1 Executive Summary

An assessment has been made of PIRMAX Pty Ltd PIR Insulation Panel Foil-Faced

(Daltofoam MR 40788 and Suprasec 5005) ceiling lining system, comprised of 70mm thick

PIR insulation with 0.06 mm thick embossed aluminium foil autohesively bonded on each

face in a continuous foaming process, complying with the National Construction Code 2016,

Volume 1, Building Code of Australia (NCC-BCA), Specification C1.10, Clause 4

requirements for:

- Group Number - Smoke Growth Rate Index (SMOGRARC)

This assessment is based on the results of Exova Warringtonfire (EWFA) Report No:

42119200.4 presented in Appendix 1: , describing a test performed in accordance with G.2 AS

ISO 9705-2003 where the panel was mounted to the ceiling with walls of non-combustible

construction.

This assessment covers only those matters and products listed above, and should not be

interpreted as covering any other matter or product. This assessment specifically excludes any

application where PIRMAX PIR Insulation Panel Foil-Faced is installed as a wall lining.

PIRMAX PIR Insulation Panel Foil-Faced ceiling lining system has been assessed to achieve

a Group 1 rating and Smoke Growth Rate Index of 21.0 (m2/s2 x 1000) when installed as a

ceiling lining system in accordance with the installation described in EWFA Report No:

42119200.4 with walls of non-combustible construction as defined by AS 1530.1 or NCC-

BCA Volume 1 Clause 1.12. This assessment is subject to the limitations of use described in

Section 7.

2 Purpose

To perform an assessment of the fire hazard properties of the PIRMAX Pty Ltd PIR Insulation Panel Foil-Faced (Daltofoam MR 40788 and Suprasec 5005) ceiling lining system to satisfy the National Construction Code 2016, Volume One, Building Code of Australia (NCC-BCA),Clause C1.10-4 requirements for:

- Group number, and - Smoke Growth Rate Index (SMOGRARC).

3 Scope

The assessment is made on an analysis of relevant test data compared with the requirements

of the NCC-BCA as presented in the following documents:

- Exova Warringtonfire Test Report “Fire Test of a ceiling lined with PIR insulation panels, tested in general accordance with AS ISO 9705-2003”, EWFA Report No: 42119200.4, 31st January 2017.

- National Construction Code 2016, Volume 1, Building Code of Australia, Class 2 to 9 Buildings.

- AS 5637.1:2015, Determination of fire hazard properties.

The assessment addresses the Group number and SMOGRARC of:

- PIRMAX Pty Ltd PIR Insulation Panel Foil-Faced (Daltofoam MR 40788 and Suprasec 5005) comprised of 70mm thick / 2.8kg/m2 PIR insulation with 0.06 mm thick embossed aluminium foil autohesively bonded on each face in a continuous foaming process, when installed as a ceiling lining system as tested in EWFA Report No: 42119200.4.

The assessment is valid subject to the conditions and limitations outlined herein. It must not

be interpreted as encompassing any other matter or product. This assessment specifically

excludes any application where PIRMAX PIR Insulation Panel Foil-Faced is installed as a

wall lining.

4 NCC 2016, Volume One, BCA Relevant Requirements

As per NCC-BCA Part A1, fire hazard properties indicate how a material or assembly

behaves under specific fire test conditions. The fire hazard properties relevant to this

assessment include Group number and smoke growth rate index (SMOGRARC).

These fire hazard properties are assessed in accordance with A0.2(b) through compliance with

the deemed-to-satisfy requirements. Evidence of suitability in accordance with A2.2 (a) is

provided through the combination of:

(i) A report issued by a Registered Testing Authority, showing that the material or form of construction has been submitted to the tests listed in the report, and setting out the results of those tests and any other relevant information that demonstrates its suitability for use in the building.

Means of Compliance: Exova Warringtonfire Test Report “Fire Test of a ceiling lined with

PIR insulation panels, tested in general accordance with AS ISO 9705-2003”, EWFA Report

No: 42119200.1, 31st January 2017.

(iii) A certificate from a professional engineer or other appropriately qualified person which— (A) certifies that a material, design, or form of construction complies with the requirements of the BCA; and (B) sets out the basis on which it is given and the extent to which relevant specifications, rules, codes of practice or other publications have been relied upon.

Means of Compliance: This report which has been verified by a qualified Fire Safety

Engineer listed on the Australian ‘National Professional Engineering Register’ for Fire Safety

Engineering.

In accordance with A2.4 (c), group number or smoke growth rate index (SMOGRARC) has

been determined in accordance with Specification C1.10, Clause 4(b).

5 Group Number and Smoke Growth Rate Index

5.1 NCC 2016, Volume One, BCA, Definitions

As defined by BCA A1.1:

- Group number means the number of one of 4 groups of materials used in the regulation of fire hazard properties and applied to materials used as a finish, surface, lining, or attachment to a wall or ceiling. For the purpose of the BCA, a Group 1 material indicates the best performing material and a Group 4 material is the worst performing material.

- Smoke growth rate index (SMOGRARC) means the index number for smoke used in the regulation of fire hazard properties and applied to materials used as a finish, surface, lining or attachment to a wall or ceiling. For the purpose of the BCA, Specification C1.10, Clause 4 requires the ceiling lining system in buildings not fitted with a sprinkler system complying with Specification E1.5 to have a smoke growth rate index to not more than 100.

- Flashover, in relation to fire hazard properties, means a heat release rate of 1 (MW).

C1.10 requires the fire hazard properties of the ceiling linings, materials and assemblies in a

Class 2 to 9 building to comply with Specification C1.10.

Specification C1.10 Clause 4(b) requires the group number and smoke growth rate index of a

ceiling lining system to be determined in accordance with AS 5637.1.

Specification A1.3 lists documents adopted by reference including the new reference to AS

5637.1:2015 which incorporates the following transitional note, “Test reports indicating the

group number of wall and ceiling linings determined under versions of the BCA applicable

prior to 1 May 2016 remain valid until 1 May 2019.”

Whilst AS 5637.1, Clause 5.2.1 identifies specific specimen requirements for AS ISO 9705-

2003, the NCC 2016, Volume One, Building Code of Australia, Specification A1.3 reference

above makes provision for the validity of test reports determined under previous versions of

the BCA applicable prior to 1 May 2016 until 1 May 2019.

5.2 Assessment

EWFA Report No: 42119200.4, 31st January 2017 provides details of the AS ISO 9705-2003

test for the PIRMAX Pty Ltd PIR Insulation Panel Foil-Faced (Daltofoam MR 40788 and

Suprasec 5005) ceiling lining system.

The ceiling lining system components are described as:

- PIR Insulation Panel Foil-Faced (Daltofoam MR 40788 and Suprasec 5005) comprised of 70mm thick / 2.8kg/m2 PIR insulation with 0.06 mm thick embossed aluminium foil autohesively bonded on each face in a continuous foaming process,

- Type 17 Hex head 16g 125 mm self-tapping screws and zinc plated mild steel mudguard washers, ¼ x 1¼ x 16g, fixed at locations as shown in Figure A1.1 of Appendix 1: Exova Warringtonfire AS ISO 9705–2003 Test Report.

- Taped joints as shown in Figures A4.1 and A4.2 of Appendix 1: Exova Warringtonfire AS ISO 9705–2003 Test Report.

The PIRMAX Pty Ltd PIR Insulation Panel Foil-Faced (Daltofoam MR 40788 and Suprasec

5005) ceiling lining system was mounted to the ceiling of the test chamber in accordance with

AS ISO 9705, G.2 Alternative specimen configuration, “Other possibilities are… to test the

product covering only the ceiling and having standard wall materials.”, rather than G.1

Standard specimen configuration (ceiling and walls). AS ISO 9705-2003, Note 22 identifies

“Different specimen configurations are possible depending on the practical use of the product

under test and the specific situation that is to be studied.”

The walls of the AS ISO 9705 test chamber comprised of “studwork walls and ceiling lined

with plywood and two layers of 16mm thick fire grade plasterboard on the internal side”.

For this assessment to be valid, the PIRMAX Pty Ltd PIR Insulation Panel Foil-Faced

(Daltofoam MR 40788 and Suprasec 5005) ceiling lining system must only be installed to

ceilings of non-combustible construction in conjunction with walls of non-combustible

construction. In this case, non-combustible construction is that defined in the BCA as

constructed wholly of materials that are either, not deemed combustible as determined by AS

1530.1, or are listed in C1.12.

The ceiling lining system was been exposed to 100kW for 600 seconds followed by exposure

to 300kW for 600 seconds.

5.2.1 Group Number

The peak heat release rate determined during the test was 0.831 (MW). The test did not reach

flashover and supports a Group 1 rating of the ceiling lining system subject to the limitations

of use detailed in Section 7.

5.2.2 Smoke Growth Rate Index

The smoke production rate of the test specimen is reported in Appendix 1: Exova

Warringtonfire AS ISO 9705–2003 Test Report, Figure A3.6. The calculation method

provided in Section 6 of AS 5637.1:2015 has been used to determine,

SMOGRARC = 21.0 (m2/s2 x 1000) subject to the limitations of use detailed in Section 7.

6 Conclusion

The ceiling lining system has been tested in accordance with G.2 of AS ISO 9705-2003, with

the product covering only the ceiling and having non-combustible wall materials.

The test results for the PIRMAX Pty Ltd PIR Insulation Panel Foil-Faced (Daltofoam MR

40788 and Suprasec 5005) ceiling lining system support a Group 1 rating and Smoke Growth

Rate Index of 21.0 (m2/s2 x 1000) subject to the limitations of use detailed in Section 7.

This assessment is based on the test report and documentation listed. Whist the responsibility

for the accuracy and applicability of the test and report remains with their authors, I am of the

opinion that such test and report have been prepared, controlled and reviewed on sound basis.

7 Validity

For the purposes of this assessment, the specific limitations of use applying to PIRMAX Pty Ltd PIR Insulation Panel Foil-Faced (Daltofoam MR 40788 and Suprasec 5005) ceiling lining system include;

1. In all cases, it is a requirement that the ceiling lining system is only installed and maintained to ceilings of non-combustible construction in conjunction with walls of non-combustible construction. In this case, non-combustible construction is that defined in the BCA as constructed wholly of materials that are either, not deemed combustible as determined by AS 1530.1, or are listed in C1.12.

2. This assessment specifically excludes any application where PIRMAX PIR Insulation Panel Foil-Faced is installed as a wall lining.

3. It is a requirement that product selection, and incorporation into the building design, is made by a building designer conversant with the application and technical aspects of the product, with ready access to the relevant technical information related to the product use.

4. Quality of installation is the responsibility of the installer in accordance with the instructions of PIRMAX and the building designer.

5. This application does not deal with materials safety. Specification should be considered in conjunction with a suitable Materials Safety Data Sheet.

6. This appraisal does not deal with the quality assurance aspects of the manufacturing and construction process. The quality of supply to the market is the responsibility of PIRMAX.

7. Any reference in this appraisal to any other publication shall be read as the reference to the version specified in this appraisal including the information contained in its appendices.

8. This document is valid for the shortest of the following periods: a. Until 1 May 2019; or b. Until superseded by more recent technical information; or c. Until superseded by other certification; or

• Until change is made to the product specification; or

• Until the particular referenced parts of the NCC-BCA are superseded in the NCC-BCA or in State and territory Building Regulation; or

• Until the particular referenced standards are superseded.
