With the ADC bringing to lightissues of colleges charging

extra fees from students, the stu-dents’ grievance cell has steppedahead to punish such colleges.Soon after the ADC report, studentsstepped registered a complaintagainst their concerned colleges.

The July 27 ADC story stated thatstudents pursuing self-financedcourses, except Bachelors of Bank-ing and Insurance (BBI), in collegesaffiliated toMUhave to pay a fee ofRs.17,225, whereas for that of BBI,the fee is Rs.18,225, including thecharges for identity cards, culturalprogrammes, library fees, andsports fees. However, private col-leges have been structuring theirfees with a hike of around Rs.5,000to Rs.6,000 per semester.

As per theMaharashtraUniversi-ties Act 1994, every college affili-ated to a government varsity has tofollow the fees structure as statedby theUniversity. Even the colleges

having autonomy have to followthe fees structure as stated by theUniversity.A student, who did notwish to be

named, said, “My college did not

entertain my complaint regardingextra fees. I then approached thestudents’ grievance cell and thecollege authorities returnedme theextra amount which they hadcharged”.The principals of the concerned

colleges were called upon and afteran inquiry by the grievance cell,colleges were asked to pay back theextra amount to their students.Pradeep Sawant, a member of

the students’ grievance cell, MU,said, “Students should step aheadand register complaints about theirgrievances to the cell. They shouldnot be scared of registering a com-plaint; the cell will keep the nameof the student confidential andwilltry its best to give them justice”.

breakfast was fulfilled onThursday.With the Independ-enceDay, thehospital began apilot project where dishesmade up of protein rich sub-stances will be provided asbreakfast for the five hundredodd resident doctors workingat the hospital.“The breakfast has been

put together by a dieticianwho has made sure that thedoctors get the required nu-trition, especially protein.There are soya cutlets, specialparathas, egg sandwiches,etc. that the doctors canchoose from.We have startedthis on an experimental basisat Sion now. This will go onfor a month. Depending onthe response and results of

the death of 24-year-old Dr.Samidha Khandare fromSionHospital due to multi-drugresistant tuberculosis (MDRTB) this year. The doctors atthe hospital since then were

ments and units have beeninstructed to relieve the doc-tors for breakfast and havebeen told that they should begiven breaks regularly be-tween their working hours”,informed Dr. Supe.

tioning. Initially, companymatters would be heard andlater other cases as well.After the inauguration, a

casewas taken up for hearingin court room number 47 inthe Bombay High Courtbuilding and the ChiefMinis-ter, the Chief Justice andother judges watched pro-ceedings in the central hall

where a screen was put up,reports PTI.In the e-court room, Justice

Nitin Jamdar had a computeron his table instead of files.Whatever pages he wentthroughwere also visible on abig screen placed in the samecourt for the benefit of liti-gants.The Bombay High Court

has already started acceptingcourt fees as electronic pay-ments and the initiative hasreceived a good response.In the e-court, litigants

have been asked to file softcopies on a pen drive or acompact disc.The date of the presenta-

tion of the pen drive or CDshall be deemed to be the

date of filing of the electronicpetition. However, as a pre-cautionary measure, peti-tioners have also been askedto file a hard copy.The e-court is a central

government initiative tocomputerise district and sub-

ordinate courts as well as up-grade the infrastructure ofthe Supreme Court and highcourts. Under the project,2,249 courts in 969 courtcomplexes are expected to becomputerised by March 31,2014.

Although the year so far has seensatisfactory rains in most parts of

the state, the late arrival of monsoonin Marathwada region is becoming amatter of concern for all. The damwater levels in 803 irrigation projectsin the region have barely reached 38per cent from the eight per cent inMay this year.Speaking to ADC yesterday, Ravin-

dra Pathak, an independent corpora-tor from Latur, argued that the datahanded out by the Water ResourcesDepartment does not reflect the truepicture. At present, the dead waterstock in Jayakwadi is barely 13 percent, while it is zero per cent in othermajor dams like Manjra and Terna inthe region. The gravity of the situationis only underlined by the fact that themonsoon sets over Marathwada verylate and withdraws too early, leavingthe region thirsty.Pathak stated that there is no scien-

tific basis to the data churned out bythe state government. “The depart-ment records the damwater levels and

rate of evaporation daily. Last sum-mer, the officials simply failed torecord the rate of evaporation for threedays for the Jayakwadi Dam. Whenasked, the officials simply disclosedthat the ground staff was on leave”, headded.A water expert in his own right,

All that needs to bedone is to remove the silt from thedam and stack it up to the height ofone meter along the side embank-ments of the dam. If Bamboo isplanted on the embankments it willreduce the rate of evaporation by atleast 80 per cent”.The state government has already

decided to extend the decision of de-ploying water tankers, cattle campsand fodder camps in districts like Sa-tara, Ahmednagar, Solapur andMarathwada region to August 31.While most districts have recordedrains in excess of 1,000 to 2,000 mm,Marathwada has had around 300 to700mmof rainfall till August 12.Watertankers have, however, been deployedin Satara, Sangli, Solapur, Beed andOsmanabad districts.

said that the government had plansto install CCTVs at Mumbai, Puneand Nashik and for installation ofCCTvs in Mumbai, the lowest bidfor the project was of Rs 950 crores.Patil stated that a committeeheaded by state chief secretary wasnegotiating the terms with the bid-der and hence there was a delay ininstalling CCTVs in Mumbai. TheMinister informed that a sum ofRs.338 crore was allocated forCCTVs in Pune and Rs.51 crore forNashik. Patil added that the pro-posal worth Rs.149 crore for in-stalling CCTVs, especially forNashik Kumbh Mela, was pendingbefore the state DGP.

TheMira-BhayandarMunicipalCorporation (MBMC) is thefirst civic body in the state to

table a Detailed Project Report(DPR) which has the technical ap-proval of engineers from the IndianInstitute ofTechnology (IIT), Powai.The MBMC, which intends to over-haul the existing water distributionsystem of the twin-city, prepared aRs.449 crore draft-DPR in this con-text, and sent the blueprint for ap-praisal to engineers at the IIT, Powaiwhich, after technical analysis andphysical feasibility surveys, gave itsnod aftermaking someminor alter-ations and reducing the original es-timation from Rs. 449 to Rs. 427crore. The MBMC forwarded theDPR to the planning authority --MumbaiMetropolitan Regional De-velopment Authority (MMRDA),which has now tabled the proposalbefore Jawaharlal Nehru NationalUrban RenewalMission (JNNURM)authorities.It should be noted that under the

HOW has the English media taken, byand large, to the acceptance of state-hood to Telangana?

Hindustan Times (July 31) noted that“grasping the nettle is not something thatcomes easily to coalition governments, butthe UPA government has decided though itmay be, it will set the ball rolling in the cre-ation ofTelangana State.The very fact that thedemand has been there for the last 60 yearsshows how difficult the decision must havebeen,” said the paper, adding: “The Centremust also now contendwith similar demandsfrom other states (and) having conceded onTelangana, the Centre has no choice but toensure a fair hearing for similar demandsfrom other states.”

The Telegraph (July 30) looked at the issuethrough the demands for a separate state-hood consisting of three sub-divisions of Dar-jeeling and asserted that “the challenge inDarjeeling needs to be handled cautiously”since “false steps in a border region can becostly for the country.”

Linguistic principleThe Asian Age (July 31) pointed out that the

but by appeal to a shared culture, commonlanguage, public institutions forged followingthe unification of this region into a distinctstate from 1956, and on grounds of strategic,economic and corporate interests”. Admit-tedly, the paper went on to say, “the presentAndhra Pradesh is a compact cultural regionwith much that is common, but this com-monness has not succeeded in forging a po-litical unity based on a shared sense ofinclusion and fairness”. The view expressed inDNA was by a teacher of Political Aciende atJawaharlal Nehru University, Valerian Ro-drigues. As he sees it, “there are three com-pelling forces” in operation.First, Telangana is a region unlike other re-

gions in India, sustaining a distinctive cul-tural terrain made of deep diversities.

The second reason, as Rodrigues saw it “isthe specific relation of this region tomodes ofmilitancy such as the Great TelanganaMove-ment (1946-51) and later to Maoism that ar-gued for a revolutionary transformationthrough protracted struggle with the peas-antry as its social base support.”Finally, according to Rodrigues, “it is the

movement for a separateTelangana state thattook the wind out of the sail of revolutionaryzeal. As he argued: “If there is one issue thathas drawn the youth away from Maoism inthe region, it has been the agitation for a sep-arateTelangana statehood that has thrownupa different imagination of establishing a justorder.” Not every commentator thinks alongthese lines.Writing in The New Indian Express (August

4) T.J.S. George said that “we can do withstructured new states, but not an ad hoc par-tition of India.” Said he: “If cynicism of thepresent ruling class holds, we may soon be-come a 35 or 40 state country thatmanymore

CMs, MLAs, limousines and bungalows willmake it more merrier for beneficiaries andmore the messier for people.” Said George:“What the country needs is a unified policy inhandling regional demands with a nationalperspective. If, on the contrary, selfishnesspersists, the ultimate victor will be WinstonChurchill who predicted that Indiawould dis-integrate into small nations.” And that is apoint worth remembering.There were others writing in the same

paper… Shankar Aiyar, a well-knownauthor said that what has happened isnot about the creation of Telangana but itis about “debating what drives growthand good governance.” As Aiyar argued,smaller-size states promise access to thecitizens and easier operations, but goodgovernment also needs enlightenedleadership. The cry for smaller states be said,is less about representation and more aboutreal aspirations. Size could matter, big couldbe bold and beautiful too, said Aiyar, adding:“So let’s forget formulaic solutions andworryabout formats”.

Telangana statehoodAgain, writing in the same paper, G.S.Vasu

said the Congress often does the right thing“for the wrong reasons” and so was the deci-sion to grant statehood to Telangana. As henoted it, “given the time it took for the Indiangovernment to concede the demand (forTelangana statehood), it reflects the discon-nect withwhich our political class functions –refusing to acknowledge peoples’ aspirationsuntil they also serve their political interests.Added Vasu: “It is not just formation oftwo states: it is a political revolution inthe making.”Writing in The Times of India (August 4) an-

other well-known political columnist M.J.Akbar said that a revolution does not pauseonce begun, even during its phases of retreatin the course of a long struggle.” And hewarned: “For everyTelangana that emerges, adozen seeds are being fertilised in the wombof time.” All that one can now state is thatwhat has happened has happened and thingscannot be changed once again. But what isclear is that the country and its wider politicalleadershipmust give deep thought to the en-tire issue of reorganisation of states that willstand the test of time for decades and cen-turies to come. The acceptance of Telanganashould serve as a warning.

Congress has done the rightthing for wrong reasons

THEgovernment and private hospitalsare reporting steadily increasing

water-borne diseases in the city. Theremust be thousands of peoplewho do notgo to hospitals for treatment or consulttheir family doctors. Hence, the figurespresented by the BMC with regard tovarious victims of water-borne diseasesare incorrect.The BMC appears to have decided it

cannot do anything about it. These aremonsoon diseases which are unavoid-able. That is the smug view of the healthofficials. It is evident that they sit aroundand do nothing about it.The main reason for the spurt in

water-borne diseases is that people donot get clean potable water. Tests of sev-eral samples of water have shown thatone out of seven samples is contami-nated. This means in Mumbai,thousands of people drink contaminatedwater supplied by the BMC.Some of the water-borne diseases are

gastroenteritis, typhoid and cholera. Allthese are highly infectious. A cholera epi-demic can pose a big damage to the city.Even a simple case of cholera can be athreat in an overcrowded city with peo-ple living in hundreds of dirty slums. Notall ‘homes’ in slums have taps. Peopleliving in these shanties get water throughingenious means. It is evident that quitea few of them get one or the other water-borne diseases.Evidently, there is no preventivemeas-

ures for ensuring that water people drinkin the city is not contaminated.The BMCshould find out how water gets contam-inated and decide to incur the requireexpenditure:The callous approach of theBMC in this regard is most disturbing.

talks and recordings. It has also beenmy ex-perience, when speaking to some of hismost ardent fans, that over time they don’tcontinue to read his works regularly as theydon’t find much more in the way of newteachings. The quote above, though mightbe something a little different. It is one that

offers a glimpse into his thoughts about thataspect of human nature which is beyondeverything. Although it may be a stretch toindicate that he is commenting on theHindu concept of the ‘Atman’ or soul, it doesreverberate with the same description thatis often used to describe the Atman. Part ofwhich describes the Atman as that aspect ofHuman Nature that is beyond time, spaceand self (ego), is untouched by anything

worldly and cannot be grasped by thoughts.Additionally, his more traditional com-

ment regarding the need for the end ofknowledge is of course, etymologicallyspeaking, the definition of Vedanta (Veda –knowledge; Anta – End).So it is just to clarify that the objective

here is not to try to equate, compare or de-bate Krishnamurti’s teaching with Hin-duism; but just trying to reveal, a differentlight, what will hopefully be some aspects ofhis teachings that we find to be more un-common.So the above insights essentially point to

a part of our being which cannot be realizedthrough knowledge. This aspect becomesvisible to us when the activity of memory(thought) ceases to grab our attention andpull us outwards. It is there when there isnothing.

After all,IAS means—I Am Safe. Election-conception has just taken placewith delivery due in nine months.Government may want to takesome undesirable measureswhich the RBI may not want. So

let someone else step in and facethe music. If he fails they will

smirk. If he does well then thesong will be “we could have alsodone so.”Witness how non-babuSEBI Chairmen were hardly al-lowed to function.

It will not be surprising if theymake life miserable for the newincumbent. Some say that he isan IMF plant. So Mr. Rajan,whatever you are, best of luckand watch out for the plantainskins placed by the MoF. Requested for his auto-graph, Gandhiji turned over thepages and put his signature asthe 17th player of the MCC teamled by Douglas Jardine in 1933-34. INDIA, a great country in terms of its geography andhistory, is well known for its cultural heritage andcommercial prosperity since a long time. It has plenty ofnatural resources like sunshine, fertile soil, water,minerals,vegetation and animal life. It is divided into 28 states and 7Union Territories. Areawise, Rajasthan is the largest stateand Goa is the smallest state.

1 Location and Extent:i) India, lies in the northern and eastern hemisphere

and has a central position in southern Asia.ii) The latitudinal extent is 804'28” N to 3706'53” North

latitude.iii) The longitudinal extent is 6807'33” E to 970 24'47” E

longitude.iv) The southern most tip of India is 'Indira Point' at

6045” North latitude.v) TheTropic of Cancer passes through the central part

of India.vi) 80030' E longitude is our (IST) and is fixed as per the

local time of this meridian.vii) The distance from the North Dafar to Kanyakumari

in the south is 3,214 km and fromwest in Gujarat toArunachal Pradesh in east is 2,993.

viii) It is the 7th largest country in the world with a totalarea of 32,87,263 sq km.

ix) It has a land frontier of about 15,200 kmand a coast-line of about 7517 km.

2 Geology:Generally India is composed of three geological units.i) The Himalayan mountain, the Indo-Gangetic Plan

and the Peninsular Plateau.ii) Earlier all themajor landmasses were together and

called as Pangaea.iii) This landmass probably split into a Northern

Laurasia and a Southern Gondwana land and thesewere separated by Tethys Sea. The Gondwana landwas a single land mass.

iv) Conventional currents split the crust into a numberof pieces.

v) The Indo-Australian plate, after being separatedfromGondwana land, drifted towards the north andcollided with the much larger Eurasian Plate.

vi) Due to this collision the sedimentary rocks at thebottom of the Tethys Sea were folded to form theHimalayas.

vii) The depression between young Himalayas and oldPeninsular Plateau gradually got filledwith the sed-iments brought by the Himalayan and Peninsularrivers.

viii)Extensive alluvial deposits led to the formation ofthe Northern Plains of India.

ix) The Peninsular Plateau is one of the most ancientand stable land masses.

x) Aravallimountain is the old foldmountain of Gond-wana land, whereas the Himalayas is the new foldmountain.

3 Physical Divisions:1) The Mountainous region in the north.2) The North Indian Plains3) The Indian Plateau4) The Coastal lowlands5) The Islands

4 The Characteristics of the Himalayas:i) The Himalayas are the young fold mountains hav-

ing the highest relief in the world.ii) These mountains have a granitic core flanked by

metamorphosed sedimentary rocks.iii) It has very uneven topography with steep slopes,

lofty snow covered peaks, cold climate, narrow deepvalleys and swift flowing rivers.

iv) There are very few roads, small scattered and ter-raced agricultural patches, extensive uninhabitednatural landscape etc.

v) The Eastern parts of the region have heavy rain,thick forests and scattered settlements of numerousisolated cultural groups.

5 What is the process for the identification of aregion?i) Regions are identified on the basis of common char-

acteristics, contiguity and similarity. Eg Physio-graphical region, climatic regions, forest regions etc.

ii) The process of segregating an area into smaller seg-ments is called regionalisation. The bases for re-

gionalisation differ, therefore different regions maybe delimited according to the criteria used.

iii) Regions are identified on the basis of one or multi-ple factors.

iv) Economic regions are based on industries, trans-portation, level of development etc. Agricultural re-gions are formed according to crops,crop-combination, etc. Social and cultural regionsare identified on the basis of factors like population,sex ratio, language, etc.

v) In each region there are one or more core areaswhere the geographical pattern is well developed.

vi) Physical regions are identified on the basis of phys-ical factors like origin, location, relief, rock types,landforms, climate, soils, forests etc.

vii) For most of the geographical regions, boundariesare drawn roughly onmaps because they aremostlyin the form of transitional zones.

viii) The political and administrative regions have welldemarcated boundaries and they are shown accu-rately on the map.

6 Regional approach to geographical studies is veryimportant.i) It focuses on a particular area of the earth.ii) It studies all physical as well as human aspects

which interact with each other and work in unison.iii) They provide homogeneity which is the foundation

of regional approach.iv) It is an organised study of various phenomena spa-

tially related to each other.

7 Regionalisation is very essential. (Refer to page 6 onthe right hand side on top).

8 The North Indian Plain:i) These plains form an unbroken belt of alluvial soil,

which increases in thickness from west to east.ii) It has mild climatic conditions and a very gently

sloping landscape.iii) The rivers flow slowly and form alluvial plains and

the soil is very fertile.iv) This region is agriculturally very important for the

country .v) It has good infrastructure and economic develop-

ment so, the density of population is very high in theregion.

9 The Indian Plateau:i) The Indian plateau is stable and one of the oldest

landmasses of the world.ii) It is the largest natural division of India and it is tri-

angular in shape.iii) It is composed of very old igneous and metamor-

phic rocks.iv) Its land form features are associated with faulting

and volcanic activities.v) It is characterised by horizontally layered lava.

Rocky hills, plateaus, detached low hills and severalfaults are found here.

vi) It has fertile black soil and it is rich in mineral re-sources.

vii) The distribution of human settlements is unveven.

11 The Islands:There are two groups of islands: a) The Arabian Seaislands; b) Bay of Bengal islands.

a) The Arabian Sea Islands:i) The Lakshadweep,Minicoy and Amindvi Islands are

a group of islands in the Arabian Sea. Located 200to 440 kms off the SouthWestern Coast of India.

ii) They form the smallest UnionTerritory of India andtheir total surface area is 32 sq km.

iii) Kavartti is the capital of this Union Territory.

b) Bay of Bengal Islands:i) The Andaman and Nicobar Islands are a group of

Indian islands in the Bay of Bengal.ii) The North Andaman Islands are physically charac-

terised by a Central range and a number of narrowvalleys.

iii) The little Andaman island is almost flat except in thenorth.

iv) The Nicobars, forming the summit of a submarinemountain range, are hilly. Their surface has beenhighly cut up by small streams and the depressionsare filled up to form alluvial plains.

Travelling solo exhibition Nothing Else But Love is a collection of

sculptures and paintings by P. Gnana, an Indian painter and

sculptor based in Singapore. The materials that Gnana uses for

his large and magnificent cow sculptures are termed as found

media (such as car parts, two-wheeler parts, scrap material) and

he combines them with solid bronze and antique vessels. He

explains, “Combining found materials is an advantage as it

complements my creative process. Usually, I have ideas before

looking for suitable materials. For example, you have an idea

that you will use a certain material for the body of your sculpture

but after sourcing the material, sometimes the idea changes

and you use it on other parts instead. My ideas are never fixed.”

YLG, an abbreviated version of their

actual name You Look Great, is a salonand spa that opened its third branchin Mumbai at Jogeshwari (W). You can

spot YLG the moment you enter the main roadthat leads to the famous Hotel Mina. That’sbecause the salon has a huge entrance withall-glass doors and a large name board thathas YLG lit up incandescently.

YLG’s décor is anything but boring. That’snot because they have tried to throw aroundeccentric elements in their salon. YLG’strademark logo colours are bright orange, pinkand green and you’ll also see a good dose ofthe same colours balanced well with white inthe spacious salon and spa. The woodfurnishings rightly save the interiors fromgetting too overbearing. They have a roomyhairdressing section, a separate section forhair treatments, another one specially formanicures and pedicures, three facial roomsand two rooms for waxing. If you like to getyour treatments in a private environ, then YLGwill impress you to no end.

YLG also offers ‘Transformer’, an intriguingvirtual hairstyle application that allowscustomers to try 150+ different hairstylesvirtually before choosing one that suits thembest. The salon has a few breakthroughservices and some of them that fall in thiscategory include myWaxer — a hygienic, non-sugar based wax in disposable cartridges,Chromo White Facial, European Light TherapyFacial and Light Therapy Hair Spa.

I chose to try one of their European LightTherapy (ELT) facials which are currentlyoffered only by YLG in the city. The facials startfrom `1,000 and go up to `3,500, dependingon what you pick up or are recommended by

their skin expert. The skin expert analysesyour skin and according to that recommendsa facial. However, if you feel that the treatmentis too heavy on your pocket, you can chooseone of your choice or tell the expert to suggestsomething within your price range. I was toldto try the ELT Radical Radiance facial whichlasted for 75 minutes and is priced at `3,500.

The facial is a skin tone lighteningtreatment and can also be done in multiplesittings, which they say will derive optimumresults. It’s similar to a normal facial, the majordifference being the usage of ELT machinewith its blue and red lights. One light is used to

remove blackheads, whiteheads and otherimpurities and the other is used to spread thecream on the skin so that it is absorbed well.However, there is one aspect that I hope theyalter. In a normal facial, after the blackheadremoval process is done, while massaging thecream the therapist dips her hands in ice, sothat your skin doesn’t get too warm. Duringmy treatment at YLG salon, there was nodipping of the fingers in ice. So, while initiallythe warmth generated on my skin felt nice,due to repeated massaging, the skin gotuncomfortably hot.

The real test of a facial is its outcome. WhenI reached home, I noticed that some of myblackheads were still present. I was told thatthe radiance would last for a month. It’s beentwo weeks and while there indeed is a glow onmy face, it is nothing different than what mymodest facial priced at three digits would giveme. Will I go for their ELT facial again? At thatprice, it’s not likely. But, I’d visit them for one oftheir spa therapies and to try out myWaxer.

It’s green and orange and screams

healthy and fresh. Café Pishu’s is a

colourful food joint that is sure to catch

your attention as you walk by. One look

at the menu and you will be surprised

at the variety of healthy food and drink

options the small place offers. The

menu had descriptions of the

ingredients and a breakdown of the

calories of each dish, which makes it

easier to pick out food from the

multitude of options. We started off

with a tester of their Mulberry Treat

(`150), a milk-based concoction of

mulberry, litchi and strawberry and it

was so nice that we eventually ended

up ordering this refreshing drink. Next,

we tried their Pan Masala Mocktail

Shake (`130), a unique and nice

blend. From the mocktail juices, we

recommend the Fibre Sip (`130), an

exotic blend of strawberry, kiwi and

pineapple. High on fibre and low on

sugar, it was more than just filling,

especially for the price.

The Hot Organic Salad (`149) was

one of the healthiest food options on

the menu, with exotic vegetables and

grilled paneer on a bed of mildly

sautéed lettuce, but it scored low on

taste. If you want to bite into a healthy

pizza, try their Lavash Pizza Exotica

(`130). With a wholewheat multigrain

base made of flax seeds, sunflower

seeds and sesame, this pizza is very

different from the regular ones but it’s

tasty nonetheless. The vegetables in

the Brown Rice Meal with Green Sauce

(`130) broke the monotony of the

gravy’s texture, which had a spicy Thai

tinge to it. The portions might seem

small for one person but paired with a

drink, it’s filling. After the healthy main

course, we decided to indulge a little

when it came to the dessert and

ordered their Cuppa Brownie (`120).

Topped with vanilla ice-cream and

chocolate shavings, the brownie was

homemade and gooey with crunchy

walnut bits. They even offer Fruity Oats

(`109), a combination of fresh fruit

with hot flavoured oats for those who

are watching their calorie charts rather

strictly. With prompt service and a

reasonably priced menu, Pishu’s is a

health freak’s haven.

Ilove rustic décor. And while

Chez Moi is a French name,the faux fireplace, big grey-blue and cream tiles, ornate

white sofa and blue trunk tablereminded me of an old, Englishhome in Victorian England. Thebig screen TV is the onlyreminder that you’re actually in21st century Mumbai. Apart froma few tables lining the sides of thewall, Chez Moi looks like a cosyEuropean home. There’s even a‘kitchen’ area, with high chairs, akitchen cabinet and a blackboardwith the day’s specials,embellished with blue and whitedecorative wall plates.

I visited to try their new menu,so let’s get down to business. Firstup was a too sweet Appletini(`390) and a refreshingCaipiroska (`290), both tasty butlacking any real punch.

Starters arrived with acelebratory flourish, kicked off bythe much applauded Cheese &Leek Cigars (`220) that’s worth thehype. The crisp phyllo pastry wasstuffed with melt-in-the-mouthcheese and served with ponzusauce with the right hint of ginger.The zucchini served with theChicken Stuffed Zucchini (`245)was delicious, but the chickenwas a little dry. Starters aretempting, but make sure youleave room for the mains.

The Coq au vin (`330) may bethe most over-served Frenchbraised chicken in the city, but

the subtle wine and mushroom,coupled with the flavourfulchicken with skin was a surprise.The chicken was not overdone, sothe flesh remained succulent. Iwas skeptical about skippingother meat options for basa, afish that’s done to death and isn’ttypically European. But, the RootGinger & Cilantro Steam BakedVietnamese Basa (`365)transformed the fish into adelicately flavoured, lemonbutter soaked indulgence that isdelightfully underpriced (not thatI’m complaining).

Sadly, neither the ChocolateTart (`225) nor the Banoffee Pie(`175) impressed me. Thechocolate stuck to my palette, thecream was too thin, the pastry toothick and the balance betweenbanana and toffee not right.

The restaurant can get crowdedand noisy after 10pm, so visitearly if you want to get a feel of thecosy interiors. It could do withsome music changes (the décorand music are misplaced) and animproved dessert menu, but thefood, service and décor were onpar with my expectations.

way to Carter Road is Pastaa

Bastta, an Italian deli that serves

“gourmet pasta, ready-to-eat

salads, artisan breads and

desserts.” We tried out a Penne

with Basil Herb Sauce and

Herbed Chicken (our initial order

was Farfalle with Lamb

Meatballs, but they didn’t have it).

You can also choose unlimited

vegetables (think Subway style).

The pasta was delicious but the

chicken and vegetable options

weren’t generous. Takeaway

service speed and packaging

needs to improve as it did get a

little leaky on the car ride home.

For `170, we think it’s a great

Karvy Stock Broking calls a ‘Buy’ on TVS MotorsCMP: Rs. 32 Target Rs. 44Operationally, the quarterly numbers of TVS Motor (TVSL) came in line withour estimate, while lower depreciation charges and higher nonoperating in-come resulted in higher than expected net profit. Its revenue dipped 5% YoY& 1% QoQ owing to 11.5% YoY & 4.5% QoQ decline in volume. Its EBIDTA fell8.4% YoY (up 5% QoQ) in Q1FY14. Higher contribution of three wheeler seg-ment is driving TVSL’s average realization per vehicle by 8% YoY & 4% QoQ.Its depreciation was flat YoY, but down 9.4% QoQ to Rs. 314 mn, while nonoperating income grew 70% YoY to Rs. 86 mn. Its adjusted PAT grew 1.5% YoY& 5% QoQ to Rs. 519 mn.

Outlook & Valuation: Due to decline in market share, we lower our volume fore-cast, and due to currency benefit on export revenue, we maintain our revenue es-timate for FY14E & FY15E. On account of lower depreciation and low interestoutflow on declining debt, we marginally increase our EPS estimates for FY15Eby 3.5%, keeping FY14E EPS unchanged. However, as TVSL is losing marketshare amid stiff competition and limited scope for margin expansion, we lowerour target P/E multiple from 10x to 8x 1 Yr forward. Accordingly, we lower our tar-get price by 15% to Rs. 44 per share, valuing the stock at 8xFY15E EPS. Cur-rently, the stock trades at a P/E of 6xFY15E. Considering recent price correctionand stock’s attractive valuation, we reiterate our “BUY” on the stock.

Religare calls a ‘Buy’ on Oil IndiaCMP: Rs. 491 Target Rs. 720OINL’s Q1 PAT at Rs 6.1bn was below our/street estimates on lower crude sales(0.87mmt) and realisations (US$ 45.9/bbl) and a drop in VAP sales (10.3tmt vs.12tmt in Q4FY13). NG prod./sales however inched up QoQ to 7.22/5.7mmscmd.Maintain BUY on: (a) a likely improvement in crude realisations on lower gross

U/R of Rs 1398bn/939bn in FY14/FY15, (b) highercrude production/sales in the quarters ahead and (c)cheap valuations of 6xFY15E (ignoring earnings upsidefrom NG price hikes in FY15).

Crude sales/realisations lower QoQ: Despitehigher production (0.89mmt vs. 0.86mmt inQ4FY13), crude sales declined to 0.87mmt (from0.88mmt in Q4FY13) due to a major fire at the Nu-maligarh refinery in May’13. Crude realisationsdropped as well, as OINL was made to subsidiseOMCs at the prevalent discount of US$ 56/bbl de-

spite muted crude prices of US$ 102/bbl (US$ 111/bbl in Q4FY13). We ex-pect a pick-up in the company’s crude oil sales over the coming quarters asthe Numaligarh refinery resumes operations.

Realisations to improve on lower U/R: We expect U/R drop to Rs1398bn/939bn in FY14/FY15 on: (a) a sustained increase (Rs0.5/ltr/month) in diesel prices and (b) sluggish fuel demand growth due tohigher prices and a poor macro. If crude prices remain muted, upstream sub-sidy/bbl could come down as well. We model for FY14/FY15 realisations ofUS$ 55/59/bbl for OINL.

Significant investment plans lined up: OINL is actively scouting for explo-ration/ production assets to support its inorganic growth. It recently acquiredVideocon’s 10% stake in a Mozambique offshore block via a 40:60 consor-tium with ONGC. With cash reserves of US$ 2bn+, we don’t see such acqui-sitions as an impeding factor. Maintain BUY with a TP of Rs 720 on attractivevaluations, factoring in the overhangs of higher U/R but not the earnings up-side from gas price hikes in FY15.

LKP calls a ‘Buy’ on Gujarat State PetronetCMP: Rs. 58 Target Rs. 78GSPL’s net profit of Rs1.26bn was higher than our estimate of Rs1.16 on ac-count of higher transmission tariff. Transmission tariff increased by 56.3%yoy to Rs1.41/scm (qoq -20.2%), which was higher than our estimate ofRs1.20/scm. Higher transmission tariff was on account of take-or-pay con-tract, whereby consumers continued to pay tariff despite transmitting lowergas volumes. GSPL’s volumes for the quarter declined by 28.9% yoy to2,015mmscm. The fall in gas transmission volume was due to falling gas pro-duction from KG D6. However on sequential basis, transmission volumes in-creased marginally by 1.1%. GSPL’s operating profit for the quarter stood atRs2.7bn (yoy +9.2% qoq -17.7%) which was higher than our estimate.

Valuation and view: We believe that concerns relating to transmission vol-umes will be an overhang on GSPL in the near term. However, we note thatLNG capacities scheduled to come up by early FY15 could give much neededfillip to GSPL’s gas volumes. We value GSPL on DCF basis given the long termearnings visibility and arrive at a fair value of Rs78 per share. We have usedWACC of 11.5% and terminal growth rate of 2% for DCF valuation. We main-tain our BUY rating on the stock with a target price of Rs78. At the CMP, thestock is trading at 7.2x and 3.7x FY15e EPS and EBITDA respectively.

REVIEW OF THE PREVIOUS DAY:The Nifty rose moderately on Wednesday (August 14, 2013)a net 43.00 points (0.75%) and closed at the 5742 pointlevel. The market opened up with a gap at the 5715 pointslevel. It then declined into the red and registered the day’slow at the 5690 points level at 9.41 a.m. The index thenbounced back into the green and turned into a range boundmovement until 2.55 p.m. It then rose sharply and regis-tered the day’s high at the 5754 points level at 3.26 p.m.and then turned into a range bound movement until clos-ing at the day. The Nifty moved in a range of 64 points andclosed above the psychologically important 5700 pointslevel. Sentiment was bullish and amongst the 50 Niftystocks 30 were gainers, while 20 stocks closed in the red.Substantial buying was witnessed in consumer durables,oil & gas, metal and realty stocks, while selling was seen incapital goods, IT, healthcare and technology stocks.

on the rate front. “We see the weakrupee as a key upside risk to our in-flation forecast of 5.3% for 2013-14.The rupee’s continued weaknesscould offset the sobering impact ofanaemic demand on inflation. Highfood inflation and upward revision ofprices of administered items to con-tain the fiscal deficit are likely tomaintain upward pressure on infla-tion. Thiswas due to weak demand-side pres-sures as well as low metal prices.Core (non-food manufacturing) in-flation, after falling for two consecu-tivemonths, rose to 2.4% in July from2.0%. CCII (CRISIL’s Core inflation in-dicator, which excludes the metalsfrom core inflation) also increasedmarginally to 3.7% from3.6% in June.This reflects some pass-through of

rising costs into the final productseven in a weak demand environ-ment, believes Crisil.

Bhasin, the director of a private com-pany to one year’s rigorous impris-onment for not filing income taxreturns for two years has left everyonewonderingwhether the decisionwill set a precedent for many moresuch cases that are pending in sev-eral courts of the country.“There is a penalty provision and 7

years imprisonment for not filing taxreturns given in the law. This is thelaw of the land which one has to fol-low,” says Pankaj Ghadiali of P. C.Ghadiali & Co. a firm of CharteredAccountants.The argument that the business-

man had an unsettled dispute re-garding his refunds could not hold inthe court of law. “There can not beany excuse for not filling returns,”said Ghadiali. “There are differentchannels and ways to address yourgrievances,” he said.

The trial court made the observa-tion while announcing the sentencethat “tax evasion is rising and shouldbe curbed with a firm hand”. Does itindicate that the government ma-

chinery will be dealing with suchcases with iron hand? “The govern-ment which is in a tight revenue situ-ation and seems to be taking a not sosoft stance towards defaulters,” saysAnil Harish, Partner at D.M.Harish &Co. “We may see more such news inthe coming days,” he said.The IT department submitted that

the government on refund is just 6%per annumwhereas the governmentpenalty for not filling income tax is12%.“This disparity is not fair on gov-

ernment’s part,” said Anil Harish.“The people’s refundmoneywith thestate can be termed or should betreated as borrowings by the govern-ment, which the government is get-ting at a cheaper rate of just 6% thatis totally unacceptable,” he says.However, Pankaj Ghadiali explains

that due to computerization therecords are still not up to date, “it willtake another one or two years beforethe refund process becomes unhin-dered,” he says.Till then, perhaps the taxpayer will

continue to be deprived of his right-ful dues.

The World Bank has signed anagreement with the Indian gov-

ernment to provide a USD 100 mil-lion loan to help low-income familiessecure housing loans.“The Loan and Project Agreements

for World Bank (IDA) assistance ofUSD 100 million for low-incomehousing finance project weresigned between Government of

India/National Housing Bank (NHB)and the World Bank here yesterday,”the Finance Ministry said in a releasetoday. The agreement was signed byDepartment of Economic Affairs JointSecretary Nilaya Mitash, NHB Chair-man andManagingDirector RVVermaand World Bank (India) OperationsAdvisor Michael Haney, it added.The objective of the project is to

provide access to sustainable hous-ing finance for low-income house-

holds to purchase, build or upgradetheir dwellings, it added.Financing under the project aims

to create incentives for lenders tofocus on lower-income householdsthrough a net all-in reduction of thelenders’ cost of funds of about 200-300 basis points, the release said. “Itis a financial intermediary loan foran implementation period of fiveyears. NHB is the implementingagency,” it added.

Telcos Owe Government Over Rs 30,000 CrTelecom operators, including BSNL and Bharti Airtel, owe the governmentRs 30,158.05 crore as outstanding spectrum charges, including the one-time fee and usage charges. As per official data, GSM players owe Rs25,748.91 crore as spectrum charges while the outstanding dues ofCDMA operators stood at Rs 4,409.14 crore. Demand notices have beenissued to the operators to recover the amount.

RIL To Invest $3.18 Bn In R-Series Gas FieldReliance Industries plans to invest USD 3.18 billion in R-Series gas field inthe flagging KG-D6 block as it looks to reverse the decline in output byquickly bringing in new fields on production. RIL and its partners BP plc ofUK and Niko Resources, plan to produce 13-15 million standard cubicmeters per day of gas for 13 years from D-34 discovery in the KG-DWN-98/3 or KG-D6 block, sources privy to the development said. The plannedoutput from D-34, which is estimated to hold an in place reserve of 2.2Trillion cubic feet, is equivalent to the combined current production fromDhirubhai-1 and 3 (D1&D3) gas field and MA field in the KG-D6 block.

to the absurd state now, whencommercial simply cannot beartistic or intelligent, becausethen the lowest common de-nominator cannot be tapped,and the Rs.100-croremark can-not be reached. And that ismore important than making agood film that will be appreci-ated across India, by all kinds orpeople —mass as well as class.Before the great divide, the

directors making mainstreamcinema kept popular ingredi-ents in mind; the films hadstrong plots, songs, dances,quotable dialogues and a cre-ative quality that made themclassics. V. Shantaram,Mehboob Khan, Raj Kapoor,Bimal Roy, Guru Dutt, VijayAnand made successful films,but did not stoop to the levelsof stupidity that some of today’stop grossers do, just to makethe fastest initial bundle, be-cause hardly any films lastsmore than that.

The days of silver and goldenjubilees are long gone.The list of top grossers in-

cludesKismet, Barsaat, Awaara,Aan, Shree 420, Mother India,Mughal-e-Azam and Sholay —

all films made with pride, love,and yes, intelligence, a muchderided quality now. But whenfilmmakers were story tellers,creators and artistes, they re-spected audiences’ tastes, butdid not pander to the low brow.The films of Nasir Hussain

and thenManmohanDesai andtheir followers started the trendof mindless entertainers, for-mulaic plots and over depend-ence on stars. But why shouldentertainment be mindless?Guide,Golmaal (the HrishikeshMukherjee version), Lage RahoMunnabhai are not mindless,so pleasing the masses withstupidity is no justification formaking bad films.

In the eighties, commercialcinema was fighting TV, video,low attention spans and dealingwith a general decline in educa-tional and intellectual stan-dards in the country. Films hadto please the class that had onlycinema as a form of escapism,and did just about anything toget their ticketmoney, as fast aspossible. If the films were to-tally nonsensical, so be it.Today, by some odd reversesnobbery, Desai’s filmslike Amar Akbar Anthony arecounted as popular classics,but the film’s lack of sense orlogic was deplorable.Now, films that make a lot of

money quickly are the onlyfilms that matter, and they alsomake enough noise in themedia to stifle criticism ormock it. But history is a greatleveller and while fortunes aremade and lost, nobody can takeaway greatness once it is recog-nised and recorded. There wasa film called Aankhen by DavidDhawan that is among the topgrossers. Can anyone remem-ber it? ButMughal-e-Azam is amoneymaker and a classic overhalf a century later. If anyoneremembers Housefull, Body-guard or Chennai Express eventen years later, then the meas-ure of success can be recali-brated.

dominating win over P V Sindhu asHyderabad Hotshots notched up ahard-fought 3-2 victory overAwadhe Warriors in the inauguralIndian badminton League.Hyderabad allowed Warriors to

lock the tie 2-2 after taking a 2-0lead but Pradyna Gadre and ShemGohV sealed the contest for Hyder-abad by winning the decidingmixed doubles. Coming into themake-or-break match, PradynaGadre and Shem Goh V recorded a21-9 19-21 11-8 win over MarkisKido of Indonesia and Thailand’sSapsiree Taerattanachal.Touted as the biggest match of

utive Council members, the reviseddraft Constitution said, “To be eligi-ble as an office-bearer or memberof the Executive Council, amember

must: be a citizen of India; be in fullpossession of his/her civil rights;not face charges framed againsthim/her by any court in India,in respect of a criminal or corrup-tion offense which would be pun-ishable with imprisonment ifhe/she was convicted; not havebeen convicted of any criminal orcorruption offense.”It further said that when charges

were framed against members ofIOA General Council, ExecutiveCouncil, Committees or Commis-sions, in a criminal or corruptioncase, he will be provisionallysuspended from IOA and should beautomatically expelled in case hewas convicted.“When charges are framed

Council/Committees or Commis-sions by any court in India, in re-spect of a serious criminal orcorruption offense which would bepunishable with imprisonment ifthe person were convicted, he/she
