Taking Forward Digital in Government2
Where we are today
Where we are today“Ireland ranks 10th among EU countries in the Digital public services dimension, above the EU average. Ireland ranks 1st in Open data and 2nd in Digital public services for businesses. While above the EU average, the indicators which include private users are less impressive (ranking 12 for e-government users, 13 for prefilled forms, 15 for online service completion).”.
Are we really that good?
INIS
Citizens Journeys Assessed
1. Becoming an adult2. Your employment life 3. Integrating into Ireland4. Social safety nets & benefits5. Cohabiting now & into the future6. A place of their own7. Growing up in Ireland (lone / dual
parent)8. Health, serious illness
What we found
“RSA could let you upload your form online and then the NDLS could post your card, rather than you having to go in”
“I would have preferred to do the whole experience online”
“Inefficient, frustrating, outdated” “85% of the
information collected in the three documents was exactly the same”
“You need to think more about a portal and apps”
There was an app but it crashed repeatedly”
“I love Ireland and I think it is important to engage politically. Although I am on board, the registration process should be simplified and modern”
“Young people expect responses in real time or close to it, e.g. online chat, rapid responses to tweets etc”
“Super stressful process”
“it is obvious the people who are citizens already make the immigration process”
Voice of our Customers (1)
Voice of our Customers (2)
They tell you all of the information is online, but when
you have something that’s off the beaten track, the answer isn’t
there and it’s hard to get someone to give you an answer
Some things can be too black and white
and your answer might not fit into it.
I would like to be more competent in it
[internet] and have more confidence but that is a generational
thing
With Revenue, I would be afraid of making a mistake
on one of the forms.
They need to acknowledge that there’s a range of people using these
services that won’t be able to do all of this.
The card, the public service card, you need to book your theory test,
and then you can’t book your driving test until you have twelve lessons done – the process is so long when it shouldn’t be at all
There are broadband issues here ….I use it
[internet] all the time. When you don’t have
coverage, that’s the issue
I use my phone for everything,
banking, shopping
Make it be known that it’s user friendly – you’ll only go online when it appeals to you. You’re selling a service to people at the end of the day. You need good, efficient information.
I got to a stage where I was half way through [getting tax
back] and I stopped. I just gave it to the accountant
and paid him to do it.
I wouldn’t trust it [the
internet] at all
How do we improve•User-driven approach to designing government services
• Sectoral Leadership
•MyGovID Adoption• Awareness raising • Simplify MyGovID enrolement process
DATA
Digital Services
Build to Share Capability Governance
Our citizens should be able to access Government Services at a time and place convenient to them and using their device of choice.
All digital services should be consistent and easy to use. They should also reflect the diversity of our society.
Citizens should not
have to tell us what we
already know. But our
use of their data
should be appropriate
and transparent.
We need to ensure
that we maximise the
value of our data,
including historical.
Everyone running their own infrastructure is inefficient, ineffective, increases risk and obstructs data sharing.
Our ambitions are dependent on skills, competence and confidence amongst users, service providers, system builders and leaders.
Good governance is essential to generate trust and confidence among all stakeholders.

Cloud Advice Note“Organisations should no longer decide whether to move to
cloud for new or existing systems. The decision to be made
now is what, how and when to move to cloud.”
VisionGovernment will ensure that the delivery and back-office systems underpinning knowledge management, policy development and the services provided to citizens and businesses, are run in the most secure and cost-efficient means possible. This will be achieved over time by migrating its systems, where practical, to government or public/mixed cloud environments.
Cloud Advice NotePrinciples:• All new systems will be designed to maximise the benefits of cloud.• All existing systems will be reviewed regularly for cloud capability• A move to cloud will be a business decision on the basis of specific
considerations

• A service to allow Public Sector Bodies to centrally deploy Cloud Infrastructure Services.
• It delivers an Infrastructure as a Service (IaaS) solution to Public Service Bodies, hosted in secure Irish Government Data Centres.
Government Cloud• PGC-e (external)
is a solution focused on providing Public Service Bodies with infrastructure services for digital solutions that require access by either the Citizen (via the Internet) or other Public Service Bodies (via Inter Agency / Government Networks). Typical solutions would be a new or existing web based application accessed by citizens via the internet.
• PGC-i (Internal)
allows Public Service Bodies extend their own existing internal virtual infrastructure footprint to accommodation new internal infrastructure requirements for line-of business applications. External (Internet) connectivity must be provided back through their own infrastructure.
Design Principles1. Enable the provision of new digital services to citizens, businesses and
public servants.2. Maximize cooperative use of services and capabilities. 3. Solution must be manageable, secure, robust, resilient, scalable and
flexible and provide for sufficient governance. 4. Reuse existing solutions where possible. 5. Standardized service for services common across PSBs. 6. The solution must comply with relevant regulatory and compliance
requirements including procurement.
