEE, I wanted to share an upcoming volunteer opportunity through [NAME OF STATE CAMPAIGN], [CAMPAIGN DATE(S)]. Our organization has supported [STATE CAMPAIGN] since [YEAR]. The exciting news for this year is that we have grown in size with [NUMBER OF] high schools participating! This means even more volunteers will be needed.  

The goal of [NAME OF STATE CAMPAIGN] is to provide every graduating high school senior the opportunity to apply to college with a particular focus on helping first-generation college-going students, low-income students, and students who may not otherwise apply to college. A critical component of [NAME OF STATE CAMPAIGN] is the one-on-one support provided by volunteers who help students fill out applications or help the counselor with running the event.

Which high schools are participating?The host site list is available [INSERT WHERE AVAILABLE]. Check to see if the high school you graduated from or one in your local area is on the list. 

Who can volunteer? Volunteers may include high school staff, retired counselors, registrars and admissions officers from nearby postsecondary institutions, high school alumni, parents and representatives from the community. It’s ok if you haven’t seen or completed a college application in years. Not all volunteer tasks will require directly helping a student complete an application. And for those that do help students complete the applications, most questions are about unfamiliar terms to the student.

How do I sign up to volunteer?Each high school has a site coordinator to contact if you want to volunteer. [INSERT HOW TO SIGN UP OR CONTACT SITE COORDIANTORS] Consider multiple high schools in case the first place you contact has their volunteer needs secured.

It has been found that the number one reason a student does not apply to college is that he/she does not know how and that is where you can help. 

As a volunteer, you would certainly be representing the institution where you work or the institution from which you graduated and could answer any questions about those institutions. But, remember your main focus will be to assist each student no matter what college/university he/she would like to apply to.

Volunteer Training

Training volunteers for your College Application Campaign is not a complex task. You want to provide volunteers with enough information to be useful to you and the students but not so much as to overwhelm them. In addition to the very real assistance they can provide to ensure that your College Application Campaign event is successful, they also are likely to become college access advocates in the community.

Training should, ideally, occur about one month prior to the state’s Campaign to ensure information is fresh in the minds of volunteers. These trainings can be done virtually through a webinar or through a face-to-face gathering. Some states have also done a short video tutorial available on their College Application Campaign’s website. If a school requires a background check for non-school personnel to work with students on campus, be sure to handle this requirement prior to the training or encourage potential volunteers to contact the school to complete any necessary procedures prior to the school’s event.

Below is a recommended list of topics to cover during a volunteer training. The list is not exhaustive and any items your state believes are necessary to implementing a successful volunteer initiative should be added.

Volunteer Training – Agenda Template

Training volunteers for your College Application Campaign is not a complex task. You want to provide volunteers with enough information to be useful to you and the students but not so much as to overwhelm them. In addition to the very real assistance, they can provide to ensure that your College Application Campaign event is successful; they also are likely to become college access advocates in the community.

State coordinators and host sites are not required to provide a volunteer training. It is up to each state and host site based on whom you have selected as volunteers and if they feel comfortable with the tasks you are expecting them to complete. You can provide training as a short face-to-face gathering up to a month before the event or as soon as a week before the event or the day of the event. If a school requires a background check for non-school personnel to work with students on campus, be sure to handle this requirement prior to the training.

I. Welcome and Thank You!- Have all volunteers sign in and provide you with name, phone number(s), and

address (you will need the address later when you send a follow-up thank you note)

II. Purpose of American College Application Campaign and [insert state campaign]- To encourage and assist all students to apply to college, especially those who

are from low-income and first generation college families, because applying to college will increase their options as they decide what to do after high school.
