Background

The main vision of the Ministry of Agriculture, Irrigation and Livestock (MAIL) is food safety, elimination of hunger and growing a balanced economy in the country, it has the mission to lead the country towards reducing poverty, a licit and legal economy and national security through managing resources, an increase in and usefulness of agricultural products, improving the infrastructures, supporting and development of the private sector and market expansion. The followings are the strategic goals of the ministry: Making sure that the natural resources of Afghanistan are rehabilitated Continuing to increase agricultural products and their usefulness for farmers and livestock farmers through delivery of

production factors, expansion of services and agricultural explorations. Facilitating the opportunity for a sustainable and an inclusive economic growth in legal agriculture Increasing opportunities for a range of diverse incomes and work opportunities for people Collection of and boosting government revenues Establishing an affective, competitive and active institution through the process of structural reforms and adjustments.

Summary Report on Exploration of Planned Activities

The Ministry of Agriculture, Irrigation and Livestock (MAIL) had planned totally 22 main activities for FY 2016-2017 (1395) of

which 14 activities have been accomplished and as a result the ministry has made (14) accomplishments. 8 of the activities continue to

be performed and there are no uninitiated and pending activities.

1. Equipment,

1. 814 large and small poultry (breeders and broilers) farms established, equipped and allowed for use in Parwan, Herat, Balkh, Kandahar, Kabul, Khost, Takhar, Ningrahar, Helmand. In addition, (6,666) six thousand, six hundred and sixty six homebased poultry farms established in Kabul, Logar, and Parwan provinces.

- The 6,666 home-based poultry farms netted housewives AFN 18,000 income for each household,

- It is considered a step toward improving economy at the country level.

5. Construction

Activities:

1. 2470 cubic meter chick dams constructed in Badakhshan, Takhar, Kunduz, Samangan, Faryab, Ghazni and Kapisa.

- Soil erosion prevented and underground water storage maintained as a result of 2470 cubic meters chick dam construction in the aforementioned provinces.

2. 8 agricultural products processing and packaging centers established, and allowed for use in Kabul, Parwan, Helmand, Ningrahar, Herat, Kapisa and Balkh.

Ongoing Activities

1- Out of 24 Vet clinics (VFU) planned, 19 have been constructed and equipped in Logar, Wardak, Parwan, Panjshir, Kapisa,

Daikundy, Kunar, Paktika, Laghman, Ghor, Saripul, Samangan, Baghlan, Takhar, Nimroz, Kabul, Paktia, Badakhshan, Jozjan,

Ghazni, Kunduz and Helmand provinces. The rest could not be constructed for security reasons.

2- Out of 847 potato and onion stores planned in Bamyan, Parwan and Kunar provinces, of which 664 have been completed. The

construction of remaining 183 stores has been completed by 50%. The remaining stores could not be completed due to delays in

budget allocation.

3- Out of 688 raisins drying facilities, 679 have been completed in Balkh, Baghlan, Faryab, Herat, Kabul, Jozjan, Kunduz, Logar,

Paktia, Parwan and Saripul provinces. The remaining facilities could not be constructed due to security reasons.

4- Construction of slaughter houses/ abattoirs planned for Kabul, Herat, Balkh and Kunduz have been completed by 26%. The rest

of work could not be completed due to rise in costs and work volume as a result of technical modifications.

5- Out of 10,000 MT of improved wheat seed, 8,836 MT has been procured. The contracting companies are to be blamed for the

inability to supply the rest of seed wheat. Similarly, MAIL has procured 20,000 MT of urea, but 10,000 MT of DAP, planned to be

procured could not be processed by the MoF.

6- Construction and equipment of 3 strategic wheat stores with a capacity of 12,000 MT planned in Paktika, Nuristan and Saripul

have been completed by 70%. Failure to achieve the plan in the given timeframe is to be imputed to the contracted construction

companies; where, construction of another store with a capacity of 13,000 MT of wheat had been completed.

7- Out of 641 irrigation water reservoirs, each with a capacity of 500 M3, planned to be constructed in Badakhshan, Baghlan, Balkh,

Bamian, Daikundy, Faryab, Ghazni, Jozjan, Kabul, Kapisa, Kunar, Kunduz, Laghman, Paktia, Parwan, Samangan, Nangrahar,

Saripul, and Takhar, 633 have been reached and allowed for use. The difference in number is due to plan modification.

8- Out of 25 extension and admin units planned, 10 of them have been established. Failure to establish the rest of 15 units is to be

ascribed to budget cut by MoF.

Accomplishments beyond the plan

1. Some 300 plant researches have been accomplished in 17 research centers of the country. In addition, pruning, soil softening

and liming of trees have been completed in various parts of Nangrahar Canal Farm.

2. For raising fish, 70,000 young fish have been procured for farms in Salma and Qargha dams.

3. 43 MAIL personnel were sent abroad for Master Level studies to Japan and India; similarly, 3 other MAIL personnel were sent to

India for Bachelor level studies; further 204 MAIL personnel have been sent abroad for short term academic studies and 7 more

female personnel sent to USA for master level studies.

4. Some 15,300 chicks, 765 water and 765 feed cups, 38,250 kg of bird feeds and 765 birdcages, costing AFN 20,417,218 have been

distributed to 765 housewives in Saripul, Samangan, Balkh, Panjshir, Takhar, and Kabul to improve household economy and

create jobs for them.

5. 300 milk goats, costing AFN 3,825,000 have been distributed to 150 women in Kabul, Saripul, Samangan, Balkh, and Takhar to

improve their awareness on household food security and household economy.

6. To improve household economy and enhance entrepreneurship 48 items of food processing contrivances and 758 drying

machines costing AFN 20,451,050, have been distributed to 1,900 women in Kapisa, Saripul, Herat, Balkh, Takhar, Badakhshan,

Panjshir, Nangrahar, Samangan and Kabul.

7. 200 agriculture faculty and agriculture institute students received theoretical and practical training in various aspects of bee

raising. Similarly, 200 MAIL personnel engaged in bee raising received training through workshops in Pollination, princess raising,

harvesting, and bee winter management.

8. To uphold the bee raising business, the first bee raising community was established.

9. To improve household economy in Khash District of Badakhshan province, a reservoir to store 110,600 cubic meters of water and

irrigate 2,150 hectares of land through 3 canals with total length of 16 km was constructed.

10. A 15Km main canal and 8 Km branch canal to irrigate 10,600 hectare of land in Toghchi Tangi area of Nangrahar Province and

improve household economy in the area was constructed. Other 4 canals with a length of 36 km were constructed in in Kishm of

Badakhshan Province. The canal irrigates 3,800 hectares of fallow land.

11. Some 15,959 women in Kabul, Parwan, and Logar received training in poultry sanitation and managing small chicks. The

beneficiaries have received 99,990 chicks.

12. Some 24,000 Agricultural Extension messages to communicate new agricultural methods to farmers have been disseminated in

Kabul, Parwan and Logar provinces.

13. To enhance wheat product, MAIL seed production farms in Herat, Balkh, Kunduz, Baghlan, Kabul, Helmand Bamian and Kandahar

have produced 420 MT of basic wheat seed. Similarly, 33, 91 MT of mother seed wheat have been produced in Herat, Balkh,

Kunduz, Baghlan, Kabul and Helmand research farms.

14. As a matter to protect soil, 130,000 cuts of tamarisk, and 128,322 cuts of other protective plants have been planted in areas

feared to be eroded around Qargha dam. In addition, 43,300 seedlings have been irrigated twice and another batch of 81,245

seedlings irrigated one time though which 300,000 people have got job opportunities.

Long process of annual budget approval The budget should be approved on timely basis and accessed by sectoral departments, as the agriculture projects and programs are seasonal.

The procurement and proposals and document appraisal process should be simplified.

Existence of plant pests and diseases and low quality pesticides in market

The work should be done in importing quality pesticides through responsible entities (Ministries of Agriculture, Health, Commerce & Industry and Standards and Norms National Department).

Delay in the receipt of no objection for procurement packages from donors

Donors procurement process should be simplified.

Low capacity of private sectors in implementing projects and existence of low quality materials in market

The Government of Afghanistan should develop control and monitoring mechanisms in close coordination with relevant government and non-government organizations in order to monitor and evaluate private sectors.

The relevant ministries and Standards National Department should work on developing a proper mechanism for quality and standards in order to implement such a mechanism.

Lack of security in some areas for project implementation

The security situation should be improved in project sites areas quickly, in order to implement seasonal projects properly and timely.

Lack of proper and systematic coordination among stakeholders in the center and provinces in implementing shared projects.

Proper and systematic coordination should be established among ministries and departments implementing shared projects in the center and provinces in order to effectively and properly implement projects.

Important planned programs for FY 1396

The important programs planned for FY 1396 by MAIL is categorized into 8 sections, as following:

1. Procurement and distribution of wheat improved seeds and chemical fertilizers,

2. Establishing demonstration plots for saffron and cotton introducing new practices for saffron production,

3. Establishing and renovation of forests, postures and orchards,

4. Establishing greenhouses,

5. Monitoring the construction activities of 5 modern slaughter houses,

6. Integrated Pest Management and weed control (IPM) in 34 provinces of the country,

7. Producing animal vaccines,

8. Establishing check dams,

9. Establishing kitchen gardens,

10. Constructing canals and irrigation networks/pipe schemes.
