BACKGROUND

• Legislation for the Nunavut Impact Review Board (NIRB) and the Nunavut Planning Commission (NPC) is an obligation under the Nunavut Land Claims Agreement (NLCA)• As required by the NLCA, the legislative

proposal was developed in close consultation between Inuit and Government (Canada and Nunavut)

• NIRB and NPC operating under the NLCA since 1995 – benefit of practical experience3

CONTEXT The Nunavut Planning and Project Assessment legislative proposal is

the Government’s response to its obligation under Article 10 of the NLCA

Extensive consultations held with industry and communities

Despite challenges gaining consensus, considerable innovation and clarity has been achieved Provisions not consistent with the NLCA require Claim amendment,

therefore the consent of the Inuit

It was introduced as Bill C-25 and received first reading on May 12, 2010 but died when the election was called in spring 2011

Awaiting an opportunity to be introduced in this session of Parliament
