Potted history

During the 1990’s – generally small scale adhoc implementation of the softer side of TDM measures:

Focused on awareness raising – TravelWise

PPG13 required new development to consider TDM

National guidance on how to deliver first appeared

Since 2000 – grown in credibility and delivery more focused:

Sustainable Travel Towns programme

All schools required to develop a travel plan

Cycling Demonstration Towns

Lessons:

Lack of available funding of right type

Lack of belief in what it can achieve – the benchmark being ‘if you build a road cars will drive on it’.

Purpose being to understand what package of TDM could achieve

Independent monitoring and evaluation

Results of evaluation of the national pilots

Car use: Car driver trips by residents fell by 9% per person, and car driver distance by 5%~7%. This compares with a fall of about 1% in medium-sized urban areas over the same period, based on NTS data.

Bus use: Bus trips per person grew substantially, by 10%~22%, compared with a national fall of 0.5% in medium-sized towns.

Cycling: The number of cycle trips per head grew substantially in all three towns, by 26%~30%. Meanwhile, cycle trips declined in medium-sized towns elsewhere.

Walking: The number of walking trips per head grew substantially, by 10%~13%, compared to a national decline in similar towns.

Results of evaluation of the national pilots

Value for money?........

Outturn costs of the programme were $16 per person per year.

Estimated cost per car kilometre removed was less than $1.

Implied benefit-cost ratio of the achieved outcome in the three towns, allowing only for congestion effects, is in the order of 4.5:1.

Note: If include environmental, consumer-benefit and health effects on the basis of recent Department for Transport modelling could broadly double the congestion-only figure.

What is PTP? [Personal Travel Planning]

Ι Personal Travel Planning (PTP) seeks to overcome habitual use of the car, enabling more journeys to be made on foot, bike, bus, train or in shared cars.

Ι This is achieved through the provision of information, incentives and motivation directly to individuals to help them voluntarily make more informed travel choices.

UK Department for Transport 2007

Personalized Travel Planning (PTP): what is it?

It’s a conversation….

Hello, my name is and I’m here to….

How do you currently travel about – focus on the car trips?

What frustrations do you have with your current travel?

It usually takes place at every door in a target area – or in a

workplace – or by telephone

The conversation is supported by the delivery of the information

and incentives to facilitate a change

How effective is PTP in reducing car travel?

“Within the UK PTP has been reported to reduce car driver trips by 11% (amongst the targeted population) and reduce distance travelled by car by 12%.”

DfT (2007) Making PTP Work

“evidence that personal travel planning can reduce car use by a significant amount is accepted by those who challenge the technique as well as its supporters”

Cairns et al., 2004

Moving away from encouraging business to prepare travel plans – action plans

Business engagement now the norm – building long term relationships with businesses (not necessarily networks)

+

Securing travel plans through the planning process

No TMAs

Effective Business Engagement from LSTF

Brief, practical action plans

Grants to support infrastructure provision are helpful for some but not everyone

Find the right champion within the organisation

Prioritize the target businesses – location matters

Role of networks - don’t work everywhere

Use of the planning process

Transport for London – Building on Games success

Welcome to the Business Engagement Bulletin

We have lots of news and offers in this month’s bulletin to share with you.

In terms of travel impacts, we have the Tour de France and London Bridge changes coming up. The Tour de France is two weeks on Monday so it is important to prepare your staff and visitors for any impact the day may have. London Bridge station will have its first period of major change from Saturday 23 August to Sunday 31 August 2014. Detailed travel advice is included below for both of these events.

There are two great offers this month. Firstly, we have free car club membership and £75 free of driving*. Car clubs are often a more cost effective method than traditional pool cars for businesses and this offer has been arranged so you can see the benefits for yourself. Secondly, for the motorcyclists, there is a free BikeSafe Corporate day that aims to improve rider skills. Further details below.
