Requirement for ACC Review of NSTX-U
• The main goal of the NSTX-U device is to investigate the scientific principal of the spherical torus (ST) plasma
• The NSTX-U is classified as a “High Hazard” (non nuclear) operation per PPPL ES & HSD 5008
• High Hazard projects at PPPL require ACC review & and recommendation prior to issuance of Safety Certificate
• For NSTX-U this review started ~ 18 months ago

NSTX-U ACC Process
• NSTX-U ACC reviews commenced in June 2013
• To date, the committee has met twenty two times over the past ~ 18 months to discuss, examine, walk-down, sub-systems associated with machine start up & FY 15 operations, including safety documentation (SAD, FMEA, procedures)
• Although the reviews are mainly linked to NSTX-U sub-systems, including diagnostics, other areas are reviewed
• These include training, conduct of operations, radiological protection, industrial safety, fire safety, etc.

ACC has sign-off authority in NSTX-U Startup (NSTX-02)
NSTX startup procedure OP-NSTX-02 Rev14 establishes the criteria for confirming that pre-operational test and startup activities have been successfully completed prior to combined field coil testing
The employment of a master tracking document to identify critical procedures, PTP’s, and ISTP’s has been successful during the startup phase of past experiments at D-site
OP-NSTX-02 Rev 14 tracks the status of the pre-operational test of the following NSTX systems; Torus Vacuum Pumping System, Torus pump-down and Testing, Coil Systems and Associated Hardware, AC Power Systems, Motor Generator Sets, Water Systems, Control Systems, NTC Safety Interlock Systems, Energy Conversion Systems, Diagnostic and in-vessel Probe Systems, RF Systems, Preparation of the machine areas, and the Integrated System Testing of all the NSTX-U work breakdown structure elements
OP-NSTX-02 Rev14 provides a “master list” status of the completeness of the NSTX PTP’s and ISTP
Applicable components of OP-NSTX-02 Rev14 must be successfully prior to the commencement of coil (combined fields) testing leading to startup and operations

•As part of the plans for the start-up of NSTX-U, the NSTX Activity Certification Committee (ACC) is charged as follows:– Conduct a safety review of the NSTX-U for the purpose of making recommendations to the PPPL ES&H
Executive Board regarding issuing a Safety Certificate for NSTX-U in accordance with ESHD 5008 Section 11 Chapter 2.
– In conducting this interview, you should consult with managers and staff from the NSTX-U Project as well as other subject matter experts as the ACC deems appropriate. The review should also include physical walk downs of the NSTX sub-systems and facilities. Any such walk downs must be coordinated with the work control center in accordance with our procedures to eliminate to the extent possible any impact to the Upgrade Project schedule.
– Your review should include:• The NSTX Safety Assessment Document (SAD) as revised for NSTX-U• Sub-system Preoperational test procedures (PTP’s), plans, and any necessary emergency response
actions.• Operating procedures relevant to the safe conduct of operations.• Applicable qualifications or certifications of operators.
•In your recommendation, please advise as to any necessary special conditions of constraints on which the issuance of a Safety Certificate would be based.

• Does the PPPL Activity Certification Committee (ACC) process ensure that configuration changes are adequately reviewed and appropriately documented in the NSTX-U Safety Assessment Document (SAD) and Safety Certificate?
• Does the PPPL Activity Certification Committee (ACC) process, including approval to proceed by the PPPL ES&H Executive Board Chairperson, ensure that PPPL is indeed ready to begin NSTX-U operations?

ACC NSTX Startup Activities
• ACC Review for coil testing activities. ACC presence will be in the NSTX-U Control Rooms during various aspects of startup
• OP-NSTX-02 Rev14 establishes criteria for confirming that NSTX is ready for specific level of operation.
• ACC must concur
• ACC has effected operational changes in the past ( dow-therm, n-calibration, etc)
• ISTP-01 Coil Testing Requires:
– Applicable sections of OP-NSTX-02 Rev14 be complete
– The SIS / HIS system in place and tested
– Appropriate training for operations personnel

Key NSTX-U ACC Safety Concerns
• Power supply shielding and isolation is in place
• Ensure any co-mingling issues are addressed post construction phase
• Vacuum Vessel windows have protective covers for new configuration
• Coil system protection. Specifically the DCPS
• Appropriate (approved) documentation is in place
