AVIATION ADVISORY BOARD COMMUNICATION

DISCUSSION

Annually City Departments are required to submit expenditure and revenue budgets (Budget) to the City

Council for approval. The Budget represents the Aviation Department's roadmap for the coming fiscal year

operating expenditures and revenues based on current conditions, priorities and projections as well as

utilization of all anticipated revenues in order to meet operational needs and provide project funding when

necessary.

The Aviation Department will be submitting the FY2021 Budget for approval. Aviation's Budget priorities

include: FY2021 financial planning, partnering with the State and Federal Aviation Administration for

matching grant funds and funding grant match reserves, maintaining competitive revenue rates and charges,

and utilizing all revenues for operating expenditures as well as capital outlays such as minor equipment and

other professional services.

The Aviation Department is located in COUNCIL DISTRICT 2.

AVIATION ADVISORY BOARD COMMUNICATION

DISCUSSION

Annually City Departments are required to submit a five-year rolling Capital Improvement Plan (CIP) to

City Council for approval. The CIP represents the Aviation Department's roadmap for future project

expenditures based on current conditions, priorities and projections, including anticipated development

needs.

The Aviation Department will be submitting the FY2021 through FY2025 CIP for approval. Aviation's

Five-Year CIP priorities include: Update to Master Plans, long term financial planning, partnering with the

State and Federal Aviation Administration, maintaining market value rates and charges, and maintaining

grant match reserves.

The planned expenditures over the next five years will fall into one of the following categories:

• Capital Improvement

• Capital Outlays (Equipment and Vehicles and Minor Equipment)

Modifications to the five-year CIP will be brought before City Council for approval at the time the Aviation

Department is ready to proceed with the project(s).This plan is contingent on the availability of federal and

state funding.

The Aviation Department is located in COUNCIL DISTRICT 2.

AVIATION ADVISORY BOARD COMMUNICATION

DISCUSSION

On April 11, 2006, the City and Texas Jet Partners, L.P. entered into City Secretary Contract No. 33809, a

Ground Lease Agreement for the lease and use of real property known as 18N, 23N, 24N, 36N, and 25N-30N

(Texas Jet Bundle) consisting of a total of 719,341.52 square feet of ground space at Fort Worth Meacham

International Airport. CSC No. 33809 contains a 25-year lease term that would expire on September 30, 2031

and did not include provisions for renewal terms.

On November 12, 2012, (M&C C-25973), Amendment No. 1 to CSC No. 33809 was approved (CSC No.

33809-A1) to remove lease site 24N, comprised of 41,139 square feet of ground space. The remaining sites

total 678,202.52 square feet of ground space.

On January 28, 2014, (M&C C-26651), Amendment No. 2 to CSC No. 33809 was approved (CSC No. 33809-

A2) to make significant improvements to Sites 18N, 23N and 27N. In consideration of these improvements,

Texas Jet requested that a renewal term equal to 15 years be added to the Agreement in order to bring it to an

aggregate total of 40 years, as allowed under Chapter 22 of the Texas Transportation Code.

Lessor and Lessee now wish to amend the lease to include additional 7,847 square feet consisting of a helipad

and surrounding apron adjacent to 29N. If approved, the total square footage of the Texas Jet Bundle will be

increased to 686,049.52.

If recommended, beginning the first day of the first month following the Effective Date of the amended lease

until September 30, 2021, Lessee shall pay Lessor annual rent in the amount One Hundred Twenty-Two

Thousand Seven-Hundred Sixty-Eight and 88/100 Dollars ($122,768.88), which will be payable in twelve

monthly installments of Ten Thousand Two Hundred Thirty and 74/100 Dollars ($10,230.74). Beginning

October 1, 2021, Lessee’s rental rate shall be adjusted to equal the then current unimproved ground rental rate

prescribed by the Schedule of Rates and Charges. On October 1, 2022, and on October 1 each year thereafter,

DISCUSSION

On March 23, 2020, FW American Aero Land Company, LLC (American Aero) purchased Cornerstone Air

Center’s FBO Permit and fueling rights at Fort Worth Meacham International Airport.

On March 31, 2020, the Aviation Department received a request from American Aero to enter into a new lease

for the South Fuel Farm at Fort Worth Meacham International Airport.

If recommended, the rental rate of $400.00 per month from this lease will generate revenue of $4,800.00

annually. Fuel flowage fees will be paid by American Aero according to the current published Airport

Schedule of Rates and Charges and in accordance with the Aviation Minimum Standards.

The initial term of the lease will begin upon the execution of the lease and expire on September 30, 2045, with

two (2) options to renew for an additional five (5) years each. These lease terms align the Tank Farm Lease

and Public Fueling Agreement (Tank Farm Lease) with American Aero’s Fixed Based Operator (FBO) lease

at the Fort Worth Meacham Administration Building. All terms and conditions of the Tank Farm Lease

Agreement will be in accordance with the standard City and Aviation Lease Policy.

law, allocating $10,000,000,000.00 in funding to be awarded as economic relief to eligible U.S. airports

affected by the COVID-19 pandemic. This funding will help eligible U.S. airports prevent, prepare for,

and respond to the COVID-19 impacts, including support for continuing airport operations. The funds

will be available to:

1. Keep airports in reliable, safe operation to serve the aviation industry, the travelling public, and in

support of the economy;

2. Keep airport and aviation workers employed; and

3. Keep airport credit ratings stable.

Based on a classification provided by the Federal Aviation Administration (FAA) for CARES Act Grant

funds offered to each airport, Fort Worth Meacham International Airport is eligible to receive up to

$157,000.00 under the program. Per the FAA, the CARES Act will provide “Funding to support

continuing operations and replace lost revenue resulting from the sharp decline in passenger traffic and

other airport business due to the COVID-19 public health emergency. The funds are available for airport

capital expenditures, airport operating expenses including payroll and utilities, and airport debt

payments.” Thus, the Aviation Department will expend these funds in accordance with the FY2020

Aviation Advisory Board Department Update May 21, 2020

Mid-Field Redevelopment Project Stage 1 Phase 5 (final) included the removal of old pavement between Runway 16/34 and Taxiway Alpha and was officially completed the week of November 4, 2019. Punch list items relating to drainage are the remaining piece on this project. Funding for this project was accelerated which means that hangar development will be able to occur 1-2 years earlier than previously anticipated. Stage 2 of the Mid-Field Redevelopment Project will be replacing and extending Commander Road into the new redevelopment area and installing the required utility lines along the road. The goal is to have parcel sites ready for developers to easily tie into the road and main utility lines once completed.

Mid-Field Development Request for Proposals

A Request for Proposals (RFP) for the development of the Mid-Field area was posted on November 1, 2019, and closed on February 3, 2020. The selection panel met to discuss the proposals and is continuing to work on a recommendation for development within the Mid-Field development site. The Aviation Department expects a recommendation by this summer.

Spinks Airport

East-Side Taxiway Project Project completed Runway/Taxiway Rehab and Airfield Lighting Upgrades Consultant selection has been completed for the upcoming Runway/Taxiway Rehab and Airfield Lighting Upgrade project. (Garver Engineering was selected) This project will consist of:

• Pavement rehab on Runway 17R/35L, Taxiway B, Taxiway A, and Cross Taxiways C, D, E, F, G, and H;

• Replacement of Medium Intensity Runway Lighting on 17R/35L;

A Preliminary Engineering Report (PER) and project schedule has been drafted. We began hosting tenant coordination meetings the week of May 4th to review the project and receive tenant input. The deadline for bid openings is August 31, 2020, and construction is expected to begin in the October/November timeframe. Total cost for design/engineering and construction of the project is expected to be approximately $4 million. Spinks. Alliance Airport

Gulfstream Aerospace Corporation MRO Facility Publicly announced February 20, 2020, Gulfstream Aerospace Corporation will expand its DFW Metroplex operations with a new 160,000 Maintenance, Repair, and Overhaul (MRO) service center adjacent to Fort Worth Alliance Airport. The new facility will include hangars, back shops, employee offices, and customer areas. Construction is scheduled for late 2020, with the facility operable by the fall of 2021. Gulfstream’s new complex will be located on private property adjacent to Taxiway Hotel, immediately northeast of the FedEx Express and Ground hubs. Five Year Engineering Services On-Call Agreement RFQ The Five-Year Engineering Services On-Call Agreement RFQ was advertised and SOQs are due May 8, 2020, from submitting firms. This agreement will serve Alliance from 2020 thru 2024. Amazon Environmental Assessment Mitigation Phase The Amazon Air Cargo Hub EA resulted in a Finding of No Significant Impact (FONSI) from the FAA in September 2018. Small possible noise impacts to areas north and southeast of the airport require further study which will commence later this year. Study is needed to identify if any homeowners may be eligible for physical mitigation improvements to their homes. The FAA awarded an $8 million grant for continued study and initial steps of mitigation, if needed, in July 2019. Part 150 Update The Part 150 Noise Compatibility Model update began January 2019. The first draft of modeling is under review by our engineering team, and new contour maps are being developed. The FAA-funded study is scheduled for mid-2020 completion, including all required public meetings and federal documentation. The last update was completed in 2009.

Taxiway Papa Extension The Taxiway Papa project is advertised with an updated scope of work. The new scope of work will contain all originally advertised utility and drainage improvements, early earthwork and grading, relocating the western airport perimeter fence, and relocating the airport perimeter service road. The new scope adds a portion of concrete paving allowing users to enter/exit the western runway more expeditiously. The FAA awarded a $5.5 million grant for this work in August 2019. 2020 Bell Fort Worth Alliance Air Show The 2020 Bell Fort Worth Alliance Air Show is scheduled for October 17-18, 2020. The United States Air Force Thunderbirds will headline the show, supplemented by several first-time performers this year. Highlights will include: USAF A-10 Warthog Demonstration Team, Lockheed Martin US Navy F-35 variant, Aftershock Jet Truck, dynamic parachute demonstration act, STEM Discovery Zone powered by Lockheed Martin, among many other flying and static performers.
