Since 1992, State law required water meters to be installed as part of all new construction.

In 2004 the California State Legislature passed AB 2572 requiring all water supplies to install water meters on all customers connections by January 1, 2025.

In 2011 the City of Lodi commenced a water meter installation program that was to be completed in 7 years.
