European ATM 2000+ Strategy

ACG Workshop, 17 Feb 2004 – OATA project

Overall objective: For all phases of flight, to enable the safe, economic, expeditious and

orderly flow of traffic through the provision of ATM services which are adaptable and scaleable to the requirements of all users and areas of European airspace. The services shall …, be globally inter-operable, operate to uniform principles, …

Uniformity: Objective: To ensure that ATM operations are compliant with ICAO

CNS/ATM plans and global interoperability requirements, provide a seamless service to the user at all times throughout Europe

… use of interoperable, common core technical functionality in the systems used, not an all-embracing requirement for identical equipment or systems

ATM 2000+ Objectives

European ATM: a Network

Complex integrated network of organisations, information and processes:

Interdependence of stakeholders’ operational decisions Consistent management of all phases of flight, gate-to-gate, system-wide

information sharing

This requires: A Systems Approach for the ATM network

Organisational means to manage the ATM network as an integrated whole via seamless services

To better understand issues, uncertainties & processes involved, causes and their effects

To define and standardise interfaces

ACG Workshop, 17 Feb 2004 – OATA project

Need for a Common Architecture (1/2)

A new concept exploiting new technology, new business models:

A number of benefits Increased complexity of the procedural, technical & legal arrangements, e.g.

Global/regional systems Co-operative development of large ATM systems Acquisition of services from independent entities (unbundling of services )

Page 7: ACG Workshop, 17 Feb 2004 – OATA project The European ATM 2000+ Strategy and the need for a Target Architecture ACG Workshop, 17 February 2004 Bernard

ACG Workshop, 17 Feb 2004 – OATA project

ATM 2000+ Strategy emphasis on: Network performance Interoperability Evolutionary, not revolutionary change steps Economies of scale Timely/early involvement of industry Timely standardisation Consistent development, air + ground Collaboration among Stakeholders
