1. Introduction

This is the final report drafted by the Milan EPIO after the conclusion of the EXPO 2015.

The EXPO universal exposition on the theme of "Feeding the Planet. Energy for life", was atrue success.

The overall judgement is positive not only according to the figures collected – 21 millionvisitors went to see EXPO during the six months – but also due to the fact that EXPO put thecentrality of sustainability at the top of the political agendas and increased the awareness ofcitizens over European and international policies and strategies over the main themesdeveloped – as shown by the Chart of Milan, the legacy of the EXPO brought to the UNSecretary General on the 16 of October. On these themes, the European Parliament adopted aresolution on the 30 of April 20151.

"Every visitors to the EXPO - as EP President Martin Schulz stated in his appreciationspeech2- left the exposition with many thoughts provoking ideas coming from differentpavilions but visitors also left the exposition with a key question: ‘What can I do to make mylife on this planet more sustainable and fair?’. Increased awareness of how our choices andhabits affect the world and awareness of the interconnections in the global economy is byitself the greatest legacy of EXPO Milan”.

The European Union, with its participation to the EXPO Milan 2015, contributed to this greatsuccess. The EU Pavilion had more than 650,000 visitors with a level of satisfaction close to90%.

The EU Pavilion was meant to give visitors a greater understanding of the achievements ofthe EU in the past 60 years and the major challenges the EU will face in the future decades onthe themes of EXPO Milan 2015. The pavilion presented a story based on the characters ofAlex, a young farmer, and Sylvia, a young researcher to help people to understand theimportance of cooperation among tradition and innovation, cultures and experiences,including agriculture, passion for the environment and science.

During the 6 months, in addition to the Visitors’ Experience, the whole activities coordinatedby the EU task force for EXPO and Milan EPIO at EU Pavilion encompassed theorganization of events, conferences and debates with the participation of MEPs, EuropeanCommissioners and representatives from various institutions.

The EXPO 2015 EU Scientific Steering Committee3 played a pivotal role in promoting thescientific debate on the EXPO themes, following wide public consultation and high-leveldebate yielding the document "The role of research in global food and nutrition security",which proposes recommendations for future policy actions in this area.

2. The European Union Pavilion

During the whole period of the EXPO, data regarding the overall judgement of the EUPavilion has been collected. Concerning the Visitors’ Experience and the activities organisedinside the Pavilion, there had been a constant increase in the amount of visitors per day and asuccessful series of events. The tables below highlight the public flow registered at thePavilion Visitors’ Experience.

During the 176 days of activity at the EU Pavilion (since 9 May until 31 October withoutinterruptions), 657,150 people went to the Visitors' Experience on the ground floor of thePavilion. This equates to 3,733 a day on average. In line with the general trends of the EXPO,the number of visitors increased during the second half of the event (they were 230,000 atmid-EXPO end July). The main target-groups were schools and young people that visited thePavilion in great numbers. The month with the highest number of visitors was October(157,919 visitors: 5,094/day), followed by September (134,725 visitors) and August (112,795visitors).

The appreciation rate of the Pavilion was very high: around 90% of the visitors participatingto the survey - based on over 190,000 responses given at the end of the visit - gave a positiveappreciation.

Alex & Sylvia

The Visitors' Experience was divided into three parts: pre-show, show and post-show. Theshow consisted in a movie which tells the story of two young Europeans, Sylvia and Alex.Sylvia works as a researcher at the EU Joint Research Centre. Every year, she visits hergrandmother in a village not far from the city where she lives. Sylvia's Granny runs thevillage bakery, the heart and soul of the community.

Alex spends his days in the fields. A farmer like his forefathers, heuses cutting edge technology to grow high-quality wheat.When Sylvia reaches Granny's house there is a surprise in store forher. Granny has decided to take a break, so Sylvia replaces her. This

challenge comes as a shock to Sylvia whenshe meets Alex. As Sylvia enters thebakery she is gripped by fear but alsobuoyed by courage and starts preparing theproducts. Within a matter of hours the shopshelves are full of loaves and cakes.

The customers, used to Granny's expert baking, come into the shopexpecting the usual wares but find themselves tasting bread that isanything but traditional. Sylvia is distraught but refuses Alex'shelp. Suddenly, the village is hit by a powerful storm. Being anexpert in hydraulics, she raises the alarm right across the village.

As the flooding worsens, there is a danger that the village's bridge will collapse and, with it,the only road to the city. Her cooperation with Alex begins and they work non-stop to keepthe village out of danger. When the worst has passed, the scientist and the farmer go back toprepare the bread. Alex brings his best flour to the bakery and Sylvia follows all hisinstructions with scientific precision.

Bread is the common thread running through the story of Alex and Sylvia. The EuropeanUnion Pavilion has chosen it to illustrate the theme of EXPO because bread has historicallybeen the symbol of a food made for sharing. The story told is a metaphor for the motto of theEuropean Union, "Unity in diversity", which testifies to how Europeans, through the EU,have succeeded in working together for peace and prosperity, while retaining the richness ofthe continent's many and varied cultures, traditions and languages.

In the post-show, visitors were introduced to the EU policies dealt with by the narrative of thepavilion and the movie through three interactive walls on food chain, nutrition, environmentalsustainability and cooperation and development.

The Volunteers Programme

The EU pavilion developed a training programme which involved 850 young volunteersmostly from Erasmus+ programmes across Europe with a view to developing future EU'Ambassadors'. They worked as volunteers at the EU pavilion during a two weeks periodexplaining to the visitors the underlying messages in the Alex and Sylvia's story andassociated policies by conveying a genuine a dynamic image of the EU. Overall, 40nationalities were represented, half of them being Italians followed by Spanish, German andRumanian. On 11 October, together with the Erasmus Student Network, the EU pavilionorganised at EXPO an "Erasmus+ Parade" with the participation of over 1,000 Erasmusstudents coming from Italian and European cities.

Communication and media

The work towards media focused on the promotion of the Visitors' Experience and the movietitled The Golden Ear, the scientific debate, the Business to Business (B2B)4 events and theVolunteers programme. The Pavilion's activities hadmassive press coverage since the opening of thePavilion, when the Task Force presented theactivities for the six months. Press coverage was alsoextensive for the inauguration of the Pavilion on 9May with the presence of EP President, MartinSchulz and EC Vice President, Federica Mogherini.

Digital communication is one of the success storiesof the EU Pavilion, which is among the bestperformers in terms of followership. The Facebookpage (51,500 fans) and the Twitter account (over18,000) are the second most followed of the EXPO,while Instagram (5,000 followers) is fifth. The EUPavilion Website has been visited around 250,000times. The EU Pavilion played a pivotal role ingathering the EXPO social media managers.

At the end of the EXPO, a film produced by MCI was realized, offering a review of the EUPavilion's presence at the EXPO5.

Events

Over 230 events took place during the six months and were linked to the EU EXPO ScientificProgramme and on the European policies on the themes of EXPO. In these events more than30,000 experts took part. The stakeholders were invited by several DGs of the EuropeanCommission and its Agencies, the European Parliament, the Committee of Regions and theEuropean Economic and Social Committee. This resulted in the participation of regional andnational Authorities from Italy and other Member States, business organisations,representatives of the civil society and NGOs, as well as delegates from non-EU Countries.The events took place in different locations: the EU Pavilion, the EXPO Conference Centre,the Universities in Milan, other locations in Milan city centre, and the JRC Site of Ispra. Aspart of this program, the Scientific Committee of the Universities of Milan organized manyevents in cooperation with the EU Institutions, some of which hosted at the EU Pavilion6.

Visits and Protocol activities

The participation from the European Parliament was very wide. 86 MEPs7 visited the EXPO,including President Martin Schulz, Vice Presidents Mairead McGuinness, Sylvie Guillaume,Anneli Jäätteenmäki, David-Maria Sassoli and Antonio Tajani. Five EP ParliamentaryCommittees (AGRI, DEVE, INTA, ITRE, and PECH) came to the EXPO for official visitsand events, as well as delegations from different political groups, the Bureau of the ACP-EUJoint Parliamentary Assembly and the EP Sakharov Laureate and Former President of TimorLeste, Mr Xanana Gusmao.

Thirteen European Commissioners visited the EXPO and took part in events at the EUPavilion.

More than 40 Heads of State, Ministers, national Parliaments' Representatives and visited theEU Pavilion. The Pavilion hosted Ministerial delegations of EU Member states that didn'thave their own Pavilion at the EXPO, in particular the Luxembourg Presidency. GovernmentRepresentatives came also from the Czech Republic, Finland, Estonia, San Marino, Slovakia,Serbia, Poland, Republic of Ireland, Spain, Tuvalu, Lithuania, Malta, Slovenia, Timor Leste,Greece. Official delegations came also from the US, Switzerland and other countries.

EXPO 2015 EU Scientific Steering Committee

The Scientific Steering Committee set up by the European Parliament and the EuropeanCommission and chaired by former Commissioner Franz Fischler produced a document on"The role of Research in global food and nutrition security". On the 8 of May it was launchedthe scientific discussion on the EXPO themes during the High Level Conference, whichinvolved key speakers including the EP Vice President and Responsible for STOA, MaireadMcGuiness, Commissioner Navracsics, STOA Members Paul Rübig (Chair) and MarijanaPetir and 200 high-level invitees among scientific experts, policy makers and representativesfrom the industry.

Taking into account the results of the public consultation launched by the Scientific SteeringCommittee on this occasion and developed during the six months, a final document waspresented giving four Recommendations on "New ways of providing knowledge to tackle foodand nutrition security: what should the EU do?" in the final event on 15 October8.

The Recommendations are targeted at EU institutions and take into consideration bothinternal EU policies and the EU's role as a global actor. More than 250 participants fromacademia, politics and industry attended the international final conference promoted by theScientific Steering Committee. The European Parliament Committee on Development'sChair, Linda McAvan introduced the debate together with Commissioners Andriukaitis,Hogan and Moedas; EP rapporteur for the EXPO, Paolo De Castro and other MEPs attendedthe conference.

3. The Milan EPIO at EXPO 2015

During the whole period of the EXPO Milan 2015 (1st of May- 31st of October), the MilanEPIO organised directly at the EU Pavilion 32 events involving more than 5,000 participants.The EPIO was operative at the Pavilion participating in its activities with a full involvementof the staff and trainees, sharing the management responsibilities within the EU Task Forcefor the EXPO.The shared tasks implied, among others, the direction of the EU Pavilion, the organisation ofevents and conferences and the daily administrative running.

May

The Europe Day, on 9th of May, coincided with the EU Pavilion inauguration ceremony. Forthe occasion an official delegation from the European Institution has been invited toparticipate9. EP President, Martin Schulz, together with Federica Mogherini, EC Vice-President/High Representative, 10 MEPs and around 1,000 students and teachers from 25different high schools from all regions of the North-Italy took part to the event. Along withthem, a delegation of more than 300 citizens, coordinated by the Europe Direct Centers wasalso present.

After the Flag Ceremony at the EXPO Center in the morning, the Conference “Inter-institutional Citizen Dialogue” took place at the Auditorium, seeing a genuine discussionamong the public, mainly composed of young people, and EP President Martin Schulz andVice-President Federica Mogherini over the EXPO themes and specifically on the future ofEurope and Food Safety. The public could interact and debate via a live tweeting. Studentsasked questions about GMOs, EU accountability and migration.

Soon after, a big parade with more than 1,000 young and citizens on the Decumanus tookplace on the notes of the Ode to Joy from Beethoven and ended in front of the EU Pavilionconcluded in a flash-mob.

In the afternoon a bread competition took place among bakers coming from Europeancountries, followed by a conference on "Bread society" including a tasting session of variousbread recipes from all over Europe. As a conclusion of the day at the Milan Auditorium aConcert by Orchestra La Verdi was organized playing the Ninth Symphony from Beethoven.

June

On the 18th and 19th of June, the European Parliament Committees on Agriculture and RuralDevelopment (AGRI), on International Trade (INTA) and on Industry, Research and Energy(ITRE) were at EXPO Milan for official visits to debate on global food security, food wasteand healthy lifestyles.

The three delegations were hosted at the EU Pavilion. A joint press conference, chaired byBernd Lange (INTA Chair), Patrizia Toia (ITRE Vice-Chair) and Clara Eugenia AguileraGarcia (AGRI Vice-Chair) took place preceded by a welcome speech by Ambassador BrunoAntonio Pasquino, Commissioner General for the EXPO. After that, the Members wereinvolved in a networking meeting on the EU Pavilion terrace at the presence of local andnational authorities.

At the press conference the MEPs pointed out that the EU must step up its efforts to ensurethe quality and safety of food in the EU and boost fair trade for the poorest countries.

On the occasion of the EP Parliamentary Committees' visit, the EU pavilion received also twogroups of journalists coming from Italy and many other EU Member States. On the 18th ofJune they attended a briefing at EXPO Media Centre and visited our Pavilion. On the 19th,journalists visited other pavilions and clusters.

July

On the 17 of July, a Citizens' Dialogue on food safety and health was organised at the EXPOby the EC and EP jointly.

Commissioner Vytenis Andriukaitis and MEP Paolo De Castro discussed on "Health, foodsafety and quality: challenges for a sustainable future" with more than 250 citizens whogathered at the EXPO from all over North Italy. The Dialogue revolved around many topics:the TTIP (Transatlantic Trade and Investment Partnership) between the US and the EU; thehormones and antibiotics used for raising livestock and the consequent resist of antibioticsdeveloped in humans; the genetically modified organisms (GMOs) and the trade barriersconsidered as the most effective instrument to address such problems.

On the 20th, 21st and 22nd of July the EU Pavilion hosted a visit of the European ParliamentCommittee on Fisheries (PECH). During the three days, the delegation was involved inconferences and meetings with scientific experts (from the JRC in Ispra) organized at the EUPavilion and visited several pavilions. In the same occasion, it was organised a meeting withMauritanian representatives in order to discuss the Protocol on the Fisheries PartnershipAgreement between the European Community and the Islamic Republic of Mauritania thatwas just signed.

The PECH Delegation with its visit succeeded in promoting sustainable fishing on a globalscale, disseminating the knowledge about the new EU Common Fisheries Policy andcommunicating the achievements obtained so far.

August

On the 27 August, another event organised by Milan EPIO took place at the EU Pavilion, theCaffè Europa, a periodical meeting which offers to the citizens an opportunity of dialoguewith MEPs on topical subjects. In this occasion, it offered a field of discussion on the mainthemes of the Milan EXPO 2015, “Feeding the Planet, Energy for Life”.

September

September was a very busy month, full of events and conferences. On the 17th of Septemberthe Milan EPIO promoted and organized a conference on the promotion of Lombardy andBrescia territory heritage, from a local reality to a Europe-wide environment. MEPs from theCulture and Education Committee (CULT), underlined the commitment in promoting a newconcept of tourism and in allowing a more accessible and easier usability of cultural heritage.

On the 18th of September, the Milan EPIO hosted at the EU Pavilion the participants to theIsraeli/Palestinian Young and Key Political Leader Seminar.

On the 25th of September two EP groups’ delegations went to the EXPO. The ENF delegationvisited many pavilions and clusters. The S&D delegation promoted a Round Table onCircular Economy, focussed on the importance for Europe to be competitive in the globaleconomy.

The ACP-EU Joint parliamentary Assembly Bureau held a mission to EXPO Milan 2015 on26-27 September 2015. The EU Pavilion hosted the conference “Feeding the Planet –together for a sustainable development”, where members of the ACP-EU Joint ParliamentaryAssembly Bureau intervened. The meeting offered an opportunity to debate over the EXPOthemes from a more sustainable approach and the cooperation and development point ofview. The discussion was chaired by MEP Cécile Kyenge (Vice-President of the Delegationto the ACP-EU Joint Assembly) and ACP co-President, Fitz Jackson, with the participationof foreign and Italian institutional representatives.

On the 28th of September, EP VP Antonio Tajani met Luxembourg Finance Minister PierreGramegna at the EU Pavilion. On the same day, EP VP Antonio Tajani and MEP AlbertoCirio (EPP) held a meeting with economic operators from the North-Italy.

October

On the 1-2-3 October, the Milan EPIO hosted at the EU Pavilion the participants of theWorld Think Tank Summit organized by ISPI (Italian Institute for International PoliticsStudies).

On the 4th of October, EP Vice President David-Maria Sassoli opened the 4th Congress of theSouth-North Mediterranean Dialogue Foundation at the Conference Centre. On the sameday, at the EU Pavilion he brought his greetings to the students that were participating to theEuropean Youth Debate.

The European Youth Debate at EXPO 2015 - Road to Zero Poverty - was an event organizedin the frame of the European Year for Development (EYD) by the Milan EPIO and theBocconi based student Association, European Generation,coordinated by Ragnarock Association, and organised by theEuropean Documentation Centre (EDC) of the BocconiUniversity. This European Youth Debate was focused onEuropean policies to eradicate absolute poverty, a topic whichis linked and complementary to the EXPO 2015 theme, beinghunger and poverty closely interrelated issues.

MEP Brando Benifei also attended the event and participatedin the panel discussion.

On 7-8-9 October the University of Turin organized the 7th

International AESOP Sustainable Food PlanningConference. The AESOP thematic group “Sustainable FoodPlanning” (SFP) find its rationale recognizing that fashioninga sustainable food system is one of the most compelling challenges of the 21st Century.

The opening Round Table washosted at the EU Pavilion, whereexperts presented the case of the"Milan South Agricultural Park,lessons and warnings".

On 8th October, the conclusiveconference promoted byMondohonline in cooperation withMilan EPIO was held at the EUPavilion. In that occasion,Mondohonline gave a contributionto the Charter of Milan. ClaudiaSorlini, Chair of the ScientificCommittee of the Universities of

Milan for EXPO, participated to the event. Mondohonline supports and promotesinitiatives that aim at financing agro-biodiversity and the necessary innovation that canincrease the resilience of lands and human bodies.

On the 11th of October at EXPO 2015 the Erasmus Volunteers’ Day took place. Theinitiative aimed at involving the young people studying and working in international projectsand at stressing the great educational value of these experiences. It was a great eventpromoted by Erasmus Student Network (ESN) in cooperation with the EU Pavilion.

On the 14 of October, a press conference at the EU Pavilion was organised to present theevent “Beyond the EXPO: the new digital services for food security”, promoted by OCCAM(UN-Affiliated Observatory on Digital), with the support of the Milan EPIO.

On the 14, 15 and 16 of October the EU Pavilion hosted the EP Sakharov Laureate andFormer President of Timor Leste, Mr Xanana Gusmao and the official delegation from theEuropean Parliament Committee on Development (DEVE). On the 14th Mr Xanana Gusmaoparticipated in meetings with the Commissioner General for the EXPO, Bruno AntonioPasquino, and Representatives from different pavilions (EU Pavilion, Zero Pavilion andOman Pavilion). In the morning of the 15th October they all together participated at theinternational conference “Strengthening Global Food and Nutrition Security throughResearch and Innovation - Lessons Learned from EXPO 2015” at the EXPO ConferenceCentre. In the afternoon, a roundtable debate “Human Rights, Right to Food and Land Rights:What’s missing?”, organized by DEVE Committee, was held at the EU Pavilion. The eventwas actively attended also by 93 students from the European Interuniversity Centre forHuman Rights and Democratisation of Venice.

Among the many events hosted at the European Pavilion, October saw the visit of the Club ofVenice (CoV) on the occasion of their two-day annual meeting in Milan. On the 23rd theparticipants of the CoV visited the EXPO site and the EU Pavilion; they also met the chiefcommunications officers of different Pavilions.

On the 25 October, the second edition of Caffè Europa at the EXPO was organised by MilanEPIO. This meeting was the occasion to take stock of the EU Pavilion's activity and theresults of the six months EXPO experience in a discussion with the public. MEP Patrizia Toiaattended.

MEP Stefano Maullu promoted an event on the 26th of October at the EU Pavilion, withcitizens and local authorities. On the same day, the Milan EPIO hosted the conclusiveconference of the workshop among Euro-Mediterranean teachers, organized by CIPMO(Italian Center for Peace in Middle East), one of the most important Italian non-profitorganisations endeavoured towards encouraging and facilitating the Israeli, Palestinian andArab dialogue.

The last event happened on the 27th of October, organised by the European Women'sManagement Development International Network and the Milan EPIO. The event wasfocused on the importance of the role of women for the future of our planet. The EU Pavilionhosted a conference where there were presented outstanding stories of women, witnesses ofsuccess cases of practical contributes to world sustainability.

In the occasion of the closing ceremony of the EXPO Milano 2015, the President of theEuropean Parliament Martin Schulz delivered a video message to thank all those who havecontributed to making the Universal exposition of Milan a success for Italy and for Europe.The President thanked “the Italian authorities, workers, officials, volunteers and citizens whohave made this event possible and who have contributed to make the EXPO of Milan and thePavilion of the European Union, a success.”

Evaluation of the EU Participation in EXPO Milano 2015

The participation throughout the six months, all the activities and the events that took place atthe EU Pavilion, were subject of an evaluation that has been conducted from an externalcompany.

An interim report was produced and released on the 9th of December 2015, while the finalone will be delivered in the following months.

Interviews were also performed among MEPs, the Director General for Communication andthe Head of the Milan EPIO.
